E-commerce opportunities for the Ficksburg Cherry Festival (2012)

A website with a good e-commerce design will positively influence a customer’s attitude, strengthen the trust of the customers towards the organisation, increase the satisfaction of the customer, draw consumers, and bring forth purchases/repeat purchases from them. The purpose of this study was to determine viable e-commerce opportunities for the Ficksburg Cherry Festival website. The study endeavoured to ascertain how the Ficksburg Cherry Festival could improve its website by identifying e-commerce opportunities for the Ficksburg Cherry Festival website. In this study a non-random self-administered survey approach was used where attendees were intercepted at the venue of the Ficksburg Cherry Festival and the exhibitors in their stalls. The existing Ficksburg Cherry Festival website was analysed for e-commerce features that are present and opportunities for further implementation of e-commerce features were identified with help from the attendees and exhibitors. The findings of this study presented a demographic profile and attendance characteristics of both the attendees and exhibitors, which the management team of the Ficksburg Cherry Festival can use to better market the festival using traditional and online communication for both attendees and exhibitors. The recommendations will assist the management of the festival to improve the website and to progress from a straightforward information-only website to a fully-developed e-commerce site, with positive effects for all the stakeholders. Public sector reform within the South African perishable export industry

Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2009. / ENGLISH ABSTRACT: Public sector reform has been around since the 1980s and was a result of criticism against traditional public administration for being too slow and inefficient to address public needs. Although Public sector reform is common in developed countries, evidence of public sector reform has rarely been seen in developing countries. The purpose of this investigation is to determine whether there is any evidence of public sector reform in a developing country such as South Africa. The author divides public sector reform into three categories, namely: new governance, regulatory governance and new public management (NPM). Based on the theoretical information analysed, a list of qualifying criteria for public sector reform is compiled. The author then focuses on the Perishable Products Export Control Board (PPECB), a statutory organisation acting as a service provider for the perishable products export industry and a regulator on behalf of the South African government. The author analyses the model on which South African perishable exports are based and studies the organisation‟s history, strategies, operational structure and its relationship with government. The information gathered is then compared to the list of qualifying criteria compiled for public sector reform. It was found that the model, and specifically service delivery strategies by the PPECB, provides conclusive evidence of new governance, regulatory governance and NPM. It was also found the model is a hybrid between traditional public administration and public sector reform, as it contains characteristics of both. The study takes the form of a literature review. Research was conducted through studying various literatures pertaining to new governance, regulatory governance and new public management. In addition, the author gathered relevant information from within the PPECB, the South African Department of Agriculture, Forestry and Fisheries (DAFF) and the export industry. Further information was also collected by means of unstructured interviews with senior individuals employed by the PPECB. / AFRIKAANSE OPSOMMING: Openbare hervorming bestaan sedert die jare tagtig en het basies ontstaan as gevolg van kritiek omdat tradisionele openbare administrasie te traag en onbevoeg was om openbare behoeftes aan te spreek. Hoewel openbare hervorming in ontwikkelde lande stewig gevestig is, is daar ook bewys daarvan in ontwikkelende lande. Die doel van hierdie ondersoek was om vas te stel of daar enige bewys van openbare hervorming in ‟n ontwikkelende land soos Suid-Afrika bestaan. Die outeur het openbare hervorming in drie kategorieë verdeel, te wete nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur. Op grond van ‟n analise van die teoretiese inligting, is ‟n lys van kwalifiserende kriteria – gerig op openbare hervorming – saamgestel. Die outeur het vervolgens op die Bederfbare Produkte Uitvoerbeheerraad (PPECB) gefokus – dit is ‟n statutêre liggaam wat as diensverskaffer vir die bederfbare produkte uitvoernywerheid en as ‟n reguleerder namens die Suid-Afrikaanse regering optree. Die outeur het ‟n analise gedoen van die model waarop Suid-Afrikaanse bederfbare uitvoere gebaseer is en voorts die organisasie se geskiedenis, strategie, operasionele struktuur en sy verhouding met die regering bestudeer. Die inligting wat ingewin is, is vervolgens met die lys van kwalifiserende kriteria – gerig op openbare hervorming – vergelyk. Daar is bevind dat die model – en spesifiek diensleweringstrategie by die PPECB – voldoende bewys lewer van nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur. Daar is ook bevind dat die model ‟n hibridisering is tussen tradisionele openbare administrasie en openbare hervorming aangesien dit karaktereienskappe van albei bevat. Die studie is in die vorm van ‟n literêre oorsig gedoen. Navorsing is uitgevoer deur die bestudering van verskeie geskrifte oor nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur. Daarbenewens het die outeur relevante inligting binne die PPECB, die Suid-Afrikaanse Departement van Landbou, Bosbou en Visserye en die uitvoernywerheid, ingesamel. Nog inligting is ook bekom deur ongestruktureerde onderhoude met senior werknemers van die PPECB te voer.

