Krympa smart : Konsekvenser och strategier vid långvarig befolkningsminskning / Smart shrinkage : Consequences and management of a long-term population decline

Från 1970 fram till 2020 har 117 av Sveriges 290 kommuner haft en minskad befolkning. Trots att det är så pass många kommuner som har en minskande befolkning är det inte ett ämne man generellt sett pratar om i Sverige. Denna studie har studerat två av dessa kommuner, Avesta och Hällefors kommun, genom bland annat intervjuer med både tjänstemän och politiker som metod för att få en djupare förståelse i frågan. Fokus har legat på vilka konsekvenserna blir av en långvarig befolkningsminskning samt hur en kommun kan hantera denna situation.  Studien visade att de två studerade kommunerna har ett flertal tomma bostäder, en högre arbetslöshet bland unga människor och en avvikande demografi, med en överrepresenterad del av befolkningen i ej arbetsför ålder till skillnad från övriga landet. En vidare konsekvens av överskott av tomma bostäder kan bli att dessa kommuner utsättas för social dumpning, ett fenomen där personer i behov av kommunalt stöd får aktiv hjälp att flytta till andra kommuner. I detta fall har Hällefors fått en högre andel av personer i behov av kommunalt stöd.  Båda kommunerna visade att de fortsatt planerar att nå en befolkningstillväxt. De åtgärder de har genomfört för att bevara sin befolkning är att delvis satsa på utbildning. De är medvetna om att unga personer i större utsträckning tenderar att flytta ifrån kommunen, och för att hantera detta har Hällefors satsat på utbildning för att locka till sig lika många studenter som det antal som flyttar därifrån för att studera. I Avesta vill man att personer som flyttat från kommunen ska ha ett positivt minne av kommunen och således flytta tillbaka senare i livet, när man eventuellt vill skaffa familj. / Between 1970 and 2020, 117 out of the 290 Swedish municipalities have been shrinking, despite that almost half of the municipalities have had a shrinking population; the subject is generally not discussed in Sweden. This study has been focusing on two different municipalities, Avesta and Hällefors municipality, to get their perspective on the consequences of a prolonged population decline and how to handle it. This has been done through interviewing both officials and politicians from each of the two municipalities.  This study has been indicating that the two municipalities have had a higher amount of empty residences, a higher degree of unemployment of young people and a higher degree of people not in working age compared to the rest of Sweden. One consequence of the large amount of empty residences is social dumping, a phenomenon where a person in need of support gets active help from their own municipality to move to another municipality. In this study Hällefors municipality has had a higher proportion of the population in need of support. Both of the municipalities have been planning for population growth, they have implemented measures to preserve the current population, partly through investments in education. Both are aware that young people in a greater extent will move out from their municipality, to handle this Hällefors municipality has been expanding their education with the goal of attracting the same amount of students that move away to study. Avesta municipality wants people who have moved away to have a positive memory of the municipality, in hope that they want to move back later in life when they want to settle down.

A Multi-Scale Approach to Defining Historical and Contemporary Factors Responsible for the Current Distribution of the White-bellied Sea-Eagle Haliaeetus leucogaster (Gmelin, 1788) in Australia

The White-bellied Sea-Eagle Haliaeetus leucogaster is widespread in Australia, but has been the subject of conservation concern due to suggested localised declines and extinctions. Regionalised monitoring programmes have addressed some aspects of local concern, however a broader approach is needed to gain an understanding of large-scale processes affecting long-term persistence at scales equivalent to the species Australian range. Ultimately, the ability to predict change in population size over time accurately depends on the scale of analysis. By necessity, ecological studies using direct sampling techniques are often made across spatial scales smaller than a species geographic range and across relatively short time frames. This seems counter-intuitive considering that long-term species persistence is often dependent on large-scale processes. The principal aim of this thesis was to identify historical and contemporary forces responsible for the current pattern of population structure in H. leucogaster. This required a multi-scale approach, and the resulting research uses genetic, distributional and morphometric data. Haliaeetus leucogaster is a large territorial raptor that historically has been associated with coastal regions, lakes and perennial river systems. It has an extensive worldwide distribution from the western coast of India throughout the Indomalaysian region, Papua New Guinea and Australia. By virtue of the species' large-scale distribution, in Australia it is fairly cosmopolitan in its use of habitat and prey types. Haliaeetus leucogaster is monomorphic for adult plumage colouration, but in body size displays reversed sexual dimorphism with