This dissertation thesis consists of three essays on macroeconomics and finance. In these essays, I focus on events which adversely affect emerging markets and present challenges to economic policy and central bank thinking. My aim is to contribute to the existing empirical literature by providing new evidence on the role of private credit, effects of macroprudential policies and understanding of the exchange-rate pass-through. The first essay evaluates policy measures taken to curb bank credit growth in the private sector in the pre-crisis period 2003-2007. The analysis is based on an original survey conducted on central banks in Central and Eastern Europe. The findings reveal substantial policy intervention and indicate that certain measures - particularly asset classification and provisioning rules; and loan eligibility criteria - might have been effective in taming bank credit growth. The second essay contributes to the existing literature on early warning indicators as well as to the discussion on the appropriateness of credit-to-GDP gap as a leading variable for any country for activation of the countercyclical capital buffer instrument in Basel III. Na Fisioterapia, os atendimentos têm características distintas de outras profissões, portanto o instrumento de avaliação de satisfação deve ser adequado a essa população e ao serviço investigado. Objetivo: Comparar a satisfação dos usuários que realizam tratamento fisioterapêutico ambulatorial em clínicas públicas (CP), clínicas privadas de convênio (CC), clínica escola (CE) e avaliar a adequação do instrumento utilizado à população estudada. Métodos: Foram avaliados 382 pacientes, no período de um ano, com idade mínima de 18 anos, que haviam realizado no mínimo cinco sessões de atendimento em cinco municípios da região noroeste do estado de São Paulo, divididos em três grupos. Foi utilizado um questionário com perguntas sociodemográficas sobre idade, sexo, renda, escolaridade e satisfação nos domínios interação paciente-terapeuta; acesso e atendimento da recepção; conveniência; ambiente e satisfação geral. Resultados: Os pacientes entrevistados foram em maioria do sexo feminino (68,60%), tinham idade média de 51,96 anos, na CC apresentaram maior renda e escolaridade, 51,71% conheceram o serviço por indicação médica e 64,03% já haviam realizado fisioterapia anteriormente. Na comparação entre os serviços, a CE apresentou maior satisfação que a CP em equipe de apoio, conveniência e ambiente físico e que a CC em relação terapeuta-paciente e satisfação geral. A CC foi melhor avaliada que a CP em conveniência e ambiente físico. O domínio relação terapeuta-paciente teve maior correlação com a satisfação geral e o domínio conveniência a pior. Na CP foi observada boa correção positiva com idade, sexo feminino e renda. O questionário mostrou boa consistência interna e coerência nos três serviços (α ≥ 0,94) e várias questões foram alocadas em domínios diferentes da proposta original, quando submetidas à análise fatorial. Conclusão: estes resultados representam um importante indicador da impressão dos usuários nos serviços investigados permitindo um melhor direcionamento na implementação de políticas públicas, privadas e acadêmicas visando à melhora da qualidade dos atendimentos de fisioterapia. / Introduction: Satisfaction is determined by the patient’s reaction to the service received, therefore a sensitive indicator of quality care. In physical therapy, attendances have distinct characteristics from other professions, so the satisfaction assessment tool should be suited to this population and investigation service. Objective: To compare the satisfaction of users who perform outpatient physical therapy treatment in public clinics (CP), private clinics agreement (CC) and clinical school (EC) and assess the suitability of the instrument used for the studied population. Methods: We evaluated 382 patients within one year, with a minimum age of 18, who had attended at least five sessions of care in five municipalities in the northwestern region of São Paulo State. They were divided into three groups. It was used a questionnaire with sociodemographic questions about age, gender, income, education and satisfaction in the areas patient-therapist interaction; reception access and service; convenience; environment and overall satisfaction. Results: The interviewed patients were mostly female (68,60%), had a mean age of 51.96 years, in the CC they showed higher income and education, 51,71% knew the service through medical indication and 64,03% had performed physical therapy previously. Comparing the services, the EC showed higher satisfaction than the CP in support staff, convenience and physical environment and than CC in therapist-patient relationship and overall satisfaction. CC was better assessed than CP in convenience and physical environment. The therapist-patient relationship area had the highest correlation with overall satisfaction and domain convenience the worst. In CP it was observed good positive correction with age, female gender and income. The questionnaire showed good internal consistency and coherence in the three service (α ≥ 0,94) and a number of issues were allocated in different areas of the original proposal when submitted to factorial analysis. Conclusion: These results are important indicator of the impression of users in the investigated services better enabling targeting in the implementation of public, private and academic policies aimed at improving the quality of physiotherapy care.

