Les réformes whigs en Inde britannique : 1830-1857 / Whig reforms in British India : 1830-1857

L’Inde britannique fut la scène d’importantes réformes ciblant les pratiques économiques, juridiques, sociales, religieuses, culturelles, éducatives et journalistiques des Indiens. Dans cette thèse, il s’agit de repenser les réformes whigs menées entre 1830, date à laquelle les Whigs dominèrent de nouveau le Parlement, et 1857, date à laquelle la domination britannique de l’Inde fut considérablement bouleversée par une révolte sans précédent. Les réformistes whigs avaient certainement anglicisé les autochtones mais n’avaient pas réussi à les occidentaliser. Il s’est avéré que la majorité des Indiens avaient bien résisté aux tentatives de conversions dirigées par des évangélistes en préservant leurs religions, en défendant leurs traditions et en ravivant leur culture. Le gouvernement colonial de la Compagnie avait bien modernisé l’éducation indienne, introduit les chemins de fer, bâti des ponts, fourni de nouveaux moyens de communication comme le télégraphe et amélioré l’infrastructure, mais c’était plutôt pour faciliter ses propres échanges commerciaux et pour protéger les intérêts économiques et stratégiques de l’Empire britannique par le biais d’une armée redoutable. Une fois les intellectuels instruits à l’anglaise avaient réalisé la discrimination et l’indifférence des Britanniques à leur égard, ils entamèrent leur réaction politisée et leur long combat pour obtenir l’indépendance de leur pays. Les réformes whigs avaient échoué et ne permirent pas aux Indiens d’atteindre le progrès promis, ce qui engendra un conflit culturel profond, aggravant les différences existantes entre la colonie et l’Empire. / British India was the scene of large-scale Whig reforms regarding the economic, judicial, social, religious, cultural, educational and press practices of native Indians. This thesis is rethinking major Whig reforms from 1830, when a Whig majority was back in Parliament, to 1857, when the British rule in India through the East India Company was markedly shaken by an unprecedented revolt. Whig reformers anglicised their native subjects but could not westernize them. Most Indians proved to be resilient enough to preserve their religions, maintain their traditions and revive their culture rather than surrender to the Evangelicals’ plans to convert them into Christianity. The Indian Government of the East India Company definitely modernised Indian education, introduced railroads, built bridges, provided telegraph for better communication and improved infrastructure, but it was more for facilitating its own trade exchanges and protecting the economic and strategic interests of the British Empire as a whole relying on its powerful army. Once the anglicised Indian intellectuals experienced British discrimination and indifference, they started their politicised reaction and headed towards independence. Whig reforms failed to bring about the promised progress for Indians and resulted in a profound cultural and colonial conflict sharpening the differences between the colony and the Empire.

Från fattigvårdstagare till pensionstagare : Den allmänna pensionens utformning och socialaverkningar 1930-1950

The aim of this study is to examine what effects the pension reforms of 1935 and 1946 had on the poor relief rates of old age pensioners, in Sweden between the years 1930 and 1950. Unlike earlierstudies the focus is on how different groups of pensioners were affected. Salonens theoreticalframework on subsistence is used, which states that an individuals subsistence is based on incomesand expenditures in relation to the market, the family and the state. Both quantitative and qualitativemethods are used. By studying governmental investigations, the study finds that the purpose of thereform of 1935 was to favor women and the urban elders, while the favored groups by the reform of1946 were the urban elders as well as elders in one person households. The 1935 reform did notaffect the favored groups notably since the pensions were too small. The larger pensions of 1946however did substantially even out the poor relief rates between different elders. After theimplementation in 1948 the difference in poor relief rates between different elders was almost nonexistent. This was due to a substantially larger drop in the poor relief rates of the urban elders aswell as amongst elders in one person households. By studying different incomes of old agepensioners, the study finds that the pensioners with the greatest need of the 1946 years largerpensions were the urban men, the rural women, as well as the one person households in both ruraland urban areas. In conclusion this study finds that the reform of 1935 was unsuccessful insupporting the more vulnerable elders, while the reform of 1946 was successful in that matter.

