O Programa Escola da Família Enquanto Política Pública : Políticas Compensatórias e Avaliação de Rendimento /

Orientador: Alberto Albuquerque Gomes / Banca: Antonio Bosco de Lima / Banca: Everaldo dos Santos Melazzo / Resumo: Este projeto foi desenvolvido no âmbito da Linha de Pesquisa "Políticas Públicas, Organização Escolar e Formação de Professores" do Programa de Pós-graduação em Educação da Faculdade de Ciências e Tecnologia da Universidade Estadual Paulista. Entendemos políticas públicas como medidas e estratégias de caráter público definidas pela ação do Estado em virtude de necessidades e interesses da sociedade. Tendo como horizonte tais políticas, o governo paulista instituiu em 2003 com apoio da UNESCO e outros órgãos não-governamentais, o Programa Escola da Família, favorecendo o acesso das comunidades intra e extra-escolar a modelos de educação não formal, abrangendo toda a rede de escolas da Secretaria de Educação de São Paulo. No final de 2006 com a troca de governo estadual houve um corte drástico de recursos destinados ao programa, e mais de 50% das escolas da rede estadual tiveram as atividades aos finais de semana encerradas por medida direta da Secretaria de Educação. Dessa forma, o objetivo geral deste estudo foi analisar o Programa Escola da Família tomando-o como política pública compensatória, averiguando o seu desenvolvimento junto às populações-alvo; nesse caso dados oficiais foram analisados e um censo foi aplicado para a verificação resultante da relação entre as propostas do Estado e o processo de Cultura da Paz da UNESCO. A metodologia usada obedeceu aos princípios fundamentais descritos na literatura para avaliação de políticas públicas, sendo dessa forma caracterizada como uma pesquisa de avaliação de processo. We can understand public policy measures and strategies of a public character that regulate and define the activities of the state. The direct economic influence of international organizations in the state characterized as a result of multilateral agreements with pre-set targets. Education is the starting point for many of these agreements, the reduction of marginal youth, cultural openness and qualification of manpower processes are typical of social and economic development. The horizon of such policies, the São Paulo government established in 2003 with support from UNESCO and other nongovernmental organizations, the Family School program, encouraging community access and intra-school models of non-formal education, covering the entire network Schools Department of Education of Sao Paulo. At the end of 2006 with the exchange of state government was a drastic cut in funds for the program, and more than 50% of schools in the state have activities on weekends closed by direct measurement of the Department of Education. This paper analyses and describes sorne importan! characteristics of families and the school affecting the students both in their psychosocial development and their school performance. It also emphasizes the characteristics of anxiety that can be trigger by the school and that together with sorne family anxiety peculiarities can increase the number of children who are at risk of having a low school performance and school failure. This paper suggest that in order to improve student's psychosocial development together with school performance, it is important to have an efficient intersystemic communication between the family and the school. It is also importan! to apply reliable strategies, as those contained in the Chilean Educational Reform so as to achieve these goals. / El artículo analiza algunas particularidades familiares y de la escuela que contribuyen a la aparición de estados ansiosos en los alumnos, que afectan tanto su desarrollo psicosocial como su rendimiento escolar. Enfatiza las características de los estados ansiosos que pueden ser provocados o exacerbados por la escuela y que junto con algunas peculiaridades familiares ansiogénicas pueden aumentar el número de niños en riesgo de bajo rendimiento y de fracaso escolar. Sostiene que tanto a través de una comunicación intersistémica eficiente familia-escuela como en el desarrollo de los Objetivos Fundamentales Transversales contenidos en la Reforma educacional chilena, es posible aminorar la sintomatología ansiosa, con el consecuente beneficio tanto para el desarrollo personal afectivo, como en el rendimiento escolar de los alumnos.

