Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / Created in 1773 in order to accommodate vagrants and vagabonds who had nowhere to live and work, Sobral village developed an economy based on livestock, agriculture and trade. The interconnection of these activities enabled the development of a mixed economy, which created economic networks between ranchers, farmers and traders, thus forming heterogeneous elite. This was related to a mass of poor and free men who worked the cattle ranches, the farms and small businesses. We believe that these trade relations approached the elite and the poor men, which enabled the recent training in specialized activities, as well as the local business area. This enabled these men would create social strategies, enabling them to act freely in the economy, a profit with their work and generating prospects to be part of Sobral's elite. In our research, we analyzed the working relationships developed in Sobral Village to observe how they occur and how they influenced the personal trajectory of the residents. For this, we use the documents of the Board, which recorded economic activities, realizing the importance of each to the formation of Sobral's population. / Criada em 1773 com o objetivo de acomodar vadios e vagabundos que nÃo tinham onde morar e trabalhar, a Vila de Sobral desenvolveu uma economia baseada na pecuÃria, na agricultura e no comÃrcio, o que proporcionou o desenvolvimento de uma economia mista onde a interligaÃÃo dessas atividades criou redes econÃmicas que ligaram pecuaristas, agricultores e comerciantes, formando uma elite heterogÃnea que se relacionava com uma massa de homens pobres e livres que trabalhavam nas fazendas de gado, nas lavouras e no pequeno comÃrcio. Esse envolvimento nos levou a pensar a realidade dos homens livres e sem posses na Vila, onde as relaÃÃes criadas aproximaram elite e homens pobres, principalmente, nas relaÃÃes comerciais, permitindo aos Ãltimos a formaÃÃo em atividades especializadas e o domÃnio do comÃrcio local. Isso possibilitaria a esses homens criar estratÃgias sociais que lhes permitiam atuar livremente na economia, obtendo lucro com seu trabalho, gerando perspectivas de fazer parte da elite de Sobral. Tendo essas afirmativas como base, analisamos as relaÃÃes de trabalho desenvolvidas na Vila de Sobral para observar como elas ocorriam e como influenciaram na trajetÃria pessoal dos moradores. Para isso, utilizamos os documentos da cÃmara que registraram as atividades econÃmicas, percebendo a importÃncia de cada uma delas para a formaÃÃo da populaÃÃo de Sobral.

nÃo hà / Cada momento histÃrico gera uma nova morfologia nos processos participativos, com novos sujeitos, estruturas, aÃÃes, instrumentos e direcionamentos. Nessa perspectiva, a constituiÃÃo de organismos colegiados (Conselhos Gestores de: PolÃticas PÃblicas, Fundos e Equipamentos Sociais), que caracteriza o modelo da gestÃo participativa, representa o surgimento, em cena, de novos espaÃos pÃblicos de participaÃÃo. à nesse espaÃo pÃblico e representativo do Conselho Escolar que se intenta analisar a participaÃÃo pelo viÃs da discursividade, apropriandoâse do discurso em sua materialidade, ou seja, considerando-o como processos dotados de aÃÃo e transformaÃÃo. O tema: A participaÃÃo no discurso do Conselho Escolar à uma incursÃo pelo campo teÃrico da anÃlise do discurso. O objetivo central à analisar os efeitos de sentidos dos dizeres sobre participaÃÃo produzidos pelos diferentes sujeitos que compÃem o Conselho Escolar de uma escola pÃblica do ensino fundamental do municÃpio de Fortaleza. Aborda-se como referencial teÃrico-metodolÃgico os pressupostos de Michel PÃcheux e Mikhail Bakhtin no desenvolvimento dos dispositivos de anÃlise do discurso. Quanto aos procedimentos tÃcnico-metodolÃgicos, este realizar-se-à mediante estudo de caso comportando trÃs momentos: delimitaÃÃo da unidade-caso, coleta de dados e analise e interpretaÃÃo destes. / Every historic moment generate a new morphology in participative processes with new subjects, structures, actions, instruments and ways. In this perspective, the constitutions of collegiate organisms, that characterize participation management model, represent the emerging of new publics spaces of participation. It is in this public and representative space of the school council which it was intended to analyze the participation by the theoretical field of the discourse analysis, appropriating of the discourse in its materiality, considering itself as processes endowed with action and transformation. The research was restricted to effect of sense of the voices about participation produced by the different subjects that constitute a school council. It was approached as theoretical-methodological reference the presuppositions from Michel PÃcheux and Mikhail Bakhtin in the development of the devices of discourse analysis. This work is about a case study of a public elementary school from Fortaleza city, in which the adopted technical-methodological processes split into three steps: delimitation of the case-unit; data acquisition â through interview with council members and access to documents; analysis and interpretation theses. We conclued this work whereas the collegiate organ of school council is endowed of discursives motions, of senses that not only unsubject the representative multiples, reproducing an institutional discourse of the participation as, also, a creative, dialogico discourse, originated of an exercise politician of the popular participation. Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / A pesquisa tem o objetivo de observar, no plano estadual cearense, se a aÃÃo polÃtica dos deputados estaduais da Assembleia Legislativa era direcionada aos municÃpios nos quais obtiveram votos e como se dava a relaÃÃo deles com o partido. Em ambos os casos, o polÃtico parlamentar cumpriria seu mandato tendo em vista se reeleger na eleiÃÃo seguinte, seja ao mesmo cargo no legislativo, seja a outro cargo polÃtico. Para viabilizar a pesquisa foi necessÃrio, como perspectiva metodolÃgica, perceber a importÃncia do espaÃo geogrÃfico, ou seja, importÃncia analÃtica da geografia polÃtica para compreender quais as demandas sugeridas aos nossos representantes atravÃs das estratÃgias adotadas pelos candidatos na Assembleia Legislativa e, assim, perceber como a representaÃÃo e a representatividade polÃtica sÃo exercidas na aÃÃo legislativa estadual. Elaborei, ao final, tipologias para interpretar a distribuiÃÃo de votos dos deputados estaduais. No resultado, temos a formaÃÃo de circunscriÃÃes informais e a presenÃa de bases eleitorais territoriais que conduzem a aÃÃo polÃtica de grande parte dos deputados pesquisados. / The research aims to observe whether the political actions of the representatives at the Legislative Assembly of the State of Cearà were directed to the municipalities in which they obtained most of their vote and how was their relationship with their political parties. Politicians fulfill their term of office in order to be granted a new mandate in the next election. This mandate might be a renewed one at the Legislative Assembly or a new mandate at another political office. The political geography of the Assembly elections was analyzed to understand the relationship between vote distribution and the type o parliamentary activity. A typology of vote distribution was elaborated leading to the conclusion that there are informal territorial constituencies and that most politicians guide their actions towards these constituencies.
