Remaking the Political in Fortress Europe: Political Practice and Cultural Citizenship in Italian Social Centers

At the current moment, with voter turnout low and mass popular uprisings re-fashioning the political map, questions of political participation and dissent are extremely pressing. In established democracies and newly democratized states alike, an active and potentially dissenting citizenry is often seen as the necessary balance to overreaching state power and unregulated market forces, but scholars struggle to keep abreast of a proliferation of new foci and forms of engagement. This dissertation focuses on the form of collective political engagement enacted at centri sociali occupati autogestiti (occupied, self-managed social centers) or CSOA in Bologna, Italy. As they enact political alternatives through everyday practices of self-management and cultural production, social center participants complicate conventional analytical distinctions between revolution and reform or between individual transformation and larger social change. Through participant observation at three specific centers, interviews with participants and visitors and discourse analysis of recent legislation and policy, the investigator explores the character of social center participants' cultural and political practice, internal organization and decision-making processes, and the heated conflict surrounding social centers in order to discern the opportunities afforded and tensions generated by this form of political engagement. The author argues that CSOA participants experience a form of belonging constructed on the basis of participation rather than ascribed statuses or adherence to shared ideological positions. Furthermore, participants seek to establish an autonomous space wherein key obstacles to participation have been deliberately dismantled or drained of authority in order to render this form of belonging more inclusive. In the shadow of post-9/11 securitization processes at the supra-national, national and local levels aimed at governing migrant mobility and public expressions of dissent, CSOA participants seek to displace the ethnic, religious, linguistic, generational and class-specific norms that define the cultural dimensions of contemporary Italian citizenship. Drawing on the concept of cultural citizenship, the author therefore argues that the political imaginary proposed by CSOA participants represents a deliberate contestation of both the authority and function of state-based citizenship models and can be understood as new model of citizenship characterized by an alternative, less exclusive relationship between belonging and participation.

Nestes locais, pessoas de uma determinada comunidade têm a liberdade de se reunir livremente, com a finalidade de se socializarem e, através deste contato, construírem juntas, espaços de trabalho, lazer, cultura, saúde, entretenimento, inclusão social, discussões e posicionamentos sobre problemas de sua comunidade. Os CECOs estão associados ao Projeto da Reforma Psiquiátrica, uma vez que surgiram como alternativa de socialização de pessoas com transtornos mentais. Surgida na Europa e América do Norte, nas décadas de 1960 e 70, a Reforma Psiquiátrica é processo político e social complexo, composto de atores, instituições e forças de diferentes origens, que pretende construir um novo estatuto social para o doente mental, que lhe garanta cidadania, respeito a seus direitos à sua individualidade e sua convivência com a sociedade. No Brasil, este processo se iniciou em meados de 1978, com o Movimento Sanitário que dá origem à implantação do Sistema Único de Saúde (SUS) do país, em 1988 e propicia a criação de uma Rede de Atenção à Saúde Mental. Esta pesquisa foi construída em meio ao contexto exposto acima, tratando-se de uma pesquisa qualitativa, através da qual se pretendeu investigar, mediante a realidade atual dos CECOs, como estes espaços têm modificado a vida de pessoas com transtornos mentais e de seus familiares. Para tanto, foram realizadas entrevistas semiestruturadas com cinco usuários de um Centro de Atenção Psicossocial (CAPS), acometidos de transtornos mentais, que participam do Centro de Convivência Tear das Artes e um de seus respectivos familiares. As entrevistas foram transcritas e seu conteúdo, categorizado e analisado. Como principais resultados, constatou-se que segundo a percepção dos entrevistados, o CECO é um espaço que pode propiciar a inclusão e participação social das pessoas com transtornos mentais através das atividades desenvolvidas no local, em conjunto com pessoas da comunidade. As atividades que permitem livre expressão dos usuários foram valorizadas nos depoimentos. Constatou-se também que as famílias e os próprios usuários têm dificuldades e enfrentam preconceitos para lidar com a doença mental e neste sentido, a participação no CECO pode ser a oportunidade para lidar com a situação / Abstract: The Culture and Social Centers (CECO) are public components of substitute care network in Brazil's Mental Health System, which offers to people spaces of sociability, production and intervention in the city to the public. In these places, people in a community have the freedom to get together in order to socialize and, through this contact, build together, work, leisure, culture, health, and entertainment spaces, social inclusion, discussions and positions on problems in their community. The Culture and Social Centers are associated with the design of the Psychiatric Reform, since they emerged as an alternative for the socialization of people with mental disorders. Emerging in Europe and North America in the 1960s and 70s, the Psychiatric Reform is a political and social complex process, composed of actors, institutions and forces of different origins, which intends to build a new social status for the mentally ill, which guarantees citizenship, respect for their rights to their individuality and their interaction with society. In Brazil, this process began in mid-1978, with the Sanitary Movement that gave rise to the implementation of the Unified Health System (SUS) in the country in 1988 and promotes the creation of a Network of Mental Health Care. This research was carried out within this aforementioned context, addressing the current reality of CECOs. It aimed at understanding how these spaces have transformed the lives of people with mental disorders and those of their families. It was a qualitative investigation. Semi-structured interviews were used to collect data. The participants were five users with mental disorders who participate in a CECO and one of his or her relatives. The interviews were taped, transcribed and their content was analyzed. As part the main results, this research indicated that, according to the perception of the participants, the CECO is a space that can foster social inclusion and participation of people with mental disorders through the activities undertaken at the site, together with the community in which it is inserted. The participants valued the activities that give rise to their free expressions, to their subjectivity. The subject of the assignment is urban concept and social center housing complex Brno-Lesná that during the construction of housing estate Lesná already been completed. The initial document is current cadastral map of the territory, orthophoto map and its own research area. The main objective of the study is to examine the territorial land use options that already has an earlier era of the proposed basic transport and building structure and contains values that should be respected. Complement all functions, check undeveloped areas, investigate and propose pedestrian routes in the area in relation to public transport stops and the center of gravity of the territory and tackle parking, suggest new uses of existing buildings and to propose new objects and also propose solutions to the pit, including landscaping and greenery adequately the importance of land use.

