Jižní křídlo EU a regionální politika / Southern Europe and regional policy

The aim of the diploma thesis is to analyse European policy of economic and social cohesion in the southern states of the European Union. The import of regional policy consists in the strengthening of cohesion through the diminution of existing differences in socioeconomic level between EU member states and theirs regions. Significantly high budget item assigned to the regional policy on the European level affirms its importance. States of the southern Europe (Portugal, Spain, Italy and Greece) gained long-standing experience in the implementation of the cohesion policy, therefore they are suitable for the evaluation of the effectiveness. The thesis seeks to deliver potential recommendations for the effectiveness improvement on the national as well as on the European level.

My thesis deals with the system of support of the regional level in the context of the contemporary concept of regional policy, which accents the component of the competitive ability. The target of my thesis is to show on the connection between the implemented support of tourism development and the competitive ability of a region in the form of the case study for two selected Czech regions. To the achieving of the target is used the method of comparison of two analysed regional politics subjects and also modified the method of economics n--angle. This method researches the procedural level of the selected criteria for the selected regions during a period of time. The result of this analysis is the comparison of the competitive ability and the evaluation of the regions using graphic presentation with the average of the Czech Republic.

This thesis is focused on the subsidies that flow to the Czech Republic from the EU budget. The text describes the mechanism by which funds from the EU budget financial resources go to the Czech Republic. In my thesis I also bring an overview of funds and operational programmes that can be used for project financing in a current programming period. The key issue is reporting (monitoring - according to the terminology used in the field of EU funds). The second issue is assurance or audit. Since the entire area of subsidies is constantly evolving (and in the case of the Czech republic it is a relatively "new matter"), there is still a big number of training workshops and information that would support quality and "correct" management of these resources. These activities will support the recipients in completing of monitoring reports.

This thesis deals with regional policy of the European Union and drawing of financial resources from the Structural Funds in the Czech Republic. The aim is to analyze the drawing of funding from the Regional Operational Programme South-East during programming period 2007-2013, which is financed by the European Regional Development Fund. The theoretical part is focused on regional policy in the European Union, its principles, instruments, and objectives. The thesis also describes the regional policy of the Czech Republic and its connection to the EU. In the practical part I analyzed drawing of financial resources and unsuccessful projects. The analysis is observed from three aspects: the area of support, the geographical distribution and the type of applicant.

The thesis deals with the differentiation between countries and regions in the EU and a parallel adjustment of the regional and cohesion policy. The first part provides the presentation of economic and social differentiation in EU Member States and discusses regional development issues from a theoretical point of view. The second part shows various regional differences between regions in the given time periods after the enlargements of integration. The final chapter focuses on the current financial framework 2007-2013 and the current state of the EU Cohesion Policy. The aim is to answer the question whether EU regional policy through its specific strategy managed to solve and reduce the territorial differentiation between the Member States and their regions. The thesis also focuses on the Cohesion policy approach to the spatial disparities and change in the setting of regional and cohesion policy.

Posouzení možností bydlení v Praze a v Brně / Assessment of housing opportunities in Prague and Brno

This thesis deals with possibilities of living in two biggest cities in the Czech republic, which are Prague and Brno. In the first part is stated definition of investment, structure of local self-government, regional policy and regional development. This serves as the background for better understanding of linkage between different regions, definition of territorial units, and means how regions are developed. In the next part of this thesis are mentioned basic indicators for the whole Czech republic, including trend in prices of properties, which is important for assessment of living possibilities. This is the background for evaluation of chosen locations against Czech Republic. In the next chapter is analysis focused on chosen locations, based on data of whole Czech Republic as well as data focused only on these two locations and its surroundings. The conclusion is that Prague has special position in Czech Republic. There are broad working opportunities, high incomes, but also high living expense. Brno is not as high as Prague in evaluated indicators, but in comparison of whole Czech Republic is still on the top. It is necessary to take into account higher living expenses in both Prague and Brno but on the other hand compared to other regions, offered possibilities and services are on high level.

This diploma thesis deals with the topic of cross-border cooperation of the South Moravian Region. The theoretical part deals with the definition of terms such as region, regional economics, regional policy, and regional development. It also deals with the regional structure of the Czech Republic, NUTS regions or regional policy institutions. The last chapters of the theoretical part are devoted to the possibilities of financing development strategies and cross-border cooperation. The following is a part of the description of standard-specific research called Real estate market analysis in cross-border regions and the designation FAST-S-19-5899 based on which the topic of this work was selected. In the practical part, it characterizes the South Moravian Region and the village Mikulčice specifically described the selected project and its financing. The conclusion is a theoretical proposal of other financing options and an evaluation of the impact that the project has on the development of the region.

The thesis deals with the evaluation of economic efficiency that benefits the public investment project. The aim of this study is to compare the estimated project costs with the costs actually incurred. The theoretical part describes the theme of public sector cost-output methods, and in detail analyzes the cost-benefit analysis. Furthermore, this section deals with regional policy and subsidy resources used to finance public projects. The practical part describes the project funded by funding from the European Union, which compares the value of all expected costs needed for an application for a grant with the real values of costs after project implementation.
