Guidelines for scope of work in corporate office building design. / Diretrizes para escopo de serviços de projetos de arquitetura corporativa.

Project process\' hindrances over office architectural design production are common at civil construction sector, implying on schedule loss, reworks and higher costs. Many academic literature approaches to that hindrance resulted from failure in project process. Predominantly failures concern translating customer needs and expectations into design conditions. This research objectives to propose scope of work guidelines, securing customer satisfaction and avoiding unforeseen additional costs, reworks, schedule and project benefit loss. Additionally, for each guideline proposed, it is suggested an accountable for it (project manager, architect or client). The adopted methodology was the research and analysis of project methodologies from academic literatures, contenting responsibilities definitions and design criteria that should be considered on the approved scope of work. Furthermore, the creation and implementation of an interview plan with one Brazilian high concept corporative architecture firm and its three clients, in a way that it is possible to measure client\'s point of view over contracted project process. Results from the interviews identified scope definition and project process planning hindrances. Then, in comparison with academic literatures, main project and scope of work issues were identified and used as base to the scope of work development guidelines. / A produção de projetos de arquitetura e engenharia no setor de construção civil apresenta entraves em seus processos de projeto, que implicam em perda de prazo, aumento de custos de projeto e retrabalhos. Diversos autores abordam falhas na gestão do processo de projeto, principalmente na interpretação das necessidades dos clientes e na definição dos critérios que o projeto deve seguir, alguns não previstos no escopo de contratação entre a empresa de arquitetura e o cliente. Esta pesquisa propõe diretrizes para que as empresas de arquitetura possam, junto ao gerente de projetos dos clientes, definir um escopo de serviços em que retrabalho, custos adicionais, atrasos e a insatisfação do cliente com o processo sejam reduzidos ou evitados. Para cada diretriz, há também a definição de quem é o responsável por executá-la (se o arquiteto ou o cliente). A metodologia utilizada para obtenção desse objetivo foi o levantamento e revisão de bibliografia sobre metodologias de projeto e de contratos de projetos, que auxiliem na definição de responsabilidades, atividades e critérios de projeto. Em acréscimo, foi formulado um roteiro de entrevista e eleita uma empresa de arquitetura corporativa com experiência de mercado no Brasil, assim como três clientes da mesma, de forma a mapear o ponto de vista do cliente sobre o processo empregado pela contratada. Com os resultados das entrevistas, fez-se uma análise comparativa entre os métodos de projeto empregados pela empresa de arquitetura e o encontrado em bibliografia, identificando os principais entraves no desenvolvimento e definição do escopo de serviços. Por fim, tais resultados foram utilizados como base para propor diretrizes para que o escopo de serviços entre arquitetos e clientes prevejam revisões de projeto, traduzam efetivamente as necessidades do cliente e atendam prazos e custos esperados.

Cost Comparison of Public Elementary School Construction Costs Based on Project Delivery System in the State of Texas

If a correlation exists between cost and project delivery system then this is crucial knowledge for any group organizing a new construction project. It has been observed anecdotally that the construction cost per student of public elementary schools has been observed to continue to increase in the state of Texas, even with the recent downturn in the economy. The recent economic depression in the USA has seen construction material costs stagnate and construction costs dropping. This is a direct result of the competitive nature of a market that has a lack of business. The issue of a rising cost at the time of a falling market is of more than a passing research interest to school superintendents and the people of Texas. This study investigated the relationship between cost and project delivery systems. A survey was sent to all school superintendents in Texas requesting recent data on elementary school enrollment, project delivery type and construction costs. One hundred and thirty six responses were received from one thousand and seventy six Texas school districts. A comparative means test was used to determine if a relationship exists between construction cost per student and project delivery system for public elementary schools in Texas. The research shows that Texas school districts are primarily using two types of project delivery systems for their new school construction, Construction Management at Risk and Competitive Sealed Proposals. After comparing the average construction cost per student for these two project delivery systems, the statistical analysis showed that Competitive Sealed Proposals cost approximately four thousand dollar less per student than Construction Management at Risk. The clear question is then as to why are districts using Construction Management at Risk when the comparative benefits of the contract type are not worth this amount of money per student.

