Certificação profissional de trabalhadores e trabalhadoras de materiais recicláveis : reflexões para a construção de uma política pública

Esta investigação tem o foco no processo de elaboração dos perfis profissionais dos trabalhadores de materiais recicláveis. Seu contexto de trabalho foi o Programa de Certificação Profissional e Formação Inicial e Continuada – CERTIFIC, desenvolvido no âmbito institucional da Diretoria de Políticas da Educação Profissional e Tecnológica na Secretaria de Educação Profissional e Tecnológica – SETEC do Ministério da Educação – MEC, no período de abril de 2011 a agosto de 2012. A pesquisa consistiu em um estudo de caso como método e na observação participante como técnica, associada ao uso de memorial e de análise documental. O objetivo da pesquisa foi investigar no âmbito do processo de construção dos perfis profissionais, quais os fatores que o influenciaram e como isso pode ser entendido à luz das políticas públicas e das experiências dos integrantes do Grupo Interdisciplinar envolvido. Os dados coletados foram analisados e interpretados sob a ótica das bases teórico-metodológicas das Ciências da Educação com enfoque nas concepções relacionadas à Educação Profissional e nos pressupostos teóricos das Ciências Sociais. Os resultados expõem o forte debate entre concepções de qualificação que se apresentam antagônicas no sentido dos seus focos, quando na atividade dos processos produtivos formalizados em normas e procedimentos e na relação entre o trabalhador e seu contexto com características de construção coletiva do conhecimento. Os perfis resultantes, se por um lado apresentaram os elementos construtivos definidos pela segunda abordagem, por outro apresentaram inconsistências quanto à abordagem pedagógica no seu referencial sobre os sujeitos da política pública em questão. Outro resultado reporta-se à influência da lógica das políticas públicas no que se refere à temporalidade de trabalho e de sua sequência e ao interencadeamento com outras políticas públicas que se referenciam aos trabalhadores de materiais recicláveis. Por fim, apresento outros focos de pesquisa possíveis de serem desenvolvidos a partir das conclusões estabelecidas nesta investigação. / This research focuses on the process of developing professional profiles for recyclable material collectors. The context for the investigation was the Professional Certification Program along with Initial and Continuing Education - CERTIFIC, developed under the Directorate of Professional and Technological Education Public Policies in the Department of Professional and Technological Education – SETEC, at the Ministry of Education - MEC, from April 2011 to August 2012. The research methodology consisted of a case study and participant observation was the technique employed, associated with the use of memorials and document analysis.The objective of the research was to investigate which factors influenced the process of elaborating the professional profiles and how this can be understood in the light of public policies and of the individual experiences of members of the Interdisciplinary Group involved. The collected data were analyzed and interpreted from the perspective of the theoretical and methodological bases of Educational Sciences focusing on concepts related to professional education and to the conceptual framework of Social Sciences. Results expose the sharp debate between qualification conceptions that depict antagonistic views towards their focus both in the activity of production processes formalized in standards and procedures and in the relationship between the worker and his/her context of collective construction of knowledge. The resulting profiles, on one hand presented the constructive elements defined by the second approach, on the other hand showed inconsistencies regarding the pedagogical approach referred to for the subjects of the public policy in question. Another result concerns the influence of the public policy structure in regards to the temporality of work and its sequence and interconnection with other public policies that refer to recyclable materials collectors. Finally, from the findings established by this investigation, other possible research themes for future studies are presented.

