En av de svåraste utmaningarna som ett företag står inför är jämvikten mellan användbarhet och säkerhet, så att ingen av dessa väger över och på så vis påverkar organisationen negativt. Utifrån intervjuer med anställda har användbarheten undersökts, även samtal med ansvariga inom IT-säkerhet har givit förståelse för företagets arbete inom området. I det undersökta företaget kan man se att stor tyngd läggs på säkerheten, vilket kan påverkar användbarheten för användarna. Eftersom det i nuläget saknas en utredning och ett riktigt beslutsunderlag av vilka användare som skall ha vilka behörigheter på sina datorer, ges i slutet av arbetet rekommendationer till företaget gällande användartypernas fördelning utifrån säkerhetsperspektiv och ur användarnas egen användbarhetsuppfattning.

This master thesis inquires into selected chapters from the late medieval history of the town Prachatice. The first part of the thesis deals with the unclear legal status of the town and with the issue of its promotion to the royal town and its subsequent pawnings in the 15th century. It is a question that has not been sufficiently reflected in literature yet and there is also no agreement whether Prachatice was a royal pawned town or a liege town. The second part discusses the issue of the economic status of the town Prachtice in the context of the Southern Bohemian salt business wherein Prachatice played a crucial role. This part of the thesis is based on a thorough analysis of the staple right of the town Prachatice and the right which covered the compulsory direction of the routes. Further, it deals with the competition of the town Prachatice in the import of salt to Bohemia and with the outline of the directions of the routes that were starting in Prachatice. These routes were the matters of disputes with other involved towns. This thesis is delimited by the period of the Late Middle Ages until the beginning or the first quarter of the 16th century. This thesis deals with the diplomatic and consular privileges and immunities - first theoretically and then with the application by the International Court of Justice in the "Case concerning diplomatic and consular stuff in Tehran." The thesis emphasises the importance of an observation of these privileges and immunities by the international community and its relevance within the public international law. The thesis is divided into the introduction, 5 main chapters and the conclusion. First chapter is focused on the diplomatic and consular privileges and immunities in general. It deals with basic concepts as well as with a list of diplomatic and consular privileges. A description of mental health care practitioners and a mental health care director's perceptions of mental health care nurses obtaining prescription authority in eThekwini district KwaZulu-Natal.

Aim To explore Mental Health Care Practitioners and a Mental Health Care Directors perceptions of mental health care nurses obtaining prescription authority in eThekwini District KwaZulu-Natal. Methodology A qualitative design was used to gather data through individual interviews and a focus group interview. Purposive sampling was used to select the study setting (five (5) Out Patient Departments, two (2) Community Health Centres, one (1) tertiary educational institution, and one district office), potential participants were not sampled. Participants included; twenty six mental health care nurses (n=26), one (1) psychiatrist (n=1), four (4) medical officers (n=4) and one (n=1) mental health care director. Thematic analysis using the steps outlined by Braun and Clark (2006) was used to analyse the data. Results The majority of participants were not aware of policies or legislation allowing nurses to prescribe medication. Participating mental health care nurses from an education setting were more knowledgeable than other participants about current legislation and policy. Study findings indicate that nurses’ obtaining prescriptive authority is not on the provincial department of health agenda. In addition, participating ppsychiatrists and medical officers expressed reservations about nurses obtaining prescriptive authority, specifically independent prescriptive authority. Participating mental health nurses displayed ambivalence related to the pursuit of prescriptive authority. Conclusion and Recommendations The challenge for mental health nurses is suggested to be the achievement of a collaborative working relationship within the discipline of nursing, and between the discipline of nursing and medicine / psychiatry. It is suggested mental health care directors, and the SANC, be proactive, look to the future in advising the health minister about access and barriers to mental health care treatment. In addition, the SANC champion the nurse, specifically the mental health care nurse in obtaining prescriptive authority for schedule 5-6 psychotropic medications. Conçu dans la période postérieure aux guerres révolutionnaires européennes, renforcé à la veille des relations internationales contemporaines, le fonctionnaire international, plus qu’un concept, témoigne de la dynamique qui est née et qui caractérise les relations interétatiques. Mieux appréhendé par leurs interactions dans de multiples arènes (économie, consultations, études, diplomatie, politique, actions de terrains), les fonctionnaires internationaux sont définis par un nouveau type d’organisations par le biais desquelles ils incarnent et réalisent leurs buts. Ils caractérisent ainsi tant les agents des organisations internationales dites “traditionnelles” (Société des Nations, Organisation des Nations Unies, Organisation du Traité de l’Atlantique Nord, Union Africaine, Conseil de l’Europe) que celles “spécifiques” (Union Européenne, Communauté Economique des Etats d’Afrique de l’Ouest, La Communauté Andine des Nations, le Marché du Cône Sud). De cette situation, le concept unique de fonctionnaire international a évidemment émergé par la systématisation de plusieurs auteurs. Il ne pouvait en être autrement, ce par la convergence des statuts juridiques (en matière de règles relatives au recrutement, de privilèges et d’immunités fonctionnels, droits acquis) de ceux qu’on considère comme les piliers de l’organisation, notamment les agents de l’Union européenne et ceux de l’Organisation des Nations Unies. Toutefois, malgré cette première évidence, il est certain, et l’analyse comparative à laquelle cette étude s’élit en fournit les clefs, que le concept de fonctionnaire international unique ne soit pas approprié pour les agents que nous considérons archétypes de deux types d’organisations mues par des finalités complémentaires certes mais divergentes à plus d’un titre. A ces fins, l’étude de l’insertion institutionnelle des fonctionnaires et la loyauté, somme toute, cardinale qui en découle définitivement écarte toute prétention d’unité des fonctionnaires par l’érection d’un fonctionnaire extraétatique qui serait ce concept unifiant ces agents des gouvernants spéciaux. / Created after the european revolutionary wars and reinforced in the run up of the contemporary international relations, the international civil servant more than a concept, testifies of dynamics that generated and which characterizes interstates relations. International civil servants are defined through new types of organizations they embody and through which they achieve their purposes. The different arenas in which they interact (economics, consultancies, studies, diplomacy, politics, and field actions) underline their function. They therefore represent both the agents of international organizations known as "traditional" (League of Nations, United Nations Organization, North Atlantic Treaty Organization, African Union, Council of Europe) as well as those of the “specific" ones (European Union, Economic Community of West African States, Andean Community of Nations, Common Market of Southern Cone). From this situation a single concept for the international civil servant as emerged through the systemization of several authors. It could not be any other way, because of the similarities in the legal status (relating to recruitment rules, functional privileges and immunities, acquired rights) of those considered as the pillars of the organizations, in particular between the European Union and the United Nations Organization’s agents. However, despite this first conclusion, the present study obviously shows through a comparative analysis that a single (common) concept of the international civil servant is not appropriated for the agents we considere as archetypes of two types of organizations driven by purposes that are complementary but different for more than one reason. For those purposes, the study of the institutional insertion of the civil servants and the loyalty that derives from it definitely eliminates the theory of a single concept for civil servants through the institution of an extrastate civil servant, a concept meant to unify these special rulers’ agents.