No Place for Middlemen: Civic Culture, Downtown Environment, and the Carroll Public Market during the Modernization of Portland, Oregon

Following the Civil War, the American government greatly expanded the opportunities available for private businessmen and investors in an effort to rapidly colonize the West. This expansion of private commerce led to the second industrial revolution in which railroads and the corporation became the symbols and tools of a rapidly modernizing nation. It was also during this period that the responsibility of food distribution was released from municipal accountability and institutions like public markets began to fade from the American urbanscape. While the proliferation of private grocers greatly aided many metropolises' rapid growth, they did little to secure a sustainable and desirable form of food distribution. During the decades before and after the turn of the century, public market campaigns began to develop in response to the widespread abandonment of municipal food distribution. Like many western cities, Portland, Oregon matured during the second half of the nineteenth century and lacked the historical and social precedent for the construction of a public market. Between 1851 and 1914, residents of Portland and its agricultural hinterland fought for the construction of a municipally-owned public market rallying against the perceived harmful and growing influences of middlemen. As a result of their efforts, the Carroll Public Market was founded on the curbsides of Yamhill Street in downtown Portland. While success encouraged multiple expansions and an increasingly supportive consumer base, a growing commitment to modernist planning among city officials and the spread of automobile ownership determined the market to be incompatible with the commercial future of Portland. In an effort to acknowledge and capitalize on the Carroll Public Market's community, a group of investors, incorporated as the Portland Market Company, worked with city officials between 1926 and 1934 to create the largest public market in the United States, the Portland Public Market. As the first building of the newly constructed waterfront development, many believed the massive institution would reinvigorate nearby businesses and ultimately influence the potential of the downtown business district. The Portland Public Market was decidedly distinct from the market along Yamhill and the promoters cast it as such. By utilizing the most modern technologies and promises of convenience there was little that the two organizations shared in common. In the end, the potential of the waterfront market was never fulfilled and amidst legal scandals, an ongoing struggle to meet operating costs, and the success of a rebellious Farmers Cooperative, it shut down after nine years. This thesis discusses these two public markets during a period of changing consumer interests and the rise of modernist planning in Portland, Oregon. Ultimately, the Carroll Public Market was torn down for reasons beyond its own control despite the comfortable profit it enjoyed each year. Many city officials refused to support the institution as they increasingly supported the values of modernism and urban planning. The Portland Public Market fit perfectly with many city planners' and private investors' intents for the future. This essay seeks to offer a unique glimpse of how commercial communities form and how commercial environments evolve through the politics of food distribution, consumerism, and producer-to-consumer relationships.

Labelling to promote broad-based Black economic empowerment in South Africa : a case study of the Thandi empowerment label.

Broad-based black economic empowerment (BBEE) is a policy objective in South Africa. Farmworker equity-share schemes (FWES) satisfy several of the empowerment goals specified by the proposed AgriBEE Scorecard. Information about the costs and benefits of subscribing to an empowerment label will help managers to make more informed decisions about empowerment and could therefore promote BBEE. The Thandi label is an initiative to market fruit and wines originating from FWES and farms operated by previously disadvantaged farmers. A case study of the Thandi label was undertaken to determine whether or not the accredited empowerment attribute adds value to Thandi products. An exploratory-explanatory case study was adopted basing questions largely on the theoretical propositions of asymmetric information, the benefits of product labelling and the preconditions for a successful label. Primary data were collected via in-depth interviews with managers of Capespan, The Company of Wine People and empowerment farms participating in the Thandi label. The study made use of in-depth interviews with key informants to investigate issues considered (on theoretical grounds) to be critical in establishing a successful label. Responses were subsequently tabulated and compared, where relevant, across respondents in order to check for consensus views. Results indicate that the Thandi label had not succeeded in differentiating fruit, whereas the Thandi wine label had increased sales revenue and was covering accreditation costs incurred by farms as well as the recurring costs of maintaining and marketing the label. Thandi fruit had not grown its share of the domestic or export markets and did not command a price premium, Capespan subsequently discontinued the Thandi fruit label. Thandi wine, on the other hand, had grown its export market and consumers were prepared to pay a premium for Thandi wine products. The data indicate that empowerment attributes were useful in finding shelf space for products, but that quality is essential to grow market share and to earn price premiums. In short, accredited empowerment attributes can add value to quality products sold to discerning consumers who lack information about empowerment and quality attributes at the point of sale. Empowerment labels must include quality attributes. Government should at least absorb some of the transaction costs confronting producers and marketing agencies in negotiating standards for farms and firms participating in generic empowerment labels. It could also offer auditing services to local accreditation agencies to improve their credibility. Seeking a deeper understanding of the quality of relationships in the smallholder maize production system in Msinga.

