This dissertation focuses on the roles played by the United Nations experts Charles Abrams and G. Holmes Perkins in the foundation of METU Faculty of Architecture. It aims to highlight the ideas and ideals that informed Abrams&rsquo / s and Perkins&rsquo / s METU projects, and to delineate an integrative and multifaceted picture of their political and educational contexts. This picture may serve as a basis for future researches on the institutional and educational histories of METU Faculty of Architecture. It may also help to better understand the contributions of other administrators and instructors -- including First Acting Dean Thomas B. A. Godfrey and Dean Abdullah Kuran -- who played important parts in the formation of the educational direction of the Faculty. Abrams, as a United Nations consultant, paved the way for the foundation of METU Faculty of Architecture by recommending a school of architecture and community planning in Ankara, for the education of professionals competent in responding to the problems caused by rapid industrial expansion and urbanization. Perkins contributed to the foundation process of METU Faculty of Architecture. As the head of the team of experts from the University of Pennsylvania School of Fine Arts, who were sent by the United Nations to Ankara in 1955, he advised the Government of Turkey on &ldquo / the creation of a Faculty of Architecture, a Faculty of City and Regional Planning&rdquo / and two research institutes, as a first step towards an institution of university rank, and with a view to promoting &ldquo / a newer, more practical and modern approach to architecture and urban planning&rdquo / in Turkey. In this dissertation, Abrams&rsquo / s and Perkins&rsquo / s METU projects constitute a starting point for exploring significant themes in the changing political and educational trajectories in America in the mid-twentieth century. The influence of different interpretations of the notions of democracy, individuality and society on technical assistance, urban development policies and architectural education is also investigated. Abrams&rsquo / s professional and academic position as a &ldquo / reflective practitioner&rdquo / is appraised in the light of John Dewey&rsquo / s concepts of democracy, democratic education and &ldquo / reflective thinking.&rdquo / The changing professional and societal roles of the architect and the changing demands upon architectural education in the 1950s framed the background of Perkins&rsquo / s educational approach. The reappraisal of liberal education as part of professional education of the architect, the rising significance of an interdisciplinary pedagogical approach, and the development of &ldquo / organized research&rdquo / in architecture were among the major themes shaping new orientations in the field of architectural education in America in those years. In the dissertation, the lasting validity of these themes for today is highlighted.

Building an Information Management System for Emergency Preparedness and Response to Promote Assurance: A Case Study of the Fulton County Department of Health and Wellness

The Strategic National Stockpile (SNS) is a program that provides medical countermeasures during a public health emergency. A public health emergency can be a natural or man-made disaster, an act of terrorism, or a pandemic. The Cities Readiness Initiative (CRI) was created to help the nation’s largest metropolitan regions develop the ability to provide SNS life-saving medications in the event of a large-scale bioterrorist attack or naturally occurring disease outbreak. To address the risks associated with a public health emergency the Center for Disease Control and Prevention (CDC) requires a comprehensive emergency response plan for distributing SNS/CRI materials quickly and efficiently. The Fulton County Department of Health and Wellness (FCDHW) is tasked with responsibility for distributing and dispensing of SNS/CRI medical assets delivered during a public health emergency. FCDHW is also tasked with the development of a comprehensive response plan. Past TAR scores revealed that passing SNS/CRI audits has been a challenge for FCDHW. A case study was conducted to note if the development of an information management system could facilitate successful future SNS/CRI audits. A needs assessment revealed that an information management system for emergency preparedness and response compliance was needed. Microsoft SharePoint 2007 was used to develop the information management system. SharePoint contains a secure document repository that linked the work products of all relevant internal and external stakeholders and revealed compliance deficiencies early enough to allow for corrective actions. The result was a passing TAR score that was a 59 point increase from the last published score.

