Previous issue date: 2014-04-30 / The main objective of this work is to carry out an analysis of the reactions, the discourse of internal actors on the process of privatization of the CESP (Companhia Energética de São Paulo) also the extern actors on the process of emancipation of the urban nucleus of Ilha Solteira, as well as the connection of these discourses with the logical between pre and post- privatization, and pre and post- emancipation. Important categories were part of the content of the research considering your binding with the topic: the patrimonialism, as an almost inherence, or an atavism, in our people, intensified when the relationship with the government is straight, in case of the officers of a state owned company and of inhabitants of a "city" which tutelage was daily and in all the areas of the public life; the concept of identity that cements the professional and communitarian relations among its members, and between them and the organizations to which they belong, and the concept of social representation, which first movement, according to Moscovici (2003), the "anchorage", causes the first danger signal, or estrangement facing a situation, we anchor ourselves in some port, and that brings us the rationalization, often by the use of the metaphor and of the rhetoric. I am a former officer of the CESP and I worked actively in working groups of change model of the company and in the process of emancipation of the urban nucleus, which allowed me to obtain many insights that could be used as content for the instruments of the research. I took advantage of previous research, both of the CESP and of the Urban Nucleus, and I made a comparative study between them and my own research, ranging from participant interviews and questionnaires observation, through desk research. There are significant changes, some unexpected, between the previous results and the new ones, but also increase the intensity of previous positions. Some groups of managers in previous research (1999) were clearly limited the mission of the State in the energy industry, on current research changed their minds. The main reason for the change is non-compliance with the Protocol at all there was for the State while going out from the energy industry should continue to control it using the mechanisms that were created for such. The energy for some of the participants is a public one. As for Ilha Solteira took in 1992 its first Mayor-elect still lives the nostalgia of CESP's tutelage. The identification of a large part of the population with the company are still very high because young people doesn t fixate on the town and the population that remains are the one who lived under the protection of the Great Mother . Voted in the plebiscite to be a citizen , but are not comfortable in this position / O objetivo principal deste trabalho é realizar uma análise das reações, pelo discurso, dos atores internos sobre o processo de privatização da Companhia Energética de São Paulo, e dos atores externos sobre o processo de emancipação do Núcleo Urbano de Ilha Solteira, bem como a conexão desses discursos com as lógicas pré e pós-privatização, e pré e pós-emancipação. Categorias importantes fizeram parte do conteúdo da pesquisa tendo em vista sua vinculação com o tema: o patrimonialismo, como uma quase inerência, ou um atavismo, no nosso povo, intensificado quando a relação com o poder público é direta, no caso dos funcionários das estatais e de habitantes de uma cidade cuja tutela era cotidiana e em todas as áreas da vida pública; o conceito de identidade que cimenta as relações profissionais e comunitárias, entre seus membros, e entre eles e as organizações a que pertencem, e o conceito de representação social, cujo primeiro movimento, de acordo com Moscovici (2003), o da ancoragem , faz com que ao primeiro sinal de perigo, ou de estranhamento frente a uma situação, nos ancoremos em algum porto, e isso nos leva à racionalização, muitas vezes pelo uso da metáfora e da retórica. Sou ex-funcionária da CESP e trabalhei ativamente nos Grupos de Trabalho de mudança do modelo da empresa e no processo de emancipação do núcleo, o que me permitiu a obtenção de inúmeros insights que puderam ser utilizados como conteúdo para os instrumentos da pesquisa. Aproveitei pesquisas anteriores, tanto da CESP como do Núcleo, e fiz um estudo comparativo entre elas e as minhas próprias pesquisas, que vão da observação participante a entrevistas e questionários, passando pela investigação documental. Há mudanças significativas, algumas inesperadas, entre os resultados anteriores e os novos, mas há também aumento de intensidade de posições anteriores. Alguns grupos de gerentes que em pesquisa anterior, 1999, limitavam com clareza a missão do Estado no setor de energia, na pesquisa atual mudaram de opinião. A razão principal para a mudança é o não cumprimento de todo o protocolo que havia para que o Estado ao sair do setor deveria continuar controlando-o usando os mecanismos que foram criados para tal. A energia para alguns dos participantes é um bem público. Quanto à Ilha Solteira que teve em 1992 o seu primeiro prefeito eleito ainda hoje vive a nostalgia da tutela da CESP. A identificação de uma grande parte da população com a empresa ainda é muito elevada porque os jovens não se fixam na cidade e a população que fica é aquela que viveu sob a proteção da grande mãe . Votou no plebiscito para ser cidadão , mas não está confortável nessa posição