La pratique de la médecine en centre hospitalier est encadrée par une variété de normes qui résultent en un contrôle des activités cliniques du médecin. Ce mémoire présente une analyse du régime instauré par la Loi sur les services de santé et les services sociaux et ses règlements afin de dégager les différents mécanismes de contrôle des activités du médecin exerçant en centre hospitalier. La pratique du médecin sera fonction de son intégration à la structure administrative du centre hospitalier, telle que notamment prévue par un plan d’organisation et des ressources et un plan des effectifs médicaux et dentaires. Ces plans contiennent des balises générales qui auront à être considérées par l’établissement dès le recrutement de médecins et témoignent d’une préoccupation du législateur d’assurer une distribution cohérente de l’offre de soins et de services de santé à l’échelle de la province. Le rattachement du médecin à un département par l’octroi d’un statut et de privilèges de pratique rendra applicable une normativité particulière, mise en œuvre par le chef de département clinique, par exemple la liste de garde et les règles d’utilisation des ressources médicales et matérielles. La validité et les effets de la pratique par laquelle les médecins réaménagent entre eux l’exécution des obligations qui leur incombent par des ententes variées sera également abordée à la lumière de récents développements jurisprudentiels sur la question. La mise en place d’un mécanisme de traitement des plaintes et d’une procédure disciplinaire en centre hospitalier sera également abordée ainsi que la situation des différentes parties impliquées, tant en ce qui a trait aux garanties juridiques applicables que relativement à la possibilité de recours administratifs ou auprès du Tribunal administratif du Québec. / The practice of medicine in a hospital center is subordinate to the application of various rules purporting to the control of the clinical activities of physicians. This thesis intends to offer a detailed analysis of the regulatory framework as provided for in the Act respecting health services and social services and its by-laws. The main objective is to layout the administrative and disciplinary mechanisms of control of the clinical activities of physicians. Following his appointment, the physician will take place in an administrative structure as delineated in the organization plan and medical staffing plan of the hospital. These plans are guidelines to be considered by the institutions while recruiting physicians, and tend to show a legislative intent to efficiently allocate the offer for health care services throughout the province of Quebec. The physician’s reporting to a clinical department gives rise to the application of specific regulations set up by the department head such as the duty roster or the rules governing the use of medical and material resources of the department. This study will address the validity of various agreements by the means of which physicians adjust the execution of their obligations, in the light of recent developments in case-law. The law provides for a disciplinary procedure as well as a procedure relating to the examination of complaints concerning a physician. This study will also address the due process applicable, the situation of the concerned parties, as well as the possibility of recourse to the Quebec Administrative Tribunal.