female birds significantly larger. A discriminant function based on 10 morphometric characters was 100% effective in discriminating between 19 males and 18 females that had been sexed using molecular genetic methods. Re-classification using a jackknife procedure correctly identified 92% of individuals. The discriminant function should be a viable alternative to genetic sexing or laparoscopy for a large proportion of individuals within the Australo-Papuan range of this species; and can also be used to identify a small proportion of "ambiguous" individuals for which reliable sexing will require those other techniques. I used mitochondrial (mtDNA) control region sequence data to investigate the current distribution of genetic variation in this species at the continental level and within and between specified regional units. I was specifically interested in identifying breaks in genetic connectivity between the west and east of the continent and between Tasmania and the Australian mainland. Overall, genetic diversity was low and there was no significant level of genetic subdivision between regions. The observed genetic distribution suggests that the population expanded from a bottleneck approximately 160 000 years ago during the late Pleistocene, and spread throughout the continent through a contiguous range expansion. There is insufficient evidence to suggest division of the population into different units for conservation management purposes based on the theoretical definition of the 'evolutionary significant unit'. It is clear from the analysis that there are signatures of both historical and contemporary processes affecting the current distribution. Given the suggestion that population expansion has been relatively recent, additional sampling and confirmation of the perceived pattern of population structure using a nuclear marker is recommended to validate conservation monitoring and management at a continental scale. To determine the existence of perceived population declines across ecological time scales, I analysed the Australian Bird Atlas Data to identify the extent and pattern of change in range and density of the species between three Atlas Periods (1901-1976, 1977-1981 and 1998-2001) using a new standardised frequency measure, the Occupancy Index (OI) for 1° blocks (approx. 100km2) across the continent. At the continental scale, there was no significant difference in the spatial extent of occupancy between Atlas Periods. However, there were considerable changes in frequency and range extent between defined regions, and there were distinct differences in the pattern of change in OI between coastal and inland blocks over time. Coastal blocks showed much more change than inland blocks, with a clear increase in the use of coastal blocks, accompanied by a decrease in inland blocks, during the 1977-1981 Atlas Period, relative to both other Atlas Periods. The over-riding factor associated with distributional shifts and frequency changes was apparently climatic fluctuation (the 1977-1981 period showing the influence of El Nino associated drought). The impression of abundance was strongly dependent on both the temporal and spatial scale of analysis. To test for correspondence between geographic variation in morphology and geographic variation in mtDNA I analysed morphometric data from 95 individuals from Australia and Papua New Guinea. First, the degree of morphometric variation between specified regions was determined. This was then compared with the pattern of genetic differentiation. There was a strong latitudinal cline in body dimensions. However, there was no relationship between morphometric variation and patterns of genetic variation at least for mtDNA. Females showed a pattern of isolation by distance based on morphometric characters whereas males did not. Three hypotheses to explain the pattern of morphometric variation were considered: phenotypic plasticity, natural selection and secondary contact between previously isolated populations. I conclude that the pattern of morphometric variation is best explained by the suggestion that there is sufficient local recruitment for natural selection to maintain the observed pattern of morphometric variation. This implies that gene flow may not be as widespread as the mtDNA analysis suggested. In this instance either the relatively recent colonisation history of the species or the inability of the mtDNA marker to detect high mutation rates among traits responsible for maintaining morphometric variation may be overestimating the levels of mixing among regions. As might be expected given the physical scale over which this study was conducted, the pattern of genetic, morphometric and physical distribution varied dependent on the scale of analysis. Regional patterns of genetic variation, trends in occupancy and density and morphometric variation did not reflect continental patterns, reinforcing the contention that extrapolation of data from local or regional levels is often inappropriate. The combined indirect methodologies applied in this study circumvent the restrictions imposed by direct ecological sampling, because they allow survey across large geographic and temporal scales effectively covering the entire Australian range of H. leucogaster. They also allow exploration of the evolutionary factors underpinning the species' current distribution.

