This diploma thesis deals with system of evaluation and remuneration for employees in company called Vesa Velhartice, a. s. in Velhartice. This company focused on growing and breeding potato varieties. Other company activities include agricultural production, processing and selling agricultural products. This thesis has two parts. First, in theoretical part of the work basic terms and their meaning are described, evaluation and rewarding of employees and types of wages. The second part, the application, is devoted to the company, the organizational structure, the analysis of the evaluation and rewarding system and the employee benefits. Information for the analysis was obtained on the basis of internal organizational documents, unstructured interview and questionnaire survey. Using these data, it was possible to develop proposals and recommendations that could lead to overall improvement.

L'objectif de cette thèse est de contribuer à une meilleure connaissance du marché du travail dans les économies en développement à dominante informelle. Le Mali est son cas d'étude. Dans la première partie, elle met en évidence la difficulté de comprendre le chômage au travers du statut ambigu des actifs de l'informel, oscillant entre le chômage et l'emploi. Nous y montrons que l'économie informelle exacerbe l'instabilité des frontières du chômage sans toutefois aliéner la rigidité des revenus salariaux à la baisse. A l'aide d'une courbe du salaire, nous appréhendons cette dernière et présentons ses causes. La seconde partie de la thèse pr'esente les dispositifs en matière d'emploi et montre que si, d'un côté, ils répondent pour une large part aux besoins du marché du travail et visent à corriger ses principales insuffisances - notamment en matière de financement et de formation -, de l'autre, leur mise en oeuvre se révèle profondément défaillante. Ceci explique les résultats mitigés de certaines mesures malgré plus de deux décennies d'application. Dans la troisième partie, l'attention est tournée vers l'offre de travail, à la faible connaissance de laquelle on peut attribuer une partie des échecs des dispositifs d'emploi. Nous y examinons le rôle de l'environnement familial dans la participation au marché du travail et dans la prospection d'emploi et montrons que plusieurs variables de cet espace peuvent contribuer à la formulation de meilleurs dispositifs / The aim of this thesis is to contribute to a better understanding of the labour market in informal-dominated developing economies. Mali is its study case. In the first part, it highlights the difficulty to approach unemployment through the ambiguous status of the informal workers, swinging between employment and unemployment. We show that the informal economy exacerbates the instability of the unemployment frontiers without alienating the wage stickiness, which we apprehend through a wage curve. The second part of the thesis presents the employment measures and shows that though, on one hand, they respond accurately to the labour market needs and aim to correct its shortcomings - particularly regarding the financing and training -, on the other hand, their execution is deeply dysfunctional. That explains the mitigated results of some measures, in implementation for over two decades. In the third part, the attention is turned to the labour supply, the weak knowledge of which can partially explain the failures of the employment policies. We examine the role of the household environment in the participation decision and the job search and shows that many variables of this environment can contribute to improving the measures.

Grèves, conflits du travail et performances des entreprises en France / Strikes, labor conflicts and firms' performances in France

