The Social Union Framework Agreement : competing and overlapping visions of Canadian federalism

This thesis attempts to develop our understanding of the ultimate interprovincial rupture at the signing of the Social Union Framework Agreement (the SUFA) on February 4, 1999. Questioning the widely accepted "money talk" explanation, which argues that increased federal transfers motivated the ROC provinces to go along with the federal government at the expense of an interprovincial common front with Quebec, this thesis suggests analyzing the dynamics of the SUFA negotiation process with special attention to the visions of Canadian federalism to which the ROC provinces, Quebec, and the federal government had subscribed respectively. This analysis demonstrates that the final split between the ROC provinces and Quebec resulted from their discord over the question whether or not Canada is a mononational federation or a multinational federation.

The impact of water service provision on the quality of life of the eMalangeni and eMahlongwa rural communities.

Through a case study of the Umdoni Local Municipality the study assessed the claims made in the Ugu District Municipality 2008 Report that eMalangeni and eMahlongwa communities have achieved 100 percent water provision. Furthermore, the study used the Rostowrian‟s four of the five-stage model of development to interrogate whether water service provision has improved the standard of living of the people in these two communities. The findings of this study reveal that there is a positive correlation between the installation of water standpipes and an improvement of the standard of living, though it is spread unevenly in these areas. The study concludes that government departments such as the Departments of Water Affairs and Forestry, Agriculture and Rural Development and Land Reform should forge strong relationships aimed at assisting the UDM to achieve its prime objective of improving the quality of life of all who fall under its jurisdiction. / Thesis (M.A.)-University of KwaZulu-Natal, Durban, 2012.

The study "Can recipients of the Child Social Grants in Banana City Informal Settlement generate an adequate standard of living from the Grant?" examines whether the child support grants is accessible and sufficient to generate the livelihoods of beneficiaries. The study evaluates the impact of the grant on low income households particularly beneficiaries in Banana City Informal Settlement. The challenges facing the recipients in accessing the grant are identified and recommendations advanced. The lack of proper Identity Documents was identified as the key challenge facing qualifying and intended beneficiaries of the Child Support Grant. The findings of the study reveal that there is a need for continuous synergy between various governmental departments in ensuring that the Millennium Goal of halving poverty by 2015 is achieved. Disability, Underemployment and Social Change

Informed by the disciplines of disability studies and interpretive sociology, and using the social model of disability and the collective identity model, this dissertation pursues an investigation of underemployment. Underemployment, conceptualized as the underutilized skills and knowledge of the employed and unemployed, occurs at higher levels amongst disabled persons than among non-disabled people (Canada, 2009). Semi-structured interviews with 14 underemployed disabled people conducted, to investigate the experiences of disabled persons who worked in the fields of education, computer, healthcare, fitness, environment, travel, social work, government and non-government agencies. In addition, Canadian social policies were analyzed to address the research questions: 1) How do disabled workers understand and address experiences of underemployment? 2) How do organizations and social policies account for underemployment amongst disabled persons? 3) How can practices which acknowledge and enhance collective identity be used to address underemployment and advance the disability movement? 4) How can underemployment amongst disabled persons be addressed at the organizational level? The texts of these narratives and Canadian social policies were analyzed using a critical interpretative textual analysis approach. The analysis demonstrates the depths of the negative consequences of high levels of underemployment resulting from structural, environmental and attitudinal barriers. Such consequences include lack of opportunities for recognition, compensation, promotion, accommodations, and career fulfillment, as well as poor mental, physical, emotional and social health. This research study is unique as it reveals the struggles that disabled persons experienced in work contexts, their narratives of resistance, and their recommendations for socio-political change to build more inclusive work environments

A policy study of the Growth Employment and Redistribution (GEAR) with respect to social development and Adult Basic Education and Training (ABET)