The probability for nesting attempts to be successful ranged annually between 0.08 and 0.70. Nest predation was rampant and a main cause of nest failure. Nest predators were mainly other corvids (primarily the Eurasian jay <i>Garrulus glandarius</i>). Habitat quality was the main factor determining the risk of predation. The risk for nest failure due to predation was higher in thinned forests with an open structure and with a high abundance of man-associated corvid species (jays, crows, raven). </p><p>Siberian jay parents show several strategic adjustments in life-history and behaviour to the risk of nest predation. Parents traded reduced feeding rates for a lower predation risk and allocated feeding to low risk situations. Chick provisioning imposes a cost by drawing the attention of visually hunting predators to the location of nests, and parents adjusted their daily routines and avoided exposure by allocating provisioning to times of low activity among nest predators. These strategic adjustments of feeding efforts were estimated to reduce the exposure to nest predators by 26 percent. Also, parents adjusted their reproductive efforts to the perceived presence of predators in a playback experiment. Siberian jays reduced their reproductive investment by laying a smaller clutch size when high risk of nest predation reduced the value of current reproduction, as predicted from life-history theory.</p>

Utifrån situationen att befolkningen i Sveriges landsbygdskommuner minskar trots att landets befolkning i stort ökar (Erlingsson, Syssner &amp; Ödalen, 2015), blir det allt svårare för dem att upprätthålla en tillfredsställande nivå av service och utveckling (Bjerke &amp; Mellander, 2017; Stockdale, 2004). Attraktionen av intressenter blir därför en förutsättning för att kommunerna ska kunna bedriva sin verksamhet (Fredriksson, Färdigh &amp; Törnberg, 2018). För att vända trenden arbetar allt fler kommuner med platsmarknadsföring (Niedomysl, 2004). Syftet med undersökningen är att ta reda på hur pendlings- och landsbygdskommuner i Sverige återskapar sitt platsvarumärke i sociala medier med fokus på Instagram. Undersökningen har gjorts utifrån frågeställningarna: Hur återskapas kommunernas officiella bild via deras officiella Instagramkonton? Vilka likheter och skillnader kan ses mellan de olika kommunernas platsvarumärken och hur de återskapas?  Studiens teoretiska ramverk har satts samman i en modell för gemensamt platsskapande. I modellen visas hur platsen, kommunen och intressenterna samarbetar för att tillsammans skapa ett gemensamt platsvarumärke, vare sig kommunikationen är planerad eller inte. Modellen kompletteras med teorier kring dialogskapande mellan organisationer och deras intressenter. Undersökningen är kvalitativ och har genomförts med en semiotisk innehållsanalys för att ta reda på hur sex olika kommuner har formulerat sina erbjudanden i ett platsvarumärke eller en vision och hur detta varumärke återskapas via kommunens officiella Instagramkonto. Resultaten jämförs sedan utifrån referenspunkterna (1) kommungrupp och (2) befolkningssituation.   Undersökningen visar att de kommuner som skiljer sig mest åt i förutsättningar trots det har flest likheter i sin kommunikation. Positionering görs genom att visa att man gör rätt saker men på ett annorlunda sätt. Fokus ligger genomgående på att visa en god livskvalitet. Man kan också se att hållbarhet blir ett allt viktigare område. Undersökningen kan också se att kommunerna interagerar med sina intressenter på olika nivåer utifrån ett aktivt, reaktivt och passivt deltagande. De kommuner som lyckas bäst med att återskapa sin officiella bild via sitt Instagramkonto är de som har ett varierande innehåll som förstärker de delar man beskrivit i platsvarumärket. Förutom slutsatser utifrån referenspunkterna kan studien även visa på likheter ur ett geografiskt perspektiv. / Based on the situation that the population of Sweden's rural municipalities is declining despite the fact that the country's population is increasing at large (Erlingsson, Syssner &amp; Ödalen, 2015), it becomes difficult for them to maintain a satisfactory level of service and development (Bjerke &amp; Mellander, 2017; Stockdale, 2004). The attraction of stakeholders is therefore a prerequisite to be able to conduct their operations (Fredriksson, Färdigh &amp; Törnberg, 2018). To reverse this trend, more and more municipalities are using place marketing (Niedomysl, 2004). The purpose of the study is to show how commuting and rural municipalities in Sweden recreate their place brands in social media focusing on Instagram. The survey is based on the questions: How are municipalities' official image recreated through their official Instagram accounts? What similarities and differences can be seen between the different municipalities' place brands and how they are recreated? The study's theoretical framework has been put together in a model for joint place making. The model shows how the place, the municipality and the stakeholders work together to create a joint place brand, whether the communication is planned or not. The model is complemented by theories about dialogue between organizations and their stakeholders. The survey is qualitative and was conducted with a semiotic content analysis to find out how six municipalities have formulated their offers in a place brand or vision and how this brand is recreated through the municipality's official Instagram account. The results are then compared based on the reference points (1) municipality group and (2) population situation. The survey shows that the municipalities that differ most in terms of conditions, have the most similarities in communication. Strategic positioning is made by showing that they are doing the right things but in a different way. There is a consistent focus on quality of life and you can also see that sustainability is becoming more important. The survey also shows that the municipalities interact with stakeholders at different levels of active, reactive and passive participation. The municipalities that are most successful in recreating their official image on Instagram have a varied content that reinforces the parts described in the place brand. In addition to conclusions based on the reference points, the study also shows similarities from a geographical perspective.

