This study aims at analyzing the content of high school textbooks in social sciences, more specifically the field of law and order, and comparing this with the current research situation in the field. Another purpose is to investigate whether the new type of serious gang crime, which in particular has grown in various immigrant suburbs, adjacent to our largest cities, as reported in the media in recent years, has also looked into the textbooks. The essay uses a constructivist theory formation. The constructivist theory considers that different actors, based on their ideological positions, create different descriptions of current social phenomena, descriptions aimed at influencing the recipient to incorporate specific perceptions of reality and values. In this context, the teaching materials become a political product that is not so much about describing a social phenomenon as complex and objective as possible a complex, but, above all, it will be understood as the attempt of the various parties to convey their specific interpretations and interests of the phenomenon. The survey shows that all analyzing textbooks directly or indirectly highlight the men and adolescents group, and to some extent also people in an exposed psychosocial position that overrepresented in a criminal context. In cases where textbooks address statements about people committing crimes, socio-economic and psychosocial vulnerabilities are mentioned, as well as explanations of the social plane in terms of control and casualty structures. In this regard, textbooks fail to report a broad and current research on the mechanisms of crime. None of the textbooks deal with the new crime that has emerged in different socially vulnerable areas to our metropolitan areas, believing that this has gained a lot of space in the media and that the syllabuses in social sciences emphasize that the subject will highlight current social phenomena. All books consistently choose to not treat people it with a foreign background's overrepresentation in a criminal context. Nor should it be noted that some people have a biological vulnerability in committing crimes, for example, that individuals with ADHD diagnosis are heavily overrepresented in crime statistics. / <p>Godkännane datum: 2018-05-31</p>

A comparative exploratory analysis of vigilante occurrences in two communities in Port Elizabeth (Kwazakhele and New Brighton)

The study explores and compares the incidents of vigilantism in two selected communities in Port Elizabeth. However, the word ‘vigilantism’ as utilized in the study can be explained as the group of people in a community who take the law into their own hands and punish alleged societal offenders on the spot. Vigilante activities have become a regular occurrence in many communities in Port Elizabeth and in South Africa as whole. This phenomenon as reported by several authors has destroyed many young men’s lives and ambitions. This is a paradoxical situation that violates human rights because South Africa is a country with a Constitution that prioritizes human dignity for all, and citizens that are totally free from violence of any kind. The aim of the study is to explore, analyze and compare the incidents of vigilantism in New Brighton and Kwazakhele communities in Port Elizabeth. The intention is to educate and enlighten the members of the selected communities, together with the public about vigilantism and its impact on communities.

Voluntary mediation for crime prevention – a qualitative study of professionals working for the Council for Crime Prevention inGävle

Abstract: The  aim  of  this  study  was  to  examine  which  attitudes  professionals  who  are  involved  in voluntary mediation in  Gävle, have towards voluntary mediation  as a  preventative  working method. The  empirical  material  used  in  this  study,  has  been  gathered  through  semi-structured interviews with staff members of the so called Crime Preventers in Gävle (Brottsförebyggarna I Gävle, BIG) and staff members from the police and social services. These interviews helped to get a deeper understanding and detailed information about the attitudes towards restorative justice  and  voluntary  mediation.  The  theoretical  framework  that  was  used  was  social constructionism and restorative justice theory. The  Crime  Preventers  (BIG)  in  Gävle  are  keeping  the  method  and  process  up  to  date  by further  educating  themselves  within  the  subject  via  conferences,  workshops  and  similar activities. There seems to be a preference for working more with mediation, since currently the activity of the voluntary process is decreasing due to a decrease in suitable criminal cases for mediation. The results from this study however indicate that attitudes toward mediation, as a process and method  on  a  voluntary  basis,  are  highly  appreciated  amongst  those  who  are  continuously working with it.   However, further research on the subject is desired to develop it better and gain more from its positive effects.

The critical analysis of the role of the military police in crime prevention

MPD is an entity within the SANDF responsible for maintaining law and order, prevent and combat crime, investigates criminal cases or alleged within the DoD. The role of the MPs has changed drastically over the past years especially after the integration of the non-statutory and statutory forces with all changes in crime growth increased in South Africa and affected the DoD. This led to the MPD shifting from disciplinary crime prevention issues to criminal crime prevention, as the basic mission of the police is to prevent crime and disorder. MPs form part of the police agencies that are within South Africa, the uniqueness of the MPs they operating within the SANDF but they cannot be isolated from the complicated growing crime phenomenon that affects the whole South African community. As crime prevention is the catchphrase for all the police agencies and government departments, it is imperative for the MPs to align its crime prevention to the modern policing. This study gives a comprehensive explanation of what crime prevention is, from the literature reviewed relevant to the study, with the aim to critically analyse the role of the MPs in crime prevention within the military proclaimed environment. The researcher collected data in the form of unstructured interviews, documents and literature. Collected data was transcribed; larger text was broken into smaller segments, coded and then selected into themes. Participants had different views of the understanding of the meaning of crime prevention and different comprehension of the MPs crime prevention guideline and procedures. This analysis was done in order to determine the level of understanding of the role of the MPs, in crime prevention within the military proclaimed environment and how MPs can be effective and efficient within this environment. / Police Practice / M. An analysis of crime prevention as a core function of the South African Police Service