In South Africa, the majority of inhabitants rely on agriculture as the main source of livelihood. Agricultural crop production remains the primary source of subsistence, employment, and income. Due to policies put in place by the apartheid government, agriculture remained divided into large scale commercial farming and subsistence small scale farming. The 1913 and 1936 Tenure Acts and the 1927 Administration Act favoured white farmers of large scale commercial farms who produced and supplied markets. These acts were effective until 1994. Smallholder farmers were not supported to operate at commercial farming levels and instead remained as subsistence farmers. However, the present government has been putting policies in place to encourage smallholder farmers to operate at commercial farming levels. Smallholder farmers are faced with many challenges that restrict them from being commercially active in crop production. Their challenges range from the lack of land, equipment, and financial resources. They may also struggle to meet the quality and safety standards set by food processors, large retailers, wholesale buyers, and exporters. Smallholder farmers are also constrained by limited support services provided by government. When addressing problems that smallholder farmers are facing it is a common practice to focus on increasing production rather than to look at issues that affect production. It is thus important to look at the whole production system when the aim is to address problems affecting production and to understand the linkages in the system. The objective of this research was to seek a deeper understanding of the quality of relationships among smallholder farmers, extension officers, input suppliers, and output buyers in the maize production system in Msinga, South Africa. This objective was addressed in the application of social learning which was informed by systems thinking in order to gain a deeper understanding of the perspectives, practices, and experiences of all role players involved in maize crop production. This research was conducted through five levels of deeper learning where the first level was the review of literature. Semi-structured interviews and focus group discussions were carried out as tools for data collection in the other four levels of deeper learning. The second level sought to gain individual role player’s perspectives, practices, and experiences on the linkages and the quality of relationships in maize crop production. The third level consisted of two separate focus group discussions that brought together role players that worked together and were familiar with one another. The linkages and the quality of relationships were explored further. The fourth level brought together all role players into one group discussion where there was reflection on the findings of the previous group meetings and a cause and effect analysis on the quality of relationships. The fifth and final level was to establish strategies to improve the quality of relationships among role players in the maize production system. Communication, trust, communal and exchange relationships, control mutuality, satisfaction, and commitment were through a review of literature established as being important indicators of quality of relationships,. It was established that these indicators are interrelated where communication is the most important construct of the quality of a relationship and that the rest of the indicators are developed through communication. However, the findings of the research showed that weak linkages and poor quality relationships among role players of the Maize Production System occurred as a result of farmers’ practices, low literacy levels, lack of financial resources, inappropriate extension approaches, weak production input distribution channels, and farmers’ lack of information and access to output markets. Moreover, limited communication among role players in the system resulted in poor quality of relationships because communication is the most important construct of the quality of relationships. Communication is also the construct through which other indicators are developed. Nevertheless, through social learning, the awareness of the quality of relationships that exist among role players informed new thinking and, as a result it was recognized that change was required. These new insights led to multi-stakeholder conversations over the development of strategies to improve the quality of relationships among role players. Implications of food value chain support structures for water resource management by smallholder farmers in the Eastern Cape Province

Smallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

Devices for On-Field Quantification of <i>Bacteroidales </i>for Risk Assessment in Fresh Produce Operations