A participação privada em infra-estrutura não é um conceito novo. Os serviços públicos têm sido prestados por terceiros e as concessões têm sido delegadas a investidores privados por séculos. Nas últimas décadas, contudo, a participação privada tem mudado a forma segundo a qual a infra-estrutura e os serviços públicos são providos ao redor do mundo. A última tendência nessa área tem sido a associação entre o governo e o setor privado, denominada parceria públicoprivada (PPP), para a provisão de serviços usualmente prestados pelo setor público. Nesses novos tipos de arranjos, a sustentabilidade financeira do projeto pode requerer algum tipo de contribuição do governo, que precisa, por conseguinte, prestar contas para a sociedade sobre a eficiência no uso dos recursos públicos. Nesse contexto, modelos de análise da qualidade do investimento público para avaliar a conveniência e a oportunidade da contratação em regime de PPP têm sido propostos por diversos governos, que, desta forma, prestam contas para a sociedade sobre as suas ações. Os primeiros modelos de análise, baseados unicamente em comparações financeiras, foram severamente criticados devido à subjetividade na avaliação dos riscos, ao viés para a escolha da opção com financiamento privado e à suposta manipulação dos resultados. Como resultado, os governo têm, nos últimos anos, introduzido inovações nesses modelos a fim de eliminar as deficiências detectadas e incorporar os avanços mais recentes na política e regulação das PPPs. Este trabalho tem como objetivo contribuir para a regulamentação do Art. 4° e do Art. 10° da Lei n° 11.079/2004, que condiciona a abertura da licitação à demonstração da conveniência e da oportunidade da contratação na forma de PPP. Além de estabelecer diretrizes para a análise financeira do projeto que reduzem os problemas detectados em outras abordagens, o modelo propõe uma combinação de análises socioeconômicas e testes do interesse público e privado que permitem avaliar o suporte público ao projeto e a capacidade de o setor privado conduzi-lo de forma eficiente. Entende-se que o modelo proposto promove a prestação de contas, a auditabilidade e a transparência nos projetos de PPP, condições fundamentais para a legitimidade dessa nova política no Brasil. O método de pesquisa adotado envolveu a revisão do estado da arte na implementação e análise de projetos de PPP, além da consulta a profissionais e gerentes envolvidos com o desenvolvimento de parcerias pioneiras no Reino Unido. / The private participation in infrastructure is not a new concept. Outsourcing and concession have been in place for centuries in many countries, where private companies played an important role in the development of the physical infrastructure. In the last decades, however, private participation has deeply changed the ways infrastructure and public services are delivered around the world. The most recent trend in this context is the partnership between the government and the private sector in areas of traditional public sector provision and control. Under this new approach, different types of government contributions may be required to render projects attractive to private investors. As a result, these schemes require a high level of public accountability, and the government must demonstrate that the PPP deal offers value for money for the use of public resources. Value for money assessment frameworks have been proposed in different countries to test whether the public-private partnership is the most efficient option for the government to carry out the project and deliver the associated services. Therefore, these frameworks are essential for the accountability and legitimacy of this new policy. The earliest value for money frameworks were severely criticized due to deficiencies such as subjectivity in risk analysis, bias for the selection of the private financing option and manipulation of the results to produce an expected answer. Recently, value for money frameworks have been reformed to address the deficiencies of the former approaches and to incorporate the ongoing evolution in public-private partnerships regulation and policy-making. This thesis aims to contribute for the regulation of the Brazilian PPP Law, which demands the demonstration of the value for money as a requisite for the progress of the project as a PPP. In this context, the thesis proposed not only comprehensive changes in the financial analysis approach for PPPs, but also the combination of socioeconomic, public interest and market appetite analysis prior to the procurement process as an indication of the likelihood of getting value for money in the deal. Consequently, the proposed framework highlights the accountability, transparency and auditability of schemes, which is ultimately a cornerstone for the legitimacy of the PPP policy. The research collection method involved a literature review of PPP state of art and meetings with public and private managers involved in groundbreaking PPP projects in the United Kingdom.

