Governance in new European regions: the case of Centrope

This dissertation analyses governance in the process of the formation of new regional alliances and spaces in Europe, by studying the case of the Central European Region - Centrope, which is both a region and a political project at the border area of Austria, the Czech Republic, Slovakia, and Hungary. This research aims at illuminating the historically founded relationship between emerging territories and new socioeconomic institutionalisations through unveiling the mode of governance in Centrope. It uncovers the progress and dilemmas of the institutionalization of a new region and regional alliances. The focus is on socio-spatial transformations, bringing in conceptual clarifications to unravel, among other issues, the ways in which actor's alliances are formed and mobilized to defend and promote particular interests grounded within already established, emerging, or potential state spaces. It thus sheds light on the mode of governance and regional development being fostered by the EU in new trans-border regions, as well as on the challenges involved in implementing new spaces in the EU under the absolute rule of a specific notion of competitiveness. Spartų Lietuvos ekonomikos augimą lydi diverguojantis šalies regionų vystymasis. Be papildomos valstybės paramos šis procesas tęsis ir toliau, todėl didžiulę reikšmę įgyja šalyje vykdoma regioninė politika. Tačiau, Europos Sąjungos regioninė politika visų pirma skirta mažinti skirtumams tarp šalių ir šios politikos vykdymas Lietuvoje gali vesti į išsiskiriantį šalies regionų vystymąsi. Šio darbo tikslas – įvertinti Europos Sąjungos paramos poveikį Lietuvos regionų vystymuisi. Teorinėje darbo dalyje atliekama mokslinės literatūros, nagrinėjančios regioninį vystymąsi ir regioninę politiką, analizė. Antroje darbo dalyje atliekama Europos Sąjungos paramos teikimo, įsisavinimo ir Lietuvos regionų vystymosi analizė. Paskutinėje darbo dalyje pateikiama regionų vystymosi prognozė ir ES paramos poveikio Lietuvos regionų vystymuisi vertinimas. Atlikus tyrimą gauti tokie pagrindiniai rezultatai: vis labiau ryškėjanti regionų skyrimosi tendencija Lietuvoje išliks ir artimiausioje ateityje, tuo tarpu Europos Sąjungos parama regioninių skirtumų mažinimui neturės didesnio teigiamo poveikio. Geriausiu atveju, Europos Sąjungos paramą paskirsčius kuo tolygiau visoje šalyje, pavyktų tik sulėtinti regionų skyrimosi tempus. / Rapid economic growth in Lithuania is accompanied by diverging development of the country regions. Without additional support this process will continue in a future, therefore regional police get a great importance. However, regional policy of European Union is primarily designed to reduce disparities between countries and larger regions, hence implementation of this policy in Lithuania can determine diverging regional development. The aim of this work is to evaluate the impact of the European Union support for the development of Lithuanian regions. In the theoretical part is accomplished analysis of scientific literature of regional development and police. The second part provides the dynamic analysis of Lithuanian regional development, as well as the analysis of EU support offering and reclamation. Based on the analysis results, there is provided a forecast on Lithuanian regions development and evaluation of the impact of EU support for the development of Lithuanian regions. The main results drawn from the research is that regional divergence tendency will persist in a near future, while EU support to the reduction of regional disparities will not have a larger positive impact. At best, if EU support will be distributed even as possible in the whole country, there may be succeed only to slow down rates of regional divergence.

Analysis Of Regional Income Inequalities Of Ceecs And Turkey In The Light Of Eu Regional Policy Instruments

The aim of this study is to determine regional income level and disparities in CEECs and Turkey in a comparison of new 26 NUTS-II regions for Turkey with 49 NUTS-II regions of CEECs in the period of 1995 and 2001 by using the indicator of GDP per capita in terms of purchasing power standard. In this study, furthermore, those questions have been discussed: whether the EU is a chance for reducing regional inequalities and growth of the regional wealth in Turkey, and whether Turkey is another thread for the EU regional policy in the future on the enlargement process for the EU. In this study, it is also examined regional income level and disparities in the EU-15, the EU-25, the EU-27, and the EU-28 in case accession of Turkey to the Union. The analyses are carried out for 207 NUTS-II regions of the EU-15, for the EU-25 (248 NUTS-II), for the EU-27 (262 NUTS-II) and for the EU-28 (288 NUTS-II) in terms of the latest available data of GDP per capita in PPS for 2001. The regional income disparities are discussed by using the most well known measures of regional inequality / i.e., Maximum to Minimum Ratio (MMR), Coefficient of Variation (CV), Relative Mean Deviation (Rw) and Theil Index (T). In case accession of Turkey to the EU, her NUTS-II regions would take an advantage of benefit assistance of the EU regional policy instruments along with the CEECs&rsquo / whereas, the seven NUTS-II regions of current three member states would continue to benefit of this assistance, i.e. 3 NUTS-II regions of Greece, 3 for Portugal and only one NUTS-II region for Spain. In the accession-period of Turkey, which will start accession-negotiations with the EU on 3 October 2005, she should adjust her regional policy and regional development projects in light with the EU regional policy and its financial instruments in order to utilize that advantage.