<p dir="ltr">The necessity for on-farm, point-of-need (PON) nucleic acid amplification tests (NAATs) arises from the prolonged turnaround times and high costs associated with traditional laboratory equipment. This thesis aims to address these challenges by developing devices and a user-interface application designed for the efficient, accurate, and rapid detection of <i>Bacteroidales</i> as an indicator of fecal contamination on fresh produce farms.</p><p dir="ltr">In pursuit of this, I collaborated with lab members to engineer a Field-Applicable Rapid Microbial Loop-mediated isothermal Amplification Platform, FARM-LAMP. This device is portable (164 x 135 x 193 mm), energy-efficient (operating under 20 W), achieves the target 65°C with ± 0.2°C fluctuations, and is compatible with paper-based biosensors for loop-mediated isothermal amplification (LAMP). Subsequently, I led the fabrication of the microfluidic Field-Applicable Sampling Tool, FAST, designed to deliver high-throughput (10 samples per device), equal flow-splitting of fluids to paper-based biosensors, eliminating the need for a laboratory or extensive training. FARM-LAMP achieved 100% concordance with standard lab-based tests when deployed on a commercial lettuce farm and FAST achieved an average accuracy of 89% in equal flow-splitting and 70% in volume hydration.</p><p dir="ltr">A crucial aspect of device development is ensuring that results are easily interpretable by users. To this end, I developed a Python-based image analysis codebase to quantify sample positivity for fecal contamination, ranging from 0% (no contamination) to nearly 100% (definite contamination) and the concentration of field samples. It utilizes calculus-based mathematics, such as first and second derivative analysis, and incorporates image analysis techniques, including hue, saturation, and value (HSV) binning to a sigmoid function, along with contrast limited adaptive histogram equalization (CLAHE). Additionally, I developed a preliminary graphical user interface in Python that defines a prediction model for the concentration of <i>Bacteroidales</i> based on local weather patterns.</p><p dir="ltr">This thesis encompasses hardware development for on-field quantification and the creation of a preliminary user-interface application to assess fecal contamination risk on fresh produce farms. Integrating these devices with a user-interface application allows for rapid interpretation of results on-farm, aiding in the effective development of strategies to ensure safety in fresh produce operations.</p>

Gender mainstreaming in agricultural value chains : the quest for gender equality, employment and women's empowerment in Arsi zone, Ethiopia

Abstracts in English, Afrikaans and Zulu / This thesis investigates gender relations in agricultural value chains by examining gender differentials in terms of gender roles in agricultural production and marketing, gender division of labour within the household, gendered daily and seasonal activities in the household, decision-making power within the household, and access to productive resources and agricultural support services. The study also assessed historical, socio-cultural, and institutional factors constraining gender equality and women’s empowerment in agricultural value chains. Employing critical theory, the study used a qualitative research approach, specifically basic classical ethnographic methods - participant observation, field notes, in-depth interviews, semi-structured interviews, key informant interviews, focus group discussions and secondary documents. The study also used a time-use survey and seasonal calendar as its primary source of data. The study revealed that women are generally underrepresented in most profitable nodes of the value chains. However, agricultural value chain interventions have different outcomes for women in female-headed households (FHHs) and women in male-headed households (MHHs). The commercialization of agriculture, particularly in MHHs, has led women to lose control over the commodities they traditionally used to control, as these commodities have fallen into the hands of men. Therefore women in this category are either disempowered or at least not empowered by the value chain interventions. Nevertheless, for women of FHHs, gender mainstreaming in agricultural value chains has contributed to improving gender equality, employment, and women’s empowerment by boosting their economic, social, and personal empowerment levels, though they still lag behind the men in many aspects. The participation of women in managing and controlling high-value crops is constrained by unequal power relations within the household and society. This could be explained in terms of limited resources, low level of literacy, shortage of labour and time, limited access to productive inputs, technologies, market information and agricultural extension services, restriction of mobility, and other socio-cultural and institutional barriers. / Hierdie studie handel oor genderverhoudings in landbouwaardekettings deur genderkenmerke te ondersoek ten opsigte van genderrolle in landbouproduksie en -bemarking, die verdeling van take by die huis op grond van gender, daaglikse en seisoenale werksaamhede tuis volgens gender, besluitnemingsbevoegdheid in die huishouding, en toegang tot produktiewe hulpbronne en landbouhulpdienste. Die studie verreken ook die historiese, sosiaal-kulturele en institusionele faktore wat gendergelykheid en die bemagtiging van vroue in landbouwaardekettings belemmer.
