'Child trafficking' : experiences of separated children on the moveGearon, Alinka January 2016 (has links)
‘Child trafficking’ as a phenomenon requiring a policy and practice response has, in recent years gathered considerable pace. ‘Child trafficking’ is a crosscutting social issue, relevant to policy areas of child protection, child migration, criminal justice, immigration, social policy and human rights. This thesis explores children’s own accounts and lived experiences of ‘child trafficking’, addressing a notable gap in hearing from children directly. The thesis critically engages with the social construction of the ‘trafficked child’ examining how contemporary concepts of childhood shape and inform ‘child trafficking’ policy and practice. How ‘child trafficking’ policy has been constructed politically is examined, in shaping how ‘child trafficking’ is defined in practice. The implications for children experiencing trafficking of a system built on current assumptions about childhood and ‘child trafficking’ are considered. The study explores how children’s experiences of their childhood and ‘child trafficking’ challenge many assumptions underpinning policy and practice. The findings reveal a disjuncture between immigration-driven and prosecution focused ‘child trafficking’ practice and children requiring a welfare and individualised response to their needs. Children needed practitioners to listen to them, believe them and take action upon child protection concerns. A conclusion is drawn that the way in which ‘child trafficking’ policy and practice in England is presently constructed, and experienced, appears not to reflect the lived ‘realties’ of young people in this study. A new approach to ‘child trafficking’ policy and practice is recommended underpinned by a conceptual shift in how we perceive childhood and adolescence. Intended audiences of this study include policy-makers and front-line practitioners including social workers, the police, immigration officers and other services. This qualitative study contributes in developing methods with a hard to access population addressing a difficult subject area, promoting children and young people’s participation in research.

It problematizes the fact that much of what is regulated by these laws has not been exercised in practice, for example, the right to home care services - as regards the health of the dependent elderly. It points out the tendency of social policy in contemporary times, the responsibility of families regarding social protection of its members, and the implications of familism for the aging worker. Taking the social policy as an object of analysis that takes place in the area where the Technical Health Supervision of Pirituba/Perus, São Paulo is located, it presents the conditions of activity for the professional worker related services, especially in the health policy and social assistance, to stress that these conditions limit the effectiveness of an articulated work. And the precariousness of services represents damage to the elderly, mainly to those that age and become dependent in the development of basic and/or instrumental activities of daily living / Nesta pesquisa, abordam-se os marcos das políticas sociais brasileiras, especialmente no que tange aos direitos da população idosa. Problematiza-se a constatação de que muito do que está regulamentado nessas leis ainda não vem sendo exercido na prática, como, por exemplo, o direito ao atendimento domiciliar no que se refere à saúde da pessoa idosa com dependência. Aponta-se a tendência das políticas sociais na contemporaneidade, de responsabilização das famílias quanto à proteção social de seus membros, e as implicações do familismo, para o envelhecimento do trabalhador. Tomando como objeto de análise as políticas sociais que se realizam no território em que está localizada a Supervisão Técnica de Saúde de Pirituba/Perus, no Município de São Paulo, apresentam-se as condições de atuação dos profissionais nos serviços relacionados, especialmente, às políticas de saúde e assistência social, para ressaltar que tais condições limitam a efetivação de um trabalho articulado. E que a precariedade dos serviços representa prejuízos à população idosa, principalmente, a que envelhece com comprometimento para o desenvolvimento das atividades básicas e/ou instrumentais da vida diária

and reflection of social policy within the framework of neoliberal globalization
