Indigenous and Parks Canada Agency perspectives on the management of Gulf Islands National Park Reserve

In the Gulf Islands and Salish Sea Regions of British Columbia the Parks Canada Agency (PCA) currently operates Gulf Islands National Park Reserve (GINPR) and is in the development phase for the proposed Southern Strait of Georgia National Marine Conservation Area Reserve (SSGNMCAR). Protected areas such as these are meant to protect the ecological and cultural heritage of the region on behalf of all Canadians. As the government runs and expands their protected areas in the region it is important to look at their relationship with Indigenous communities in particular, as the PCA mandate requires the agency to work in “partnership” with Indigenous communities (Parks Canada 2017). The region is home to nearly 20 First Nations groups including the three W̱SÁNEĆ First Nations of the W̱SÁNEĆ Leadership Council (WLC). The WLC is an Indigenous government that has publicly stated their perception of a strained relationship with the PCA beginning before the formal establishment of GINPR in 2003. Through historical analysis; interviews with employees from the PCA and members of the W̱SÁNEĆ community; and a review of several aspects of site management and establishment in the region – this thesis explores the changing relationship between the PCA and W̱SÁNEĆ First Nations. Through this thesis I collect and discuss recommendations from W̱SÁNEĆ community members, and develop several myself, for the PCA to consider developing to improve the partnership between the two bodies. Potentially a partnership could lead towards formalized and lasting co-operative decision-making practice in the region’s cultural and natural heritage management. / Graduate

Ecological Fiscal Transfers in Indonesia

Environmental positive externalities from public provision, such as the benefits yielded from the public measure of nature conservation, are often not internalized. Potential sub-optimal public service provision can be expected from such a condition, leading to inefficiency, if the benefits at a greater territorial scale are not acknowledged. This holds particularly true for intergovernmental fiscal relations in a decentralizing multi-tiered governmental system. Moreover, in developing countries the fiscal capacities to perform measures of ecological public functions are limited with their fiscal needs for these functions often appearing to outweigh their fiscal capacities. Research at the interface of the economic theory of fiscal federalism, the sustainability concept, and policies related to conservation and the environment is relatively new. Furthermore, in the literature on environmental federalism the emphasis tends to be comparatively less on the benefits of positive environmental externalities. The essential contribution of this study is an extension of this research field that is still in its infancy by applying the specific case of Indonesia as the context, on account of this tropical country‟s ecological significance as well as its recent developments during the fiscal decentralization process. The overall aim of this study is to assess the possibilities of ecological fiscal transfers as a set of instruments in the public sector to internalize environmental externalities. To this end, the study traces the development as well as the current state of intergovernmental fiscal transfers in Indonesia in terms of ecological purposes. On the basis of this knowledge, the study offers new policy perspectives by proposing a number of policy options for ecological fiscal transfers in the context of the functioning fiscal transfer system and institutions between the national and the subnational (province and local) governments as well as among jurisdictions at the same governmental level. The incorporation of an explicit ecological indicator into general-purpose transfers is the first option. The second option is derived from a revenue-sharing arrangement. In this arrangement, two sub-options are proposed: first, shared revenues from taxes are distributed on the basis of the ecological indicator and, second, shared revenues from natural resources are earmarked for environmental purposes. Finally, the third option suggests an extension of existing specific-purpose transfers for the environment. The potential and limitations of the respective options are addressed. Additionally, a short treatment is given to the discourse on the possible mobilization of fiscal resources in the context of tropical deforestation and global climate change. The research concentrates mainly on the first option, namely the incorporation of an ecological indicator into the structure of general-purpose transfer allocation. In order to substantiate an explicit ecological dimension in the transfer, it extends the present area-based approach by introducing a protected area indicator while maintaining the remaining socio-economic indicators in the fiscal need calculation. The parameter values of area-related indicators are adjusted and subject to the properties of the existing formula. The simulation at the provincial level yields the following results. First, more provinces lose rather than gain from the introduced ecological fiscal transfer when compared to the fiscal transfer that they received in the reference fiscal year. Second, on average the winning provinces obtain a higher level of transfer from the introduction of an ecological indicator in the fiscal need calculation. The extent of the average decreases for the losing provinces, however, it is lower compared to the extent of the average gain by their winning counterparts. In terms of spatial configurations of the general-purpose transfer with an ecological indicator, provinces in Papua would benefit most from the new fiscal regime whereas provinces in Java and Sulawesi, with a few exceptions, would suffer a transfer reduction. Kalimantan and Sumatera show a mixed pattern of winning and losing provinces. The analysis on the equalization effects of the general-purpose transfers makes the following important contributions. It suggests that, first, the transfers are equalizing and, second, the introduction of the protected area indicator into the structure of these transfers plays a significant role in the equalizing effect, particularly in the presence of provinces with a very high fiscal capacity and when the area variable is also controlled. All of these new insights are imperative in the design of fiscal policy which intends to integrate explicit ecological aspects into the instruments of intergovernmental fiscal transfers. Since a formula-based fiscal transfer distribution is intrinsically zero-sum, the aforementioned configuration of winning and losing jurisdictions is conceivable. Among other future perspectives, it is the task of further research to explore ecological fiscal transfer instruments and associated measures that on the one hand seek to induce the losing provinces to join their winning counterparts and, on the other hand, are still subject to the requirements of the rational fiscal transfer mechanism.

