The European Commission has declared 2012 The European year for active aging and solidarity between generations. This issue calls each society to analyze the process of population aging and it's social and economic consequences. Currently active aging can be the key to solve the demographic trends, because Europe is the continent with the slowest population growth. The present study follows the issue of seniors from a demographic and socio-economic point of view, as well as social attitudes towards seniors. Process of demographic aging in the Czech Republic is characterized by using literature and statistical sources, as well as the position of society to activity of the post-productive population in the labor market, to health, social security and pension, as well as the relationship within the family and society. Attention is given to life satisfaction and quality of life of older people. The submitted diploma thesis has a theoretical-empirical nature. The theoretical part consists of five chapters. The first chapter defines the basic concepts associated with the process of aging. The following chapters are dealing with life satisfaction and quality of life of older people, as well as with social and intergenerational relationships in the family and in society as a whole. The socio-economic impact of demographic aging on society and the measures needed to deal with the unfavorable consequences are also presented. The thesis also includes a questionnaire and evaluation of life satisfaction and quality of life of seniors, addressed to two groups of people at retirement age. The aim of work is reflecting the period of old age and life satisfaction of the elderly. Another aim of this thesis is to characterize the evolution of aging in the Czech Republic, highlighting its likely future development. The results are dedicated for those who seek to understand this issue of the elderly in our society.

Dopady volby důchodového systému na jedince a na příjmy a výdaje ČR / The effects of choosing the pension system on the individual and on revenue and expenditure of the Czech Republic

This thesis deals with current pension reform and particularly with the new second pillar of the pension system. The current status of the pension system and negative demographic prognoses, which advocate the necessity of change, are described. Further, with a help of a study written by Ondrej Schneider and Jiri Satava (both Idea Cerge -- EI), the thesis analyses the benefits and ill effects of the second pillar of the system for an individual taking part in it. Various assumptions in the study were critically evaluated, especially the rate of profit. The prediction of the number of persons who will participate in the second pillar was accepted. On the basis of this number, the impact on revenues and expenditures of the pension system up to 2050 was modelled, assuming a certain demographic structure of population. Decreasing revenue is participated on revenues caused by opt-out. Expenditure is influenced by pension reduction and by increasing number of pension applicants. The cost of pension corporation which will take part in the second pillar was investigated too.

The work deals with genetic algorithms and their potential use in application software to optimize high voltage switching elements of distribution network. Theoretical part explains the basic concepts of genetic algorithms such as a gene, population and chromosome and basic principles of the development of genetic algorithms.. The main task of the thesis is to design the algorithm that will simulate the distribution of the sectionalizers by telecontrolled section switches or reclosers and analyze how to set the the parameters affecting the convergence speed of genetic algorithm. The basic parameters affecting the convergence of breeding, mutation probability, population size or using of elitism. The second goal is finding a suitable set of input parameters for the selected population sizes without and with using elitism. The results of the work determine the most appropriate settings for each generation and determining the approximate number of generations needed to find the best solution. The genetic algorithm applocation was tested on a less extensive distribution network with six switching elements

Public participation in the drafting of the 2013 Zimbabwean Constitution: The role and significance of the populace

LLM / Department of Public Law / The defining moment of Zimbabwean constitutional reform came in 2008 after the disputed and violence riddled elections of 2008 when the three main political parties entered into a transitional Government of National Unity and were tasked with the establishment of a new constitution which was ultimately adopted in 2013 following a protracted and turbulent process which began in 2009. Some segments of the civil society however argued that the concerned political parties had ‘captured the constitutional project and narrowed it to a short-term struggle motivated by the pursuit of party political interests at the expense of the will of the people and nation’s broad long-term interests’, and thereby subverted and/or negated the aspirations of the people. It is against this background that the study therefore assesses the participation, role and significance of the rural populace in the drafting of the 2013 Zimbabwean Constitution. The study traces the history of constitutional reform efforts in Zimbabwe, beginning with the colonial Lancaster House Constitution of 1979, to the protracted exercise of 2009 to 2013 which gave birth to the current Constitution. It focuses on the 2009-13 constitution making process as a case study. The study employs an interdisciplinary approach by adopting both doctrinal and empirical research approaches. The study employed the doctrinal research approach to provide for a doctrinal analysis of the relevant global, regional and domestic legislation and case law. The empirical research approach, through interviews, was used to collect qualitative data from the general members of the rural populace and key institutions such as political parties and human rights organisations from three selected rural districts, namely Bulilima, Makonde and Mutasa. The study indicated that while a significant number of the rural populace participated in the constitution making process, the legal environment which subsisted during the constitution making process did not allow for the unfettered flow of information and ideas, as a direct result of repressive legislation such as AIPPA, Criminal Law (Codification and Reform) Act, Interception of Communications Act and POSA, among others similar laws, and as well as the deeply polarised political environment owing to the nature of the relationship between the ZANU PF-led government and the opposition political parties. The study further showed that the process was heavily dominated by the political parties to the Global Political Agreement and all the political parties wanted to ensure the adoption of a constitution that best reflected their preferences and partisan views rather than the will of the masses, making the 2013 Constitution an elitist negotiated document, contrary to the provisions of Article VI of the GPA which provided for the right of Zimbabweans to make a constitution for themselves and by themselves.

