Based upon official-document electronic operation of Kaohsiung City
THESIS ABSTRACT
To keep pace with the booming development of high tech and international tendency of globalization, every government makes continuing efforts to the promotion of e-government to facilitate the transformation of government. The goal of our government is to achieve ¡§service modernization¡¨ and ¡§management knowledge formation¡¨. The full employment of information and communication technology doesn¡¦t only lift the administrative efficiency and innovate the service of government but promote the quality of residents¡¦ convenience service, support the reengineering of government and march toward popular intellectual government. Nowadays, the electronic operation has gone through G2G but G2B and G2C are still under way. This thesis only puts the emphasis of research on G2G.
Official-document electronic operation more than manifests the efficiency of administrative authorities for the involvement of ¡§management knowledge formation¡¨ in G2G. Official-document electronic operation introduces the concept of knowledge management, builds digital administrative system of knowledge, by means of the steps of knowledge acquisition, knowledge storage, knowledge sharing, knowledge application for knowledge management activities, strives to increase the working efficiency of organization, promote the productivity, upgrade the performance, add the values of knowledge government employees and public, create the long-term advantages of competition for governmental organizations to pursue higher quality of residents¡¦ convenience service and innovative operation of organization.
This thesis focuses on Kaohsiung City to conduct study. Through the close combination with knowledge management activity, the correct knowledge is conveyed to knowledge government employees to help them adopt the correct action for the promotion of organizational performance. The major key to the solution of problem is dynamic spirit of learning, aided by motivation system to set up knowledge sharing, getting rid of private treasure and cultivating the sharing wish, building human-based, team work and lifelong learning ideas in order to construct the integrated system of administrative core value, implement the training system of knowledge government employees, cultivate the dynamic service spirit of knowledge government employees and actively provide the information and service of government to the public. Execute the strategy to fully combine with ¡§technology¡¨ and ¡§humanity¡¨, simplify the process of administrative operation, concurrently pursue the performance and human needs to seek the higher quality of residents¡¦ convenience service and innovative operation of organization. Center on ¡§customer orientation¡¨, base upon ¡§performance evaluation¡¨, ¡§democratic concern¡¨ and ¡§lifelong learning¡¨, develop the loyalty to administrative organization and concern for the public and intensify the centripetal force on the government, motivate the dynamic spirit of service and responsible sense toward official duties and attain the common goal of ¡§residents¡¦ convenience¡¨ and ¡§administrative team of customer-oriented service¡¨.

在元代的時候,我們都知道,元朝是以蒙古人為中心,與其他民族聯合所建立的政權。由於帝國幅員廣闊、民族眾多,在政府各級機關中,均設有譯史、通事、怯里馬赤等翻譯人員,進行蒙漢或其他語言文字的翻譯工作。
然而,有些譯史在翻譯蒙文公牘時,因為過分地按照蒙古語的語法形式翻譯,使得譯成的漢文變得相當生硬,成為一種「蒙古式漢語」的公文,即具有蒙古語語法特徵的漢譯文,令人讀起來很不順暢,甚至詰屈聱牙,艱澀難懂。我們把這種譯文的文體就叫作「硬譯文體」;而因元代的官方文書中,出現許多像這樣的公文,所以就稱這類文獻的文體為「元代硬譯公牘文體」。
不過,有些學者認為,這就是所謂的元代漢語白話。雖然,我們不否認這些翻譯的公文,多是用元代漢語白話寫成的,但它那濃厚的蒙古語語法特徵,卻使它像「混合語」一樣,是漢語、蒙語之外的另一種新的「語言」,因此,是否還能稱它做「元代白話」或「元代漢語白話」,都是值得商榷的。
筆者針對元代硬譯公牘文體產生的背景、原因,及其語法特徵三方面進行討論,希望能夠釐清一些觀念,並瞭解其內容。

Assessment of Civil Servants¡¦ Satisfaction with Electronic Official Document Exchange System: The Case of Kaohsiung City Government
Abstract
This study aims to understand the assessment from Kaohsiung city government civil servants to the performance of Electronic Official Document Exchange System, probing key factors which affect the executing of electronic official document. It will serves as further validation of the impact from executing of Electronic Official Document Exchange System on Administrative Efficiency. This study used the methods of quantitative for survey, and qualitative research for comprehension. 254 organizations and schools of Kaohsiung City Government were the research targets, namely comparing the variables of E-policy, information system software and hardware and E-efficiency. 254 questionnaires were sent out and all were returned, although 230 questionnaires were valid and 24 were invalid. The response rate was 90.55%. Valid responses were collated and analyzed using statistical evaluating software systems of SPSS and AMOS, testing the relationships between different variables. Several findings can be reported as follows:
1¡BThe results of assessing the key factors, such as E-policy, Information system software and hardware and E-efficiency, which affect the performance of the Electronic Official Document Exchange System, are beyond the medium level. The assessment was conducted by questionnaires completed by Kaohsiung city government civil servants. Kaohsiung city government civil servants are satisfied with the performance of the Electronic Official Document Exchange System.
