Vital Collaboratives, Alliances, and Partnerships: A Search for Key Elements of an Effective Public-Private Partnership.

Owing to the significant structural changes that have occurred in the global marketplace over the past 2 decades, a corresponding increase of public-private partnerships have been established among the business sector, local governments, and public community colleges. This qualitative project sought to identify and substantiate key elements that may be common to the formation, implementation, and maintenance stages of public-private partnerships. Who or what minimum conditions are necessary to the successful navigation of each stage? What obstacles typically arise during each stage, and how are they managed or circumvented? What sorts of benefits are generated through these partnerships and what measures may be applied to determine whether a partnership is meeting its mission objectives or not? To investigate these elements, the researcher interviewed 18 key stakeholders directly involved with 1 or more partnerships between 1 or more divisions of a community college located in Tennessee (CCTN) and their respective for-profit private sector concerns. Data collected were entered into the NVivo8 program for qualitative coding, analysis, and interpretation. Data analysis suggested that visionary and innovative leadership was critical to the formation and implementation of partnerships; key themes of "people," "training," "business," and "need" influenced the life cycle of the partnership; persons identified as "champions" formed the "critical mass" necessary to create and sustain partnerships; and both public and private sectors implemented informal and formal assessments, but differences existed in how and what they measured to determine the efficacy of each partnership. By substantiating, uncovering, or affirming common elements relevant to the establishment and maintenance of public-private partnerships as described in existing literature and this study, partnership stakeholders may find additional perspectives that may assist and guide the creation, implementation, and assessment of effective, mutually-beneficial public-private partnerships.

Automation and Its Effects on the Workforce.

Companies are constantly involved in automating processes to make them more efficient. Project details concentrate on corporate details. Little, if any, information is released about employees and how they are affected. This study is designed to determine if employees affected by the automation of a manufacturing or business process have a better life and consider themselves to be successful from their own perspective 5 years after the automation was completed. The study also established the things that helped and barriers that hindered their success. A survey was developed and sent to 63 individuals who have participated in a project to automate a manufacturing or business process. Their direct involvement could be through design, development, or general workforce operations. Plant operators and operations personnel were affected by automation in a much harsher manner than design and development personnel resulting in a greater need for future training.

An Analysis of Perceived Faculty and Staff Ccomputing Behaviors That Protect or Expose Them or Others to Information Security Attacks.

A mixed-methods study, conducted in 2007-2008, designed to quantify and assess behaviors that either protect or expose data at academic institutions to information security attacks. This study focused on computing practices at two academic institutions: East Tennessee State University and Milligan College. Interviews with six information technology professionals and online surveys were used to assess faculty and staff members' awareness and practice of safe computing behaviors. The constant comparison method was used to analyze qualitative data. Descriptive statistics and univariate and multivariate analysis of variance techniques were used to analyze the quantitative data. Overall, the analyses indicated that the faculty and staff members at these institutions were equally aware of information security issues and practices and tended to practice safe computing behaviors--though apparently at a level that was less than commensurate with their awareness of these behaviors. Raised awareness correlated with safe computing behaviors, as did computer usage: those who had used computers for more than 20 years appeared to be more aware of safe practice than those who had used computers for 20 years or less. Password management emerged as a major challenge for the participants. They were also concerned with phishing emails and they tended not to be aware of FERPA regulations.

An Investigation of Gender Differences in Motivation of Senior Administrators in Virginia Community Colleges Using Herzberg's Two-Factor Theory.

The purpose of this study was to examine the gender differences regarding motivation in the individuals who serve in senior administrative positions in Virginia's community colleges. Institutional morale can be damaged by administrators who become dissatisfied with their positions. Institutions use millions of dollars yearly to conduct searches for individuals to replace senior administrators who leave their positions because of lack of job satisfaction or high job dissatisfaction. This study also addressed the possibility of differences between male senior administrators and female senior administrators regarding job satisfaction and job dissatisfaction. Frederick Herzberg' 2-factory theory of motivation regarding job satisfaction and job dissatisfaction was used as the theoretical foundation of the data collection. The Job Descriptive Index that focuses on 5 facets of job satisfaction: work on present job, opportunities for promotion, present pay, co-workers, and supervision as well as the Job in General Scale were used to survey senior college administrators for the purpose of gathering data. Results of the study indicated that senior administrators experienced a high level of job satisfaction regarding work on present job, co-workers, supervision, and the overall job in general. Senior administrators reported low levels of job satisfaction in relation to opportunities for promotion and moderate levels of satisfaction regarding present pay. Findings from the study reflected a difference in male senior administrators and female senior administrators regarding opportunities for promotion, co-workers, and the overall job in general. Male senior administrators reported higher levels of satisfaction in all 3 of these areas whereas 3 female senior administrators reported lower levels of satisfaction. There were no differences found between male senior administrators and female senior administrators regarding work on present job, present pay, or supervision.

