This study deals with the consequences for household economy in connection with unemployment. Various mechanisms that influence the relationship between unemployment and the reception of supplementary benefits are described and analyzed. The labour market, the social insurance system and the adjustment strategies of families are fields of particular interest to this study. The economic systems of support that have developed are dominated by the unemployment insurance. Those, whose unemployment benefits have ceased or who for some other reason are not covered by the insurance, have to resort to supplementary benefits. The differences in level between working, receiving unemployment benefits or supplementary benefits can be described in terms of a scale of income. The aspect of the scale varies strongly between different types of families. The empirical point of reference for this dissertation is the close-down of a pulp industry (Ncb in Köpmanholmen 130 km south of Umeå in the north of Sweden). The development of those made redundant has been studied with regard to reception of supplementary benefits, income and adjustment strategies. Data about income and supplementary benefits were collected from registers at the local tax charge office and the local administration of social services. 83 out of 444 households were interviewed about adjustment strategies. The close-down in question proved to be exceptional in many aspects. The expected "social catastrophe" never occured due to the economic upswing, raised unemployment benefits and ambitious labour market policy efforts, among other things. Only a very small minority of those made redundant have received supplementary benefits after the close-down. This has been the case although many of those made redundant have been removed from the open labour market with a subsequent lowering of their income level. Amongst those made redundant many different patterns of adjustment havè been observed. It appears that those who lack work after a couple of years after the close-down are often characterized by passivity, whereas those who have been employed are often characterized by activity. Finally the variation in patterns of adjustment can be seen as a social policy problem. Judging from the results a combination of the institutional and marginal social policy strategies would be desirable. Reform schemes can be suggested that are based on a wish to supplement the preventive and institutional social policy with selective features where the adjustment strategies of families should provide an important resource potential. / digitalisering@umu

The thesis attempts to provide a critical evaluation of the social consequences of privatization. It is mainly based upon a field study conducted in Eregli, an industrial town in Central Anatolia, and evaluates workers&rsquo / attitudes towards the effects of privatization on their lives. For that purpose, firstly, social development paradigm is highlighted since its current premise is the necessity of privatization / secondly, Turkish Experience of the State Economic Enterprises is taken into consideration / and lastly, providing a case study on the privatization of Sü / merbank Eregli Cotton Plant, social consequences of privatization are examined more closely. Thus, it will also be possible to point out concretely that privatization is a social phenomenon in addition to its economic side. The main conclusion of this thesis is that a large scale privatization without taking into consideration social returns damaged the welfare of communities in which it experienced.

The politics of social protection in rural India : a case study of two villagesPellissery, Sony January 2006 (has links)
Social protection should ideally create a framework of 'welfare rights' for the vulnerable individuals and households. The state, through a set of policies of promotive and protective measures, sets out to achieve this. However, gaining these welfare rights in a decentralised democratic framework could be a function of the bargaining power that each individual, household and social group may possess. Therefore the micro-level interactions involving claimant, bureaucrat and local elites constitute the key policy process. Study of the process itself can reveal why some households gain formal social protection and other fail. This study argues that the local practices and informal rules underlying these public policy processes are purposively guided by the private interests of the local elites. At the heart of this dissertation is a comparative case-study of two villages in the Indian state of Maharashtra, based on eight months ethnographic fieldwork. Bottomup evaluation of two social protection programmes, public works (promotive) and social assistance (protective) programmes shows that 60 per cent of eligible persons are excluded from welfare rights. The mechanisms of exclusion and inclusion in these programmes are studied. The study reveals that both eligibility and entitlement to 'welfare rights' are contested within the power structure of the local community. The social identity of the claimant, and the ability to build a relationship with the local leaders or labour market managers act as key routes to access welfare rights. The precedence of informal rules at the stage of implementation of social protection programmes reproduced the existing social and economic power structures. As a result, the welfare rights of individuals and households are affected by the competing forces in the non-state sectors. These non-state actors, through their network, were able to weaken the administration and fair allocation of welfare benefits. Through this analysis the thesis contributes to the understanding of the local state, and decision-making practices over welfare rights in a decentralised context.