The President appoints provincial governors among other duties, to coordinate development planning and implementation at the provincial level. This paper seeks to examine the appointment and role of a provincial governor and in that way establish the extent to which such appointment and role hinder or enhance representative and participatory democracy, accountability, devolution and empowerment, as ideals of decentralization. Três ensaios sobre os impactos econômicos da integração financeira

Este estudo reúne três ensaios que abordam os impactos econômicos do processo de integração financeira dos países. No primeiro, é feito uma revisão da literatura acerca do tema, identificando as principais mudanças no foco das discussões relacionadas aos impactos da abertura de capital. As análises deixam de se centrar nos impactos diretos e passam a enfatizar também os impactos colaterais da integração financeira. Além disso, reconhecem o papel das particularidades de cada país no resultado econômico alcançado. Características como o grau de desenvolvimento do setor financeiro doméstico e a qualidade das instituições parecem influenciar nos resultados da integração financeira. O segundo ensaio testa se a abertura de capital, por representar um canal de punição às políticas mal avaliadas pelo mercado, pode estimular reformas institucionais. Os resultados, para a amostra de 39 países utilizada, confirmam esta visão. O estudo também indica que as instituições sofrem transformação por até três períodos posteriores ao da abertura financeira. Por fim, o terceiro ensaio testa se a abertura financeira da economia brasileira é um exemplo que confirma a teoria dos impactos colaterais deste processo, avaliando se a volatilidade do PIB se reduz e se ocorrem transformações na condução da política econômica após a abertura financeira. Os resultados confirmam parcialmente esta posição. / The study is a combination of three essays about the economic impacts of the countries’ financial integration process. In the first one, it is done a survey about the topic, identifying the most important changes in the discussions about the impacts of financial integration. The analysis is moving away from the traditional approach centered on the direct impacts of the process and starts to emphasize the collateral impacts of the financial integration process too. The literature also recognizes the role of specific characteristics present in each country to the financial integration outcomes. Characteristics like the local financial sector degree of development and institutional quality seems to have influence in the financial integration results. The second essay tests whether the financial integration, due to its capacity to work as a channel for punishment of deviations from the economic policies accept for the market, can stimulate institutional reforms. The results, using a sample of 39 countries, confirm this view. The study also indicates that the institutional indicator evolves for about three periods after the financial integration date. Lastly, the third essay tests whether the Brazilian financial integration process is an example that confirms the theory of collateral impacts of this process, evaluating whether the GDP’s volatility reduces after the financial integration and whether it is observed changes in the conduction of economic policies. The results partially confirm this position.

Multiple shades of grey: Opening the black box of public sector executives' hybrid role identities

Public sector reforms of recent decades in Europe have promoted managerialism and aimed at introducing private sector thinking and practices. However, with regard to public sector executives' self-understanding, managerial role identities have not replaced bureaucratic ones; rather, components from both paradigms have combined. In this article, we introduce a bi-dimensional approach (attitudes and practices) that allows for different combinations and forms of hybridity. Empirically, we explore the role identities of public sector executives across Europe, building on survey data from over 7,000 top public officials in 19 countries (COCOPS survey). We identify country-level profiles, as well as patterns across countries, and find that administrative traditions can account for these profiles and patterns only to a limited extent. Rather, they have to be complemented by factors such as stability of the institutional environment (indicating lower shares of hybrid combinations) or extent of reform pressures (indicating higher shares of hybrid combinations).

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta tese versa sobre a história da implantação de uma reforma de ensino implementada durante dois governos petistas no município de Chapecó, Santa Catarina. No desenvolvimento do texto busco, a partir das falas coletadas em entrevistas realizadas com professoras, analisar os efeitos produzidos no cotidiano docente a partir da referida reforma. Inicio o trabalho apresentando diversos momentos da história política e educacional brasileiros nos quais diferentes reformas de ensino foram realizadas, apontando as inter-relações existentes entre as políticas governamentais e as políticas de educação. Em seguida, apresento o cenário específico Chapecó no qual ocorreu a reforma estudada. Neste ponto procuro apresentar a constituição política do município e discutir a novidade que um governo, considerado progressista, pode trazer para o campo da educação. Ao final analiso as entrevistas apontando e discutindo os efeitos que a reforma do ensino provocou, a partir das considerações feitas pelas professoras. Partindo de uma perspectiva transdisciplinar busco, auxiliada por referências das ciências humanas e sociais (política, história, sociologia, economia, psicologia) e da filosofia da diferença, compor um dispositivo metodológico que abarque a complexidade da temática proposta. Concluo o trabalho considerando que os efeitos produzidos pela citada reforma de ensino foram variados e só devem ser considerados em sua provisoriedade. / This thesis deals with an educational reform implemation history during two petistas` governments in the municipality of Chapecó, Santa Catarina. The effects in daily teaching were anlyzed through the text from speeches collected in interviews with teachers. The work began presenting differente moments of brazilians political and educacional history, in which various educational reforms of were realized, indicates the relationships between governmental and educational policies. Then, the specific scenarie where the reform own studied, Chapecó, is presented. At this point, the work brings up the municipalitys political configuration and discurs the news that can be brought to the educational area by a considered. At the end the interviews are analyzed and, from the teachers comments, the reforms efects are discussed. From a transsubject perspective, aided by Human and Social Sciences (politics, history, sociology, economics, psychology) and the philosophy of difference, it is intented compose a methodological device wich embraces the proposed themes complexity. The work concludes that the educational reform effects are various and they should be considered by its temporarity.