Posouzení fyzikálních vlastností půdy u konvenční a bezorebné technologie jejího zpracování / The comparison of soil physical properties of conventional tillage and minimum tillage

Some chosen physical properties have been observed in the field experiment on the land of Stagra, s. r. o., Studená in 2009. There have been compared two technologies "minimum tillage" (MT) and "conventional tillage" (CT). There was evaluated especially bulk density (Or), porosity and soil compaction. Bulk density was statistical significantly higher under conservation tillage than under ploughing in soil profil at the depth to 0,2 m. But at the depth more than 0,25 m bulk density was higher (it means less favourable) under CT than under MT. It can be concluded, that the minimum tillage doesn´t deteriorate the compaction in the subsoil. The average values were not higher than critical levels of damaged compaction for sandy-loam soil. The soil compaction measurement confirmed this trend. The values of total porosity (Pc) show nearly the same conclusions as Or. The most favourable values of Pc occur in topsoil, which is tilled.

The aim of the Diploma Thesis is to present a German teacher profile and upcoming teacher profile in the Czech Republic, to specify basic elements of German language teacher and to analyze current profiles of College of Education graduates ? German language specializations, which are introduced by College of Education Departments of German language at universities in the Czech Republic. The theoretical part deals with current situation in Czech educational system, curriculum documents and competence issues. In reference to a presentation of standard´s proposal of the Czech Republic and standard´s proposal of Germany in the practical part, the German educational system state is also described. With regard to a conception of standard, the Thesis also deals with competence issues. The profiles of College of Education graduates are compared in the practical part, from several departments with each other and also with a German standard. Based on the PAneCZ project realized by international cooperation of Passau University and University of South Bohemia in České Budějovice, which the author of this Diploma Thesis took part in, a questionnaire analysis is made public in the practical part. This questionnaire was focused on imaginations and opinions of secondary schools´students about teaching profession. The analysis sums up what competences a primary school teacher should hold.

Cette thèse a pour but de présenter une solution permettant d’identifier et de comparer différents profils de piégeage aérique chez des patients asthmatiques. L’asthme se décrit comme l’atteinte des voies aériennes en réponse à une irritation. Les réactions mécaniques associées à cette stimulation affectent le flux expiratoire en réduisant la lumière des bronches, et engendrent une exacerbation. La réduction du flux d’air entraine, lors de l’expiration, l’apparition de régions d’air piégé non expiré, phénomène appelé trappage aérien. Les facteurs déclencheurs ou d’aggravation sont bien connus, mais les mécanismes sous-jacents à l’irritation sont complexes et méconnus, le poumon étant un organe complexe et interne. Le travail présenté ici a pour but premier de rechercher l’existence de profils de trappage différents, correspondant à des sensibilités spécifiques de l’arbre bronchique entre patients. Nous avons également cherché à associer une dimension clinique aux profils de trappage. Pour cela, le travail se base sur des données de scanners de patients recueillis au cours d’un test de réactivité bronchique, permettant de capturer l’évolution de l’obstruction des voies respiratoires. Le modèle statistique mis en place consiste à comparer le profil normalisé de trappage de chaque patient. Ce profil est issu d’un parenchyme pulmonaire segmenté, complété dans un espace aux propriétés mathématiques permettant une analyse. Dans cet espace, les profils de trappage sont caractérisés par la distribution de leurs proches voisins. Cela permet d’obtenir pour chaque image une représentation locale de la distribution du trappage. L’estimateur de cette distribution est normalisé par une distribution théorique sous condition d’uniformité, permettant une comparaison entre les patients. Pour finir, une classification en B-splines des profils de distribution normalisée et faite par la méthode non supervisée de Ward, permettant d’obtenir des profils similaires de trappage. Ces profils sont ensuite comparés aux observations cliniques. / This thesis presents a solution for comparing and identifying air trapping profiles among asthmatic patients. Asthma is defined as a narrowing of the airways following irritation. The mechanical reactions associated with irritation affect the expiratory flow by reducing the bronchial lumen, and thus causing exacerbation. This air flow reduction leads to the non-evacuation of air from certain regions of the lung upon expiration, a phenomenon named air trapping. Though triggers are well known, the mechanisms underlying the irritation are complex and poorly understood, the lung being a complex internal organ. This work is primarily intended to detect and describe different trapping profiles which correspond to specific sensitivities of the bronchial tree between patients. We also sought to associate a clinical data with trapping profiles. This work is based on data from patient scans collected during a bronchial reactivity test designed to capture the evolution of airway obstruction. The statistical models consists of comparing trapping profiles in a standardized way. Such profiles are derived by isolating pulmonary parenchyma on CT images, then generating a data space with mathematical properties enabling analysis. In this space, trapping profiles are characterized by the distribution of their nearest neighbors. This makes it possible to obtain for each image a local representation of the trapping distribution. The estimator of this distribution is standardized by a theoretical uniform distribution, which further renders between-patient comparisons possible. Finally, a B-spline classification of standardized distribution profiles using Ward's unsupervised method was performed. These grouped profiles were then compared to clinical observations.