The subject of this thesis is the solution of urban studies and social center of Brno Lesna, which was not part of the construction is completed. The specified location is the city district Brno-Sever, in the southern part of the cadastral territory Forest. The main objective of this thesis is to analyze the specified area and examine land use options, which already has a basic transport and building structure and contains a value that needs to be respected. The main idea is to bring the population of the outlying parts of the area to the city and propose a structure that will complement the existing territories and interconnects.

El proyecto de la presente tesis busca desarrollar las pautas para el diseño de un Centro Social – Cultural ubicado en Ate. El centro surge como respuesta al déficit de este tipo de infraestructura comunitaria en un distrito que como consecuencia de su forma alargada y de gran extensión territorial se ha desarrollado de manera desordenada y sin el equipamiento necesario para una adecuada calidad de vida para una población de 599 196 habitantes. Ante esta situación, se debe aprovechar la oportunidad para fomentar la práctica de actividades que promuevan un crecimiento personal y mejore la cohesión social de los habitantes entre sí y con su entorno. El equipamiento propone implementar espacios para el desarrollo de actividades socioculturales de frecuencia diaria como la recreación, el aprendizaje, y el deporte, dirigidas al público en general, pero enfatizando en la población predominante de carácter joven que abarca hasta los 29 años. Por tal motivo, el proyecto se enfoca en brindar espacios permeables que a través de plataformas sociales y espacios públicos permitan la interacción entre los usuarios de los distintos paquetes culturales. Como resultado, el proyecto se divide en dos bloques, uno cultural y otro deportivo, los cuales se unen a través de plataformas exteriores que refuerzan la interacción visual y de actividades entre usuarios. Finalmente, se refuerza la relación del proyecto con su entorno mediante el biohuerto interior y el parque público que rodea a todo el volumen y permite visualizar las actividades desarrolladas en el centro social – cultural. / The project of this thesis seeks to develop the guidelines for the design of a Social - Cultural Center located in Ate. The center arises as a response to the deficit of this type of community infrastructure in a district that, as a consequence of its elongated shape and large territorial extension, has developed in a disorderly manner and without the necessary equipment for an adequate quality of life for a population of 599 196 habitants. Given this situation, the opportunity should be taken to encourage the practice of activities that promote personal growth and improve the social cohesion of the inhabitants with each other and with their environment. The facility proposes to implement spaces for the development of socio-cultural activities such as recreation, learning, and sports, aimed at the general public, but emphasizing the predominant population of a young age that covers up to 29 years. For this reason, the project focuses on providing permeable spaces that, through social platforms and public spaces, allow interaction between users of the different cultural packages. As a result, the project is divided into two blocks, one cultural and the other sports, which are joined through exterior platforms that reinforce visual interaction and activities between users. The architectural study deals with recovery and redevelopment of Hrušovany nad Jevišovkou castle, which is currently abandoned and derelict. Inside the castle are planned cultural, social, exhibitive and representative areas. One wing of Hrušovany’s castle will be used as a hotel. There are designed extra standard rooms with chateau interiors. In underground floors we will find a wellness and wine bar. The service of the castle is extended by spaces in new outbuildings. It is a greenhouse, a restaurant and a pavilion for social events. The castle and outbuildings create a courtyard suitable for open-air cultural events. One part of castle‘s complex is garden lapidarium and floral terraces. The design keeps historical and architectural value of this cultural heritage and offers its dignified use nowadays.

Diploma thesis named "The Evolution of Media Representation of Squatting Theme in Czech Mainstream and Alternative Print" is describing the changes and tendencies of media representation of squatting theme in czech printed media based on the most medialized cases in selected media titles. Theme is analysed with the method of quantitative content analysis (partly together with qualitative) of national daily newspapers Mladá fronta DNES and Právo, social magazines Respekt and Reflex and culture periodics A2 and Literární noviny. The results of analysis include the description of media surface dedicated to this topic as well as the frequency and opinion outcome. And especially, which topics were connected to squating the most.

The theme of Master Thesis is the Brno dam and its effective utilization. The very subject of this thesis is the Cultural and Social Center (the Center). The project follows a broad urban context and provides a new insight into the operation and use of this site. It contains a proposal of movement coordination and effective utilization of the most attractive areas closely related to the water surface. Cultural and Social Center is designed as a part of the landscape. It connects two levels of trails leading around the object. This connection is expressed through the dominant stairs. The program of the Center complements and evaluates leisure activities of the site, plus the Center offers an extraordinary space. Digital RGB spectrum system senses the current weather and converts the results into a graphic and scenic projection. Thanks to this system a new concept of space is continuously formed. The atmosphere, temperature, texture, intensity etc.. The visitor thus will never be a part of the same "exhibition." The first floor, (level +0,00m) around the water surface, is preferably used as a Cultural and Social Center. It has three naves of the Center, foyer with cafe and snacks, as well as it covers a DPMB building of cabeling. Few parts of the facade are designed as a sliding facade, thus visitors could stay in direct contact with the water surface and landscape. Second floor – (level +3,50m) is an spatial continuation on the Center and the rest is mostly used for technical security of the building. In foyer there is a second part of cafe – more private and relaxing room. Third floor (level +7,00m) is connected with the trail going around the building. At this level takes place leisure and educational center, which is complemented by the multifunction hall and an administrative facilities. The idea of landscape use is to provide an outdoor sports urban park a la Miralles urban parks.