Conselho Nacional de Desenvolvimento Científico e Tecnológico / Nesse trabalho analisei a resistência e permanência dos padres da Companhia de Jesus no Brasil e a co mpreensão em torno do debate da atuação desses religiosos, após a Reforma Pombalina ocorrida em 1759; abordando ainda, as outras duas supressões sofridas pela Companhia de Jesus, em 1834 e 1910, respectivamente. Buscando as estratégias e as táticas utilizadas pela Ordem. A Companhia circulou em vários setores da sociedade nos países e m que esteve presente, agindo com intuito de converter e civilizar dentro dos cânones da Ordem. Em seu campo de ação damos destaque ao educativo, especificamente aos seus Colégios. Devido à amplitude do tema, visto que, este acontecimento teve conseqüências em vários países e nos diversos setores da sociedade dos quais os jesuítas faziam parte, me detive mais detalhadamente no estudo dos padres no Rio de Janeiro, que tr ansversalizou dois Colégios: o Santo Inácio e o Anchieta. Adentramos nas táticas e estratégias ut ilizadas pelos jesuítas para circularem entre o sagrado e o profano, de forma dinâmica e recíproca e como forma de agir. Ação que se perceberá na suas inst ituições de ensino, locais de lutas pelos interesses de u m saber-poder, que implica no seu modo de formação dos alunos. O trabalho procurou contribuir para aprofundar nos meandros de uma história pouco conhecida: a permanência dos jesuítas. A partir daí fo i possível perceber a rede de sociabilidade que ut ilizaram em suas ações, a representação que fizeram da Ordem, o sentido e a proposta da sua educação. Para realização da pesquisa, as principais fo ntes foram os Decretos Régios e as correspondências trocadas entre o Rei e os Governadores Gerais das Províncias, documentos localizados no Arquivo Nacional. Também correspondências trocadas entre os superiores e reitores dos Colégios Jesuítas, periódicos, cadernos de exercícios, fo lhetos, fotografias, livros de matrículas e médias anuais, entre outros, encontrados no acervo de memória dos Colégios Santo Inácio e Anchieta. Os documentos dão a ver a tensão existente entre o silêncio quanto à história dos jesuítas após sua expulsão, a permanência e a atuação dos mesmos nos diversos campos, principalmente o educativo.

Elas foram decididas, exclusivamente, no plano de macropolíticas e destinam-se a fortalecer a produtividade, num contexto de economia mundializada. Grande parte da sociedade civil a tudo isso assiste sem participar minimamente das decisões, pois não tem projetos legitimamente consensuais para contrapor, não tem a prática da participação política e nem informações de que existem essas e outras possibilidades. Espaços institucionais para um determinado tipo de participação estão consignados nas normas e nos projetos da administração central e até nas propostas do Banco Mundial. Falta apenas aprender a participar e participar, tanto formalmente, apesar da burocratização dessa modalidade, quanto informalmente, que é a forma de participação que essa pesquisa prioriza pela sua potencialidade, capaz de melhorar o processo de interação das pessoas na sociedade. A teoria promissora para fundamentar a participação desejada é a teoria da ação comunicativa de Jurgen Habermas, e a escola, a instituição adequada para ensinar a participar politicamente. Através desse caminho é possível superar o entendimento e a dimensão restrita de participação dos organismos internacionais e fazê-la crescer quantitativa e qualitativamente para ampliar a voz da sociedade civil. / This work emphasizes, in the configuration of the new worldwide scenery, the reforms that the International Organizations propose to the Education in the Third World Countries. They were decided exclusively in the plan of macropolitics and are destined to fortify the productivity in a worldwide economy context. A large part of the civil society watches everything not taking part of the decisions, because there are neither consensual projects legitimately to be interposed nor the politics participation practice and nor information about the existence of other possibilities. The Institutional Space to a determined kind of participation are consigned in the norms and in the projects of the central administration and even in the purposes of the World Bank. It needs to learn to participate and take part as much formally as informally despite the bureaucratism of this modality, that is the form of participation that is put in prominence by this survey through its able potentiality to improve the interaction process of the people in the society. The promising theory to establish the wish is the theory of communicative action. Through this way it is possible to get over the understanding and the restrict dimension of participation of the international institutions and do it to increase in quantity and in quality at the same time to enlarge the voice of the civil society.