Consecuencias jurídicas de la determinación del project delivery system (PDS) en el contrato de construcción privado

En los últimos años la gestión de las obras ha tenido un desarrollo importante en el Perú a partir de la incorporación de prácticas jurídicas y técnicas propias del mundo anglosajón, como es el caso de los formatos contractuales internacionales (NEC y FIDIC), y tecnologías como el building information modelling. Así, con el pasar del tiempo presenciamos un acercamiento de las figuras del construction law a nuestro sistema jurídico. En ese contexto, la presente investigación analiza una de las figuras medulares del construction law: el project delivery system, con el objetivo de demostrar, en primer término, su compatibilidad con nuestro sistema jurídico, y, en segundo término, que a través de dicha figura los agentes intervinientes de la obra pueden gestionar con eficacia y eficiencia uno de los conflictos más recurrentes en la industria: los derivados de los errores y/o indefiniciones del alcance. / In recent years, the management of works has had an important development in Peru from the incorporation of legal and technical practices typical of the Anglo-Saxon world, as is the case of international contractual formats (NEC and FIDIC), and technologies such as building information modeling. Thus, with the passing of time we witness an approach of the figures of construction law to our legal system. In this context, the present research analyzes one of the core figures of construction law: the project delivery system, with the aim of demonstrating, firstly, its compatibility with our legal system, and, secondly, that through said figure the agents involved in the work can effectively and efficiently manage one of the most recurrent conflicts in the industry: those derived from errors and / or indefinite scope. / Tesis

Cooperative Construction in Schools in California John M. Donley The construction industry has lost efficiency since 1964, while becoming increasingly more litigious. Schools in California can ill afford the time to allow the construction industry time to fully evolve. It may take years or decades to fully improve the efficiency of, and reduce the conflict within the construction industry. At the same time, the construction industry has developed new processes to improve efficiency and reduce conflict. These processes are beginning to be broadly embraced by the industry. They all contain cooperative elements. Taken together they represent a new organizing principle for the construction industry, cooperative construction. Also concurrently, a previously little-used provision of the California Education Code allows schools freedom to contract for school construction in nearly any reasonable contractual arrangement they see fit for their project and district needs. As a result, school districts in California have developed a new system of project delivery. They are borrowing from here and there and inventing new tools to make projects work for them. Again, cooperative elements at the hearts of the processes.

Planificación y Programación para la Construcción de una Estación de Tren Subterránea de la Línea 2 del Metro de Lima y Callao, Aplicando la Metodología Lean Construction para el Control y Ejecución del Proyecto

La filosofía Lean Construction (LC) o la construcción sin pérdida se da en la década de 1990, siendo este una adaptación del modelo automovilístico del Toyota Production System o Lean Production a la industria de la construcción, la introducción o el nuevo enfoque de la gestión de proyectos de construcción fue propuesta por el profesor Lauri Koskela, donde nos dice que veamos a la producción en la construcción como un proceso de transformación, de flujo y generador de valor, en consecuencia el objetivo de LC es crear buenos sistemas de producción que permitan optimizar, reducir o eliminar los flujos para mejorar los tiempos de entrega. El sector construcción uno de los más importantes gestores de la economía del país por su participación del PBI necesita la aplicación de metodologías en la gestión de proyectos como LC para generar valor sin pérdidas, sin embargo, su aplicación o su correcta aplicación es reducida, resultando con indicadores óptimos para un grupo selecto de empresas de construcción. En este trabajo de investigación se va a proponer la aplicación de la filosofía Lean Construction como herramienta para la planificación, ejecución y control para la construcción de una estación subterránea de pasajeros para la Línea 2 del Metro de Lima y Callao, vamos a detallar los conceptos y herramientas del LC que, nos sirvan como base para su aplicación y desarrollo para el cumplimiento de los objetivos del proyecto. Así también, se determinará la secuencia, división y sectorización de trabajo para la elaboración del plan de trabajo, se identificarán las actividades que no agregan valor o no productivas, atacando así las perdidas más visibles, reduciendo los ciclos y proponiendo actividades en paralelo. Aplicaremos las teorías Last Planner, Lookahead y Week Planning para el control del proyecto a fin de evaluar restricciones y determinar los que podemos hacer en la planificación diaria, con lo cual buscamos generar una guía para la ejecución del resto de estaciones que comprenden el proyecto. We will apply Last Planner, Lookahead and Week Planning theories for project control in order to evaluate restrictions and determine what we can do in daily planning, with which we seek to generate a guide for the execution of the rest of the stations that comprise the project. Finally, the results of the project will be analyzed using measurement tools such as the PAC (Percentage of Completed Activities), TC (contributory works) and others for the conclusions and recommendations for future stations applying continuous improvement. / Tesis

Metoda Design-Build a její použití pro zadávání v ČR / Design-Build Delivery Method and its Respective Application in the Czech Republic

This Diploma thesis follows up the award of public contracts using the Design-Build method. The first part focuses on the description of individual procurement methods and their advantages and disadvantages. In addition, the basic types of FIDIC terms and connditions are compared here. The second part describes and evaluates the terms of reference for specific projects commissioned by Design-Build in the Czech Republic. There is also a questionnaire survey that examines the viewpoints, knowledge and experience of contracting authorities with this method.