considering that its positive and negative impacts have led to the segregation of
impoverished sectors. Although with their social rights of citizens constitutionally
recognized, as they are pushed to geographical and social peripheries, this group
has been assisted by insufficient and fragmented social policies defined by the
neoliberal system. Perversely, this system keeps them dependent and in this way,
cannot effectively transforms the realities of misery and poverty nor generates the
autonomy and leadership of the people, continually robbed of their rights, in the other
extreme, growing accumulation of capital in the hands of a few and the difference in
income distribution is accentuated. In this scenario, the proliferation of official
discourses of "social inclusion ", non-governmental organizations promotes social
projects with strategic focus on promoting political participation in various social
movements for improvements in social policies directed at the population in a
situation of economic and social vulnerability. From the theoretical research and the
social bases of the jesuits, especially on social policies, there was a case study of the
Social maintained by the jesuits in the outskirts of Turkeys - SP in the period 1998-
2008, which offered training activities integral to community - personal , civic ,
professional and community leaders. The results answer the initial hypothesis that
social projects with this approach positively impact the lives of young people and their
communities in the face of hegemonic neoliberal globalization and resulting
fragmentation of social policies. In particular, this study highlights the importance of
participation in the development of perception and critical awareness of the
attendants about social phenomena and the ability of individual and collective political
action in various contexts. Additionally shown are the limits, possibilities and
challenges of a social project of this nature and indications for possible redirection of
social action of the jesuits in the region / O presente trabalho objetiva elucidar elementos que contribuam à discussão e
reflexão sobre política social integral, no marco da Globalização neoliberal que, com
seus impactos negativos e positivos, resultou na segregação dos setores
empobrecidos. Segregados nas periferias geográficas e sociais, embora com seus
direitos sociais de cidadãos reconhecidos constitucionalmente, têm sido alvo de
políticas sociais insuficientes e fragmentadas definidas pelo sistema neoliberal. De
forma perversa, tal sistema os mantêm dependentes, não transforma efetivamente
as realidades de miséria e pobreza nem gera a autonomia e protagonismo das
populações, continuamente espoliadas de seus direitos; no outro extremo, cresce o
acúmulo do capital em poder de poucos e a diferença na distribuição de renda se
acentua. Nesse cenário, de proliferação de discursos oficiais de inclusão social , a

Empirical Essays on the Political Economy of Public Finance and Social PolicyHemker, Johannes Zacharias January 2016 (has links)
This dissertation comprises three empirical essays in political economy. The first essay analyzes the implementation of a French social program by subnational governments following a decentralization reform. Using program implementation data, it shows that local political environments strongly influence implementation decisions after decentralization, and that decentralization results in an overall tightening of benefits. The second essay reports the results of a conjoint field experiment involving German welfare offices. Using random assignment of cues about ethnicity and other characteristics in requests to welfare offices, it is shown that putative non-German applicants receive replies at the same rate as putative Germans, but are disadvantaged in terms of the substantive quality of responses. This suggests that minority populations do experience discrimination when attempting to access social benefits. Finally, the third essay uses micro-level voter file data from Illinois to measure whether property tax limitations reduce participation in local elections. In contrast with prior research, results from panel regressions with matching adjustments suggest that tax limitations do not affect political participation negatively. Together, these essays contribute to our understanding of public finance and social policy in contexts characterized by multi-level governance.

