The research identified the profile of the villager of Vila Rural and how the program is put into practice. We analyzed the factors that make it difficult to achieve the objectives of the program, such as the production goal for self-consumption. The research was done through the collection of primary and secondary data, having as an open and closed questions, applied to all 42 families residing in Rural Village, In the response to the invitation to participate, it is highlighted that the majority of families were represented by the female. The results showed that few carry out a commercialization of the products, as well as perform functions to meet their financial needs. It was also observed that the inhabitants of Vila Rural have a shortage of financial resources, and that they depend on programs provided by Government, and also, that there is a lack of technical incentive, for a population that does not plant the products and their commercialization. / O presente estudo apresenta resultados de uma pesquisa sobre a caracterização dos moradores e a prática do Programa Estatal Vilas Rurais, tendo como objeto a Vila Rural São Camilo, situada no município de Palotina, no Estado do Paraná. A pesquisa identificou o perfil dos moradores da Vila Rural e como o programa é colocado em prática. Foram analisados os fatores que dificultam que os objetivos do programa sejam alcançados, como a meta de produção para o autoconsumo. A pesquisa deu-se por meio de coleta de dados primários e de dados secundários, tendo como instrumento um questionário com perguntas abertas e fechadas, aplicado à totalidade das 42 famílias residentes na Vila Rural. Na resposta ao convite para a participação, destaca-se que a maioria das famílias foi representada pelo sexo feminino. E os resultados demonstraram que poucos realizam a comercialização dos produtos, bem como desempenham funções fora da vila rural para suprir as suas necessidades financeiras. Observou-se, ainda, que os habitantes da Vila Rural têm carência de recursos financeiros, que dependem de programas disponibilizados pelo governo, e também que existe falta de incentivo e de apoio técnico para instruir a população no plantio dos produtos e na sua comercialização.

以土地重劃方式辦理農村社區更新在台灣地區係屬較新且正積極辦理中的農村社區更新方式。究竟這種方式的理論基礎何在?其優劣點與可行性如何?又其可能面臨何種困境?又理論與實際間之差距多大?這些都是本論文所研究的內容。   本論文計有五大章十八小節,其內容如下:   第一章:說明本論文之研究動機、研究目的、研究方法與過去相關文獻之回顧,以彰顯本論文之研究價值。   第二章:本章先從農村社區所扮演的時代角色轉變與農村在區域經濟上之定位加以界定、再就過去之農村建設及當前之農村社區問題等方面,來就當前農村社區更新之迫切性加以深入的探討。以釐清一般人對農村建設必要性的誤解,同時建立農村社區需要更新之理論基礎。   第三章:本章首先針對農村社區土地重劃作一概略性的陳述。其次,再從理論面對此種更新模式之可行性、更新效益及其可能面臨的困境三方面加以探討。最後,本論文提出一些因應的對策,以為彌補這種更新方式缺失之參考,同時,根據理論研擬未來之農村社區更新所應依循之建設方向,以為今後辦理之參考。   第四章:台灣地區實施農村社區土地重劃,自民國七十六年至今,已先後於若干農村社區試辦。然而,依據台灣省政府地政處及行政院農委會的相關資料指出,在這些試辦的案例中,實以台中縣大安鄉松雅社區、雲林縣土庫鎮溪埔寮社區,及新竹市富山農村社區三個案例較具成效。其中,尤以新竹市的富山村社區為較晚近,規劃較為完善,且為主辦單位所津津樂道者。因此本研究採此案例為個案研究之對象。藉由官方資料佐助、現場堪察訪問及問卷調查方式,對此案例之具體效益、面臨困境及未解決之問題深入的研究,以檢視理論與實際作業間之差距,同時發掘新問題,以為日後實施之參考借鏡。   第五章:提出本論文之結論、建議與後續研究方向。

Change in the Textile Mill Villages of South Carolina's Upstate During the Modern South Era

While the textile mill and the textile mill village were once prominent features of the landscape of the American South, textile mills are rapidly falling into disuse. Because the mill village housing stocks were sold by owners of the mills to their employees in the 1950s and 1960s, the fate of the mill villages was, in part, divorced from the fate of the textile industry. This thesis demonstrates that mill villages are not abandoned after plant closures and explains why residents remain. This is achieved through a history of South Carolina’s mill villages, a quantitative analysis of Spartanburg County, South Carolina’s mill village housing stock, and the case of Piedmont, South Carolina. The study concludes that the mill villages of Upstate South Carolina became bedroom communities rather than ghost towns.