Cette thèse propose trois essais empiriques consacrés à l'analyse des grèves en France, à partir de données récentes d'établissements et d'entreprises et l'utilisation de méthodes économétriques variées. Très peu d'études quantitatives, d'inspiration économique, ont été menées sur ce sujet en France, contrastant avec une littérature anglo-saxonne particulièrement étendue sur l'analyse économique des grèves. Le déclin de la syndicalisation et de l'action collective des salariés a néanmoins conduit à un déplacement progressif de l'intérêt des chercheurs anglo-saxons, en économie du travail et en relations industrielles (ou industrial relations), vers l'étude des relations de travail individuelles entre salariés et employeurs. L'individualisation des emplois et des relations de travail dans les entreprises est souvent considérée comme orthogonale à l'action collective des salariés. Le déclin des grèves et autres formes collectives de conflit a pu notamment être associé, dans la littérature anglo-saxonne, à une augmentation des manifestations individuelles de conflit et de la dispersion ou inégalité globale des salaires dans les entreprises. Nous proposons, dans cette thèse, une analyse originale des grèves en France, en lien avec ces deux aspects, caractéristiques de l'individualisation des emplois et des relations de travail dans les entreprises. Le premier chapitre s'intéresse à la relation existant entre l'expression collective de conflit, dont les grèves, et des formes individuelles de conflit croissantes dans les établissements français, i.e. les recours aux prud'hommes et l'action disciplinaire. L'analyse conduite révèle une relation de substitution entre l'expression collective de conflit et le recours aux prud'hommes des salariés, tandis que les grèves et autres conflits collectifs tendent parallèlement à s'associer à un recours accru des employeurs à l'action disciplinaire. Le deuxième chapitre considère explicitement cette relation, plus spécifiquement entre les grèves et l'absentéisme des salariés, dans l'estimation et l'analyse de l'effet des grèves sur la productivité du travail des entreprises françaises. L'occurrence de grèves sur la période récente passée tend à s'associer à un gain de productivité du travail dans les entreprises concernées par une faible fréquence de grèves, sous condition que celles-ci soient associées à une expression individuelle de mécontentement des salariés (i.e. absentéisme) plus faible.Le troisième chapitre examine le rôle de la dispersion salariale intra-firme dans les variations de l'activité de grève entre les établissements français. Si une forte dispersion des salaires au sein de la main d'oeuvre s'avère être un frein à la mobilisation collective des salariés dans des grèves, elle apparaît néanmoins être à l'origine d'une activité de grève plus soutenue, en termes de fréquence et de durée des grèves, dans certains établissements. / This thesis consists of three essays on the analysis of labor strikes in France, using recent data on workplaces and firms and applying various econometric methods. Very few quantitative studies, in economics, have been conducted on this issue in France, in contrast with a particularly large Anglo-saxon literature on the economic analysis of strikes. The decline of unionization and collective action of employees led however to a progressive shift in the interest of Anglo-saxon researchers, in labor economics and industrial relations, towards the study of individual labor relations between employees and employers. The individualization of jobs and labor relations is often considered as orthogonal to employee collective action. The decline of strikes and other collective disputes may have been linked, in the Anglo-saxon literature, to an increase in individual expressions of conflict and in the overall wage dispersion or inequality within firms. We propose, in this thesis, an original analysis of strikes in France, in connection with these two facets, linked to the individualization of jobs and labor relations in firms. The first chapter documents the relationship between the collective expression of conflict, including strikes, and growing individual forms of conflict in French workplaces, i.e. Employment Tribunal (or prud'hommes) claims and disciplinary action. It is shown that the collective expression of conflict and Employment Tribunal claims are substitutes in French workplaces, while strikes and other collective disputes increase the employer use of disciplinary action. The second chapter deals explicitly with this relationship, more specifically between strikes and employee absenteeism, in estimating and analyzing the effect of strikes on labor productivity in French firms. Strike occurrence during the recent past period tends to be associated with a surplus in labor productivity in firms affected by a low strike frequency, conditionally to a weaker employee expression of discontent (i.e. absenteeism). The third chapter discusses the role of within-firm wage dispersion in variations of strike activity between French workplaces. If a great wage dispersion among the workforce proves to be an obstacle to employee collective organization in strikes, it seems however to result in a more intense strike activity, in terms of frequency and of duration, in some workplaces.

