Cette thèse s’inscrit dans le cadre théorique de l’analyse des politiques publiques pour proposer une analyse de la politique industrielle régionale. Pour ce faire, nous menons une analyse appliquée qui s’appuie sur des approches quantitative et qualitatives. Ce travail s’inscrit dans un contexte où l’on assiste à une régionalisation des politiques publiques, par le phénomène de décentralisation enclenché par l’Etat français, et sous l’influence de l’Union Européenne qui tend à régionaliser sa politique. Nous cherchons alors à savoir si la politique menée par les Régions constitue un retour de l’interventionnisme, hérité de la politique du plan, empreint de colbertisme mais également du modèle allemand centré sur les entreprises de taille intermédiaire. Nous proposons d’observer la politique industrielle de la Région Nouvelle-Aquitaine, reconnue comme très volontariste par des travaux antérieurs, à travers le prisme des subventions allouées aux entreprises industrielles de son territoire. Une analyse quantitative, qui mobilise des indicateurs d’économie géographique, et met en évidence un phénomène de concentration sur un groupe restreint d’entreprises. Nous prolongeons ce travail quantitatif en réintroduisant de la complexité dans l’analyse grâce à la richesse de matériaux qualitatifs : des entretiens auprès des acteurs industriels et institutionnels, ainsi que des archives de presse et notre travail en tant qu’observateur-participant. / This thesis takes public policy analysis as theoretical framework to propose an analysis of regional industrial policy. Our analysis is based on historic, quantitative and qualitative methods.In a context where industrial public policy leans towards regionalization, under the influence of French decentralization and regionalization of European Union policies, we try to understand the mechanics of regional industrial policy through the case of Region Nouvelle-Aquitaine. A policy inherited of the “planning policy”, and influenced by Colbertism and German model focused on mid-sized companies.Our first approach is quantitative and studies public grants allocated to industrial firms by the Region Nouvelle-Aquitaine. This analysis combines economic geography indicators and demonstrate a concentration phenomenon on a small group of regional companies.We extend by reintroducing complexity in the analysis thanks to rich qualitative materials: interviews with industrial leaders and institutional managers, and press archives.

Die Dissertation untersucht auf der Basis der Inhaltsanalyse von 429 deutschsprachigen Konzepten der Raumplanung sowie mit Hilfe von 17 ExpertInneninterviews verschiedene Problemzustände der Planung und Umsetzung räumlicher Entwicklungsmaßnahmen sowie den Umgang mit diesen Problemzuständen seitens der raumplanerischen Praxis und der Raumpolitik in Deutschland, Österreich und der Schweiz. Dabei wurde – neben allgemeinen Informationen über inhaltliche Schwerpunkte und Ausrichtungen der untersuchten Konzepte, ihre Planungszeiträume und Autoren sowie Entscheidungsverfahren und -methoden – ein differenzierter Katalog unterschiedlicher Problemzustände und kritischer Faktoren erstellt, welcher bei der konzeptionellen Ausrichtung zukünftiger Konzepte als Orientierungshilfe dienen kann. Der Autor diskutiert die heutige Rolle räumlicher Handlungskonzepte und weist eindringlich auf die Problematik der Verdrängung kritischer Zustände im Zusammenhang der Erarbeitung und Umsetzung räumlicher Handlungskonzepte hin.

At first the thesis focuses on describing historical context of Czech Republic{\crq}s entry to the European Union. It also specifies evolution of the relations of the Czech Republic and European Union, common commercial policy of Union, its Inner market and after-effects of the entry of Czech Republic to EU. It is foremost aimed at characterization of historical evolution of European Structural Funds that serves as the financial instruments of the regional policy of the European Union. I paid attention to every individual structural fund and also to the principles of programming periods. It mainly concerns about the European Social Fund. This thesis also describes the possibilities of Czech companies to apply for financial support from the EU. The practical part recounts the process from the beginning (which means decision to apply for financial support) through the completion of application form, evaluation of projects till the signature of agreement and the realization. This work should be able to serve as a guide for Czech companies, which would like to apply for the finance support from EU.