This diploma thesis deals with the issue of subsidies, and gives an overview on their structure and basic programmes offered by the funds, from which it is possible to draw grants and it subsequently informs about the conditions for the payment of subsidies. There also offers information about accounting and tax aspects.It focuses on the describtion of management of an agricultural entity operating in South Bohemia. The thesis elaborates the most important aspects of the application of exercicing costs reduction in the managment of Agricultural Cooperative in the absence of subsidies.Yet subsidies have a significant impact on the economic situation of the company. In the absence of any subsidy a Cooperative Entity would surely go bankrupt. This paper evaluates two cases to illustrate such eventuality. The first is maintenance cost analysis of grassed-areas, the second case- finding costs on the unemployed.We come to the conclusion that agricultural businesses today are not in a position to finance its activity only from their own resources and are significantly dependent on the subsidy policy, mainly of the European Union.

Investigations of Environmental Effects on Freeway Acoustics

abstract: The role of environmental factors that influence atmospheric propagation of sound originating from freeway noise sources is studied with a combination of field experiments and numerical simulations. Acoustic propagation models are developed and adapted for refractive index depending upon meteorological conditions. A high-resolution multi-nested environmental forecasting model forced by coarse global analysis is applied to predict real meteorological profiles at fine scales. These profiles are then used as input for the acoustic models. Numerical methods for producing higher resolution acoustic refractive index fields are proposed. These include spatial and temporal nested meteorological simulations with vertical grid refinement. It is shown that vertical nesting can improve the prediction of finer structures in near-ground temperature and velocity profiles, such as morning temperature inversions and low level jet-like features. Accurate representation of these features is shown to be important for modeling sound refraction phenomena and for enabling accurate noise assessment. Comparisons are made using the acoustic model for predictions with profiles derived from meteorological simulations and from field experiment observations in Phoenix, Arizona. The challenges faced in simulating accurate meteorological profiles at high resolution for sound propagation applications are highlighted and areas for possible improvement are discussed. A detailed evaluation of the environmental forecast is conducted by investigating the Surface Energy Balance (SEB) obtained from observations made with an eddy-covariance flux tower compared with SEB from simulations using several physical parameterizations of urban effects and planetary boundary layer schemes. Diurnal variation in SEB constituent fluxes are examined in relation to surface layer stability and modeled diagnostic variables. Improvement is found when adapting parameterizations for Phoenix with reduced errors in the SEB components. Finer model resolution (to 333 m) is seen to have insignificant ($<1\sigma$) influence on mean absolute percent difference of 30-minute diurnal mean SEB terms. A new method of representing inhomogeneous urban development density derived from observations of impervious surfaces with sub-grid scale resolution is then proposed for mesoscale applications. This method was implemented and evaluated within the environmental modeling framework. VARIAÇÃO SAZONAL DA ACUMULAÇÃO E FLUXO NOTURNOS DE ESCALARES EM UMA PASTAGEM NA REGIÃO AMAZÔNICA / SEASONAL VARIATION OF SCALAR NOCTURNAL ACCUMULATION AND FLUXES OVER A PASTURE IN AMAZONIA