It is estimated that there are 35.000 villages in Turkey, and a great number of them have their own unofficial web-sites created as a result of individual efforts. The individuals who prepare these web-sites try to connect with the world via the internet, and represent their past with limited information. Pages on these web-sites that are titled "our history" or "our short history" provide some unique historical, cultural, and anthropological information about the villager's life in rural area. This thesis examines amateur historians' methods of reinterpretation in the past, and as such explore Turkish local history from a new point of view.

Craft villages played a significant role in the development of Vietnam’s rural economy for a long time. The range of products and production methods, including the processing of materials and chemicals, are now adapted to modern market requirements but environmental and labour protection issues are not adequately considered in the management of the craft villages. The reasons are various: poor education of responsible operators, deficient technical equipment or missing regulatory framework and implementation of existing regulations. The INHAND project (Integrated Water Management Concept for Craft Villages) started in 2011 and is studying the food processing village of Dai Lam located on the banks of the Cau River in the Bac Ninh province (about 40 km NE of the capital Hanoi). The household-scale business focus mainly on rice and cassava processing with 200 out of 1000 households producing alcohol from cassava and rice, 10 households producing tofu, and 30 households recycling aluminium. In addition, most households also raise pigs. The wastewater is released mostly untreated into the receiving stream. Within the framework of the INHAND project, four German und two Vietnamese partners will conduct a basic analysis inventory in the village with identification of suitable measure for an integrated, environmentally sound concept for the removal and reuse of all output streams. The second major task of the 3.5 years research project is the conceptualisation, development and implementation of pilot-scale treatment facilities in the village and the scientific monitoring of their planning and operation. / Đã từ lâu, làng nghề đóng vai trò quan trọng trong quá trình phát triển kinh tế nông nghiệp tại Việt Nam. Các sản phẩm và phương thức sản xuất, bao gồm cả giai đoạn xử lý vật liệu và hóa chất, đã từng bước được cải tiến cho phù hợp với yêu cầu của thị trường hiện đại. Tuy nhiên, những yếu tố về môi trường và an toàn lao động vẫn chưa được quan tâm đúng mức tại các làng nghề do nhiều nguyên nhân như: trình độ của nhà sản xuất, vận hành còn hạn hẹp, thiếu trang thiết bị kỹ thuật, các quy chuẩn còn thiếu hoặc chưa được thi hành triệt để. Dự án INHAND (đề án xử lý nước tổng thể cho làng nghề) được khởi động từ năm 2011 và hiện đang tiến hành nghiên cứu làng nghề chế biến thực phẩm Đại Lâm ,nằm bên bờ song Cầu, thuộc tỉnh Bắc Ninh, cách Hà Nội 40 km. Mô hình kinh tế hộ gia đình tại làng chủ yếu tập trung vào chế biến gạo và sắn: 200 trong số 1000 hộ gia đình nấu rượu gạo và sắn, 10 hộ sản xuất đậu phụ, 30 hộ tái chế nhôm. Ngoài ra, gần như tất cả các hộ đều có nuôi lợn. Nước thải của làng được dẫn trực tiếp ra các khối nước mở, gần như không qua xử lý. Trong khuôn khổ dự án INHAND, bốn đối tác Đức và hai đối tác Việt Nam sẽ tiến hành phân tích hiện trạng môi trường của làng để tìm ra những biện pháp thích hợp nhằm xử lý và tái sử dụng các dòng thải. Nhiệm vụ thứ hai trong thời gian 3,5 năm của dự án là lập ra đề án, phát triển và triển khai các trạm xử lý ở quy mô thử nghiệm, đồng thời quan trắc khoa học các quá trình thiết kế và vận hành.