Producing and Promoting Policy Ideas: A Study of Think Tanks in Canada

<p>This dissertation is about how think tanks produce and promote policy ideas. It is informed by 53 semi-structured interviews, financial and employee data for 30 think tanks over 11 years, documentary materials (including newspaper data, annual reports, strategic plans, communication reports, and publications), office visits at think tanks, and observation at public events. In substantive chapters, I address (i.) the funding environment underpinning think tank policy research in Canada, (ii.) the epistemic cultures shaping knowledge production, and (iii.) the rhetorical strategies of intellectuals --- affiliated with or oriented to think tanks --- challenging the scientific consensus on climate change in "the space of opinion."</p> <p>In chapter two, I present a comparative analysis of think tank funding that challenges predictions derived from elite and pluralist theories, and builds on recent field theory. I find that the availability of state and private donor funding creates an environment where think tanks mostly cater to two types of sponsors with diverging preferences. The relative separation of state and donor funding is politically patterned, with conservative think tanks being funded by private donors and centrists by the state. Rather than being "independent" or members of a "corporate-policy elite,"" think tanks face extreme versions of common organizational problems, in particular resource dependencies and conflicting institutional logics.</p> <p>In the third chapter, I draw on the sociology of ideas to propose that the production and promotion of policy ideas in think tanks vary in three ways. First, there are diverging tendencies towards universalism and contextualism in a broadly utilitarian epistemic culture. Secondly, think tanks vary in the extent to which they integrate their research and communication strategies in short and long term projects. Finally, among those active in the ``space of opinion,'' some are seeking leverage for negotiations with elites, others to shape public opinion in specific ways, and others to rise to the top of an intellectual attention space as authoritative intellectuals.</p> <p>Chapter four is a case study of intellectuals --- affiliated with or oriented to think tanks --- discussing climate change and climate science in "the space of opinion."" Based on an inductive qualitative analysis of 417 systematically collected articles, I discuss two tactics writers have used in an effort to de-legitimate the scientific consensus on climate change. Without a vetted body of knowledge ready to take centre stage, and without appealing to non-scientific cultural authorities, writers (i.) re-frame consensus as a political construct, and their own skepticism as supremely scientific, and (ii.) personalize climate science by smearing high profile environmentalists and scientists, and chipping away at the character of mainstream climate scientists. Trends in Policing, a Case Study of the Hamilton Police 1900-73

<p>While there are numerous studies of the police, few have addressed the changes in policing that have occurred since the turn of century. Prior studies address issues such as police effectiveness, social control, the military model of police organization, police socialization, and the relationship between crime rates and the size of police forces. Although these studies have provided insight into different aspects of policing, they have not established a comprehensive understanding of the police as an institution. In other words, we have little understanding of what has caused the police to change. Further, we know little about the substance and consequences of change.</p> <p>My goal is to conduct an exploratory study of changes in policing by examining the main trends in the Hamilton, Ontario, Police Department between 1900 and 1973. Trends in economics, organization and work are considered. The study provides significant findings, which can be understood in relation to the existing literature, and can provide new questions to serve as the basis for future research.</p> <p>I explain trends in policing in relation to larger social and historical factors including population growth, the changing distribution of crime, and the role of the automobile. Change was pluralistic; different factors contributed to major changes in policing. Often, change was the result of external circumstances -the larger social context provided both the motivation for change and the possible range of alternatives that could be implemented. In Hamilton, the twentieth century was a period of considerable population growth. At the same time, the city was being transformed by the automobile, a revolution that redefined urban space, patterns of social interaction and the mobility of citizens. Over the course of the century, there was a substantial shift in the distribution of criminal offenses. It is within this context that significant changes to policing occurred.</p> <p>The police responded to the changing times by changing themselves. The growth of the Department paralleled that of the city. The police adopted cars and motorcycles for patrols to cope with traffic problems and to provide a quick response to citizens in need. The Department was completely reorganized and became more professional. At the same time, the costs of policing were rising. Police chiefs continually struggled to find ways to cope with rising wages and declining work weeks. Citizens would be hired, technology employed, patrol strategies changed to cope with declining productivity.</p> <p>The findings of my research suggest that changes to the Hamilton Police can be understood in terms of diffusion theory. The larger social milieu provided not only the motivation for change: it limited the range of possible solutions at any given point in time. I argue that changes to the Police Department were a direct result of their ability to adopt innovations. Ultimately, to understand the police we must view them as social and historical products.</p> / Doctor of Philosophy (PhD)