According to the monopolistic logic that bases the social and economical process, society understakes the environment wich we are daily exposed to Nova Alta Paulista, located in the farwest of the state of São Paulo, was developed in the mid of the twentieth century, together with the urban industrialization on course in the metropolitan area in state control. External factors, such as the international conjuncture, besides the governmentþs move inspired by the national development trend, combined with internal factors, such as certain characteristics of the environment, local policies, and the predominance of a resistant conception to the consolidation of regional debates, contributed to a minor socioeconomical situation in the context of the state. Current affairs are leading us to important changes on environmental and territorial organization under the tendency to renewable sources of energy. Such fact demands reflection and study on its impact over development in the region. This Thesis is called "Opportunities of culture funding for Strakonice region". The main topic of thesis is rescue culture heritage, its financial support from the EU or National budget of the Czech republic. The Diploma Thesis consists of two parts, theoretic and practic one. The first part includes the kinds of financial supports, a present and a future progression of Czech and European regional culture field. One of chapters, the charter 2. 5. 4 is more focused on the Czech culture strategy. The regional policy has ben elevated since 2014. The culture sector will be the main part the European economy strategy because of its social and economic potential. The second part is about the concrete regional artefacts which have been reconstructed with a financial supports by the owners, national or European funds. The last part have been concentrated for resume of the achieved results and a recommendation for the future culture progression.

In his thesis, I am focusing on the possibility of withdrawals of funds from European Union funds for the municipality Ocmanice. The whole work is divided into 2 parts, theoretical and practical. In the first part are listed mainly theoretical knowledges concerning the municipalities, the regions, regional policy and subsidies. Practical part focuses on the characteristics of the selected municipality Ocmanice, SWOT analysis, using the implementation are defined by the development potential of the municipality, also describes the individual operational programmes from which the municipality would be able to draw on the financial support of Ocmanice and listed specific examples of their use. At the conclusion of the work on the project is designed for the construction of sewerage and wastewater TREATMENT PLANT financed by the rural development programme. The whole work can merge as a methodological manual for drawing subsidies for municipalities to 500 inhabitants.

An essential part of regional policy is the definition of areas which should be supported with regard to the balanced development of the region. The present thesis deals with analysis of methodical progresses in definition of problem regions in the Czech Republic which then is used to fulfil the main task of the work - making up The metodology of delimitation of economically weak areas of South Bohemia region. Introductory chapters devote to the aims of the work and summarize the used literature. The chapter ``methodology of the processing{\crq}q explains the use of various methodologies for the processing of this work. The following chapter brings a brief overview related to the regional policy. The next chapter is devoted to some selected socio-geographical characteristics of South Bohemia region. The following chapters give an overview of definition of problem regions at the national and regional levels. The last and main chapter deals with the creation of methodology of delimitation of economically weak areas of South Bohemia region. Thesis contains a number of tables, graphs and cartograms which with regard to the nature of the work make an essential part of it.

Unemployment of people who are in disadvantage on the labour market is a nationwide problem. Such disadvantages concern low qualifications, women returning from maternity leave, elderly people, disabled people, national minorities, young people and people who have problems to become adapted to the ``normal life{\crqq} (homeless people or people who had drug problems in the past or were imprisoned). This long-term unemployment is one of the biggest problems Czech Republic has to face since 1989. Comparing to the other EU countries where the long-term unemployment is decreasing, Czech Republic belongs to countries with the highest unemployment. The situation is becoming even worse. This thesis concentrates on the issue of long-term unemployment. First it highlights basic theoretical background to this issue and mentions the function and principles of the regional and structural politics of the European Union. The second part of this thesis offers a possible solution for solving this problem. This is a creation of project design which concentrates on employment support by means of a new requalification program for long-term unemployed people. At the end this thesis also offers a possible project financing.