The Research of The system Judicial Mediation In Prefectures, Towns And Cities

Abstract The "System of Mediation", which plays an important role in autonomy is a judiciary alternative for the purpose of seeking a practical and prompt solution to disputes among people. In conformity with sensible and fair practices, its function can be marked by providing multiple choice of feasible arrangement over emotionally unpleasant behavior and misdeeds so that advice will be put into use and favorable negotiation can be reached by those who are involved. To have the best of both worlds will give free reign to the nature of mediation. In this monographic study, there are separate descriptions of arbitrated occurrences concerning districts of county and town along with comparative research about arbitral structure between domestic organization and foreign countries. Related complementary assignments are also mentioned in this paper, such as the qualification, ways of election and procedure of appointment of arbitral committee in autonomous districts. Improvement is also taken into consideration with a view to the optimizing of the arbitral system. Findings of study: (1) Superfluous arbitral staff results in unsuccessful mediation. (2) Dubiety exists in the failed arbitral certificates. (3) The identity, rights and obligations of committee members aren't guaranteed specirically. Suggestions: (1) Professional expertise and deliberation should be the critical requirements for the election of mediatory committee and secretary. (2) Appropriate reward or extra compensation should be paid to the arbitral committee as they are qualified public officials. (3) Skilled mediator should be exclusively responsible for the task of mediation. (4) Advance in juristic knowledge and training for the arbitral committee and reliable secretary involved are required to bring about a available agreement. (5) Reform in the operation of arbitral organization may promise better service for the public.

The New Territories of Hong Kong has faced the drastic change since the 20th century. As concluded by the Lockhart Report in 1899, the landscape and village setting in the New Territories were much the same in few hundred years before 1900. However, with the social and economic developments, the natural and cultural landscapes of the New Territories have been shaped and evolved obviously. Being one of the witnesses of these changes is because that my family live at Tai Tseng Wai of Wang Chau in Yuen Long, I have my personal attachment and memory to my home village. The precious tangible and intangible heritage is required to record before it will be gone by the threads of development. There is no comprehensive and systematic research on the heritage resources at Tai Tseng of Wang Chau. As Tai Tseng is far from Yuen Long, there is no published research or study in this area. Most of heritage resources, especially the intangible heritage has been neglected. Most of the reports which are prepared by the Government or consultants are related to the natural environment and historic fabrics for the requirement of planning application and the Environmental Impact Assessment Ordinance (EIAO) such as the construction of sewerage and sewage disposal facilities in Yuen Long. However, the concept of cultural landscape, cultural mapping and intangible heritage are ignored. This research is expected to serve as the documentation and inventory study of heritage resources of Tai Tseng. The natural and cultural heritage will be evaluated and the driven forces will be studied. It is also expected that this study will help us learning more about the current condition of heritage resources in the traditional villages in Hong Kong. As Tai Tseng is one of Hong Kong surviving living village in the New Territories, it is expected that the research results could be the reference and resources for the challenges and future developments. The research results will also provide the direction and insight for the heritage conservation policy in Hong Kong such as applying the concept of cultural landscape, assessment of intangible heritage and cultural mapping skills to the traditional village in the New Territories. The study area is Tai Tseng of Wang Chau where is located in the north of Yuen Long. Although there are about ten villages in Wang Chau, only three villages which are located in the north of Wang Chau, including Shing Uk Tsuen, Tai Tseng Wai and Ng Uk Tsuen as labeled in Fig. 1.1 will be studied. Tai Tseng is the collective name which includes Three Villages in the north of Wang Chau. Tai Tseng is selected because of my personal attachment and connections. As my family is rooted at Tai Tseng Wai, many interesting stories about their cultural practices and ritual customs can be shared with my professional views and theories which I have learnt from the Architectural Conservation Programme (ACP) in The University of Hong Kong. As I am one of the witnesses, its conditions and changes could be assessed. With my family connections, the oral interviews can be conducted with the indigenous villagers to understand their views to Tai Tseng. Their experienced stories can be shared in the research. Tai Tseng is a good example for the cultural landscape study. Although Tai Tseng is not the oldest village in Wang Chau (the oldest village is Sau Tau Wai), many tangible and intangible heritage resources are still well-preserved. This project also is the example to apply some new conservation concepts and methods such as the concept of cultural landscape and application of cultural mapping. This research is the pilot study to capture the indigenous villagers’ views on the heritage resources through the cultural mapping techniques. Their views to heritage resources will be analyzed and visualized by the form of cultural map. As the landscape and setting of Tai Tseng have been evolved in the 20th century, many precious traditional customs and ritual practices should be recorded before it would be gone. The temporal changes and the driven forces over the last century also provide the insight to us for studying the evolution in the natural and cultural landscapes.