Previous issue date: 2012-06-28 / This master s dissertation is the result of a study of literature and documents related to widening access to higher education policy in Brazil from 1990, which resulted in the creation of programs for this purpose, especially Prouni University Program for All. This program was created during the government of Luiz Inácio Lula da Silva (2003-2010), 2010), in the context of new requirements for higher education in the training of workers today. It was sought to understand the reasons that permeated the debate over the democratization of access to university, assuming that they express the contradictions inherent from the reality/society in which they operate. This is because, studying the facts of the creation of the university in Brazil, it was found that it was created to train the elite who should rule the country and act in its modernization process. Thus, the democratization of access to university should be controlled as it should be only for the most qualified. Therefore, the origin of the university in Brazil, aimed at a bourgeois project, based on liberalism, to organize a newly independent country. However, during the twentieth century, from the crises of the capitalist mode of production, governments in developing countries, especially Brazil, sought at the university the quickest way to ensure the training of skilled labor to work in the developmental gait. In this sense, there was a concern to broaden access to higher education by the government, but without the need of the state to meet the cost. Apparently, the university received a new function, to train workers. However, the formation of man came to be defined by the logic of the market, without worrying anymore about the scholarly knowledge, nor the formation of intellectual s elite but with the pragmatic knowledge for maintenance and reproduction of the existing order. In order to widen access to university, the governments of the 1990s and first decade of this century, found in the private sector s their greatest ally. Thus, in the government of former President Luiz Inácio Lula da Silva, Prouni was considered the cause of the increase of enrollments in private higher education institutions in Brazil. Therein, analyzing the Prouni, it is intended to understand access policies, the process of social change and the transformation for which the society has been through, since 1990, and the impacts they have caused in the state of Paraná and in the city of Cascavel. / A presente dissertação de mestrado resulta de uma investigação bibliográfica e documental relacionada à política de ampliação do acesso à Educação Superior Brasileira, a partir dos anos de 1990, que resultou na criação de programas com esta finalidade, em especial o Prouni Programa Universidade Para Todos, criado durante o Governo de Luiz Inácio Lula da Silva (2003-2010), 2010), no contexto das novas exigências para a educação superior na formação dos trabalhadores na atualidade. Buscou-se se compreender as razões que permearam o debate em relação à democratização do acesso à universidade, partindo do pressuposto de que expressam as contradições próprias da realidade/sociedade em que estão inseridas. Isto porque, analisando a história da criação da universidade no Brasil, constatou-se que esta fora criada para formar as elites que deveriam governar o país e atuar no seu processo de modernização. Sendo assim, a democratização do acesso à universidade deveria ser controlada, pois, nela, deveriam estar apenas os mais capacitados. No entanto, no decorrer do século XX, a partir das crises do modo de produção capitalista, os governos dos países em desenvolvimento, em especial, o Brasil, buscaram na universidade a forma mais rápida para garantir a formação de mão de obra qualificada para atuar na marcha desenvolvimentista. Neste sentido, houve a preocupação em ampliar o acesso à educação superior por parte do governo, mas sem que o Estado precisasse arcar com as despesas. Ao que parece, a universidade recebeu uma nova função, a de formar os trabalhadores. No entanto, a formação do homem passou a ser delimitada pela lógica do mercado, não mais importando o saber erudito, nem apenas a formação das elites intelectuais, e sim o saber pragmático para manutenção e reprodução da ordem vigente. Com o intuito de ampliar o acesso à universidade, os governos dos anos de 1990 e da primeira década do século XXI encontraram no setor privado o maior aliado. Assim, no governo do ex-presidente Luiz Inácio Lula da Silva, o Prouni foi considerado o responsável pelo crescimento das matrículas nas IES privadas brasileiras. Previous issue date: 2014-08-07 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / This is a case study with a qualitative approach about the Rehabilitation Center for Child Cerebral Palsy from Guarujá (CRPI), which is a philanthropic center of interdisciplinary rehabilitation. CRPI institutional mission is to increase social inclusion of children and teenagers with neuro-sensory-motor deficiencies, with an emphasis on families from Great Santos area. The center is a nonprofit institution that began its activities in 1963 at the residence of the founder Steffi Leonore Asch, in Guaruja. The theme of this study was chosen because of the importance of providing philanthropic institutions in the Brazilian social safety net. The goal is to reconstruct the trajectory of the CRPI, from its foundation to the present day, and research how it coordinates with the Brazilian public policies, particularly in the health and social fare fields. It was conducted a literature review focused on the public policies of social security and health care since the times of pre Federal Constitution, enacted in 1988 with the creation of the Sistema Único de Saúde (SUS), or Unified System for Health Care, including a a brief history of the creation of rehabilitation centers in Brazil. Besides the literature review, the study conducted structured and semi-structured interviews with 17 professionals of the institution and collected historical data available in the archives of the center, newspapers and official sites of the city of Guarujá. It was concluded that the institution followed the changes in public health policy and education, moving from a simply welfare institution to one with awareness about the policies of rights; from serve a population with only preserved cognition level to serve children with multiple disabilities. It also started to approach the public resources, especially with the current grant from the City of Guarujá and through partnerships with the Departments of Health and Education, which brought a situation of mutual dependence, or symbiosis, between CRPI and the Government of Guarujá.
