Akzeptanz von Straßenbenutzungsgebühren: Entwicklung und Überprüfung eines Modells / Acceptability of transport pricing: Development and validation of a model

Several research projects all over the world have considered transport pricing measures and policies as promising attempts to solve urgent traffic problems in urban areas. One important precondition for the successful implementation of pricing strategies is public acceptability. However, empirical findings have shown that the acceptability of such strategies in general is very low. Aim of this dissertation is to analyse the reasons for the low acceptability of road pricing. The dissertation is organized as follows: Firstly, the problems related to transport and the measures to cope with these problems are outlined. The focus is thereby on economic measures such as road user fees, whose economic and traffic-related assumptions are discussed. Then, a definition of the terms used is given and main European results concerning the current acceptability level of various travel demand management (TDM) strategies are reported. Moreover, a theoretical framework is developed which attempts to identify the essential factors determining transport pricing acceptability. In two empirical studies (N1 = 923, N2 = 667), it is investigated whether and to what extent these factors contribute to the explanation of acceptability. Finally, conclusions are drawn and some recommendations for future research are given. / Straßenbenutzungsgebühren für den privaten Autoverkehr sind vielfach als sinnvoll und wünschenswert vor allem zur Lösung der zahlreichen Verkehrsprobleme in städtischen Ballungsräumen begründet worden. Bisher ist es jedoch nicht zu einer nennenswerten Umsetzung dieser Maßnahmen gekommen. Es herrscht in der Literatur Einigkeit, daß die geringe Akzeptanz von Straßenbenutzungsgebühren in der Bevölkerung und die deutliche Ablehnung bei den betroffenen Autofahrern die wesentlichen Gründe für den fehlenden politischen Willen sind, road pricing einzuführen. Ziel dieser Arbeit war es, die Ursachen und Bedingungen für die mangelnde Akzeptanz von Straßenbenutzungsgebühren bei den betroffenen Autofahrern zu untersuchen. Die Arbeit ist wie folgt aufgebaut: Im ersten Abschnitt wird die Ausgangslage und der Problemhintergrund dargestellt. Es wird erläutert, welche negativen Konsequenzen des motorisierten Individualverkehrs vorliegen, und mit welchen Maßnahmen ihnen begegnet werden kann. Der Fokus liegt dabei auf preispolitischen Maßnahmen wie Straßenbenutzungsgebühren, dessen ökonomische und verkehrswissenschaftliche Annahmen dargestellt werden. Dem gegenübergestellt wird die gesellschaftspolitische Realität: zum einen in Form der massiven Ablehnung von Straßenbenutzungsgebühren durch Bevölkerung und betroffene Autofahrer und zum anderen in Form der zahlreichen, erfolglosen und gescheiterten Versuche, Straßenbenutzungsgebühren einzuführen. Dies mündet in die Ableitung erster Forschungsfragen und in die Entwicklung des Untersuchungsansatzes. Im darauf folgenden Abschnitt werden die theoretischen Grundlagen zur Untersuchung der Akzeptanz von Straßenbenutzungsgebühren gelegt. Dabei wird zunächst geklärt, wie sich der Begriff "Akzeptanz" definieren läßt und in welche relevanten psychologischen Theorien er sich einordnet. Im Anschluß wird das Modell zur Akzeptanz von Schlag vorgestellt und analysiert. Darauf aufbauend werden die zentralen Variablen des Modells auf ihre theoretische und empirische Relevanz und unter Berücksichtigung potentiell konkurrierender Ansätze dargestellt und untersucht. Ziel ist die Klärung der logischen und kausalen Struktur des Modells und der Beziehungen der Variablen untereinander. Dies führt schließlich in die Ableitung überprüfbarer Hypothesen in Form eines erweiterten Akzeptanzmodells. Zur Überprüfung des Modells, der aufgestellten Hypothesen und Forschungsfragen werden zwei Untersuchungen berichtet (N1 = 923, N2 = 667), die inhaltlich aufeinander aufbauen. Diese wurden im Rahmen der EU-Forschungsprojekte TransPrice und AFFORD durchgeführt. Generelles Ziel ist die Validierung der Modellkonstrukte und ihrer angenommenen Beziehungen. Im letzten Abschnitt werden zusammenfassend und basierend auf den beiden Studien die wesentlichen Ergebnisse rekapituliert, sowie offene Forschungsfragen und Anforderungen abgeleitet, die sich zukünftigen Studien stellen. Urban traffic congestion is recognised as a major problem by most people in world cities. However, the implementation of congestion reducing measures on a wide scale eludes most world cities suffering from traffic congestion, as many oppose the notion of road pricing and despite economists and transportation professionals having advocated its benefits for a number of decades. The effects of road pricing have attracted considerable attention from researchers examining its effects, as it is thought to hold the key in understanding and overcoming some inherent obstacles to implementation. Unfortunately, many of the attempts consider the effects in isolation and with hypothetical, idealised and analytical tools, sometimes loosing sight of the complexities of the problem. This research empirically investigates the effects of road pricing in London, and identifies factors, which may prove to sustain it as a traffic reduction instrument. The results indicate that an integrated approach has to be developed and implemented, based upon the recognition