This study analyses the Growth Employment and Redistribution (GEAR) strategy with respect to social development, and adult basic education and training (ABET). Since its adoption as official economic policy, replacing the RDP policy in June 1996, the GEAR strategy has been a subject of much debate, and blamed for all social and economic ills, including job losses and high unemployment, poverty, problems in the education, health and welfare system, as well as poor delivery of social services. Motivated by these debates, the author set out to investigate how GEAR provides / does not provide for social development and ABET, both areas of interest to the author. This study investigates this question based only on a review of literature. While the GEAR strategy makes policy proposals in various aspects of the economy, and sets an economic growth target of 6% per annum by the year 2000, and the creation of 400 000 jobs per annum during the same period (all of which were not met), evidence shows no policy provisions in the GEAR strategy with respect to social development, and ABET. In fact, ABET is not mentioned at all in the GEAR strategy. However, the GEAR strategy makes specific mention of the Human Resources Development Strategy, as a vehicle for addressing education and training problems, thereby improving the skills base of the country. The Human Resources Development Strategy and the National Skills Development Strategy sponsored by the DoE and DoL respectively, all seem to be sound policies. There is however growing evidence that South Africa has developed sound policies which it fails to implement because of lack of capacity and financial resources partly due to the government's acceptance of the neoliberal agenda. This appears to be particularly true with respect to social development and ABET targets in the Human Resources Development and the National Skills Development strategies. This study concludes that the GEAR strategy is based on neoliberal assumptions of stimulating foreign investment, export-led economic growth, global trade and global competition, underpinned by the conception that the state must play a minimal role in the economy and is therefore not appropriate for the social development challenges (especially illiteracy) facing South Africa. Targeting Illegal Immigration through Development: Case Study of Morocco’s Two-Track Migration

Illegal immigration incurs tremendous economic, social, and humanitarian costs for Europe and the Maghreb countries. Previous literature on illegal immigration focuses on “coping” (border security, repatriation, and rescue) and “resolving” (social integration of immigrants). This thesis attempts to direct the European policymakers’ attention to “preventing” policy model. In essence, the prevention model seeks to reduce the incentives of the Maghreb people to migrate. The thesis focuses on analyzing the migration pattern in Morocco, and its implications for Spain and Italy. Based on Morocco’s two-track migration pattern, the thesis argues that rural development could reduce the incentives of internal migration, and urban development could reduce the incentives of migration abroad. Finally, the thesis analyzes official development assistance (ODA) to Morocco from Spain, Italy, and the European Commission. The analysis shows that their development efforts do little to discourage Moroccans’ incentives to migrate. The thesis recommends that the Spanish and Italian governments adjust their development assistance in a way that targets either one of the two migration tracks.

State Child Welfare Policy: Causes and Consequences

On any given day almost 400,000 children in the United States are living in an out-of-home care placement due to government intervention. Federal law allows for substantial variance in state child welfare policy on a number of topics. These policy decisions, however, are understudied both in terms of the forces driving them and also the impacts the policies have on actual outcomes for children in care. Utilizing a unique panel data set comprised of thirteen child welfare policies that vary both between states and over time we examine how well redistributive theory (constituent, institutional, paternalistic and resource pressures) explains state policy decisions from 2004-2010. The results provide very little confidence that redistributive pressures are driving state variance, though there are some noteworthy patterns. Within the four categories of explanatory variables, it would seem that child welfare policies are much more sensitive to changes in the social factors associated with a paternalistic response (unmarried birth rate and program utilization) and resource pressures than to constituent or institutional characteristics. Subsequently, a series of hazard models were conducted for each possible discharge outcome, using child level data from the 2010 AFCARS foster care dataset, with primary interest in the influence of policy and state level factors. Policy-level predictors primarily had negative impacts on discharge outcomes for children. Exceptions include better outcomes for children in states with higher generosity of access, increased rates of adoption and aging out with higher ASFA timeline compliance, and more discharges to reunification and adoption with more flexible adoption policy. State level factors consistently showed strong influences on child outcomes. While increased unemployment was associated with worse child outcomes, all other state level factors considered were associated with positive discharge outcomes for children in out-of-home care. This research broadens the theoretical application of redistributive theory to a new policy arena and adds an additional layer of state level explanatory variables to the much-studied outcomes for children in out-of-home care. It establishes that children and families do not exist in a vacuum and that child welfare research must take broader state and policy factors into account for a complete picture.