An Empirical Assessment of Employee Cyberslacking in the Public Sector

With the increasing use of the Internet, new challenges are presented to employees in the workplace. Employees spend time during work hours on non-work related activities including visiting e-commerce Websites, managing personal email accounts, and engaging in e-banking. These types of actions in the workplace are known as cyberslacking. Cyberslacking affects the employees’ productivity, presents legal concerns, and undermines the security of the organization’s network. This research study addressed the problem of cyberslacking in the public sector, by assessing the ethical severity of cyberslacking activities, as well as how employees perceived that the frequency of such activities occurred by their co-workers. Participants from public sector agencies were asked to report about their amount of time spent and frequency of cyberslacking, what they report about their co-workers’ amount of time spent and frequency of cyberslacking, as well as their perceived ethical severity of cyberslacking in the workplace. First, an expert panel, of 10 cybersecurity subject matter experts, was used to initially validate the instrument, followed by quantitative data collection. This study assessed the measures via a Web-based anonymous survey. Following pre-analysis data screening, this study used a combination of descriptive statistics, analysis of covariance (ANCOVA), as well as Ordinal Logistics Regression (OLR) and Multiple Linear Regression (MLR) analyses to address the research questions (RQs). Comparisons of the measures were also conducted. Results from 183 participants indicate that employees report their co-workers to engage in cyberslacking significantly higher than what they reported about themselves, and ethical severity of cyberslacking was not reported to be high. The problem of personal misuse of the Internet in the workplace was the focal point of this research study. The Internet facilitates productive communication in the workplace. However, it also poses a significant challenge to employees given its availability to enable non-work related activities. As such, it was necessary to examine both the perceptions about the ethical severity of IS misuse in the workplace and the actual self reported amount of cyberslacking by employees, compared to what they claim their co- workers are engaged in, especially in the public sector. Finally, this research study attempted to contribute to the Information Systems body of knowledge by empirically identifying the aforementioned relationships. Discussions and implications for future research are provided.

What is the 'Economic Value' of learning English in Spain?

This paper uses historical and economic references to evaluate the economic value of learning English in Spain. Seeing that English is the lingua franca in politics, business, and technology, it is a necessary skill for Spanish citizens to possess in order to efficiently interact in foreign relations of all kinds. Due to Franco’s harsh language policies, and Spain’s ineffective education system, Spain has lacked the same linguistic exposure to foreign languages—especially English—than the rest of Europe. By referencing the previous literature written about the relationship between language and earnings, this paper seeks to find the economic incentive for Spaniards to learn English. The six issues introduced by language economist, Francois Grin, provide an economic, cultural, and social compass to evaluate the overall impact English language learning would have on the Spanish labor market and national economy. The six issues analyze the relevance language has on economic processes, human capital, social investments, policies, wage distribution, and the general market. With tourism as Spain’s most lucrative business sector, better skills in English communication would only add to its economic success. While the Spanish government has named English as one of the seven basic skills within the labor market, effective teaching programs still have to be developed.

SOCIAL NETWORKS, INDIVIDUAL ORIENTATIONS, AND EMPLOYEE INNOVATION OUTCOMES: A MULTI-THEORETICAL PERSPECTIVE

I examine individual innovation in organizations from a social network perspective. I employ two theoretical lenses to examine innovation outcomes in three separate empirical studies. First, I use a sociopolitical framework to examine how political skill and social network structure interact to predict successful innovation initiation and, ultimately, career success. I find that innovation initiation mediates the relationship between political skill and career success. Moreover, structural holes in employees’ social networks moderate the mediated relationship between political skill and career success such that the relationship is stronger for employees with many structural holes in their social network. Second, I use social resources theory to examine how the characteristics of employees’ social network contacts affect individual innovation behavior. Results suggest that there is a positive relationship between the average amount of professional experience of one’s social network contacts and individual innovation behavior. Similarly, there is a positive relationship between the average creativity level of one’s social network contacts and individual innovation behavior. Each of these relationships is moderated by social structure such that the relationships are stronger for those with fewer structural holes in their social networks. Third, I develop and validate a scale to assess employee behavioral orientations toward brokering disconnected social network contacts. The scale is found to demonstrate convergent, discriminant, and criterion-related validity based on data from two field sites and one student sample. Results indicate that the scale is positively related to innovation support behavior.