The basic mission of the police is to prevent crime and disorder and this translates into measuring police efficiency by the absence of crime and disorder rather than the visible actions taken to deal with crime and restore the violated order. For almost two centuries now, crime prevention has been understood and approached as the core responsibility of the police as they are the active partners who are responsible to activate the community who is the passive partner towards crime prevention. Recently there are scholars, police scientists and researchers who are of the view that the police cannot prevent crime so crime prevention should not be the core function of the police. The study gives a detailed analysis of the proponents and opponents of crime prevention as the core function of the police. This analysis has been provided in the context of the origin of policing through to the modern era in policing in an attempt to find out for which purpose the police had been established for. This is done in order to track down whether the initial purpose for which the police had been established for has changed in modern policing, with the ultimate aim of affirming or negating the proposition by some of the proponents of crime prevention as not the core function of the police, who are of the view that crime prevention should no longer be the core function of the police, as used to be the case.The arguments and counter arguments on whether crime prevention is the core function of the police or not, as well as the response from the selected countries were analyzed. The golden thread that runs through the eras of policing is that crime prevention is and has always been the main function of the police. The relative ease of measuring police performance by reactive activities in comparison with proactive activities seems to indicate that the police might focus more working on these measurable activities as compared to crime prevention activities that could go unnoticed. / Police Practice / D. Not a day passes without the media reporting on some or other crime which has taken place. The question that arises is what can be done to stop the crime wave in South Africa and protect lives and property. The fact is, there is no one single step that can be taken to prevent crime. A joint effort by the community as a whole is the only way in which crime can be prevente. Proactive policing can be successful only if the community accepts collective responsibility for crime and makes a conscious effort to prevent crime. The police as an active partner in crime prevention should educate the community about how crime is committed, when and where it is committed and what can be done to decrease vulnerability to crime. An attitude of caring for each other must be cultivated in the community (the passive partner). This will result in respect for lives and property of others and will lead to proactive conduct. Precipitating policing by the community is a sign of successful education. This is illustrated not only by the hardening of the physical environment, but also by the community's involvement in ensuring that the environment is a safe and pleasant place for all. Lasting success can only be ensured if the police and the community are supported by other departments. The development of a criminological intervention model for the Rosslyn industrial environment in Tshwane, Gauteng, South Africa

The problem investigated in this research is the ongoing crime threat and the extreme risks which impact negatively on the sustainability of the Rosslyn Industry - the industrial hub of Tshwane in the Gauteng Provence of South Africa. Businesses in Rosslyn are desperate for a solution that will mitigate these crime threats and risks, and ensure the future sustainability of this important industrial community. An intervention model is urgently required to prevent this type of crime, not only as a short term solution but as a sustainable long term intervention. This research study initiated the collaboration required for the successful implementation of a Crime Prevention Intervention Model (CPIM) in the Rosslyn industrial environment. The intended crime prevention model has been designed in such a way that it addresses the entire environment of crime that prevails in the Rosslyn area involving both the offender and the victim. This design is rooted in the ontology of Environmental Criminology and more specific on the applied epistemology of Crime Prevention Through Environmental Design (CPTED). Participants in this project are representatives who are responsible for all security functions in both big businesses and small enterprises. And with their dedicated assistance the research findings disclosed the current crime status of the Rosslyn environment regarding the threat, risk, security vulnerabilities, controls and needs: • Crime and its causal factors, in Rosslyn, are rife and no noteworthy action has been implemented to mitigate these threats. • Collaboration between Rosslyn role players (neighbours, local government and law enforcement) is for all purposes non-existent. • And to complicate matters even more, knowledge of how to effectively mitigate crime is limited and handicapped by the re-active physical security methods currently being used. • The implication of these findings is that the status quo will eventually render business in Rosslyn unsustainable. Thus a CPIM in Rosslyn is inevitable. What was crucial to this research and to the CTPED design is the detailed sourcing of accurate data addressing the experiences and the needs the respondents identified in the current Rosslyn crime situation concerning; status, the threat, risk, security, vulnerabilities and controls. In order to achieve this level of data sourcing and assimilation, the essential features of the research method were based on a mixed approach where quantitative and qualitative methods were implemented in parallel. The diverse fields, sources and respondent mix required for a Rosslyn Industry CPIM also necessitated a MIT (Multi,-Inter,-Trans,-Disciplinary) approach. This MIT requirement is successfully facilitated through the applied criminological CPTED approach. The CPIM is based on the combined outcomes of the following three research fields: • Field-one: Environmental criminology theories are researched through an in-depth literature review to demonstrate the criminological grounding of crime prevention and to guide its application through the development of an applied CPTED SUITE. • Field-two: Supply Chain Security (SCS) are researched through an in-depth literature review to establish its criminological relevance and applications. SCS requirements are identified and built into the Field-Three research process and tested for relevance and for incorporation in the CPTED SUITE. • Field-three: Based on a mixed research process, using a custom designed Criminological Risk Analyses tool incorporating scheduled interviews and questionnaires, the crime and needs profile of the Rosslyn Industry are uncovered and analysed. The results are filtered through the CPTED SUITE to indicate the correct criminological approach for mitigating the identified problems and needs. Even though this study takes an applied crime preventative approach, the criminological-philosophical mould of crime prevention is imperative for the effective application of the CPTED. Security and crime prevention training, planning and application, without this approach will remain underdeveloped and outdated. Finally the underlying intention of this research is for this Crime Prevention Intervention Model (CPIM) to be adapted and implemented and to serve as a guide or a benchmark for security practitioners in any industrial environment that has the same crime threats and crime risk challenges. / Criminology and Security Science / D. Rapporten syftar till att undersöka hur medborgarlöften styr polisens lokala verksamhet. Datainsamlingen genomfördes med semistrukturerade intervjuer med kommunpoliser. I intervjuerna framkommer det att medborgarlöftena tas fram via en process som grundar sig i både statistiska data och medborgardialoger. Medborgarlöftenas huvudsakliga fokus ligger på tre punkter, ’Trygghet’, ’Brottsförebyggande’ och ’Ökad kontakt med lokalsamhället’. Utifrån dessa tre fokuspunkter styr medborgarlöftena polisens verksamhet genom att producera ett strategiskt och långsiktigt mål för den lokala polisverksamhetens brottsförebyggande och trygghetsskapande arbete.