This study examines the challenges and opportunities that face the merging of Higher Education institutions with the focus on staff’s responses to the merger at the University of Kwa-Zulu Natal (UKZN). The focus of the study was based on staff’s attitudes and their varying experiences since the merging of former University of Durban Westville (UDW) and University of Natal (UN) forming the new institution of UKZN. It examines the barriers, challenges and opportunities of the Heads of School, Academic staff and Administrative staff in the Faculty of Humanities, Development and Social Sciences (HDSS) and the Faculty of Management Studies. The study also reviewed the international or rather global experiences of mergers of Higher Education Institutions and brought into perspective examples of mergers such as in the UK, Australia, United States, Netherlands and Norway. The study then shifted focus to a much more local level in terms of UKZN in assessing the ethos of governance in terms of dialogue and inclusivity and how they perceived the merger of the two former institutions. Since the study is a qualitative, judgmental sampling technique was utilized in this study since it allowed me the researcher to use my own discretion as to who is in the best position to be knowledgeable about the subject under investigation. Therefore a structured interview was employed in this study with a set of inter-related questions, asked in the same order to all participants of this study. Magistriniame darbe pristatomas Švedijos socialinės politikos modelis, apžvelgiama raida, nustatoma kokiam gerovės valstybės tipui jis priskiriamas. Nagrinėjamos gerovės valstybės formavimosi sąlygos, socialdemokratų politikos ideologijos įtaka socialiniam modeliui ir bedarbių integracijai. Darbe analizuojamas nedarbo paplitimas Švedijoje, rodikliai lyginami su ES. Tiriamos bedarbystės priežastys, nagrinėjamos nedarbo mažinimo priemonės. Prieita išvados, jog Švedijos socialiniam modeliui ir gerovės valstybei pamatus padėjo socialdemokratų politika ir ideologija, kurios vertybės išlaikytos iki šių dienų. Efektyvi socialdemokratų socialinė politika ir aktyvios darbo rinkos priemonės daro didelę įtaką bedarbių integracijos rezultatyvumui ir lemia žemą nedarbo lygį. Magistrinis darbas aktualus visos ES lygiu, nes socialinė politika Švedijoje plačiai išvystyta, o ES dar tik formuojama. Šalis jau pasiekė ES Lisabonos strategijos 2010 m. numatytus užimtumo tikslus. Čia daugelį metų nedarbo lygis mažesnis nei kitose ES šalyse. Švedija – universali valstybė, kurioje derinamas ekonomikos augimas, visiško užimtumo siekimas, nedarbo mažinimas kartu atidžiai rūpinantis gyventojų socialine apsauga. O Lietuvoje, kaip ir kai kuriose ES šalyse, trūksta gerovės valstybės elementų. / The model of social policy in Sweden is introduced in this Master‘s research work. Its evolution, the type of welfare state, conditions of formation are defined. The influence is established for social democratic ideology on the social model and for the integration process of unemployed persons. The prevalence of unemployment in Sweden is analysed, the rates are compared with EU. Unemployment reasons and means of unemployment reduction are considered. It was concluded, that the corner stone of Swedish social model and welfare state is social democratic politics and its values that are still significant and popular nowadays. Its operative social policy and active labour market actions influence the efficiency of unemployed persons’ integration process and determines the low rate of unemployment. This Master’s research work is significant in all EU, as the research field is relevant. Social policy is wide developed in Sweden, whereas it is in the initial stage period in EU. The country already succeeded in EU Lisbon Social Policy Agenda employment goals for 2010. A great while the unemployment rate was less than in other EU member countries. Sweden is the all-purpose state, where the economic growth, the pursuit of complete employment, the reduction of unemployed persons’ number are combined together with thorough citizens’ social security. And there is a lack of elements of welfare state in Lithuania and other EU countries.