One of the principal objectives of equal opportunity plans for women and men is the reduction of gender gaps in accordance with the constitutional mandate of the right to equality and non-discrimination by sex. However, based on an analysis of seventeen regional plans between 2006 and 2010 we came to realize that the majority of such plans do not include elements that ensure their implementation in their design, and are therefore not actually capable of facilitating the reduction of gender gaps at the regional level. / Uno de los principales objetivos de los planes de igualdad de oportunidades entre mujeres y hombres es la reducción de las brechas de género, ello de conformidad con el mandato constitucional del derecho a la igualdad y el principio de no discriminación por sexo. No obstante, del análisis realizado a diecisiete planes regionales de igualdad de oportunidades entre mujeres y hombres en el Perú, en el período 2006-2010, se puede identificar que, en su mayoría, no cuentan con elementos en su diseño que garanticen su implementación, y que en consecuencia no han contribuido a la reducción de las brechas de género en el ámbito regional.

O fundo constitucional de financiamento do Nordeste e o desenvolvimento regional : o caso dos estados da Bahia e Pernambuco (1989-2010)

This thesis aims to evaluate the impact of the Constitutional Fund for Financing the Northeast (FNE) in the state of Bahia and Pernambuco economies in the period 1989-2010. Objective accordingly verify the spatial and sectoral allocation of investment has contributed to a better geographical distribution of economic activity fulfilling their goals. Furthermore, analyzing their impact on the supply chain of these States, to establish whether the investments are distributed on a priority basis and estimate job creation based on RAIS data, checking the evolution of formal employment. For both our territorial clipping is based on a micro IBGE classification and our main database, in addition to sources already cited also includes management reports and data FNE kindly made available by the Ministry of National Integration (MI), in addition to data obtained from the publications of the Bank of Northeast Brazil (BNB). We conclude that although the FNE have considerable importance in the structuring of the northeastern economy and the states concerned, their actions were much more constrained by the logic of the market than by networking with a national regional development policy. However, there is an undeniable contribution to devolution of productive activities within the region, although this devolution is happening imperfectly and directed the few regions and even less complex sectors are the biggest beneficiaries. Finally, we conclude that the macroeconomic framework of the region and the states analyzed, although impacted by the FNE, still lacks a more fruitful role of the public sector on the articulation of a national development policy. / Esta dissertação tem como proposta avaliar o impacto do Fundo Constitucional de Financiamento do Nordeste (FNE) nas economias estaduais da Bahia e Pernambuco, no período entre 1989-2010. Objetiva nesse sentido verificar se a alocação espacial e setorial dos investimentos tem contribuído para uma melhor distribuição geográfica da atividade econômica cumprindo com seus objetivos. Além disso, analisar o impacto dos mesmos na cadeia produtiva desses Estados, averiguar se os investimentos estão distribuídos de forma prioritária e estimar a geração de empregos com base nos dados da RAIS, verificando a evolução do emprego formal. Para tanto o nosso recorte territorial é por microrregiões com base na classificação do IBGE e nossa principal base de dados, além das fontes já citadas compreende também os relatórios de gestão e dados do FNE disponibilizados gentilmente pelo Ministério da Integração Nacional (MI), além dos dados obtidos através das publicações do Banco do Nordeste do Brasil (BNB). Concluímos que embora os recursos do FNE tenham peso considerável na estruturação da economia nordestina e dos estados em questão, as suas ações foram muito mais condicionadas pela lógica do mercado do que pela articulação junto a uma política nacional de desenvolvimento regional. Entretanto, é inegável a sua contribuição para desconcentração das atividades produtivas dentro da região, ainda que esta desconcentração esteja acontecendo de forma imperfeita e direcionada à poucas regiões e ainda que setores menos complexos sejam os maiores beneficiados. Por fim, concluí-se que a estrutura macroeconômica da região e dos estados analisados, embora impactada pelo FNE, ainda carece de uma atuação mais profícua do setor público na articulação de uma política nacional de desenvolvimento.