of local perceptions, concerns, aspirations and locally acceptable solutions, if the acceptance of road pricing is to be improved. The key to dealing with the effects of road pricing, is to encourage a concerted effort by various stakeholders developing strategies considering a range of differing initiatives, coordinating and managing them in the realm of the political-economic context in which they exist. / Thesis (M.Art. et Scien. ES transporto politika siekiama sukurti ekonominius, socialinius ir aplinkosaugos poreikius atitinkančias transporto sistemas, kurios užtikrina Europos gerovę. Transporto sektorius turi tiesioginės įtakos ekonomikos augimui per pamatinių bendrosios rinkos principų – laisvo žmonių, prekių, paslaugų judėjimo – įgyvendinimą. Didžiausia vežimo dalis ES viduje vyksta keliais, jais vežama 44 procentai krovinių ir 85 procentai keleivių, transporto priemonių kasmet padaugėja 3 milijonais. Taip sparčiai augant kelių transporto sektoriui, daugėjant rinkos dalyvių bei aštrėjant konkurencijai tarp vežėjų, vis didesnis dėmesys skiriamas kelių transporto kontrolei. Darbe keliama problema – vežėjų valstybinės priežiūros galimybės, užtikrinant eismo saugą bei vienodas konkurencijos sąlygas visiems kelių transporto paslaugas teikiantiems rinkos dalyviams. Darbo tikslas yra apibrėžtas sisteminiu požiūriu ištirti ir įvertinti vienodų konkurencijos sąlygų užtikrinimo galimybes visiems kelių transporto paslaugas teikiantiems rinkos dalyviams. Transport in general and roads in particular play an economic role of prime importance in modern economies by implementing the free movement of persons, goods and services. Road transport’s inland market share is the largest with carrying 44 percent of goods and 85 percent of passengers and keeps increasing with 3 million vehicles per year. In a highly competitive market, in which companies are under pressure to keep costs to a minimum, action must be taken to improve compliance with essential rules. Compliance with the provisions cannot be enforced unless proper and effective control is brought to bear. This study aims at pointing out the enforcement’s abilities to ensure that the working time rules are applied and enforced uniformly and fairly throughout the Union to avoid any distortion of competition. Investigation of road base shear strains using in-situ instrumentation

The large majority of New Zealand's road network is constructed from thin surfaced unbound flexible pavements where a granular layer provides the main structural strength of the pavement. The current New Zealand empirical design theory states that permanent deformation should largely be attributed to the subgrade and that shape loss in the granular layers is simply a consequence of a previously deformed subgrade. However, recent research and field trials have indicated that basecourse shear strains may be a large contributor to rutting in unbound granular layers. The purpose of this investigation was to determine whether the shear strains induced under heavy vehicle loads can be accurately measured using in-situ induction coils and whether the shear strains are related to permanent pavement deformation. In this investigation a rosette configuration of free floating induction coils was designed to measure principal basecourse shear strains. The principal strains were then used to construct Mohr's circle of strain in order to calculate the maximum shear strain occurring in the granular layer. The rosettes were installed in two full scale test pavements at the Canterbury Accelerated Pavement Testing Indoor Facility (CAPTIF). The pavements were loaded with an 8 tonne dual wheel axle load for 1 million and 600,000 load applications respectively and strain and rut depth testing occurred periodically throughout the test life. The research showed that the rosette coil arrangement was a feasible and accurate device for measuring in-situ shear strains in granular pavement layers. Finite element modelling confirmed the accuracy of the system. The results from the two CAPTIF pavements showed that there was a strong linear relationship between the magnitude of the basecourse shear strain and the rut depth at the end of the post construction compaction period. The investigation also showed that shear strain magnitudes in the region of 5000µƐ result in rapid shear failure in the granular layer. In addition, after the post construction compaction period had finished, the rate of change of shear strain was proportional to the rate of change of rut development. The results indicated that there was approximately a 4:1 ratio between the rate of change in rut depth and the rate of change in shear strain after the initial post construction period. Investigations into the effect of load magnitude on the magnitude of the basecourse shear strain showed that a linear relationship existed between the two parameters. Further to this, load location testing revealed that for a dual wheel configuration, 50mm of lateral wheel variation either side of a point of interest was the maximum allowable movement that would result in similar strain measurements. The research highlighted the dominance of the longitudinal tensile strain and shear strain over the vertical compressive strain within granular layers. As a result, these pavement responses should be considered in further granular pavement research in addition to the commonly used vertical compressive strains.

