Hokešová, Kateřina January 2011 (has links)
The diploma thesis deals with the new form of the upcoming programming period of the EU cohesion policy which will cover the time interval of 2014-2020. The first part of the thesis focuses on the concept of regional policy as a general theoretical background then it shifts to a description of the EU Common regional policy and its functioning. The next part deals with the evaluation of the economic impacts of the realization of this policy on the EU member states. Consequently, the last two parts clarify the new form of the EU cohesion policy 2014-2020 programming period, firstly from the EU point of view, secondly also from the perspective of the Czech Republic as one of the member states. In the Conclusion the thesis evaluates all possible impacts of the proposed legislative changes for the next programming period.

Analýza regionální politiky EU se zaměřením na dosažené výsledky / Analysis of regional policy of the EU with focus on achieved outcomes

Šimková, Veronika January 2013 (has links)
The European Union aims to reduce interregional disparities through its regional policy. This thesis deals with the effectiveness of EU regional policy and trends of regional disparities according to selected indicators. In the case study the impact of EU regional policy is observed in Ireland, the Czech republic and Bulgaria. Regional disparities are examined at NUTS 2 level. The Williamson curve is tested to explore the association between the level of economic development and level of disparities. In the comparative study the values of indicators are compared to the EU average. In the end, the thesis is focused on evaluation of EU regional policy efectiveness and seven recommendations are proposed to contribute to the improvement of EU regional policy so that goals of Europe 2020 Strategy are achieved.

Can Institutional Reforms Promote Sustainable Planning? Integrating Regional Transportation and Land Use in Toronto and Chicago (2001-2014)

Tremblay-Racicot, Fanny Rose January 2015 (has links)
Although governments have implemented several reforms to better integrate or coordinate regional transportation and land use decisions, little is known about the effects of new institutional designs on planning and development outcomes. This study compares the effects of two different types of institutional reforms on the planning process, transportation investments and land use decisions, while assessing their characteristics in terms of accountability, democracy, and effectiveness. Using semi-structured interviews, planning documents, as well as transportation spending and land use decisions, this longitudinal, comparative case study assesses the effects of the centralized, regulatory framework implemented in Toronto in 2005-2006, to the collaborative governance framework adopted in Chicago in 2005. Although each institutional design features different sets of constraints and opportunities, both reforms improved the planning process by establishing a renewed commitment to the exercise of regional planning. However, their impact on transportation investments was limited because the allocation of transportation funds is still primarily controlled by the province and the state governments who continue to control the purse strings and allocate money to advance their own political agendas. Both cases also show how difficult it is to increase densities and curb urban sprawl because local land uses, zoning and development approvals remain the prerogative of local governments and a function of locational preferences of individuals and corporations, which are contingent upon the market and shaped by global economic forces. Besides stronger regional institutions, the evidence presented in this study calls for new political strategies that address the fiscalization of land use and that offer financial incentives for the adoption of smart growth policies. / Urban Studies

Géopolitique des frontières de la Pologne

Mackré, Quentin 15 November 2010 (has links)
Marked by a history of conflicts, the borders of Poland have experienced significant changes in their functions since 1990. This thesis aims to analyze the geopolitical consequences of these changes on the border area and the Polish territory, throughout the integration of Poland into the European Union (EU), from the beginning of the accession process in 1998, to its full membership in the Schengen area in 2008. At first, this work deals with the historic dimension of the borders of Poland, characterized by their high instability. This particularity allows us to retrospectively examine, the specificity of thehistorical facts that have durably affected the Polish space and its borders. Then this thesis provides a comparative and multiscalar analysis which revolves around the typological distinction regarding the status of Polish borders: the internal,« deconstructing » EU borders on one side, the new external « reconstructing » EU borders on the other. Finally, this work tries to analyze the effects of this « borders’ game » on the polish territory.

Culture and the European Union Regional Policy. Players and dynamics of an inoperative intervention framework : the Sicily Region

Bouquerel, Fanny 10 December 2015 (has links)
This research explores the implementation of the communitarian Cohesion policy in the Sicily Region, focusing on its cultural component. An approach at the microscopic scale based on numerous interviews discloses an ineffective operating framework. The extreme complexity of the Cohesion policy, which is the produce of a multilevel governance system, presents difficulties when it comes to its articulation with the national or regional Development policies. Its implementation at the grass root level shows flaws that heavily hinder its effectiveness. Culture is acknowledged for its contribution to the development of a heritage-based tourism, which is considered to be a major local asset. And yet, the increasingly divergent interpretation of the cultural referential in Brussels, Italy or Sicily has weakened its role, reflecting a simplistic vision focussing only on its economic impact. In addition, Cohesion policy promotes the principle of partnership, implying the involvement of all the stakeholders in a region. However, in Sicily the powerful regional government is still by far the main beneficiary of these structural funds at the expense of the cultural field, which is poorly organised and remains largely excluded. Finally, the Cohesion policy reveals a political crisis at the European and Sicilian levels: some institutional players on the island opt for inertia, while the lack of response from the communitarian institutions could reflect the unwillingness to promote true European cohesion

High-tech hot spot or sleepy backwater? Innovation and the importance of networks

Wear, Andrew January 2008 (has links)
This paper draws on evidence from Victoria to examine why more innovation takes place in some areas than in others. In so doing, it explores the relationship between innovation and networks. / Despite a large number of recent government policy statements on innovation, there has been very little attention paid to the spatial dimensions of innovation. / The literature on innovation increasingly points to the important role played by local and regional networks in driving innovation. Innovation is the result of the production, use and diffusion of knowledge, and this demands collaboration involving networks of individuals, organisations and institutions. / To test the theory of a connection between networks and innovation across regional Victoria, patent data is used as a proxy measure for innovation. This data is then cross-referenced with various social and economic data sets. / The analysis reveals that innovation in Victoria is substantially concentrated in ‘hot spots’ such as inner Melbourne. In some parts of Victoria very little innovation takes place at all. / This research has found that all things being equal, more innovation will take place in those areas in which there is a greater density of informal networks. However, not all types of networks are positive, and they are more important in provincial areas than in big cities. Innovation clearly has a spatial aspect, and innovation policy needs to give particular attention to the requirements of provincial areas.

Spatial clustering and industrial competitiveness : Studies in economic geography

Lundequist, Per January 2002 (has links)

This thesis deals with the causes and effects of spatial clustering of similar and related economic activity. The relationship between spatial clustering and industrial competitive-ness is analysed in a series of empirical studies, revolving around four research questions: How useful is an institutional approach in analyses of spatial clustering? Can the link between spatial clustering and industrial performance be empirically validated and measured by quantitative methods? In what sense does spatial clustering promote localised processes of learning and innovation? What role can industrial and regional policies play in promoting the type of localised processes emphasised in spatial clustering research?

It proves to be a rather complicated matter to measure the impact of spatial clustering on firm performance. In the case of export-oriented manufacturing firms in Sweden, the co-location of firms in a particular industry appears to have only a modest impact on export performance. However, when a more qualitative approach is applied, there is some evidence that spatial clustering can have a positive impact. A study of the Swedish music industry indicates that there is indeed a link between the concentration of music-related businesses in the Stockholm region and localised processes of learning and innovation. Such localised processes appear, in turn, to be linked to the ability to create and sustain industrial competitiveness. Finally, the thesis examines how the cluster concept has been put into practice in Swedish industrial and regional policies.

Regional Governance in der Oder-Partnerschaft / Regional Governance in Oder-Partnership

Chinalski, Maciej January 2009 (has links)