When Europa meets Bismarck: cross-border healthcare and usages of Europe in the Austrian healthcare system

In a series of landmark rulings on patient mobility and cross-border healthcare, the European Court of Justice (ECJ) has made clear that Member States’ healthcare systems have to comply with the rules of the EU’s Internal Market when it comes to individual patient rights and the non-discrimination of healthcare providers. The rulings increased the possibilities for EU Member State citizens to get medical treatment in another Member State (“cross-border healthcare”), yet providing that under certain conditions the home Member State has to pay for these treatments in the other country. After a decade of negotiations, these rulings have been codified in a European Directive. Assuming that European integration has an impact on national welfare states and taking the example of European rules on access to cross-border healthcare, this thesis suggests analyzes the domestic impact of European integration in terms of Europeanization of the Austrian healthcare system within the context of the interplay between actors’ interests and practices on the one hand, and institutional effects on the other. European cross-border healthcare in forms of regional projects and privately or publicly organized healthcare arrangements has already become a reality in many European countries, especially in border regions. The main research questions which guides this thesis can be be put as follows: How does European integration in healthcare impact on the interests, practices and strategies of national actors that operate between national institutional constraints and European opportunities? And if national actors’ interests and strategies change, does this in turn have repercussions on the national institutional rules of healthcare governance? Given that European integration in healthcare delivery is a rather a “recent” phenomenon, and based on the assumption that actors’ strategies change more easily than national institutions, the following hypothesis is tested: Even if national healthcare actors use Europe – and hence their practices and strategies change – their interests remain largely determined by the national institutional set-up of the healthcare system. The institutional boundaries of the national healthcare system may have become porous, but for the time being they remain intact. The main findings of this study confirm the hypothesis and can be summarized as follows: Austrian actors responsible for the delivery of healthcare actively integrate various usages Europe into their existing practices of healthcare governance. These usages of Europe are more frequent at European level than at national level. Those actors who have important legal competencies, financial resources, and hence power in healthcare governance at national level, are also in a better position to use Europe effectively than those actors who lack such national resources. Limited usages of Europe at national level by corporate actors can best be accounted for by practices of consensually governing a typically Bismarckian healthcare system. None of the actors analysed, no matter how critical their stance vis-à-vis their own healthcare system might be, puts into question the legitimacy of the national healthcare system in the light of increased European competencies in regulating cross-border healthcare. Advancing European integration, mainly through the ECJ’s rulings on cross-border healthcare, might have rendered national institutional boundaries porous, but national institutions retain – at least for the time being – their power of channelling actors’ interests and of influencing corresponding practices of healthcare governance. These results invite us to further investigate which kind of healthcare governance structures are being developed at European level in parallel to those existing at national level, and to what extent Bismarckian welfare regimes might be showing resistance to institutional change induced by European integration. / Doctorat en Sciences politiques et sociales / info:eu-repo/semantics/nonPublished

The thesis Difficulties of the EU - Cohesion Policy Implementation System in the Czech Republic in the Programming period 2007-2013 deals with application of the theories of the European integration on two case studies. In the first part of the thesis the general history of the EU - structural policy is described. The second part is dedicated to the history of the structural policy in the Czech Republic. The third part is concerned with the theoretical definition of the topic and leads to a definition of the hypothesis and the research method. The main theoretical approach for the case studies is the multi-level governance theory, which describes multi-level sharing of authority among different types of actors. None of those actors has a power to define final version of the given policy. The case studies, which in detail examine the development and the efficiency of the implementation system of structural policy in Czech Republic, prove that this environment can cause the coordination dilemma connected with overuse of the free-riding tactics and high transaction costs. The combination of those elements leads to highly rigid system of implementation.
