Územní soudržnost v diskurzu evropské regionální politiky - Obecný rámec a česká specifika / Territorial Cohesion in the European Regional Policy Discourse - A General Framework and Czech Specificities

Nosek, Štěpán January 2019 (has links)
This dissertation deals with the concept of territorial cohesion and place-based approaches that are understood as a tool to achieve territorial cohesion. Specific attention is paid to Territorial Impact Assessment, which is most frequently designed as a method for adjustment of place-based approaches in order to reflect specific needs of particular types of regions. The theoretical part discusses interpretations associated with territorial cohesion in academic literature. It also analyses arguments of proponents and opponents of place-based approaches as a tool for considering territorial specificities in sectoral policies. Further, the dissertation focuses on the evolution of the Territorial Impact Assessment at the European level and its position within other impact assessment tools. The main aim of the empirical part is, first, to identify ways in which EU member states interpret and fulfil the EU goal leading to territorial cohesion and, second, to define how EU member states use place-based approaches to achieve territorial cohesion. Specific attention is given to Czechia, its understanding of territorial cohesion, and its experience with the implementation of place-based approaches. Research shows that EU member states do not deal with territorial cohesion uniformly; instead, they project...

Podpora zaměstnanosti jako součást regionální politiky v ČR / Support for employment as a part of regional policy in the Czech Republic

Pocová, Zuzana January 2018 (has links)
The diploma thesis deals with the issue of insufficient support of employment at regional level. The main research objective of the thesis is to explain how a policy aimed at supporting employment within the framework of regional policy in the Czech Republic is implemented on the example of the Central Bohemia Region. In particular, the thesis focuses on public policy tools that are used to support employment at regional level. In addition, to identify the main actors and their beliefs in the field of employment support at the regional level, because on the one hand is conviction that the employment policy is a matter for the state and the Labor Office of the Czech Republic. On the other hand, however, there is a belief that support for the employment of the population should be part of other policies and should be the result of cooperation between different actors. As part of the actors' analysis and beliefs, the Advocacy Coalition Framework and Actor-network theory is used. The thesis is based on both the primary data from the professional interviews and the secondary data from professional publications and legislative documents. The analysis is based on a thematic analysis of expert interviews and the analysis of the content of secondary documents.

Vazačová, Alžběta January 2010 (has links)
Problems of rural development are influenced by changes in perception and conception of rural areas in developed countries, there is paradigm shift within the theory. It is reflected into the policy of single countries and into the structural policy of EU on the global level. Differentiated rural space requires differentiated approach in the form of local development which is based on endogenous potential. Activity and initiative of local human resources - human capital and especially social capital is able to cause differentiated development of rural areas. This thesis tries to confirm the relation between quality of human resources and level of rural development on the example of czech rural municipalities. Key words: local rural development, regional policy, human resources, human capital, social capital, endogenous potential

Příčiny nedostatečného čerpání fondů Evropské unie na Slovensku v programovém období 2007-2013 / The causes of insufficient use of EU funds in Slovakia during the 2007-2013 programming period

Sedláčková, Martina January 2016 (has links)
The presented thesis The causes of insufficient use of EU funds in Slovakia during the 2007- 2013 programming period addresses a system of utilisation of the EU funds in Slovakia which were provided by the European Union's Cohesion Policy in 2007-2013 programming period. The period is the first Cohesion Policy's programming period that could be fully benefited by Slovakia, and although Slovakia was economically highly evaluated even with regards to the economic crisis, at the end of the period the exceptional prolongation of the n+2 rule was demanded, and eventually approved. Therefore, the aim of the thesis is to find and explore possible causes of the lack of benefit of the EU funds that lead to obtaining the exception. The first part of the thesis analyses the theory of regional policy which provides multiple possible alternative hypotheses that answers to the research question. These potential answers constitute the chapters in the second part of the thesis: the responsibility of the utilisation on the regional level, the problems in settings and functioning of the bodies on national level, the external factors impact, and finally the rules posed by the EU. All hypotheses are analysed by the process-tracing method tracking the process of using of the funds. The method tests the key moments in...

Estimating causal impacts under complex conditions: Two applications in presence of multiple fixed effects and continuous multidimensional treatments

Cristofoletti, Enrico 05 October 2021 (has links)
This thesis is a collection of three essays in causal evaluation. The first chapter investigates the effects of formal ties between firms and banks on the amount of credit received. I focus on the micro-effects of ties (bank-firm level) and how they reverberate at the macro level. Results are consistent with the literature considering links as a source of favoritism. However, efficient firms are more likely to be connected to banks, thus benefiting more often than less efficient firms from connections. The comparison of Portugal’s GDP in 2017 with that produced under a hypothetical scenario where every tie was severed shows that severing links results in virtually no changes in GDP. I interpret the result as evidence that the different likelihood of being connected experienced by efficient and not efficient firms counterbalances the misallocating potential of connections. The second chapter introduces a novel Stata implementation of Egger and von Ehrlich’s (2013) econometric framework for the estimation of treatment effect when the treatment is continuous and multidimensional. After the illustration of the package, I present a simple simulation to show the capability of the method to overcome bias. The third chapter consists of an evaluation of European regional policy. It analyzes how different mixes of investments in infrastructure and productive investments affect regions’ growth rate. The main results are that allocations in infrastructure foster growth only when coupled with expenditures in productive investments. Moreover, the highest growth is obtained when investments have high intensity in both dimensions. By generating two hypothetical scenarios, I investigate how the allocation of funds can be improved. The results show that regions could allocate more efficiently. However, the actual transfer intensity is not enough to choose the mix that would globally maximize growth. The findings are consistent with Becker et al. (2012) since enforcing common support restricts the analysis to regions with low transfer intensity.