It is intended to be investigated whether children who enter the first grade of elementary school, whit more systematic practices of literary reading with and within family, are able to have better reading skills at school. Based on authors like Azevedo (2004 e 2005), Bakhtin (2003 e 2006), Candido (2004), Cosson (2014), Faria (2004), Souza (2004), Spiegel (2001), Vygotsky (1987), Zilberman (1986 e 1987), Huizinga (2012) and others, this research initially presents a reflection on the formation of literary readers and the reading mediation to demonstrate how literary reading favors the child’s transit through the world of invention and fantasy. This process not only results in creative, cognitive, social, and cultural development but also contributes to a more humanized education. In sequence, it is discussed the role of poetry in the construction of the children’s universe of play. Therefore, the books Lili inventa o mundo, Sapato furado and O sapo amarelo, written by Mario Quintana, but these last two used as supplements, were selected as the corpus of analysis of this dissertation. The main goal is to demonstrate how the world of play, fantasy and imagination presented by the poems, effectively contributes to the formation of the child as a reader. Associated with this, some research tools, such as the questionnaire and the interview, were applied. In addition to these, some actions were performed, as part of a field research, as a way to debate how family and school’s mediation (in the early grades) contributes to the child’s education as a reader. The results indicate the importance of the family as the first mediator in the reader’s education process and the continuity of this mediation in the early stages of schooling. However, it is also evident that the school environment is the main guide of the education process of the literary reader, especially the poetry reader. It is believed that the work with this text genre with the student inside classroom can overcome the stage of schooling and allow the adult to keep reading. After all, the teacher is also provocative, conductor of paths for reading, so that the child can, in another phase, venture out alone. / Esta dissertação tem por objetivo analisar e discutir como se dá, na família e na escola, a mediação de leitura literária, com ênfase na leitura de poesia. Pretende-se investigar se as crianças que ingressam no primeiro ano do Ensino Fundamental com práticas mais sistemáticas de leitura literária com e na família conseguem ter mais habilidade de leitura na escola. Tomando-se por fundamento estudos de autores como Azevedo (2004 e 2005), Bakhtin (2003 e 2006), Candido (2004), Cosson (2014), Faria (2004), Souza (2004), Spiegel (2001), Vygotsky (1987 e 1991), Zilberman (1986 e 1987), Huizinga (2012) e outros, apresenta-se, inicialmente, uma reflexão sobre a formação do leitor literário e a mediação da leitura para evidenciar como a leitura literária favorece o trânsito da criança pelo mundo da invenção e da fantasia. Esse processo resulta em um conseqüente desenvolvimento nos campos criativo, cognitivo, social, cultural, bem como contribuir para uma formação mais humanizada. Em seguida, discute-se como a poesia figura na construção do universo lúdico da criança. Para tal, escolheu-se como corpus de análise principal a obra Lili inventa o mundo, de Mario Quintana. Como complemento foram adotadas as obras Sapato furado e Sapo amarelo, do mesmo autor. Tem-se por objetivo principal mostrar como o mundo da ludicidade, fantasia e imaginação apresentado nos poemas contribui de forma eficaz para a formação da criança leitora. Associado a isso, utilizaram-se alguns instrumentos de pesquisa como questionário e entrevista. Desenvolveram-se, em campo, algumas ações para se discutir como a mediação da família e da escola (nas séries iniciais) contribui para a formação da criança leitora. Os resultados indicam a importância da família como primeira mediadora do processo de formação do leitor e sua continuidade na fase inicial de escolarização. Porém, evidencia-se que o contexto escolar é o principal condutor do processo de formação do leitor literário, especialmente, o de poesia. Acredita-se que a exploração desse gênero em sala de aula possa transpor a fase de formação escolar e permitir que o adulto continue a ler. Afinal, o professor é também provocador, condutor de caminhos para a leitura, a fim de que a criança possa, em outra fase, aventurar-se sozinha.

