Televisões universitárias público-estatais no interior do Brasil: um breve eco da pluralidade rumo à digitalização

Esta mudança de paradigma - ancorada pela superficial discussão pública e sustentada por pesquisas financiadas pelos interesses mercadológicos -, poderia significar uma inversão da dicotomia genuína da televisão no país, que mantém as emissoras comerciais nos canais abertos, em contraposição aos canais de acesso público disponibilizados na televisão por assinatura. As televisões ligadas às universidades, inseridas no campo de canais de acesso público, deram origem a um segmento representativo no país, que, junto às TVs comunitárias e educativas consistiria em um núcleo capaz de fomentar a produção de conteúdo local, contribuindo para a pluralidade da oferta de produtos audiovisuais e, consequentemente, para a democratização da Comunicação no Brasil. A partir da identificação dessa potencialidade nas emissoras ligadas às universidades federais, estaduais ou regionais públicas, associando a essas instituições o caráter de financiamento e finalidade públicos, como produtoras de conteúdo local ou regionalizado alinhado à pluralidade e à democratização audiovisual, a tese propõe uma investigação sobre as TVs universitárias público-estatais nas cidades do interior do Brasil. A avaliação da preparação para a convergência digital nas oito TVs universitárias público-estatais do interior do Brasil confirma as limitações técnicas características deste setor no país, as dificuldades de financiamento, a escassa inserção no debate político da mudança tecnológica que atinge o espectro audiovisual brasileiro, e as tímidas experiências relacionadas à interatividade. A pesquisa confirma, por outro lado, a associação deste grupo com a prioridade pelo conteúdo local, e raros casos de cenários avançados em direção à digitalização em um campo marcado pela escassez de investimentos. Entretanto, o horizonte concreto para a ampliação do espaço das TVs, tanto universitárias, quanto mais amplamente o conjunto das emissoras público-estatais, no novo paradigma da televisão digital no Brasil permanece refém de definições políticas que não apresentam perspectivas para a reversão da atual dicotomia presente na fase analógica. / Celebrating 70 years of existence in Brazil, open television, covering almost the totality of Brazilian homes, will enter the phase of digital broadcasting. This change in paradigm – anchored by the superficial public discussion and sustained by researches financed by market interests – could mean an inversion in the genuine dichotomy of television in the country, which maintains the commercial broadcasters in open channels, in opposition to public access channels available on cable TV. Televisions related to universities, inserted in the field of public access channels, gave birth to a representative segment in the country, which, along with community TV stations and educational ones, would consist in a center that is able to foment the production of local content, contributing to the plurality in the offer of audiovisual products and, consequently, to the democratization of communication in Brazil. By identifying this potentiality in broadcasters related to federal, state or regional universities, associating to these institutions the character of public financing and goal that produce local or regional content aligned to audiovisual plurality and democratization, this thesis proposes an investigation on public state university televisions in inland cities of Brazil. The evaluation of the preparation to digital convergence in eight stations public state university televisions in inland cities of Brazil confirms the technical limitation that characterizes this sector in the country, the difficulties in financing, the scarce insertion in the political debate on technological change that reaches the Brazilian audiovisual spectrum and the timid experiences related to interactivity. This research confirms, on the other hand, the direct association of this group to the priority of local content, identifying the profile of institutional promotion and rare cases of advanced scenarios towards digitization in a field marked by experimentation and lack of investment. However, the concrete horizon to amplify the space of televisions, either the ones related to universities or the more general group of public state broadcasters in the new paradigm of digital television in Brazil, remains hostage of political definitions that do not present perspectives to reverse the current dichotomy present in the analogical phase.

Circulation des produits culturels, uniformisation des cultures, diversité culturelle, américanisation des cultures. Telles sont les théories véhiculées par la mondialisation culturelle. Toutefois, l’histoire démontre que la théorie qui fait l’unanimité en passant par les Sciences économiques, le Management des entreprises et la Sociologie est : la circulation des produits culturels, des services et des biens économiques à l’échelle planétaire. Au regard de ce fait, nous avons voulu l’expérimenter en Sociologie et plus précisément dans le domaine du cinéma au Gabon. A cet effet, nous avons relevé par le biais des programmes cinématographiques des chaînes de télévision, de la salle de l’Institut Français du Gabon et des vidéoclubs qu’il existe un panorama de films mondiaux (Américains, Français, Nigérians, Ivoiriens, Mexicains et Gabonais etc) qui circulent dans ce marché. Par ailleurs, il était aussi capital pour nous, de démontrer que la population gabonaise ne subit pas la mondialisation culturelle. C’est de ce pas que l’étude de la culture du cinéma au Gabon trouve tout son sens. Cette étude a confirmé que les Gabonais s’attachent particulièrement aux films qui se rapprochent de leur société (faits sociaux et cultures traditionnelles). Ceci explique le fait que les cinémas ivoirien, latino-américain, nigérian et ghanéen soient les plus préférés. D’autres cinémas (à l’exemple du cinéma américain) sont également bien reçus. Fort de tout ce qui précède, nous pouvons affirmer que le Gabon est véritablement dans la mondialisation culturelle. / Movement of cultural products, standardization of cultures, cultural diversity, Americanization of cultures. These are the theories which are conveyed by cultural globalization. However, History has shown that the theory which is approved unanimously by Economics, Corporate Management and Sociology is: the movement of cultural products, services and economic goods on a worldwide scale. For this reason, we wanted to experiment it in Sociology and more precisely in the area of cinema. For this purpose, we have noted down thanks to the cinema programmes of television channels, of the theatre room of the French Institute of Gabon, and of videoclubs that there is a panorama of world films (American, French, Ivoirian, Mexican, Gabonese, etc.) that are in circulation on the market. Furthermore, it was also important for us to demonstrate that the Gabonese people does not undergo cultural globalization. Therefore, the study of the cinema culture in Gabon makes sense. This study has confirmed the fact that the Gabonese are particularly interested in films which are close to their society (social facts and traditional cultures). This explains the fact that Gabonese people mostly prefer films from Ivory Coast, Latin American, Nigeria and Ghana. Other cinemas - the American one, for instance- are well accepted too. In light of this, we can say that Gabon is really in cultural globalization.