"She did what she could" ... A history of the regulation of midwifery practice in Queensland 1859-1912.

The role of midwife has been an integral part of the culture of childbirth in Queensland throughout its history, but it is a role that has been modified and reshaped over time. This thesis explores the factors that underpinned a crucial aspect of that modification and reshaping. Specifically, the thesis examines the factors that contributed to the statutory regulation of midwives that began in 1912 and argues that it was that event that etched the development of midwifery practice for the remainder of the twentieth century. In 1859, when Queensland seceded from New South Wales, childbirth was very much a private event that took place predominantly in the home attended by a woman who acted as midwife. In the fifty-threeyears that followed, childbirth became a medical event that was the subject of scrutiny by the medical profession and the state. The thesis argues that, the year 1912 marks the point at which the practice of midwifery by midwives in Queensland began a transition from lay practice in the home to qualified status in the hospital. In 1912, through the combined efforts of the medical profession, senior nurses and the state, midwives in Queensland were brought under the jurisdiction of the Nurses' Registration Board as "midwifery nurses". The Nurses' Registration Board was established as part of the Health Act Amendment Act of 1911. The inclusion of midwives within a regulatory authority for nurses represented the beginning of the end of midwifery practice as a discrete occupational role and marked its redefinition as a nursing specialty. It was a redefinition that suited the three major stakeholders. The medical profession perceived lay midwives to be a disjointed and uncoordinated body of women whose practice contributed to needless loss of life in childbirth. Further, lay midwives inhibited the generalist medical practitioners' access to family practice. Trained nurses looked upon midwifery as an extension of nursing and one which offered them an area in which they might specialise in order to enhance their occupational status and career prospects. The state was keen to improve birth rates and to reduce infant mortality. It was prepared to accept that the regulation of midwives under the auspices of nursing was a reasonable and proper strategy and one that might assist it to meet its objectives. It was these separate, but complementary, agendas that prompted the medical profession and the state to debate the culture of childbirth, to examine the role of midwives within it, and to support the amalgamation of nursing and midwifery practice. This thesis argues that the medical profession was the most active and persistent protagonist in the moves to limit the scope of midwives and to claim midwifery practice as a medical specialty. Through a campaign to defame midwives and to reduce their credibility as birth attendants, the medical profession enlisted the help of senior nurses and the state in order to redefine midwifery practice as a nursing role and to cultivate the notion of the midwife as a subordinate to the medical practitioner. While this thesis contests the intervention of the medical profession in the reproductive lives of women and the occupational territory of midwives, it concedes that there was a need to initiate change. Drawing on evidence submitted at Inquests into deaths associated with childbirth, the thesis illuminates a childbirth culture that was characterised by anguish and suffering and it depicts the lay midwife as a further peril to an already hazardous event that helps to explain medical intervention in childbirth and, in part, to excuse it. The strategies developed by the medical profession and the state to bring about the occupational transition of midwives from lay to qualified were based upon a conceptual unity between the work of midwives and nurses. That conceptualisation was reinforced by a practical training schedule that deployed midwives within the institution of the lying-in hospital in order to receive the formal instruction that underpinned their entitlement to inclusion on the Register of Midwifery Nurses held by the Nurses' Registration Board. The structure that was put in place in Queensland in 1912 to control and monitor the practice of midwives was consistent with the policies of other Australian states at that time. It was an arrangement that gained acceptance and