O piso salarial nacional: a valoriza??o do professor na Constitui??o de 1988

The text demonstrates that the legal mechanisms used to value the teacher were: the 1988 Constitution, the constitutional amendments to this Charter updated and modified the original text in relation to the matter, and finally, the Minimum Wage Law . Article n? 206 of 1988 s Federal Constitution established that basic education teachers, who work in public schools, would be entitled to a national minimum wage. Law n? 11.738/2008 ( Minimum Wage Law ) regulated the matter and made other determinations on the relationship between the State and the teachers such as the establishment of parameters for the distribution of the workload of teachers. Based on this law, since 2009 the minimum wage has been set annually by the Federal Government. However, state governments and municipalities throughout Brazil protested prescriptions contained in the Minimum Wage Law . In this context, some governors and mayors led the Supreme Court regarding the constitutionality of this law. The complainants considered that there was unconstitutional by the following: definition of the teacher s workday, which in the complainants point of view was competence of local governments; ensuring that teachers receive salaries tied to the minimum wage with retroactive effect; transformation of the minimum wage in basic salary, lack of sufficient budget in the states and municipalities to honor with the new values to be paid to teachers and, finally, determining workload for the teacher to perform other activities besides classroom activities. At the trial held at the STF the majority of Ministers rejected the claim and considered that the Minimum Wage Law , taken together, was constitutional. However, this decision did not alter the position of the managers or the interpretation of the ministers who agreed with the unconstitutionality of some aspects of the law. This means that one law can present differences in interpretation between ordinary people and among members of the Judiciary. The search showed the following conclusions: the law is not a definitive parameter of justice, because it is deeply linked to various interests; the development, implementation, and judgment of laws dealing with minimum wage of teaching are linked to historical and cultural aspects of society; the demand for enhancement of teacher and setting a minimum wage has only emerged in the late twentieth century, a fact explained in this work based on data that indicate the recent concern of Brazilian State with schooling a phenomenon typically Republican and with the professionalization of teaching emerging concern from the knowledge society; the Legislative and Executive search mechanism to implement the minimum wage of the teachers because of the contemporary need for professionalization of teaching / O trabalho investiga os mecanismos jur?dicos usados pelo Legislativo e pelo Executivo para concretizar o princ?pio constitucional do piso salarial do professor, princ?pio esse proclamado na Constitui??o como uma estrat?gia de valoriza??o profissional dessa categoria. This is because the search for the strengthening of the internal market, via incentive policies to private demand has assumed prominence in the Government agenda. Thus, under the justification of the fierce debate about the effectiveness of countercyclical policies of Brazil, in view of the recent economic crisis, aims to: 1) retake the theoretical debate and, to a certain extent, the evolution of the theory of household consumption, as well as some conclusions about their connection with the minimum wage; 2) to describe the experiences and the effects of this legislation in economic history, with emphasis on the Brazilian case; 3) to present some of the available statistics to research bases, with attention to the specifics of each and the empirical results found for consumption in Brazil; 4) to estimate the effects of minimum wage variation in household consumption in Brazil (BR), northeast (NE) and Rio Grande do Norte (RN). From this, in order to quantify this relationship, makes inferences from the effects of the wage bill and the minimum wage on consumption, in quarterly series (with ad hoc adjustment from the "weights" of each quarter), from classic model of multiple linear regression. The hypothesis is that released: increments in income, derived from the policy of minimum wage recovery will influence directly the household consumption. However, when comparing the results between the units analyzed, the expressiveness of the northeastern families of Brazil and Rio Grande do Norte families front national dynamics with income linked to this floor, drives most significant impacts spending decisions in NE and RN, thus reducing regional disparities in the consumer. The results indicate contrary evidence, because while for the BR a unitary variation in minimum wage increases the consumption in units monetary 1.28, to the NE and RN these parameters are respectively 1.05 and 1.09 / A busca do fortalecimento do mercado interno via pol?ticas de incentivo ? demanda, privada tem assumido destaque na agenda governamental, particularmente ap?s a crise de 2008. Specifically, there are two objectives. First, attempt to analyze the importance of the effects of composition and wage structure in the job market. In the second, to verify which socioeconomic variables explain the effects of composition and wage structure in the job market. The information in this study was obtained from the microdata of Pesquisa Nacional por Amostra de Domic?lios (PNAD) regarding the respective years. In the first stage of the methodology we used: the index of income distribution Theil-T; the income gap decompositions proposed by Oaxaca (1973) and Blinder (1973); and Firpo et al. (2007). In the second stage we applied the RIF regression method (Recentered Influence Function) of Firpo et al. (2007). The results show that income inequality is higher among men than among women in the country. It was observed that the component of inequality between people of the same gender represented the largest share in the decomposition of income inequality between genders. It was found, in the decomposition of the average income, a downward trend of income gap, but the differential remains favorable to the men. We noticed that the impact of the composition effect in reducing the gap was offset by the positive effect of wage structure. Regarding the distribution quantis, income differential between genres appeared greater at the bottom, in the years 1976, 1987 and 2009; and at the top of the distribution, in 1996 featuring, respectively, the sticky floor and glass ceiling effects in Brazil. As for the decomposition of the RIF, it turns out that the composition effect assisted in the downfall of the income gap between 1976 and 2009, but was offset by the positive effect of the wage structure in quantis 10th, 50th, and 90th. The main socioeconomic variables influenced the drop in income gap were: the composition effect, the manual labor occupations, service sector and low-grade and high school, and the wage structure effect, schooling low and high experience professional and technical occupations and urban centers / Este estudo tem como objetivo analisar os diferenciais de rendimentos por g?nero no Brasil, no per?odo de 1976, 1987, 1996 e 2009. Especificamente, h? dois objetivos. No primeiro, procura-se analisar a import?ncia dos efeitos da composi??o e da estrutura salarial no mercado de trabalho. No segundo, procura-se verificar que vari?veis socioecon?micas explicam os efeitos da composi??o e da estrutura salarial no mercado de trabalho. Why not Mexico? Policy Recommendations for a Globally-Oriented Economic Strategy

