Begreppet vilseledning är inte någonting nytt. Historien är full av exempel på konflikter, fälttåg och slagdär vilseledning använts med stor framgång. Bakgrunden till denna uppsats är att författaren uppfattar attvilseledning som begrepp och metod trots detta tenderar att förbises i doktriner och utbildning riktad motoperativ nivå. Syftet med denna uppsats är studera genomslaget av vilseledning i svensk utbildning påhögre nivå.Det finns en mängd litteratur som diskuterar vilseledning. Ett problem är att det trots detta egentligen intefinns någon tidigare forskning eller studie i Sverige som direkt är inriktad mot den operativa nivån. För attuppnå syftet med uppsatsen har därmed som metod huvudsakligen använts en kvalitativ textanalys av ett såbrett empiriskt underlag som möjligt. Förutom skriftliga källor har denna också inkluderatsamtalsintervjuer och frågeundersökningar, både för att undersöka sammanhang och att kontrollerauppnådda resultat. Tyngdpunkten i uppsatsen sett ur ett forskningsperspektiv ligger i kapitlen fyra och femsom avhandlar i Sverige tidigare outforskat område.Uppsatsens viktigaste resultat är att utbildning på högre nivå avseende vilseledning inte tillskrivs någonstörre vikt i Sverige. Detta är problematiskt och anmärkningsvärt, hänsyn taget till att det tidigare varitannorlunda. En jämförelse med motsvarande utbildningar i ett internationellt perspektiv bekräftar också detär ett problem.Eftersom vilseledning dessutom är ett koncept som spänner över alla ledningsnivåer, innebär det också attdet är ett begrepp som det måste utbildas brett på. Problemet är att ingen i nuläget tar ansvar för att dettasker. Vilseledning inordnas i nutid under informationsoperationer. Vilseledning som begrepp berör docksåväl underrättelsetjänsten som vanliga operatörer, men dessa får i nutid ingen utbildning i detta. För attdet skall ske, måste i så fall Försvarsmakten ta sitt huvudmannaansvar. / The concept of deception is not new. History is full of examples of conflicts, campaigns andbattles where deception has been used to great effect. The background of this thesis is that theauthor has the impression that deception, in spite of history, has a tendency to be disregarded andoverlooked in both doctrines as well as in the training of officers at the operational level. The aimof this thesis is to study the occurrence of deception in Swedish training at the operational level.Although there is extensive literature on deception, there is no literature that concentratesexclusively on the operational level. To achieve the aim of the thesis, a qualitative textual analysismethod has therefore been applied to as broad an empirical material as possible. Apart fromtextual sources, interviews and questionnaires have also been used, both to examine relationsbetween different aspects of deception and to verify the results. The center of gravity in the thesis,with a research perspective in mind, is found in Chapters Four and Five that investigate questionsnot previously investigated in Sweden.The thesis’s most important conclusion is that training in deception as a concept is not creditedwith any greater importance. This is both problematic and remarkable, considering that deceptionstill relatively recently was awarded greater importance. A comparison with equivalent training inan international perspective confirms that this constitutes a problem.Since deception is a concept that spans many command- and control levels, training in deceptionmust be carried through on a wide front. The problem is that nobody assumes responsibility forthis. Deception is currently seen as a part of information operations. However, deception alsoaffects intelligence staff and those trained in operations, although these two groups do not receiveany training in deception.