Safety impact study of centerline rumble strips in Georgia

Within the last decade, centerline rumble strips have become increasingly prevalent as a safety countermeasure on undivided roadways throughout the United States. Within the state of Georgia, nearly 200 miles of centerline rumble strips have been installed in an effort to address the severity and frequency of crashes involving the centerline. With several thousands of miles of new installations throughout the nation in the last decade, much literature on this subject is still being amassed. This paper will compile and summarize existing literature in order to provide a thorough overview of the latest information from around the United States regarding the safety, usage, and impacts of centerline rumble strips. Furthermore, this paper seeks to comprehensively determine the safety impacts of centerline rumble strips on undivided, rural highway facilities in the state of Georgia. This portion of the study will prepare an updated inventory of centerline rumble strip installations in Georgia and perform a before-after study using three methods: a direct before-after analysis, a comparison before-after analysis, and a comparative analysis. These analyses will incorporate data from crash databases, police records, and traffic records to produce results unique to Georgia. Lastly, this paper will determine the current status of centerline rumble strips and the potential short- and long-term safety, physical, and unintended effects of centerline rumble strips both in the state of Georgia and throughout the United States through a survey sent to all fifty state transportation agencies. Through literature compilation, safety analyses, and findings on the effects of centerline rumble strips, this paper will aid in the future of centerline rumble strips within Georgia and the United States.

The aim of this thesis is to analyse how the road allotment system functioned as an institution to mobilise resources and organise the provision of roads. Through this institution every peasant was made responsible for certain parts of a road. The analysis focuses on road repair and maintenance in the Swedish region of Västmanlands län c. 1750–1850. Previous research has described the allotment system as unfair, unprofessional and ineffective in providing a functioning road system and has contrasted it against modern road management based on cash taxes or fees, a central administrative body and professional engineers and workers. The results indicate that the allotment system under certain circumstances helped minimise administrative expenses for mobilising resources and organising work. Through the allotment system local resources throughout the area could be exploited and there was no need to convert tax revenue into output. When roads had been divided into parts it was not necessary to continually plan and manage work efforts, and through the quality inspections punishment could easily be enforced and road standards guaranteed. The allotment model also enabled peasants to perform road work at a convenient time and to make long-term improvements in their road parts. This was only possible when there were no ambiguities concerning limits and occupants of every road section, and a high degree of societal continuity, which was enabled by tying the obligation to homesteads through a constant taxation index. Without these preconditions there was a risk that a section of the road was not maintained at all, making it necessary to redistribute road parts, which was a complicated, time-consuming, and costly process. This was due to difficulties in making small adjustments without influencing all road parts within a large area. Furthermore, an equal distribution of road sections was hard to accomplish since traffic and natural conditions varied, and every part was at a different distance from the gravel pit and from the peasants’ farms. An investigation into how work-related road safety can be enhanced

Despite the facts that vehicle incidents continue to be the most common mechanism for Australian compensated fatalities and that employers have statutory obligations to provide safe workplaces, very few organisations are proactively and comprehensively managing their work-related road risks. Unfortunately, limited guidance is provided in the existing literature to assist practitioners in managing work-related road risks. The current research addresses this gap in the literature. To explore how work-related road safety can be enhanced, three studies were conducted. Study one explored the effectiveness of a range of risk management initiatives and whether comprehensive risk management practices were associated with safety outcomes. Study two explored barriers to, and facilitators for, accepting risk management initiatives. Study three explored the influence of organisational factors on road safety outcomes to identify optimal work environments for managing road risks. To maximise the research sample and increase generalisability, the studies were designed to allow data collection to be conducted simultaneously drawing upon the same sample obtained from four Australian organisations. Data was collected via four methods. A structured document review of published articles was conducted to identify what outcomes have been observed in previously investigated work-related road safety initiatives. The documents reviewed collectively assessed the effectiveness of 19 work-related road safety initiatives. Audits of organisational practices and process operating within the four researched organisations were conducted to identify whether organisations with comprehensive work-related road risk management practices and processes have better safety outcomes than organisations with limited risk management practices and processes. Interviews were conducted with a sample of 24 participants, comprising 16 employees and eight managers. The interviews were conducted to identify what barriers and facilitators within organisations are involved in implementing work-related road safety initiatives and whether differences