Mexico, one of the world’s largest economies and an increasingly relevant actor in international affairs, is at a crucial point in defining its future policy course. Given the uncertainty surrounding the global economy, as well as the political situation in Mexico, it is important to have a clear vision for policy going forward. This thesis offers a foundation for a national economic strategy with a long-term vision, upon which future administrations can build as appropriate to maximize on the country’s economic potential. The task is undertaken through a three-part approach. First, a thorough and analytical overview of the country’s economic history provides context and lessons from which to learn. Second, key economic issues to be addressed are identified through an evaluation of the current context and economic outlook. Finally, an evaluation of successful policy implementation, domestically and abroad, provides a basis that can be adapted to address the issues identified as they affect Mexico. The result is a series of six policy recommendations along two axes aimed at tackling the aforementioned key issues. These recommendations are by no means exhaustive, nor are they meant to be. The expectation is that they may serve to align national policy to global economic trends, underlying a plausible strategy to realize Mexico’s productive potential.

Muitos trabalhos focaram em estudar economias de aglomeração no contexto espacial agregado, mas poucos estiveram focados no espaço intra-urbano. Em face dessa lacuna na literatura de Economia de Aglomeração, a análise nesta tese debruça-se sobre a Região Metropolitana de São Paulo (RMSP), que foi dividida em áreas homogêneas de 1 km2. Dois são os objetivos centrais desse trabalho. Primeiro, buscou-se identificar as áreas mais relevantes quanto à aglomeração de trabalhadores na RMSP, ou seja, os subcentros de emprego (SBD). Para tanto, utilizaram-se os microdados geocodificados do Ministério do Trabalho (RAIS- MTE) para os anos de 2002, 2008 e 2014. Uma nova abordagem empírica foi desenvolvida, utilizando Regressões Ponderadas Geograficamente e uma regra objetiva de valor de corte. Os resultados apontam para três SBD nos anos de 2002 e 2008. No ano de 2014, a abordagem metodológica desenvolvida nessa tese com valor de corte mais restrito identifica apenas dois SBD. Nos dois períodos iniciais, os SBD se localizam em Barueri, São Paulo e São Caetano do Sul. No último ano avalidado, localizam-se em Barueri e São Paulo. O padrão observado é que o emprego localizado nas áreas centrais de São Paulo apresenta nível de crescimento relativamente maior do que nas demais áreas. Os demais SBD perdem não apenas em termos de emprego, mas também em termos de área, isto é, as áreas dos SBD nesses municípios se reduzem. Em 2002, os SBD de Barueri e São Caetano do Sul ocupavam áreas de 5 e 7 km2, respectivamente. Em 2014, o primeiro ocupava 1 km2 e o segundo deixou de existir. Em São Paulo, a área se elevou de 79 km2 para 90 km2. Os resultados sugerem elevada concentração espacial do emprego na RMSP. No segundo ensaio, objetiva-se identificar o impacto da aglomeração sobre os salários dos trabalhadores e, adicionalmente, testa-se a hipótese de atenuação espacial da aglomeração. Para tanto, construiu-se uma base de dados longitudinal e considerou-se uma especificação com múltiplos efeitos fixos e defasagem espacial da aglomeração de emprego. Mesmo em face de uma especificação mais restritiva, os resultados sugerem efeito positivo da aglomeração, o qual é atenuado com o distanciamento espacial. Em outras palavras, a aglomeração impacta positivamente o salário. Em estimações que desconsideram a questão da endogeneidade, estima-se um efeito direto (na própria área) de 0,039%, efeito indireto de primeira ordem (em áreas contíguas) de -0,11% e efeito indireto de segunda ordem (anel externo às áreas contíguas) de -0,23%, normalizado por 100,000. Ao tratar o problema da endogeneidade, através do uso de variáveis instrumentais, obtém-se efeito direto de 1,78%, indireto de primeira ordem de -2,12% e o efeito de segunda ordem não é estatisticamente significante. / Agglomeration economies are externalities that impact on prices in the economy. The interactions that occur in agglomerations are relevant for the understanding of the benefits generated by proximity. These benefits directly affect workers\' wage, real estate prices, etc. Many papers have focused on non-market interaction in aggregated labor markets, but intra-urban labor markets have received less attention. Seeking to fulfill such lack, 1 km2 areas of the Metropolitan Area of São Paulo (MASP) are taken as the scope of analysis of this study. The central objectives of this dissertation are twofold. First, in chapter 3, I identified and characterized the most relevant areas in terms of job agglomeration in the MASP, named subcentral business districts (SBD). For this purpose, the geocoded matched employer-employee database of the Ministry of Labor (RAIS- TEM) was used. I developed a new empirical approach to identify the SBD, using Geographicaly Weight Regression and cut-off rules of identification. The results identified three SBD in the years of 2002 and 2008, and only two in 2014. Considering the two initial periods, the SBD are located in the municipalities of Barueri (SBD-BAR), São Paulo (SBD-SAO) and São Caetano do Sul (SBD-SCS). In the last year, the SBD are located in Barueri and São Paulo municipality only. The employment located in the central areas of São Paulo shows a relatively higher amount of employee than in the other SBD areas. SBD-BAR and SBD-SCS lost not only in terms of employment, but also in terms of area. In 2002, these last two SBD occupied areas of 5 and 7 km2 respectively. In 2014, the SBD-BAR occupied 1 km2, while the SBD-SCS is not ranked at all. In São Paulo, the area ranges from 79 km2 to 90 km2. The results stemmed from the first paper suggest a high spatial concentration of employment in the MASP. In the second paper (chapter 4), the objectives are to identify the impact of agglomeration on workers\' wages and test the agglomeration spatial attenuation hypothesis (SAH). For that, I use employer-employee RAIS database and consider a specification with multiple fixed effects and spatial lags of the employment agglomeration as a strategy to SAH identification. Even in the face of a more restrictive specification, the results suggest a positive effect of agglomeration, which is attenuated as the spatial distance increases. In other words, agglomeration affects positively workers\' wage in the workplace area. Estimates without solving for endogeneity between wage and agglomeration indicate a direct effect of 0.039% (in the area itself), a first-order indirect effect of -0.11% (in the contiguous areas), and a second-order effect of -0.23% (in the ring around the contiguous areas), normalized by 100,000. When considering instrumental variables, the estimated direct effect on wages becomes 1.78%, the first-order effect changes to -2.12%, and the second order effect is not statistically significant.

