A participaÃÃo no discurso do conselho escolar. / The participation in school council discourse

nÃo hà / Cada momento histÃrico gera uma nova morfologia nos processos participativos, com novos sujeitos, estruturas, aÃÃes, instrumentos e direcionamentos. Nessa perspectiva, a constituiÃÃo de organismos colegiados (Conselhos Gestores de: PolÃticas PÃblicas, Fundos e Equipamentos Sociais), que caracteriza o modelo da gestÃo participativa, representa o surgimento, em cena, de novos espaÃos pÃblicos de participaÃÃo. à nesse espaÃo pÃblico e representativo do Conselho Escolar que se intenta analisar a participaÃÃo pelo viÃs da discursividade, apropriandoâse do discurso em sua materialidade, ou seja, considerando-o como processos dotados de aÃÃo e transformaÃÃo. O tema: A participaÃÃo no discurso do Conselho Escolar à uma incursÃo pelo campo teÃrico da anÃlise do discurso. O objetivo central à analisar os efeitos de sentidos dos dizeres sobre participaÃÃo produzidos pelos diferentes sujeitos que compÃem o Conselho Escolar de uma escola pÃblica do ensino fundamental do municÃpio de Fortaleza. Aborda-se como referencial teÃrico-metodolÃgico os pressupostos de Michel PÃcheux e Mikhail Bakhtin no desenvolvimento dos dispositivos de anÃlise do discurso. Quanto aos procedimentos tÃcnico-metodolÃgicos, este realizar-se-à mediante estudo de caso comportando trÃs momentos: delimitaÃÃo da unidade-caso, coleta de dados e analise e interpretaÃÃo destes. / Every historic moment generate a new morphology in participative processes with new subjects, structures, actions, instruments and ways. In this perspective, the constitutions of collegiate organisms, that characterize participation management model, represent the emerging of new publics spaces of participation. It is in this public and representative space of the school council which it was intended to analyze the participation by the theoretical field of the discourse analysis, appropriating of the discourse in its materiality, considering itself as processes endowed with action and transformation. The research was restricted to effect of sense of the voices about participation produced by the different subjects that constitute a school council. It was approached as theoretical-methodological reference the presuppositions from Michel PÃcheux and Mikhail Bakhtin in the development of the devices of discourse analysis. This work is about a case study of a public elementary school from Fortaleza city, in which the adopted technical-methodological processes split into three steps: delimitation of the case-unit; data acquisition â through interview with council members and access to documents; analysis and interpretation theses. We conclued this work whereas the collegiate organ of school council is endowed of discursives motions, of senses that not only unsubject the representative multiples, reproducing an institutional discourse of the participation as, also, a creative, dialogico discourse, originated of an exercise politician of the popular participation. Of this making, a passage for studies in the field of pedagogy of the popular participation is suggested. Keywords: participation, representation politics, discourse analysis and school council