2¡BThe key factors affecting the executing of electronic official document system are as
follows:
(1)E-policy aspect
There are two factors including decision-makers focusing much attention on and completing work plans.
(2)Information system software and hardware aspect
There are four factors including the operating stability, accuracy, security and ease of use of information system facilities.
(3)E-efficiency aspect
Only the Administrative Efficiency aspect.
3¡BThe impact on Administrative Efficiency coming from executing the electronic
document system is as follows¡G
(1)Due to the different characteristics of organizations and schools of Kaohsiung City Government, it brings about significant discrepancies between variables of E-policy, information software systems and E-efficiency for checking the executing efficiency of pushing forward the executing of electronic official documents.
(2)There is positive impact between E-policy and Information system software and
hardware.
(3)There is positive impact between E-policy and E-efficiency.
(4)There is positive impact between Information system software and hardware and E-efficiency.

Previous issue date: 2016-06-17 / This study investigates the high school instruction in the Province of Goyaz, during the second half
of the 19th century, taking as reference Lycêo de Goyaz. The aim of this study was to point out
some initiatives that demonstrate a positive movement around the implementation of the high
school instruction in the province. Through the investigation, it was revealed that even with the
contradictions, common in the history of any time and place, we can see the possibility of having
different viewpoints, going beyond the constituted crystallizations in the studies that deal with this
topic and this period of time. The methodological theoretical outline of cultural history made it
possible for this study to be undertaken the History of Education. This theoretical basis adopts the
perspective of renewal and extension of the use of sources, thus contributing for a consequent
increasing in the production of the Brazilian and regional historiography as well as it makes it
possible to ask questions regarding the documents and the methodologies of the use of sources and
their results. In order to carry that out in addition to delineating a course through the history of the
high school education and identifying how this teaching has been approached in previous studies,
we chose to focus on a book that is a reference for researches in the History of Education in the
region. This book is called História da Instrução Pública em Goiás, by professor Genesco Ferreira
Bretas, published in 1991. We analyzed what was written in the book and compared it to the
documents left by the public instruction inspectors and to the book itself, being able to think about
high school not only as a chaos, but also within a relevant process in its time. / Esta pesquisa investiga a Instrução Secundária na Província de Goyaz, na segunda metade do século XIX, tomando como referência o Lycêo de Goyaz. O objetivo foi apontar iniciativas que
demonstrassem um movimento positivo em torno da implantação da instrução secundária na
província, revelando que, diante das contradições comuns na história de qualquer tempo e lugar,
enxergamos a possibilidade de lançar outros olhares, indo além das cristalizações já constituídas
em produções que abordam este tema e este tempo. O contorno teórico-metodológico da História
Cultural possibilitou este estudo que se insere no campo da História da Educação, pois esta base
teórica atua na perspectiva de renovação e alargamento do uso das fontes, contribuindo assim para
o consequente aumento da produção da historiografia educacional brasileira e regional. Ainda
permite que se façam outras perguntas aos documentos, assim como para as metodologias de uso
de fontes e seus resultados. Para isso, optamos por, além de traçar um percurso pela história da
modalidade e identificar como este ensino tem sido abordado em pesquisas, centrar em uma obra
que fosse referência para pesquisas em história da educação regional. Trata-se da obra História da
Instrução Pública em Goiás, do professor Genesco Ferreira Bretas, publicada no ano de 1991.
Tomamos o que está na obra e confrontamos com documentos deixados pelos Inspetores de
Instrução Pública, e também com a própria obra, possibilitando pensar esta modalidade não
somente como o caos, mas também dentro de um processo pertinente ao seu tempo.