Land-use change, protected area effectiveness, and wildlife dynamics in post-Soviet European Russia

Die Biodiversitätskrise des Anthropozäns wird vor allem durch vom Menschen bedingte Umweltveränderungen verursacht. Naturschutzgebiete sind ein globaler Eckpfeiler des Umweltschutzes und besonders wichtig für den Erhalt von Großsäugern. Fortschreitender menschlicher Einfluss sowie zunehmender Verlust und die Zerteilung von Lebensräumen innerhalb und außerhalb von Naturschutzgebieten beeinflussen deren Effektivität und Wert für den Umweltschutz stark, besonders in Zeiten sozioökonomischer und institutioneller Schocks mit reduzierten Ressourcen für den Umweltschutz. Der Zusammenbruch der Sowjetunion im Jahr 1991 war solch ein Schock und das Ziel dieser Doktorarbeit war es, besser zu verstehen, wie dieser Schock die Landnutzung, die Effektivität von Naturschutzgebieten und die Populationsdynamik von Wildtieren beeinflusst hat. Der europäische Teil Russlands bot sich deshalb als Untersuchungsgebiet an, da es eine vom Menschen stark beeinflusste Region ist, welche Lebensraum für Großsäuger aufweist sowie ein Netzwerk von Naturschutzgebieten besitzt, die über Langzeitdaten zur Biodiversität verfügen. Diese Doktorarbeit verwendete umfassende Datensätze und interdisziplinäre Ansätze, um die Veränderungen in Landnutzung, Jagddruck, Naturschutzgebieten, Lebensräumen und Populationsdynamiken von Wildtieren in post-sowjetischer Zeit zu beobachten und auszuwerten. Die Ergebnisse zeigen, dass der sozioökonomische und institutionelle Schock nach 1991 einen verringerten Landnutzungsdruck zur Folge hatte, bedingt durch die weit verbreitete Aufgabe von Landwirtschaft und generell abnehmende Raten von Waldeinschlag. Naturschutzgebiete spielten eine wichtige Rolle beim Schutz der Biodiversität und profitierten von vergrößerten Lebensräumen für Großsäuger. Wildtierpopulationsdynamiken waren in post-sowjetischer Zeit wesentlich beeinflusst von Landnutzungswandel und Jagddruck. Diese Forschungsergebnisse leisten einen wertvollen Beitrag zur Unterstützung des Biodiversitätsmonitorings. / The biodiversity crisis of the Anthropocene era is mainly caused by human-induced environmental changes such as land-use change and the overexploitation of wildlife. Protected areas are a cornerstone of the global conservation efforts and particularly important for preserving large mammals. Increasing human impact and continued loss and fragmentation of wildlife habitats inside and outside protected areas strongly affect their effectiveness and conservation value, especially during times of socio-economic and institutional shocks with reduced resources for nature conservation. The breakdown of the Soviet Union in 1991 was such a shock and the overall aim of this thesis was to contribute to a better understanding of how this shock affected land use, protected area effectiveness, and wildlife dynamics in European Russia. European Russia served as a representative area for such a study as it is a human-dominated region, which harbors large mammal species and a long-established network of scientific protected areas providing long-term biodiversity data. The overall aim of this thesis was assessed by using a broad range of data and interdisciplinary approaches to monitor and evaluate changes in land use and hunting pressure, protected areas, wildlife habitats, and species population dynamics in post-Soviet times. The results of this thesis revealed that the socio-economic and institutional shock after 1991 resulted in reduced land-use pressure due to widespread farmland abandonment and overall lowered rates of forest logging in European Russia. Protected areas played an important role in halting threats to biodiversity and benefitted from increased large mammals’ habitat within their zone of interaction. Wildlife dynamics were significantly affected by land-use change and hunting pressure in post-Soviet times. The findings of this thesis provide a valuable contribution to support biodiversity monitoring and overcome knowledge gaps on biodiversity conservation.

Towards pro-conservation attitudes and behaviour by local communities bordering protected areas in South Africa

Biodiversity must be conserved while improving community wellbeing. An increased understanding of key influences on pro-conservation attitudes and behaviour is essential for the future of successful conservation and the creation of realistic solutions for poor communities. Knowledge gaps exist regarding intangible benefits and losses, as well as the relationship between benefits, losses and pro-conservation attitudes and behaviour. Furthermore, there are less qualitative studies in this field than quantitative, nor are there many that include the perspective of park staff. This research followed a novel comparative multiple-method qualitative approach, using contrasting case studies and borrowing from grounded theory. Three nature reserves were selected, each involving two constituencies – (i) the local community and (ii) protected area staff. Individual interviews, focus group interviews, mapping, and adapted nominal grouping technique were used to collect data. The data were first analysed question-by-question for each case study, followed by cross-case analysis which resulted in meta-themes for each research objective. In each case study, benefits and losses were ranked to indicate their level of importance. Key tangible benefits were employment, access to natural resources and support for schools. Intangible benefits drew less focus, but comprise key influences, such as visiting the park, environmental education, information dissemination, and involvement. Key losses were lack of/limited access to the reserve as visitors, insufficient employment, fear of wild animals and lack of involvement/interaction. Findings indicate that communities have a range of responsibilities towards the reserve (some of which are self-imposed), and a strong sense of custodianship. Exclusion from responsibility led to negative attitudes. Good relationships resulted in fewer poaching incidents, although locals are hesitant to report subsistence poaching. Areas of non-alignment between the perceptions of both constituencies highlight areas for rectification, such as parks acknowledging the losses perceived by communities; knowing which benefits are most important to communities; and highlighting benefits not mentioned by communities. The meta-themes were used to construct a data-derived ‘Theory of Influences on Pro-conservation Attitudes and Behaviour’, which indicates how relationship is shaped by benefits, losses, detractors and facilitators; and includes solutions to increase positive attitudes. To drive practical application of the theory, recommendations for park managers and local communities are provided. Finally, this study was integrated with existing literature to develop the ‘People-Parks Win-Win Framework’ – a comprehensive representation of the influences on people-park relationships – which has not been done before. The study makes methodological, theoretical and practical contributions.