ConvergÃncia das taxas de Juros no Mercado de CrÃdito BancÃrio Brasileiro: um estudo nas modalidades cheque especial e crÃdito pessoal / Interest rate convergence in the Brazilian Banking Credit Market: a study in overdrafts and personal loans

Este trabalho tem por objetivo verificar se existe convergÃncia no mercado de crÃdito bancÃrio brasileiro nas modalidades cheque especial e crÃdito pessoal entre os bancos pertencentes ao setor pÃblico e os bancos pertencentes ao setor privado. Para se chegar aos resultados utilizaram-se as taxas de juros coletadas no sÃtio do Banco Central, na internet, no perÃodo de fevereiro de 2009 a dezembro de 2010. Utilizaram-se, tambÃm, cÃlculos estatÃsticos e economÃtricos atravÃs da observaÃÃo e verificaÃÃo da existÃncia de raiz unitÃria pelos testes ADF e KPSS nas sÃries formadas pela razÃo das taxas de juros dos bancos pÃblicos X bancos privados para testar a convergÃncia entre as taxas dos dois setores. Espera-se colaborar com uma visÃo que dà sustentaÃÃo, ou nÃo, à tese de que o governo federal possa utilizar-se dos bancos pÃblicos para influenciar as taxas de juros praticadas no mercado de crÃdito bancÃrio brasileiro. Encontramos, nos resultados, indicativos de convergÃncia de parte dos bancos do setor privado e de divergÃncia de outra parte. Ressalte-se que os resultados foram diferenciados para as duas modalidades estudadas. / This study aims to verify whether there is convergence in the Brazilian banking credit market between the arrangements for overdraft and personal loans from banks in the public sector and those banks belonging to the private sector. To reach these results interest rates were collected from the Central Bank website on the Internet from February 2009 to December 2010. Statistical and econometric calculations were used through the observation and verification of ADF and KPSS Unit Root Tests for the series formed by the ratio of the interest rates of banks in the public and private sectors. It is hoped to collaborate with a view which does or does not support the thesis that the federal government can use public banks to regulate interest rates in the Brazilian banking credit market. The results indicate a convergence on the part of the private banks and a divergence by the public ones. It was noteworthy that the results were differentiated in the two modalities studied.

In addition, this research analyzes the role of the concentration of workers in the public sector in the occupations of teachers in the private sector. To achieve these objectives, income equations are estimated using the quantile regression method, based on PNAD (IBGE) data from 2012 to 2015. The greater the participation of the public sector in the total number of workers, the smaller the income of civil servants. Furthermore, the concentration of workers in the public sector is also relevant for the determination of income in the private sector. The results show that the concentration of workers in the public sector is associated with a negative effect on the incomes of civil servants, while in the private sector the effect is positive. / Esta dissertação investiga o poder de monopsônio do Estado e seu impacto sobre os rendimentos dos trabalhadores, tanto no setor público, quanto no setor privado. Além disso, este trabalho analisa o papel da concentração de trabalhadores no setor público nas ocupações de docentes de ensino básico no setor privado. Para alcançar estes objetivos, são estimadas equações de rendimento por meio do método de regressão quantílica, com base nos dados da PNAD (IBGE) de 2012 a 2015. Considera-se que, quanto maior a participação do setor público no total de trabalhadores, menores os rendimentos dos servidores públicos. Ademais, a concentração de trabalhadores no setor público também é relevante para a determinação do rendimento no setor privado. Os resultados encontrados mostram que a concentração de trabalhadores no setor público está associada a um efeito negativo sobre os rendimentos dos servidores públicos, enquanto no setor privado o efeito é positivo.

Solid waste management through partnerships : a study on the role of facilitating agencies

This research examined the role of facilitating agencies in promoting public-private partnerships (PPP). Bangladesh's solid waste management sector was taken as a case study. As is the case in many developing countries, municipalities in Bangladesh could not cope with rapid urbanization resulting in a large proportion of solid waste remaining uncollected. The private sector took the opportunity to fill this gap in service. They started providing house-to-house garbage collection and charging citizens for this service. Therefore, two streams of service providers-public and private-became active in the sector. In some cities the two streams remained separate without coordination. In other cities the two sectors formed partnership with support from facilitating agencies. This research investigated the roles played by the facilitating agencies. Three broad aspects were investigated: (1) necessity of facilitating agencies, (2) the role of a facilitating agency in sustainability of partnership, and (3) the role of a facilitating agency in effectiveness of partnership. Four cities were included in the study with varying degree of PPP and facilitation. Primary data were collected from public and private sector staff, elected representatives, and citizens through interview, questionnaire survey and observation. PPP is a promising mechanism for urban service delivery. This study on the role of facilitating agencies may illustrate how to achieve and sustain PPPs in developing countries.