Key / Trata-se de um estudo de caso com abordagem qualitativa sobre o Centro de Reabilitação em Paralisia Infantil e Cerebral do Guarujá (CRPI), que é um Centro de reabilitação interdisciplinar filantrópico, e que tem como Missão Institucional a inclusão social de crianças e adolescentes com deficiências neuro-sensório-motoras, dando ênfase às famílias, procedentes da Baixada Santista. O CRPI é uma instituição do terceiro setor que começou suas atividades em 1963, na residência da fundadora Steffi Leonore Asch no Guarujá. O tema deste estudo foi escolhido devido à importância das entidades filantrópicas prestadoras de serviços na rede de proteção social brasileira e regional, com objetivo de reconstruir a trajetória do CRPI, desde sua fundação até os dias de hoje e pesquisar sobre a sua articulação com as políticas públicas, particularmente de saúde e proteção social. Foi feito um levantamento bibliográfico com foco na busca de leis que regem as políticas de saúde pública, previdenciária e assistencial desde sua fundação na era pré Constituição Federal promulgada em 1988 com a criação do SUS e após esta era, até os dias de hoje e também um breve histórico sobre a criação dos Centros de Reabilitação no Brasil. Foram realizadas entrevistas estruturadas e semi-estruturadas com 17 profissionais da instituição e colhidos dados históricos disponíveis nos arquivos do centro, jornais e sites oficiais do município do Guarujá. Concluiu-se que a instituição acompanhou as alterações das políticas públicas de saúde e educação, passando de uma Instituição assistencialista para a de conscientização sobre a política de Direitos; de uma clientela com nível de cognição preservado, para um perfil de crianças com múltipla deficiência; e, também a aproximação dos recursos públicos, contando atualmente com a subvenção da Prefeitura do Guarujá, por meio de parcerias com as Secretarias de Saúde e Educação. Existe uma dependência mútua positiva, isto é, uma simbiose do CRPI com a Prefeitura Municipal.

As President Barack Obama was sworn into office on January 20, 2009, the United States was abuzz with talk of the first African American president. At this historic moment, one man standing on the inaugural platform, seemingly a relic of the past, had actually been called by the moniker the “first black president” for years. President William Jefferson Clinton had long enjoyed the support of African Americans during his political career, but the man from Hope also had a complex and tenuous relationship with this faction of his political base. Clinton stood at the nexus of intense political battles between conservatives’ demands for a return to the past and African Americans’ demands for change and fuller equality. He also struggled with the class dynamics dividing the American electorate, especially African Americans. Those with financial means seized newfound opportunities to go to college, enter the professions, pursue entrepreneurial ambitions, and engage in mainstream politics, while those without financial means were essentially left behind. The former became key to Clinton’s political success as he skillfully negotiated the African American class structure while at the same time maintaining the support of white Americans. The results were tremendously positive for some African Americans. For others, the Clinton presidency was devastating. Theism, Secularism, and Sexual Education in the United StatesBaker, Joseph O., Smith, Kelli K., Stoss, Yasmin A. 09 April 2015 (has links)
Substantial bodies of literature have examined public opinion about sexual education, the politicization of sexual education in public schools, and connections between population characteristics and social policies. At present, however, little is known about whether and how population characteristics predict the likelihood of specific sexual education policies. We analyze data at the state level in the USA to determine if and how specific religious aspects of states’ populations influence the likelihood of specific sexual education policies. Results indicate that high levels of theism significantly increase the likelihood of sexual education policies stressing abstinence, while higher levels of individuals not actively participating in organized religion correlate with a significantly higher likelihood of having sexual education policy that mandates the coverage of contraception. We discuss these findings in a framework of symbolic politics and moral communities, focusing on the intersections of religion, politics, and sexuality.