Globální trendy ve vývoji úmrtnosti na HIV/AIDS / Global trends in HIV/AIDS mortality

This thesis is focused on the development of HIV/AIDS mortality in the world starting from the year 1990 and the main goal is estimating the possible future development of the number of inhabitants of the world and defined regions and the influence of HIV/AIDS on the number of inhabitants up to the year 2065. The possible number of HIV/AIDS deaths and people, who were not born because of HIV and AIDS, is computed up to this year. In the theoretical part of the thesis, the most important institutions, which include fight against HIV and AIDS as a part of ther programme, are presented. Natural history of HIV infection and the successes in the research of HIV vaccine are described. In the analytical part, the demographic reproduction of the population of the world and selected regions between years 1950 and 2010 is described, followed by population projection of the world and regions up to year 2065 using the cohort component method. The projection is created in four variants. The first one eliminates the HIV/AIDS mortality. The second one is the constant variant, which conserve the level of HIV/AIDS mortality from the year 2010 up to the year 2065. The survival of the animals depends on their ability to memorize locations and to use behavioral spatial navigation strategies. The crucial structure for this type of behavior and memory is the hippocampus, by its ability to create a cognitive map. In this structure, there are specialized pyramidal cell called place cells. They respond by their complex firing pattern to specific animal's location in the environment. Even though many studies have investigated the role of hippocampal pyramidal cells in spatial navigation and object position discrimination, their function during inaccessible object position discrimination is not yet clarified. In our experiment, rats were trained in a behavioral task to discriminate between rewarded and nor- rewarded positions of object located in an inaccessible space. We investigated the role of individual hippocampal cells during this task by single neuron electrophysiology. The first aim of this study was to decide which of two configurations of objects presented on a computer screen during spatial object discrimination task rats can discriminate easily. The second aim is to show whether and how information about the position of inaccessible objects is represented in the hippocampus using single-neuron electrophysiology. This diploma thesis analyses the legislation governing interruptions in Czechoslovakia in the time frame between 1950 and 1986 when this legislation went through many changes. The thesis studies consequences of these changes, their influence on the population in Czechoslovakia and even opinions of its inhabitants living in above mentioned time period. The thesis focuses also on so called "interruption commission"; institutions of former Czechoslovakia, which used to decide about the future of unwanted pregnancies. One part of this diploma thesis is also dedicated to the development and accessibility of contraceptives, which were directly influenced by the legislation.

This thesis tests a new theory about the role that public perceptions on target populations play in designing homeless policies - as demonstrated through the Homeless Policy Design Model. The theory and model present an expansion of theories on the target populations and policy design from Lowi (1972), Ingram, Schneider and Deleon (2007); and Schneider and Ingram (1993). The model is tested through a case study of homeless policy in Seattle, WA from 2007 to 2016 and the correlating perceptions of the homeless generated through the rhetoric of the political elite and the general public. The homeless policy design model indicates that the public's perceptions about homeless target populations will impact policy design choices. Through qualitative research methods, the thesis finds that there is a recognizable correlation between how the public views the homeless and what type of policy the Seattle City Council passed from 2007 to 2016.

The thesis "Social Housing Policy in the Czech Republic and it's target group" is focused at a contemporary situation of the social housing system and it's relationship towards the people of housing distress. It is based upon the fact, that there has been no such legislative document approved, which would be comprehensively dedicated to the issue of Social Housing Policy, although various attempts have been reappearing for the last ten years, and current government defined the approval of such a document as one of it's key political agenda. The thesis itself is based upon theoretically-methodological approach of targeted population's social construction, while using identification narrative to explain contemporary status, which occurs among policy makers. These narratives are defined as social reality overviews of researched reality and are distinguished by it's own issue definition and mutual approaches to this topic. They also defend public interests, while also creating notions about targeted population. The thesis is also dedicated to define the impact of political decisions on targeted population, distribution of burdens and benefits. The aim of this diploma thesis was the initial genetic analysis of early mediaeval burial site from Mlekojedy polycultural locality (Litoměřice District, Czech Republic). Autosomal STR markers were chosen because of the following reasons. The high degree of polymorphism of these markers and the high extent of heterozygosity favor the use of STRs instead of mitochondrial DNA for the structural analysis of small populations. Usefulness of STR typing for validation purposes was demonstrated many times before. We used primers for miniSTRs to obtain the fullest results. Nuclear DNA was extracted from 35 % of bone samples and 91 % of teeth. We detected lower PCR amplification success rate of fragments longer than 150 bp and very high rate of allele drop-out which is sign of degraded DNA. Twelve reliable genotypes were determined for TH01 marker. Observed allele frequency and genetic diversity values were discussed in comparison with recent populations and other aDNA studies of burial sites.
