This study aims to clarify how five municipalities’ action plans make use of researched success factors, when it comes to include pupils in mathematical education. To be able to do this, we have used relevant literature, dissertations and also conducted a small empirical text study as well as a qualitative review of action plans concerning mathematics. We performed a deductive analysis, where we used Helena Roos (2005) framework about inclusion and categorised the action plans accordingly. Since teaching mathematics is very complex, we noticed difficulties when aiming to categorize the content of the action plans according to the different terms of inclusion; dynamic-, content- and participating inclusion. This because the different terms seamlessly interact with each other. In our interpretation of Roos’ categorisation of inclusion, both when it comes to how the terms meaning is ascribed and the suggestions given about how inclusion can be operationalised when teaching mathematics, the action plans we reviewed stipulate that focus should be on the dynamic and content included parts. Participating inclusion, on the other hand, was the least referred aspect of the three, both when it comes to how it is depicted in the action plans as well as a suggestion concerning the operational part of inclusion when teaching mathematics. It is our belief that a more substantial study about how schools actually use action plans is needed in order to clarify if researched knowledge, about how to include pupils in mathematical education, is actually used.