strength over time so that by the end of the twentieth century, throughout Australia, the practice of midwifery by midwives was, generally, consequent upon prior qualification as a Registered Nurse. In Queensland, in the opening years of the twenty-first century, the role of midwife remains tied to that of the nurse but the balance of power has shifted from the medical profession to the nursing profession. At this time, with the exception of a small number of midwives who have acquired their qualification in midwifery from an overseas country that recognises midwifery practice as a discipline independent of nursing, the vast majority of midwives practising in Queensland do so on the basis of their registration as a nurse. Methodology This thesis explores the factors that influenced the decision to regulate midwifery practice in Queensland in 1912 and the means by which that regulation was achieved. The historical approach underpins this research. The historical approach is an inductive process that is an appropriate method to employ for several reasons. First, it assists in identifying the origins of midwifery as a social role performed by women. Second, it presents a systematic way of analysing the evidence concerning the development of the midwifery role and the status of the midwife in society. Third, it highlights the political, social and economic influences which have impacted on midwifery in the past and which have had a bearing on subsequent midwifery practice in Queensland. Fourth, the historical approach exposes important chronological elements pertaining to the research question. Finally, it assists the exposure of themes in the sources that demonstrate the behaviour of key individuals and governing authorities and their connection to the transition of midwifery from lay to qualified. Consequently, through analysing the sources and collating the emerging evidence, a cogent account of interpretations of midwifery history in Queensland may be constructed. Data collection and analysis The data collection began with secondary source material in the formative stages of the research and this provided direction for the primary sources that were later accessed. The primary source material that is employed includes testimonies submitted at Inquests into maternal and neonatal deaths; parliamentary records; legislation, government gazettes, and medical journals. The data has been analysed through an inductive process and its presentation has combined exploration and narration to produce an accurate and plausible account. The story that unfolds is complex and confusing. Its primary focus lies in ascertaining why and how midwifery practice was regulated in Queensland. The thesis therefore explores the factors that influenced the decision to regulate midwifery practice in Queensland in 1912 and the means by which that regulation was achieved. Limitations of the study The limitations of the study relate to the documentary evidence and to the cultural group that form the basis of the study. It is acknowledged that historical accounts rely upon the integrity of the historian to select and interpret the data in a fair and plausible manner. In the case of this thesis, one of its limitations is that midwives did not speak for themselves but were, instead, spoken for by medical practitioners and parliamentarians. As a consequence, the coronial and magisterial testimonies that are employed constitute a limitation in that while they reveal the ways in which lay midwifery occurred, they relate only to those childbirth events that resulted in death. Thus, they may be said to represent the minority of cases involving the lay midwife rather than to offer a broader and perhaps more balanced picture. A second limitation is that the accounts are recorded by an official such as a member of the police or of the Coroner's Office and are sanctioned by the witness with a signature or, more often, a cross. It is therefore possible that the recorder has guided these accounts and that they are not the spontaneous evidence of the witness. Those witnesses and the culture they represent are drawn predominantly from non- Indigenous working class. Thus, a third limitation is that the principal ethnic group featured in this thesis has been women of European descent who were born in Queensland or other parts of Australia. This focus has originated from the data itself and has not been contrived. However, it does impose a restriction to the scope of the study.

