The majority of this kind of investigations was carried out in United States and Western Europe. The most common performance measures were growth, profitability, market value, and customer satisfaction. In Brazil, there are few studies on this issue. This master thesis aims to analyze the value creation by National Brazilian Quality Award winners using Economic Value Added (EVA ) as the performance measure and comparing those values with competitors from the same economic sector. The application of EVA as performance measurement is a differential from other studies. The Brazilian database Economatica, financial websites, and companies websites were the main source of data. The data acquirement covered a period of time of ten (2000-2009). The parametric tests were applied to test the hypothesis. The main finding shows that the winner companies have increased the value creation to the shareholders after the awarding of National Brazilian Quality Award. Another main finding points out that the winner companies have increased the value creation in average to the shareholders more than the companies from the same economic sector after the awarding of National Brazilian Quality Award. It is important to highlight that before the awarding the studied companies were not creating more value to shareholders than the companies from the same economic sector. / O desempenho financeiro ruim de algumas empresas vencedoras de prêmios da qualidade em diversos países, despertou o interesse de pesquisadores em investigar se a premiação levou essas empresas a um desempenho superior. A maioria dessas pesquisas foi realizada nos Estados Unidos e na Europa e comumente foram utilizadas como medida de desempenho o crescimento, a lucratividade, o valor de mercado e a satisfação do cliente. No Brasil, esse tipo de pesquisa ainda é incipiente. Dessa forma, o presente trabalho tem como objetivo principal analisar a geração de riqueza de empresas vencedoras do Prêmio Nacional da Qualidade utilizando o Valor Econômico Adicionado e comparando esse valor com as demais empresas do mesmo setor. A utilização do EVA como medida de desempenho é um diferencial deste trabalho em relação às outras pesquisas. Os dados foram coletados do banco de dados do sistema Economática, em sites especializados em divulgação de demonstrações financeiras e nos próprios sites das empresas vencedoras objeto de estudo desta pesquisa. O período de análise compreendeu os anos de 2000 à 2009. Foram utilizados testes paramétricos para validar as hipóteses de trabalho. Os resultados apontam para a existência de fortes indícios de que as empresas da amostra melhoraram o EVA no período de pós-adoção do PNQ. Outro resultado é da existência de fortes indícios de que as empresas da amostra possuem Valor Econômico Adicionado superior às demais do setor no período de pós-adoção do PNQ, no entanto, isso não pode ser afirmado para o período de adoção do MEG.

Sveriges Kvalitetskommun - vad är vinsten? : En fallstudie om kvalitetsutmärkelsen Sveriges Kvalitetskommun och dess betydelse för vinnande kommuner

Utgångspunkten för studien var att forskning om deltagande i kvalitetsutmärkelser och utmärkelsemodeller inom privat sektor, har visat på potentiella fördelar för deltagande organisationer. Forskning har samtidigt pekat på utmaningar och viktiga förutsättningar för att deltagandet ska bli fruktsamt och positivt. I en svensk kontext är effekterna för organisationer i offentlig sektor av att delta i en utmärkelseprocess, relativt outforskade. Studien ämnade fylla en del av den kunskapsluckan. Syftet med denna studie var därför att förstå vilken betydelse utmärkelsen Sveriges Kvalitetskommun har haft för kommuner som har tilldelats den. Frågeställningarna fokuserade på vilka motiv de fyra senaste vinnarna av Sveriges Kvalitetskommun har haft med sitt deltagande, hur arbetet inom ramen för utmärkelsen har organiserats, vilken betydelse granskningsverktyget Kommunkompassen har haft för kommunerna samt vilka effekter utmärkelseprocess och vinst har genererat.   Studien genomfördes genom en kvalitativ enfallsstudie med flera analysenheter. Datainsamlingen skedde genom dokumentstudier och fokuserade intervjuer av öppen karaktär med kommunrepresentanter samt representanter rörande själva utmärkelsen. Intervjudatan analyserades med Creswell och Creswells (2018) fem steg för analys av kvalitativ data samt mönsterjämförelser utifrån Yin (2018).   Studien visar att utmärkelsen Sveriges Kvalitetskommun har haft betydelse för kommunerna ur fem  aspekter. Den har haft en enande påverkan, en pådrivande påverkan, en bekräftande påverkan, en lärande påverkan och en mättnadspåverkan. / The starting point for this study was that studies on participation in quality awards and award models  within the private sector have shown potential benefits for participating organisations. At the same time, research has pointed to challenges and important conditions for participation to be fruitful and positive. In a Swedish context, the effects of participating in an award process within the public sector is an area that is relatively unexplored. The study intended to fill part of that knowledge gap. The purpose of this study was therefore to understand what Sveriges Kvalitetskommun has meant for municipalities that have won the award. The research questions focused on the last four winners and their motives for participation, how the work within the framework of the award has been organized, the role that the measurement tool Kommunkompassen has played for the municipalities and what effects the award process and the win itself have generated.   The study was conducted through a qualitative single-case study with several analysis units. The data  collection was carried out through document studies and focused interviews of an open nature with municipal representatives and representatives regarding the award itself. The interview data were analyzed using Creswell and Creswell's (2018) five steps for analyzing qualitative data as well as pattern matching according to Yin (2018).   Based on the results the conclusion shows that the award Sveriges Kvalitetskommun has had an impact on municipalities that have won in five aspects. It has had a unifying impact, a propulsive  impact, a confirmatory impact, a learning impact and finally a saturative impact. / <p>2021-06-06</p>

