Government Funding and Regulation of a Texas Voucher ProgramMorgan, Lisa Ann 08 1900 (has links)
This study was designed to determine how willing private schools are to participate in a limited school voucher program if various state regulations are required and whether willingness to participate varies among types of schools. Provisions of voucher bills proposed in the Texas legislature and requirements included in other states' legislation were used to determine the sample, hypothetical voucher amount, and possible state regulations. Three hundred eighteen surveys were sent, and 150 were returned, giving a 47% return rate. Data were entered into SPSS and analyzed using chi-square and crosstabs. Initially chi square was used to see if findings were significant at the .0041 level. This alpha level was reached by using the Bonferroni correction factor, which holds experiment wise Type I error to .05. Crosstabs was used to determine if relationships between regulation acceptance and type of schools were significant. Overall, as the amount of regulation increased, private school willingness to participate in a voucher program decreased. The regulations rejected by a large majority of schools in all categories were open admissions and student religious exemptions. In the areas of testing, curriculum, and teacher qualifications, private schools were much more willing to participate if they were allowed to utilize their own practices than if required to follow regulations required of Texas public schools. These findings were significant. When analyzing what type of school would be most interested in participating in a voucher program, the factor that yielded the most significant results was amount of yearly tuition. Private school willingness to participate in a voucher program was directly related to the amount of tuition charged. Those private schools with tuitions that were at or below the hypothetical voucher amount were much more likely to participate than those with higher tuition. Overall, significant results were shown with almost every regulation.

Perspectives of Low-Income Homeowners on the Housing Choice Voucher Homeownership ProgramStrozier, Sandra M 01 January 2019 (has links)
Owning a home is often referred to as the American Dream. However, the reality for low income homeowners is often problematic. Some scholars suggested that homeowners are better off than renters are, while others suggested that the current quest for low-income homeownership interferes with other affordable housing initiatives. Yet, few researchers examined the decision-making process of low-income homeowners. This phenomenological study explores and describes the experiences, attitudes, and perspectives of low-income individuals and their homeownership decisions. This study further delineates the costs and benefits of the Housing Choice Voucher Homeownership Program (HCVH) as perceived by low-income families in a southern U.S. city. Rational choice and social cognitive theories serve as a conceptual framework to explore the decision-making processes of people considering participating in the HCVH. Ten HCV clients responded to 13 semistructured questions. The results of the study generated 5 key themes: the pride of owning a home, weighing the costs and benefits of homeownership, leaving a legacy for children and grandchildren, lack of knowledge of the HCVH and other mortgage assistance programs, and “they did it so can I.” These findings suggest that all 10 participants believed in the benefits of owning a home. Several of the participants noted that there are also substantial costs associated with owning a home. This study has policy and social change implications for policymakers and low-income families considering purchasing a home. The recommendations include requiring all housing authorities establish HCVH programs and requiring housing authorities to provide post follow-up services for HCVH clients who exit the program.

The Analysis of Consumption Voucher in TaiwanChen, Po-Han 31 January 2012 (has links)
The financial tsunami struck the entire world in 2008, leading to global economic downturn and unprecedented loss in the global financial markets. In an already weakened economic environment, investors continued to lose confidence, unemployment soared to an all time high and consumer spending continued to shrink. Thus economic growth continued to spiral downward. After careful consideration of all economic indicators and approaches taken by other countries, the Taiwan government launched the Consumption Voucher Policy in a short period of time.
The government launched a variety of economic stimulus packages to revive the economy and restore economic growth as quickly as possible. To make distribution of consumption vouchers in the amount of NTD 3,600 dollars to each person, for which was to be spent within a short period of time, and it was estimated to add 0.66 percent on the economic growth of 2009.
The issuance of the consumption voucher which helped to stop the economic free fall by encouraging consumer spending, also demonstrated government efficiency and exhibited cooperation among government authorities and people. The scope of this study is focusing on the causes and effectiveness of the program, and summarizing the data collected to record the first issuance of consumption vouchers.

Freedom and Equality in Education: A Private School - Publicly Funded Voucher Education SystemRavenelle, Jonathan 09 May 2015 (has links)
In this thesis, I argue that a nationalized private school – publicly financed voucher system (PRS / PFV system) of education provides a solution to the current problems plaguing the American public education system. Although previous arguments focus on a privatized system being more efficient than the current public system, I will not focus on this issue in my discussion. Despite criticism of privatized education systems by multiple empirical analyses, I do not fully engage the empirical literature here. As there has never been a nationalized private school – publicly funded voucher system like the one supported here, there is no direct empirical evidence that provides reason not to support such a system. Rather, my discussion is purely theoretical and will only briefly address some of the prospective theoretical concerns that are raised by the empirical research.