This thesis investigates ‘the doing’ of the Swedish social insurance program Activity Compensation (AC). AC is an example of disability policies in Western welfare states. These policies have two goals: to ensure financial security and to promote social participation. In 2003 AC replaced Early Retirement Pension for persons aged 19 to 29 years and who, for medical reasons, have reduced work capacity. Three features characterize AC. Young adults are differentiated in a separate system. For them, benefits are time-limited. Benefits include an established right to participate in activities. Doing AC is studied bottom-up. Interviews with two actor groups have provided the empirical base: 1) persons accorded AC and medically certified to have an anxiety and/or a depression diagnosis and 2) the respective administrator(s) at the Swedish Social Insurance Agency. National legislative preparatory texts and legal documents complete the data. The conclusions of this study are three-fold addressing goal displacement and non-contact. Firstly, a discursive change in respect to the denotation of social participation within the politics of principle has appeared throughout OECD countries over the last decennium. This goal displacement obscures the goal of economic security emphasizing the profitability of work. AC explicitly manifests this change in establishing a right to activity participation for beneficiaries. This displacement is without full impact in the politics of practice when actors’ experience of doing AC is examined. Financial security remains the foremost goal in the local politics of practice mirroring the initial function of safeguard for those with reduced work capacity due to certified illness. Relating to this lexical displacement, the study concludes that social participation is revealed as a goal to be realized in a specific form, salaried employment, within a distinct arena, the labor market. Values such as life-quality are neglected as regulatory efforts to get persons on the track to work have been underscored. Finally, the prescribed contact between the insured young adults and their administrator(s) is not consistently present. This contact is a necessary condition for the intended planning of activities to take place. When non-contact prevails, the established regulatory right to participate in activities can not materialize.

Transnational Activities and their Impact on Achieving a Successful Housing Career in Canada: The Case of Ghanaian Immigrants in Toronto

Appropriate housing with security of tenure is an important factor in the immigrant settlement and integration process. However, many studies of immigrant settlement and the housing careers of immigrants do so within the borders of a nation-state without reference to transnationalism – immigrants’ ties and cross-border connections with the country of origin. This case study of the transnational ties and housing careers of Ghanaian immigrants in Toronto aims to increase our understanding of one recent immigrant group’s settlement and integration process in Canada. Using a mixed-method approach involving both quantitative and qualitative data collection methods, this study explores how transnational housing activities influence the housing careers of Ghanaians in Toronto. The findings include insights into the immigration history and the socio-demographic characteristics of Ghanaians in Toronto; the nature and extent of transnational ties between Ghana and Canada; the nature of housing careers among Ghanaians in Toronto; and the influence of transnationalism on housing careers of Ghanaians in Toronto. Although Ghanaians’ immigration to Canada dates from the late 1950s, Ghanaians started coming to Canada in noticeable numbers after the 1960s. Ghanaian immigration to Canada generally and to Toronto particularly surged in the 1980s and beyond. Deteriorating economic and political conditions in Ghana and relatively favourable immigration policies and a good economic climate in Canada were the driving forces behind Ghanaian migration to Canada. However, the Ghanaian settlement process in Toronto does not culminate in a complete break with the homeland. Rather, Ghanaians in Toronto have engaged in a range of transnational activities with the country of origin, including contacts with family and friends, travelling to or visiting Ghana, following Ghanaian politics, investing in housing or property in Ghana, running businesses in Ghana, attending funerals in Ghana, and making regular remittances to Ghana. With respect to Ghanaians’ housing careers, the study reveals that during their initial settlement period, most Ghanaians lived in public subsidized rental housing or poor-quality private rental housing. They considered their housing conditions as inadequate and unsuitable and were not satisfied with their neighbourhood’s safety and security. At the time of the survey, however, respondents were more likely to own homes and were more likely to feel safe and secure in their neighbourhoods. However, housing affordability remains a major problem for Ghanaians in Toronto. With respect to the influence of transnationalism on housing careers of Ghanaians in Toronto, the study finds that transnational housing activities, especially Ghanaians’ attitudes to and preference for investing in housing in Ghana, affect their housing careers in Toronto. Sending regular remittances to Ghana and investing in housing in the homeland involve mobilizing huge financial resources from Toronto to achieving their housing needs in the country of origin, while many Ghanaians struggle to meet their own needs in Toronto. A logistic regression analysis shows that personal income and strong ties with Ghana are statistically significant predictors of investing in housing in Ghana. At the same time, significant predictors of Ghanaians’ propensity to own a house in Canada include loyalty to Canada and household income. The study contributes conceptually and empirically to three areas of research – transnationalism, housing careers, and immigrant settlement and integration – which hitherto have been studied as separate themes. Conceptually, it breaks away from the traditional way of researching immigrant settlement and housing careers by introducing a new conceptual dimension, transnationalism. Further, this research has added new insights about a recently arrived immigrant group in Toronto. Finally, the study contributes to the social work literature by identifying an emerging field of international social work. It has drawn attention to the fact that in the era of transnationalism, the emergence of a population of migrants whose needs and lives transcend national borders will affect the future of social work research and practice.