nÃo hà / Este estudo analisou o impacto das estratÃgias de colaboraÃÃo que as famÃlias de um bairro da periferia de Fortaleza e a escola situada nessa mesma localidade construÃram, em parceria, para desenvolver a competÃncia leitora de crianÃas do 2 ano do Ensino Fundamental. Desenvolvido por meio de pesquisa-aÃÃo com dezoito crianÃas e suas famÃlias, possibilitou a intervenÃÃo com prÃticas compartilhadas no ambiente familiar. Nesta pesquisa, as crianÃas interagiram com impressos de diversos gÃneros e portadores textuais (contos clÃssicos da literatura infantil, outros contos em prosa e verso sobre temas variados, revistas infantis, gibis etc.), cujas leituras foram mediadas por pessoas da famÃlia. Uma vez por semana, durante quatro meses, cada crianÃa selecionava, em mÃdia, cinco exemplares para serem lidos no domicÃlio, tendo sido proposta, tambÃm, uma interaÃÃo verbal sobre as leituras realizadas, orientadas por uma ficha de leitura. Os sujeitos que participaram da investigaÃÃo fazem parte de uma comunidade, na qual o Ãndice de analfabetismo à muito alto, e as prÃticas sociais de leitura identificadas em seus domicÃlios, alÃm de reduzidas e pouco diversificadas, atendem, na maioria das vezes, a propÃsitos pragmÃticos, nÃo incentivando, portanto, a participaÃÃo das crianÃas. Como tÃcnicas de coleta de dados, utilizamos a observaÃÃo participante, a entrevista semiestruturada e a anÃlise documental. Os instrumentos foram: questionÃrio sobre a situaÃÃo socioeconÃmica e cultural das famÃlias, questionÃrio com perguntas abertas e diÃrio de campo. Para a coleta de dados sobre a competÃncia leitora e escritora das crianÃas, realizamos individualmente uma sequÃncia de atividades de leitura e de escrita e utilizamos dois instrumentos oficiais: a Prova do PAIC e a Provinha Brasil. A partir das anÃlises dos dados, constatamos que a leitura mediada contribuiu para: a compreensÃo do princÃpio alfabÃtico; a apropriaÃÃo de aspectos linguÃsticos prÃprios da linguagem literÃria dos contos; a diferenciaÃÃo entre aspectos da linguagem oral e escrita; a ampliaÃÃo e construÃÃo de conhecimentos prÃvios (linguÃsticos, textuais e de mundo); a compreensÃo textual (habilidade para identificar o assunto do texto, para identificar informaÃÃes explÃcitas no texto e para fazer inferÃncias) e a capacidade de ler criticamente. As contribuiÃÃes tambÃm se estenderam à famÃlia, provocando mudanÃas atitudinais e conceituais em relaÃÃo à crianÃa e sua aprendizagem. Na anÃlise comparativa dos conhecimentos construÃdos pelo Grupo Controle e pelo Grupo de Sujeitos, este segundo obteve melhores resultados em todos os quesitos avaliados. Em sÃntese, constatamos a ampliaÃÃo dos conhecimentos das crianÃas referentes à lÃngua escrita bem como desenvolvimento de atitudes favorÃveis em relaÃÃo à leitura e a escrita apÃs a interaÃÃo das crianÃas com impressos escolhidos por elas e lidos com a mediaÃÃo de parceiros da famÃlia.

It examines the differences in attitudes towards to l educational needs in primary schools in the certain wiev of disadvantaged children teachers'care, assistants and parents on integration and inclusion in general and in specific cases and aspects of school and family disadvantaged children. According to the current trend, parents can decide about education of their child with specific needs in an ordinary primary school with increased teacherścare, possibly with the support of a teaching assistant, usually according to a prepared individual curriculum because pupils with special educational need have to get individual speed, knowledge and skills often do not have the same level like other students in the classroom. Quality of special care is highly influenced by cooperation among teachers, assistants and parents.

This work aims to look at a new phenomenon of today - distance learning, which has replaced the common full-time form of education in anti-epidemic measures, from the perspective of one selected family. The theoretical part deals with two topics. The first is distance learning, introduction to the issue, its legislative basis and its forms. It deals with the topic of the parent and his important position in distance education, as well as the overall approach of parents to school, which is further reflected in the child's attitude towards school and education. This section also describes the impacts of distance learning on pupils and students, as well as the advantages and disadvantages of distance learning in comparison with regular full-time form of education. The second topic of the theoretical part is a look at the approaches used to work with the family and their principles. Specifically a systemic approach and a narrative approach. It describes the construction of reality in a narrative concept and the school and its place in the story of the family. The bases of this diploma thesis are a family and school cooperation, means of cooperation and ways leading to a cooperation improvement. The submitted work deals with theoretical aspects of the family and school co- operation and a report from a practical investigation on this subject executed at the primary school follows. The research is based on the exploring method of an interview (i.a. via web pages created by myself) for current and future teachers at primary schools and for parents. The work focuses on upgrading and reengineering of communication forms be- tween schools and parents. The parent is considered as a "consumer , a "partner or a "citizen . This point of view is based on the empirical research of the family and school cooperation by Milada Rabušicová and Milan Pol. This research has been executed at the primary schools in Brno. Next, the models of family and school partnerships in accordance with Birte Ravnová are also introduced. A definition of terms: a family (by several experts), a function of family and type of family (in accordance with so-called a "Functionality of family questionnaire ) is introduced. Hodnocení žáků ve škole očima rodičů / Parent's attitude to the school assessment

The thesis deals with the issue of parents' access to school assessment. The theoretical part is focused on basic concepts such as assessment, its form and function and the possibility of objectivity; further outlines the relationship between family and school, their cooperation and the importance of evaluation in the family and in the society. The focus of this thesis is qualitative research, whose goal was to reveal through semi-structured interviews how parents perceive the school evaluation at the primary school. Emphasis is placed on the importance and the meaning that parents attach to evaluation of what they represent the due date and how school evaluation affects their relationship with their children and the school. Based on the research, it was found that the attitude of parents towards evaluation is very ambivalent, driven mainly predominant social discourse, own image of a child and satisfaction with the school and teacher.