Apresento, através da Sociologia Reflexiva, uma narrativa de momentos da Pesquisa-Ação Educadora desenvolvida com oito extensionistas rurais para construção coletiva de Indicadores Territoriais de Avaliação Participativa da Assistência Técnica e Extensão Rural tematizada e a respectiva aplicação e validação através de Pesquisa Participante com 14 famílias de agricultores egressos e egressas de dois cursos do Centro de Treinamento da EMATER-ASCAR/RS situado na Mesorregião Noroeste do Estado do Rio Grande do Sul. Discuto a ressignificação metodológica da Pesquisa-Ação Educadora e da Pesquisa Participante vivenciadas. Present through Reflexive Sociology, a narrative moments of Action Research Educator with eight developed extension to rural collective construction of Territorial Indicators of Participatory Evaluation Technical Assistance and Rural Extension thematized and their implementation and validation through Participative Research with 14 families of farmers and graduates who were in two courses EMATER-ASCAR/RS Training Center located in the Northwestern Mesoregion of Rio Grande do Sul to discuss methodological reinterpretation of Action Research Educator and Research Participant experiences. O fenômeno intitulado 'judicialização da saúde' tem sido causa de preocupação, pois o alto gasto com a compra de medicamentos solicitados como resultado dessas ações podem interferir, diretamente, em verbas destinadas a outras políticas públicas e provoca uma discussão sobre o direito constitucional a saúde; que nesse aspecto é garantido a quem teve acesso a justiça. Na busca de dar auxilio aos magistrados na hora de decidirem sobre essas ações o Tribunal de Justiça do Estado do Rio de Janeiro em cooperação com a Secretaria de Justiça do Estado do Rio de Janeiro implementaram o Núcleo de Assessoria Técnica (NAT) em ações judiciais da saúde. Núcleo esse formado por profissionais ligados a saúde, que analisam detalhadamente os pedidos, confeccionam um parecer. Esse trabalho visa explanar sobre o funcionamento desse Núcleo e demonstrar se o auxilio técnico serve como instrumento de aperfeiçoamento das decisões judiciais na área da saúde. A abordagem para alcançar o nosso objetivo que é passa pelo conceito, doutrinas e características da Judicialização da saúde. Num segundo momento trabalharemos informações sobre o NAT, tratando da criação, objetivo, atribuição, dinâmica, com enfoque maior na atuação e expansão do Núcleo. Por fim, nosso objetivo é descrever, de forma mais detalhada, a ação do NAT com relação a quantos medicamentos são pedidos por via judicial, que tipo de medicamentos, os gastos com os mesmos e na opinião dos operadores de direito envolvidos nessa seara, como juízes e defensores, sobre o funcionamento do NAT. / With the growing number of requests for medical treatments through lawsuits, the judiciary found itself in the difficult function of deciding relevant and urgent issues for which it hadn't the technical knowledge necessary. The phenomenon called 'judicialization of health' has been a cause for concern because the high spending on these requested medication, as a result of these actions, interfere directly in funds for other public policies and brings up a discussion of the constitutional right to health; that in this respect is guaranteed to those who had access to the legal system. In seeking to provide assistance to judges when deciding on these actions, the Court of the State of Rio de Janeiro in cooperation with the Department of Justice of the State of Rio de Janeiro implemented the Technical Assistance Center (NAT, Portuguese acronym) in health related lawsuits . This center consists of health care professionals, that analize in detail the requests, bringing then an opinion. This paper aims to explain about the operation of the Center and to demonstrate if this technical support really works as a tool for improving judicial decisions in health care. The approach to achieve our goal which is through concept, doctrine and characteristics of Judicialization of health.In a second plan we work information about the NAT, dealing with its creation, purpose, allocation, dynamic, and with greater focus of its actions and expansion. Finally, our goal is to describe in more detail, the action of NAT related to how much medication is requested through court, what kind, how much is their spending on them and the opinion of attorneys, judges and district attorney involved in this area about the operation of the NAT.