Modelo de avaliação da gestão dos órgãos do poder executivo do estado do Rio Grande do Sul

Considerando a importância da busca pela excelência para que empresas e organizações possam se manter competitivas, diversos organismos buscaram premiar aquelas que demonstrassem melhor desempenho nos seus processos de gestão. Essas premiações são resultado de avaliações realizadas com base em critérios estabelecidos em modelos de excelência em gestão e fornecem um meio de avaliar o desempenho das organizações e identificar seus pontos fortes e fracos. O objetivo do presente trabalho é propor um modelo de avaliação da gestão dos órgãos do Poder Executivo do Estado do Rio Grande do Sul, que possibilite realizar um diagnóstico e identificar ações de melhoria, introduzindo uma cultura de excelência. Este modelo foi construído com base em estudo realizado sobre os modelos existentes e nas opiniões dos servidores públicos. Foi validado por meio da aplicação a três órgãos públicos estaduais, demonstrando ser um modelo aderente à realidade aplicada, que fornece importantes contribuições ao seu desenvolvimento dos órgãos e que pode ser utilizado como instrumento de comparação entre eles. Espera-se que o Modelo de Avaliação da Gestão sirva como ferramenta para fortalecer a gestão dos órgãos estaduais e estimular a melhoria contínua e a busca por resultados. / Considering the importance of the search for excellence that companies and organizations can remain competitive, several groups sought to award those that demonstrated better performance in their management processes. These awards are the result of assessments based on established criteria in management excellence models and provide a means to evaluate the performance of organizations and identify their strengths and weaknesses. The objective of the present work is to propose a management assessment model of Rio Grande do Sul’s Executive, which makes it possible to have a diagnosis and identify improvement actions, introducing a culture of excellence. This model was built based on a study of existing models and the opinions of public servants. It was validated through the application to three state public agencies, demonstrating that it is a model adherent to the applied reality, which provides important contributions to departments development and can be used as a comparison tool among them. It is hoped that the Management Assessment Model will serve as a tool to strengthen the management of state agencies and stimulate continuous improvement and search for results.

An Investigation into the Relationship between Total Quality Management Practice and Performance in a Taiwan Public Hospital

This thesis investigated the relationship between Total Quality Management (TQM) practice and hospital performance from 1997 t0 2001 in a Taiwan public hospital. In Taiwan, previous research focused on TQM practice and hospital performance in the manufacturing sector. Earlier research relevant to hospitals emphasised outcomes, such as hospital efficiency. The current study differs from the previous hospital research by examining comprehensive organisational performance, including financial and non-financial performance. The objective was to gain insights into ways in which the managers of hospitals might use the findings to enhance the hospital performance levels. The Malcolm Baldrige National Quality Award (MBNQA) 2001 health care criteria for performance excellence were used as a research instrument to measure TQM practice and hospital performance. Data were collected using triangulation method, that is a self-assessment questionnaire, focus group interviews and documentation that is Government Annual Reports. Multivariate Analysis of Variance (MANOVA) and Multiple Regression Analysis were utilised to analyse data from questionnaires. Findings from focus group interviews were coded and categorised. Findings from documentation were used to verify and validate the progress of hospital performance. The quantitative findings indicated that the demographic characteristics of employees had no significant impact on TQM practice, nor on hospital performance. Elements of TQM, however, were important determinants of overall hospital performance, the more committed the TQM practice, the better the hospital performance. The qualitative findings indicated that, for Hospital A, effective TQM would be accomplished through incremental organisational change. This research makes a contribution to both academic knowledge and hospital practice. It bridges the research gap in the relationship between TQM practice and hospital performance and also offers a solid foundation for future academic research. The study also provides short and long-term recommendations about quality improvement to both the manager and hospital A.

Usefulness of the Texas award for performance excellence in education criteria for a comprehensive program review in student affairs: a case study of two departments in a division of student affairs at a research extensive university

The culminating recommendations of the United States Secretary of Education, Margaret Spellings’ 2006 Commission on the Future of Higher Education report demand greater access, affordability, quality and accountability in higher education. Student affairs, as well as their academic counterparts, must show that they function effectively and contribute to student learning and development. A promising program review process for student affairs to fulfill this expectation is found in the Education Criteria of the Malcolm Baldrige National Quality Award and its state-level equivalent, the Texas Award for Performance Excellence in Education Criteria. The purpose of this study was to determine the usefulness of the Texas Award for Performance Excellence Education Criteria, Progress Level, as the basis for a comprehensive program review in two diverse student affairs departments. Additionally, the study was to determine the potential usefulness of the Criteria as a management strategy for senior leadership in each department to focus on assessment, planning, improvement and change. The descriptive case study was conducted using naturalistic inquiry methodology with two student affairs departments. The researcher spent nine months in the field as a participant observer. Methodology included observations of training and team leader meetings; interviews with participants, department directors, and the Office of the Vice President; document review of both self-study reports; and the researcher’s reflexive journal. Student affairs departments are particularly well-suited for the quality concept of serving customers and, in this case, students as their primary customer. The researcher concluded that the Texas Award for Performance Excellence in Education Criteria serve as a useful basis for a comprehensive program review and as a management strategy for senior leadership under the following conditions: The department must be a mature and functional unit. Student affairs staff need a foundation in quality principles, in general, and the core values, Criteria and language of the Texas Award for Performance Excellence in Education before embarking on the self-study process. The Measurement, Analysis and Knowledge Category and the Planning Category provided the most introspection and action planning for both departments. The Process Category was the most challenging for both departments.