Environment friendly products can be defined as products which show significant environmental improvements made at their most important life-cycle stages. For durable goods, life-cycle stages include manufacturing, use, and end-of-life of product. Reverse Supply Chain Management is the process of planning, implementing, and controlling the efficient, cost effective flow of raw materials, in-process inventory, finished goods and related information from the point of consumption to the point of origin for the purpose of recapturing value and/or proper disposal. The efficient and proper use of 5R’s processes namely Remanufacturing, Refurbishment, Reuse, Repair; and Recycle help the product to be greener and environment friendly. Part of the process also includes the proper disposal of goods which is essential for maintaining a green environment. This study aims at finding the significant factors to be considered by Cathode Ray Tube (CRT) Television component manufacturers to manufacture Environment Friendly Product. Various parameters like raw material procurement; water and energy consumption in product manufacturing; the extent of environmental regulations followed; waste production; and waste processing have been considered in this study. A Case Study has been prepared to study the entire manufacturing process of a CRT Television. The case study also looks at the regulations followed by CRT TV component manufacturers in India and how they are different from other countries. An attempt has been made to find out the value which can be recovered at the End-Of-Life of CRT TVs. The case also looks at safe recycling options for CRT TVs. The study shows that CRT TV component manufacturers consider Resource Procurement, Energy Utilization; and Compliance with Regulations to a significant extent. Also, an attempt has been made to develop an Environmental Friendly Index (EFI). The EFI depends on resource procurement, energy utilization, waste production, waste processing, and existence of environmental team in the company. There have been no steps taken by these component manufacturers towards dealing with return goods. All the return goods are dealt with by recyclers, who extract the material through unscientific and non-environmental friendly ways. The recyclers are not able to extract all the useful material, which if done in an efficient way, will result in more material recovery.

The aim of this thesis is to analyze how selected national newspapers and television inform the public about education and schooling. Four national newspapers, namely MF Dnes, Deník Právo, Hospodářské noviny and Lidové noviny, as well as four television stations: CT1, CT2, CT24 and TV Nova, were subjected to a quantitative content analysis. The whole research focused on outcomes of 2012. Firstly, it was necessary to describe different views of the definition of education. In addition to the definition of pedagogical focus, dictionary definitions, definitions of historical and ideological nature, we outlined how education is being perceived by selected opinion leaders, followed by an insight into the history and present state of the Czech education system. The results of the quantitative analysis confirmed the hypothesis assuming that media coverage of education and schooling is not sufficient. The media mainly deal with administration, activities of the Ministry of Education and other sub-themes that have nothing to do with what students learn in school within individual subjects. The results of this analysis were compared with the expectations of the target groups - parents. Estado e comunicação : uma análise das TVs Legislativas estaduais no Brasil

The purpose of this presente essay is to investigate the segment of State´s Legislative Televisions in Brazil, establishing as specific object of study the analysis of the technology offered to acess the schedule, models of management and the schedule profile of these broadcast TVs. The research focuses on the structure and organization of the TVs, extending them as a part of a complex public communication system which had its historic development imprinted by a minor complementary condition facing the brazilian State´s attempt to privilege the private initiative´s exploitation of the broadcasting service. The Legislative TVs in Brazil were created less than 20 years ago and have been one of the most important instruments used by the parliament in approximation and dialogue with society. It, furthermore, represents an improvement of the perspective of communication democracy´s systems, especially because it has distinct content in comparison to comercial media. The State´s Legislative TVs, specially mentioning the models of management, are also configured as space property of the Legislative Assembly Directors Table, where the guarantee of social participation determinant for the accountability and its conditions as vehicle of public communication is revealed as a necessary challenge. This aspect is intensified by the absence of a legislature to establish conditions for functionality, management and use of these TVs, either federal, state or municipal, becoming even more difficult to be supervised and controlled by society. / A presente dissertação investiga o segmento das TVs Legislativas estaduais no Brasil, estabelecendo como objeto específico a análise do tipo de tecnologia disponibilizada para o acesso à programação, os modelos de gestão e o perfil de programação dessas emissoras. A pesquisa se detém sobre a estrutura e organização dessas TVs, entendendo-as como parte de um complexo sistema de comunicação pública, que teve o seu desenvolvimento histórico marcado por uma condição de complementaridade marginal frente à opção do Estado brasileiro em privilegiar a iniciativa privada na exploração do serviço de radiodifusão. Com menos de 20 anos de existência no país, as TVs Legislativas têm se constituído como importantes instrumentos de aproximação e diálogo dos parlamentos com a sociedade, além de representarem um avanço na perspectiva da democratização dos meios de comunicação, especialmente por possibilitar conteúdos distintos dos veiculados na mídia comercial. Além disso, especialmente no que diz respeito às instâncias de gestão, as TVs Legislativas estaduais ainda se configuram como espaços de propriedade das Mesas Diretoras das Assembleias Legislativas, em que a garantia da participação social, elemento determinante para o cumprimento do seu papel de accountability e a sua condição de veículo do campo público de comunicação, ainda se revela como um desafio necessário. Isso se agrava com a ausência de uma legislação que estabeleça as condições de funcionamento, gestão e utilização dessas TVs, sejam elas federais, estaduais ou municipais, o que dificulta as possibilidades de acompanhamento e controle por parte da sociedade.