Assistência técnica e extensão no desenvolvimento e promoção do turismo rural

Até meados dos anos 80, a atividade de turismo rural atraia pouca atenção nas abordagens específicas para auxiliar no processo de desenvolvimento rural. No entanto, com as alterações nas estruturas econômicas das zonas rurais, esta atividade começou a ser discutida, não apenas como uma forma de gerar emprego e renda, mas também como mais uma alternativa para minimizar o êxodo rural e sustentar as famílias no campo. Atualmente, existe um discurso oficial que o turismo rural se apresenta como uma atividade que pode exercer um papel muito importante na vida das pequenas comunidades, pois poderá incrementar a renda e valorizar a cultura da vida no campo e dos produtos agroindustriais oriundos da agricultura familiar. Dentro desta perspectiva, algumas entidades de Assistência Técnica e Extensão Rural – ATER buscam apoiar esta iniciativa de turismo em algumas regiões. Porém, em análises a partir da participação de atividades de extensão rural, observou-se que as ações e informações sobre este tema precisa ser ampliada, tanto para as famílias rurais como para as próprias entidades que se propõem a prestar assistência técnica para o desenvolvimento do turismo rural. Diante desta expectativa, o objetivo deste estudo consiste em descrever o fornecimento de informação e da assistência técnica e extensão rural direcionada ao desenvolvimento e promoção do turismo rural. A pesquisa foi realizada nos municípios de Nova Esperança do Sul e Rolante no Estado do Rio Grande do Sul e Praia Grande em Santa Catarina, onde se identificaram iniciativas de turismo rural que foram apoiadas por entidades de assistência técnica. Metodologicamente parte-se da pesquisa bibliográfica, realizando-se posteriormente a coleta de dados a qual utilizaram roteiros de entrevistas aplicados a 19 famílias que foram atendidas pelas entidades de assistência técnica e extensão rural e 3 extensionistas responsáveis pelas atividades de turismo rural. Posteriormente, delineou-se uma análise de caráter analítico-descritivo com vistas a alcançar os objetivos propostos. Os resultados evidenciam que não existem diretrizes nem ferramentas de planejamento das entidades de ATER que orientem os técnicos extensionistas para desenvolverem o turismo rural. Comprovam-se que existem ações isoladas de apoio a atividade, mais por iniciativas dos extensionistas locais que buscam através de suas ações e recursos apoiar as famílias que buscam empreender na atividade turística. Também, verifica-se que o turismo rural é uma atividade desafiadora de ser desenvolvida e a entidade apoiadora desta iniciativa tem dificuldades em auxiliar as famílias que estão inseridas nas atividades trabalhando isoladamente. Constata-se que, para apoiar iniciativas de turismo rural, devem ser planejadas ações interdisciplinares, contando com o apoio de outras entidades e com ações sinérgicas entre as mesmas para desenvolver a atividade nas comunidades/regiões beneficiadas. / Until the mid-80s, rural tourism was not very much mentioned in the specific material elaborated to help the development of the rural area. Nevertheless, with changes in the economical structure of the rural zones, this activity started being discussed not only as a way of generating jobs and income, but also as an alternative to minimize rural exodus and help maintaining families in the countryside. Nowadays, the official discourse says that rural tourism is a very important activity to the life of small communities because it can increase income and enhance the countryside lifestyle while promoting agro-industrial products from familiar agriculture. Within this perspective, some institutions that offer technical assistance and rural extension (known as ATER) try to encourage tourism in some regions of Brazil. However, researches on rural extension point out that the action and information about the topic need to reach both rural families and the institutions that give technical assistance for the development of rural tourism. Given this expectation, the aim of this work consists of the study of the information and technical assistance provided to the development and promotion of rural tourism. This study was done in the towns of Nova Esperança do Sul and Rolante, in the State of Rio Grande do Sul, and in Praia Grande, State of Santa Catarina, Brazil, where some initiatives on rural tourism supported technical assistance institutions were identified. The methodology used in this work consists of a consulted bibliography and a further data collected through interviews with 19 families that were supported by technical assistance institutions, as well as other interviews with three technicians of agricultural extension responsible for rural tourism activities in the places mentioned. Then, a descriptive analysis was done with the aim of reaching the proposed objectives. The results have shown that the ATER institutions do not use any guidelines or specific tools in their struggle to develop rural tourism. It was proved that there are isolated actions to support the activity, but this happens due to the initiative of local extension technicians who seek, through their own action and resources, to encourage families that want to do business with tourism. It was also verified that rural tourism is a challenging activity and that the institutions that support it have difficulties in helping families that are working in the field independently. It was acknowledged that, in order to support rural tourism programs, interdisciplinary actions must be planned. These should count on the support of other institutions and act in a synergetic way in order to develop tourism activities in the beneficiated communities/regions.

The aim of the Dissertation was to assess and analyse the times spent by PO brigades of the South Bohemian Region on interventions and to find out what types of interventions are the most time-demanding and to compare the times spent during fire fighting operations by professional and voluntary PO brigades, and thus to find out which PO brigades spend the longest time at fires. The research was carried out on the basis of the data acquired from the SSU programme for the period from 2006 to 2010. The analysis of the time spent on interventions for the period monitored was carried out for all the PO brigades on the whole, separately for professional and voluntary brigades, and measurement was carried out at JPO I. The hypothesis was verified, professional HZS brigades of the South Bohemian Region spend a longer time at a fire fighting intervention than the SDH brigades do. The research found out that both PO brigades and professional brigades spend most time at the intervention type known as ?technical assistance?, while least time is spent at the event type known as ?other extraordinary events?.