Crime at Convenience Stores: Assessing an In-Depth Problem-Oriented Policing Initiative

abstract: Problem-oriented policing (POP) dynamically addresses unique community issues in a way that allows police departments to be cost-effective and efficient. POP draws upon routine activities and rational choice theories, at times incorporating elements of crime prevention through environmental design. A recent systematic review found POP to be hugely popular, but not rigorously assessed or implemented. In 2009, the Glendale, Arizona Police Department and researchers from Arizona State University received funding through the Bureau of Justice Assistance’s (BJA) Smart Policing Initiative (SPI) to target crime at convenience stores through a problem-oriented policing approach. The Glendale SPI team devised an approach that mirrored the ideals put forth by Goldstein (1990), and provided a thorough undertaking of the SARA model. A comprehensive response plan was developed with several proposed responses, including: intervention with Circle K leadership, suppression, and prevention at the six highest-activity stores. Despite a thorough POP implementation, the initial descriptive evaluation of the Glendale SPI reported positive effects on crime, but left questions about the intervention’s long-term impact on convenience store crime in Glendale, Arizona. The policy and theoretical influence of the initiative warrants a more rigorous evaluation. Supplanting the original assessment, a difference in difference model, negative binomial regression, and relative effect size are calculated to ascertain the SPI’s long-term effects on target and comparison stores. Phi and weighted displacement quotient are calculated to determine the existence of displacement of crime or diffusion of benefits. Overall, results indicate support for the project’s effectiveness on crime reduction. Further, none of the six intervention stores experienced crime displacement. Five of the six stores, however, experienced a diffusion of benefits in the surrounding 500-yard area; that is, a crime reduction was observed at the intervention stores and in the surrounding areas of five of these stores. Disorder and property crimes at the targeted stores were most affected by the intervention. One of the intervention stores did experience an increase in violent crime, however. A survey on the influence of crime on a sub-economic suburb in the Cape Metropole

Thesis (Mtech (Public Management))-- Cape Peninsula University of Technology, 2011 / This study examines the influence of crime on the residents of Gugulethu, a previously disadvantaged urban community in the Cape Metropole. The research is particularly focused on the growing crime rate, which is perceived to adversely affect community development.Qualitative and quantitative research methods were employed in this study and two techniques of data collection were adhered to namely, self-administered questionnaires and person-to-person interviews. The target population of the survey were the residents of Gugulethu.The study found that the Gugulethu area suffers from problems associated with high levels of crime, high unemployment and lack of physical infrastructure. Violent crimes such as robbery, rape and assault are commonplace, occurring during daytime as well as at night. The range of criminal activity is comprehensive though. The study found that crime impacted negatively on citizens’ social and economic well-being in that economic opportunities were limited and economic investment curtailed. The situation is similar to that experienced with other deprived areas in the Cape Metropole, including parts of Mitchells Plain as well as Khayelitsha. Gugulethu is a smaller, more established urban area than Khayelitsha.The study forwards several recommendations relating to interventions which should be taken to ensure a secure environment for local residents, potential developers and investors, thus facilitating continued and much needed development in the area. Among the recommendations put forward are the upgrading of local infrastructure, the establishment of a healthy relationship between the community and the police,including the development of such initiatives as effectual Community Policing Forums (CPFs) and community development safety centres.