in fleet safety climate, stage of change and safety ownership relate to work-related road safety outcomes. Finally, questionnaires were administered to a sample of 679 participants. The questionnaires were conducted to identify which initiatives are perceived by employees to be effective in managing work-related road risks and whether differences in fleet safety climate, stage of change and safety ownership relate to work-related road safety outcomes. Seven research questions were addressed in the current research project. The key findings with respect to each of the research questions are presented below. Research question one: What outcomes have been observed in previously investigated work-related road safety initiatives? The structured document review indicated that initiatives found to be positively associated with occupational road safety both during and after the intervention period included: a pay rise; driver training; group discussions; enlisting employees as community road safety change agents; safety reminders; and group and individual rewards. Research question two: Which initiatives are perceived by employees to be effective in managing work-related road risks? Questionnaire findings revealed that employees believed occupational road risks could best be managed through making vehicle safety features standard, providing practical driver skills training and through investigating serious vehicle incidents. In comparison, employees believed initiatives including signing a promise card commitment to drive safely, advertising the organisation’s phone number on vehicles and consideration of driving competency in staff selection process would have limited effectiveness in managing occupational road safety. Research question three: Do organisations with comprehensive work-related road risk management practices and processes have better safety outcomes than organisations with limited risk management practices and processes? The audit identified a difference among the organisations in their management of work-related road risks. Comprehensive risk management practices were associated with employees engaging in overall safer driving behaviours, committing less driving errors, and experiencing less fatigue and distraction issues when driving. Given that only four organisations participated in this research, these findings should only be considered as preliminary. Further research should be conducted to explore the relationship between comprehensiveness of risk management practices and road safety outcomes with a larger sample of organisations. Research question four: What barriers and facilitators within organisations are involved in implementing work-related road safety initiatives? The interviews identified that employees perceived six organisational characteristics as potential barriers to implementing work-related road safety initiatives. These included: prioritisation of production over safety; complacency towards work-related road risks; insufficient resources; diversity; limited employee input in safety decisions; and a perception that road safety initiatives were an unnecessary burden. In comparison, employees perceived three organisational characteristics as potential facilitators to implementing work-related road safety initiatives. These included: management commitment; the presence of existing systems that could support the implementation of initiatives; and supportive relationships. Research question five: Do differences in fleet safety climate relate to work-related road safety outcomes? The interviews and questionnaires identified that organisational climates with high management commitment, support for managing work demands, appropriate safety rules and safety communication were associated with employees who engaged in safer driving behaviours. Regression analyses indicated that as participants’ perceptions of safety climate increased, the corresponding likelihood of them engaging in safer driving behaviours increased. Fleet safety climate was perceived to influence road safety outcomes through several avenues. Some of these included: the allocation of sufficient resources to manage occupational road risks; fostering a supportive environment of mutual responsibility; resolving safety issues openly and fairly; clearly communicating to employees that safety is the top priority; and developing appropriate work-related road safety policies and procedures. Research question six: Do differences in stage of change relate to work-related road safety outcomes? The interviews and questionnaires identified that participants’ perceptions of initiative effectiveness were found to vary with respect to their individual stage of readiness, with stage-matched initiatives being perceived most effective. In regards to safety outcomes, regression analyses identified that as participants’ progress through the stages of change, the corresponding likelihood of them being involved in vehicle crashes decreases. Research question seven: Do differences in safety ownership relate to work-related road safety outcomes? The interviews and questionnaires revealed that management of road risks is often given less attention than other areas of health and safety management in organisations. In regards to safety outcomes, regression analyses identified that perceived authority and perceived shared ownership both emerged as significant independent predictors of self-reported driving behaviours pertaining to fatigue and distractions. The regression models indicated that as participants’ perceptions of the authority of the person managing road risks increases, and perceptions of shared ownership of safety tasks increases, the corresponding likelihood of them engaging in driving while fatigued or multitasking while driving decreases. Based on the findings from the current research, the author makes several recommendations to assist practitioners in developing proactive and comprehensive approaches to managing occupational road risks. The author also suggests several avenues for future research in the area of work-related road safety.