Tem gente jovem atrás da máquina : a educação profissional em uma fábrica de calçados : um estudo de caso

A dissertação tem por objeto de estudo o papel da qualificação realizada pelo Centro de Desenvolvimento Profissional/CDP da Azaléia Calçados, na profissionalização e inserção de jovens das cidades de Parobé e Taquara a partir de 1993. A pesquisa de campo envolveu quatro alunos egressos do Curso de Multioperação de Calçados, três gerentes da empresa e um educador do projeto. O estudo toma como ângulo de análise a qualificação profissional como uma relação socialmente construída, que integra o fenômeno da relação salarial moderna, que é uma das formas históricas de regulação das relações entre capital e trabalho. Os conceitos de inserção, trajetórias e profissão completaram as referências de análise. Partindo da noção do tempo de trabalho como medida dos valores econômicos, o estudo aborda a qualificação como decorrência do modelo fordista de produção, no contexto da reestrututração produtiva no setor coureiro-calçadista. No processo de reprodução da força de trabalho se verifica a incidência da qualificação no trabalho produtivo dos jovens nas células de trabalho e nos seus modos de vida. As relações entre qualificação, trabalho e inserção profissional que caracterizam a socialização profissional, na experiência estudada acontecem através do CDP, com a mediação de uma rede social que tem um papel importante na articulação entre a qualificação e a inserção profissional. / The composition has the purpose of studying the role of qualification made by “Professional Development Center”/CDP of Azaléia Calçados (shoes factory), in the vocational training and insertion of young people of the cities Parobé and Taquara since 1993. The research involved four egressed students of “Shoes Multi-operation Course, three manager of the company and a instructor of the project. The study takes as focus of analysis the professional qualification (vocational training) as a relation socialy built, that consists of the phenomenon of the modern wage terms (rules, conditions), that is one of the historic ways to regulate the relations between capital and work (labor). The concepts of insertion, trajectories and profession have completed the analysis references. Starting with the notion of time of work (work-time) like measurement of economic value, the study deals with the qualification as a result of Ford-model of producing, in the context of productive reestruturation in the field “shoes-leather”. In the process of the reproduction of the workforce we see the occurrence of the qualification in the productive work of the young people in the work cell and in their way of life. The relations among qualification, work and professional insertion that describes the professional insertion that describes the professional socialization in the studied experience happens through the “CDP” (Professional Development Center) with the intervention of a social chain that has an important role in the link between qualification and professional insertion.