MOOC DE REDAÇÃO OFICIAL EM LIBREOFFICE WRITER / MOOC OF OFFICIAL WRITING IN LIBREOFFICE WRITERBonorino, Liliane Silveira 08 July 2016 (has links)
This work was developed in the Program of Postgraduate Studies in Educational Technology
Network, Professional Masters in Research Line Educational Development of Educational
Technologies Network. The objective is to innovate in the provision of training mediated by
Educational Technologies Network (ETN) through a MOOC (Massive Open Online Courses -
Online Open Courses and Massive) for Moodle (Modular Object Oriented Dynamic Learning
Enviroment). This research is justified by the fact that values training networking, promoting
to the modality of Distance Education. To develop this work, it was adopt the research-action,
resulting in the achievement of a vocational training via MOOC for improving the production
of official documents in LibreOffice Writer. The product produced was Teaching Material for
MOOC which was implemented in two phases: 1) module pilot in order to verify that the
didactic and methodological organization of the course was well underway for the completion
of the course; and, 2) MOOC, in order to promote not only training, but also the improvement
of knowledge of the official texts in LibreOffice Writer. After analyzing the data collected in
the pilot module, it was found that the teaching material and the strategy adopted to address
the official writing in LibreOffice Writer were understood and were in accordance with the
training needs of those involved. Analysis of the data obtained in the evaluation of research
MOOC and its hypermedia courseware, realized that both provided the teaching-learning
process mediated by educational technology network, in order to promote not only training,
but also the improvement knowledge about the official writing in LibreOffice Writer. It was
considered that the proposed objectives were included in the following measure: the "promote
vocational training network through a MOOC writing of official documents in LibreOffice
Writer, with hypermedia courseware" successful, since training was promoted network
considered by course participants as excellent; 2) to "disseminate and encourage the
integration of LibreOffice Writer to professional practices" has been satisfactorily met, since
the course participants have expressed interest in joining this program to their practices; and
3) to "explore the potential of LibreOffice Writer to produce texts by hypermedia courseware"
it was successful, as the course participants considered it great. Therefore, MOOC, it expands
the supply of training mediated educational technology network, which, in addition to
enabling access to a large number of participants, is a potentiating tool, through the practice of
freedom, innovation vocational training network. / Esta dissertação foi desenvolvida no Programa de Pós-Graduação em Tecnologias
Educacionais em Rede, Mestrado Profissional na Linha de Pesquisa de Desenvolvimento de
Tecnologias Educacionais em Rede. Objetiva-se inovar na oferta de formação mediada pelas
Tecnologias Educacionais em Rede (TER) através de um MOOC (Massive Open Online
Courses - Cursos On-line Abertos e Massivos), pela plataforma Moodle (Modular Object
Oriented Dynamic Learning Enviroment). Esta pesquisa se justifica pelo fato de que valoriza
a formação profissional em rede, promovendo-a pela modalidade de Educação a Distância
(EAD). Para o desenvolvimento deste trabalho, adotou-se a pesquisa-ação, que implicou na
realização de uma formação profissional via MOOC para o melhoramento da produção de
documentos oficiais em Libreoficce Writer. O produto produzido foi o Material Didático para
o MOOC o qual foi implementado em duas fases: 1) módulo-piloto, a fim de verificar se a
organização didático-metodológica do curso estava bem encaminhada para a realização do
curso; e, 2) MOOC, com vistas a promover não só a formação profissional, mas também o
aprimoramento de conhecimentos acerca da redação oficial em LibreOfffice Writer. Após a
análise dos dados coletados no módulo-piloto, constatou-se que o material didático e a
estratégia adotada para abordar a redação oficial em LibreOffice Writer foram compreendidos
e estavam de acordo com as necessidades de formação dos envolvidos. Da análise dos dados
obtidos na pesquisa de avaliação do MOOC e do seu material didático hipermídia, percebeuse
que ambos proporcionaram processo de ensino-aprendizagem mediado pelas tecnologias
educacionais em rede, com vistas a promover não só a formação profissional, mas também o
aprimoramento de conhecimentos acerca da redação oficial em LibreOfffice Writer.
Considerou-se que os objetivos propostos foram contemplados na seguinte medida: o de
promover a formação profissional em rede através de um MOOC de redação de textos
oficiais em LibreOffice Writer, com material didático hipermídia bem-sucedido, visto que foi
promovida uma formação em rede considerada pelos cursistas como excelente; 2) o de
disseminar e incentivar a integração do LibreOffice Writer às práticas profissionais foi
atingido de forma satisfatória, uma vez que os cursistas manifestaram interesse em integrar
este programa às suas práticas; e 3) o de explorar o potencial do LibreOffice Writer para a
produção de textos por meio de material didático hipermídia foi bem-sucedido, dado que os
cursistas o consideraram ótimo. Portanto, MOOC, expande a oferta de formação mediada por
tecnologias educacionais em rede, que, além de possibilitar o acesso a um grande número de
participantes, é uma ferramenta potencializadora para, através da prática da liberdade, inovar
a formação profissional em rede.