Intraguild predation in Harmonia axyridis and its effects on native coccinellids / Prédation intraguilde chez Harmonia axyridis et ses effets sur les coccinelles indigènes

During the 1990s, over a period of just a few years, the multi-colored Asian lady beetle, Harmonia axyridis (Pallas) invaded the entire area of northern Europe. In parallel with this invasion, a decline in native coccinellid species was recorded in Belgium, Britain, and Switzerland, affecting mainly one common species: the two-spot ladybird, Adalia bipunctata L. An impressive trait of H. axyridis, that could explain both its high invasiveness and the decline of native coccinellids, is its predation behaviour. Intraguild predation is a trophic interaction between species that share the same prey – in this case, aphids. In order to determine the precise impact of this predation on the native coccinellid species, the predation behaviour of H. axyridis larvae was observed in Petri dishes and on plants. The resistance of H. axyridis to predation was also studied by exposing it without dorsal spines to native predator larvae, in order to test whether or not the dorsal spines are a physical defence against intraguild predation. In addition to these laboratory experiments, an original method was developed and used to track predation under field conditions. This method is based on the gas chromatography–mass spectrometry (GC-MS) detection of exogenous alkaloids in H. axyridis, especially alkaloids from native coccinellids likely to be subject to intraguild predation. My results show that, in the absence of aphids, H. axyridis consumes both A. bipunctata eggs and all larval instars in Petri dishes. On plants, depending to aphid density, this interaction can change with regards to larvae but not eggs. In addition to intraguild predation, competitive exclusion can occur because of quite aggressive behaviour towards competitors. Dorsal spines significantly reduce the number of bites inflicted, and thereby complement the other defense mechanisms of H. axyridis that enable it to remain dominant in competition for food resources. In semi-natural conditions, predation on the native coccinellids Adalia spp. Calvia spp. Coccinella septempunctata L. and Propylea quatuordecimpunctata (L.) was detected. The number of sites where this predation was observed suggests that this interaction is frequent. It was also observed that an H. axyridis larva can ingest several native coccinellid species, confirming its status as a predator of coccinellids. We can therefore conclude that intraguild predation by H. axyridis leads, as does resource competition, to a decline in native coccinellids./Introduite pour la lutte biologique dans les années 90, la Coccinelle asiatique, Harmonia axyridis (Pallas), a envahi en quelques années toute l’Europe du Nord. Parallèlement à cette invasion, un déclin de plusieurs espèces de coccinelles indigènes dont la très commune Coccinelle à deux points, Adalia bipunctata L. a été observé dans différents biotopes en Belgique, en Angleterre ainsi qu’en Suisse. Un des traits remarquables de la Coccinelle asiatique est son comportement de prédateur intraguilde qui pourrait expliquer à la fois ce déclin mais aussi en partie son caractère hautement invasif. La prédation intraguilde est une interaction trophique entre des espèces qui se nourrissent d’une même proie, dans ce cas-ci les pucerons. Afin de mieux connaître l’impact de cette prédation sur les coccinelles indigènes, le comportement de prédation des larves d’H. axyridis a été décrit en boîtes de Petri et sur plantes. Sa résistance à la prédation a également été étudiée en exposant des larves dépourvues d’épines dorsales à un prédateur indigène, dans le but de tester le rôle de ces épines en tant que défense physique à l’égard d’un prédateur intraguilde. En plus de ces expériences de laboratoire, une méthode originale a été développée et utilisée pour suivre cette prédation en conditions semi-naturelles. Elle se base sur la détection, en GC-MS, des alcaloïdes exogènes chez H. axyridis et en particulier des alcaloïdes produits par d'autres espèces de coccinelles susceptibles de subir une prédation intraguilde. Mes résultats montrent qu'en l'absence de pucerons, H. axyridis a un comportement de prédation vis-à-vis des œufs et de tous les stades larvaires d’A. bipunctata. La présence de pucerons, suivant leur densité, peut modifier cette interaction à l’égard des larves indigènes mais pas des œufs. En plus de la prédation intraguilde, une compétition par exclusion peut être aussi suspectée et expliquée par le comportement très agressif d’H. axyridis à l’égard de ses concurrents. Quant aux épines dorsales, elles permettent de réduire significativement le nombre de morsures et complètent ainsi les autres lignes de défense utilisées par H. axyridis pour s’imposer dans des ressources déjà exploitées par d’autres prédateurs. En conditions semi-naturelles, cette prédation à l’égard des coccinelles indigènes a été confirmée vis-à-vis d’Adalia spp. Calvia spp. Coccinella septempunctata L. et Propylea quatuordecimpunctata (L.). Vu le nombre de sites où cette prédation a été détectée, elle peut être considérée comme une interaction fréquente. De plus, une même larve de coccinelle asiatique peut ingérer plusieurs espèces de coccinelles indigènes confirmant indéniablement son statut de prédateur de coccinelles.