Carbon dioxide and Radon nocturnal vertical accumulations over a pasture site at the Amazon region are investigated. The site is characterized by a strong thermal stability along the night, which is responsible for suppressing a good portion of the local turbulent mixing. Therefore, it is problematic to use techniques such as the eddy covariance for estimating nocturnal turbulent fluxes. The analysis considers the seasonal variation of the averaged nocturnal profiles between the wet season, from January to June and the dry season, from July to December. Radon profiles are analyzed with the purpose of helping to understand the physical processes affecting CO2 profiles, by comparing them to an independent and inert scalar. The analysis also considers the prevailing nocturnal wind direction. Results indicate that there is a large difference between CO2 fluxes and vertical gradients from one season to the other. Nocturnal CO2 vertical gradients between the two uppermost levels at the micrometeorological tower are often positive, indicating that the concentration increases with height. Such inversions are rarely observed on the Radon profiles, which follow the canonical form of a monotonical decrease with height. At the dry season, gradient inversions are more frequent and are, in general, associated to a direction inversion of the turbulent vertical CO2 flux, indicating that there is a downward vertical transport of this scalar at the measurement level. It causes flux convergence and an intense accumulation just above the surface. A cospectral analysis shows that such downward transport happens on the largest temporal scales of the motion, suggesting that it is associated to exchange between the surrounding forest and the pasture, in the form of mesoscale fluxes. Seasonally averaged behavior is well defined and uniform along the night, but case studies show that the processes are dominated by specific intense events. Radon fluxes measured during experimental field campaigns are used to estimate CO2 fluxes from the relationship between the vertical gradients of both scalars on six nights, three on each season. The comparison to the eddy covariance fluxes is satisfactory during the wet season, but poor during the dry season and the motives for that are discussed. / As acumulações verticais noturnas de dióxido de Carbono e de Radônio são investigadas em um sítio de pastagem na região Amazônica. Este sítio é caracterizado por forte estabilidade térmica durante a noite, que suprime uma boa porção da mistura turbulenta local, de forma que técnicas como a covariância dos vórtices apresentam dificuldades para a estimativa de fluxos turbulentos noturnos. A análise considera a variação sazonal dos perfis médios noturnos entre a estação úmida, de janeiro a junho e a seca, de julho a dezembro. Perfis de Radônio são analisados com o objetivo de se entender os processos que afetam os perfis de CO2 ao se comparar com um escalar independente e inerte. A análise também considera a direção do vento predominante durante a noite. Os resultados indicam que há uma grande diferença entre os fluxos e gradientes noturnos de CO2 entre as duas estações. Os gradientes verticais noturnos de CO2 entre os dois níveis mais altos da torre micrometeorológica freqüentemente são positivos, indicando aumento da concentração com a altura. Tais inversões são observadas com muito menos freqüência nos perfis de Radônio, que seguem a forma canônica de diminuição monotônica com a altura. Na estação seca as inversões de gradiente são mais freqüentes e estão, em geral, associadas à inversão da direção do fluxo vertical turbulento de CO2, indicando que no nível de medida há um transporte vertical para baixo deste escalar, o que proporciona convergência de fluxos e intensa acumulação junto à superfície. Uma análise coespectral mostra que este transporte para baixo ocorre nas maiores escalas temporais do movimento, sugerindo que esteja associado com transferências entre a floresta vizinha e a pastagem, na forma de fluxos de mesoescala. Os comportamentos médios sazonais são bem definidos, e uniformes ao longo da noite, mas estudos de caso mostram que estes processos são dominados por eventos específicos. Os fluxos de Radônio medidos em campanhas experimentais são utilizados para estimar os fluxos de CO2 através da relação entre os gradientes entre os dois escalares em seis noites, três em cada estação. A comparação com os fluxos determinados pela covariância dos vórtices é satisfatória na estação úmida, mas ruim na estação seca e os motivos são discutidos.
