Assessment of non-formal adult education and training centres’ enabling environments for employment and poverty reduction in Kwazulu-Natal, South Africa

Non-formal adult education and training (NFET) in South Africa was adopted in 1990 with the aim to respond to the learning needs of adults who do not have access to formal education; to increase their employment opportunities; to reduce the high rates of poverty in the country and to enhance social inclusion (Aitchison, 2007:2-4). The study was informed by a concern that graduates from NFET centres in KwaZulu-Natal continue being unemployed and excluded from the labour market. The goal of the study was to assess the enabling environments (internal and external) of non-formal adult education and training centres in enabling trainees’ employment and poverty reduction in KwaZulu-Natal. The researcher used the mixed methods research approach in conducting the study. Quantitative data was gathered through a survey and qualitative data by means of multiple-case studies and interviews. A total sample of 472 participants was drawn from 21 centres in four districts of KwaZulu-Natal (KZN). The study’s findings indicate that at micro-level, the internal training delivery environments are significantly effective in contributing to technical and business skills acquisition. At macro-level, the policies, regulations and institutional environments create external enabling environments to foster skills utilisation in the labour market. However, at meso-level (centre level), the weak institutional centre linkages result in graduates not having access to essential post-training support, community resources, public goods and services which could enable them to access employment in KwaZulu-Natal. The study concludes that NFET programmes can foster adult trainees’ employment if the centres create adequate linkages with external enabling environments for skills utilisation in the labour market in KwaZulu-Natal. Adult centres that focus on self-employment in income-generating activities are more likely to create external enabling environments in terms of formal and informal linkages with other stakeholders who provide post-training support to graduates. The study proposes an integrated framework for NFET centres to create the internal and external enabling environments for wage-employment and/or self-employment of NFET graduates in KwaZulu-Natal. The role of the principal in educator professional development

The study investigated how principals discharge their responsibilities with regard to educator professional development and what factors, if any, assist or hinder principals in the execution of their responsibilities for educator professional development. The following research question informs this study: "What role do principals play in educator professional development in secondary schools in Gauteng Province?" The theoretical framework used in this study is that of human capital theory. In the words of Van Loo and Rocco (2004:99), human capital theory is "an economic approach to the evaluation of the costs and benefits of the investment in skills and knowledge", and in this regard, it implies investment in people themselves in education and training with a view to enhance economic productivity and competence, in this case, educational output. The study followed a qualitative research design wherein data were collected through semi-structured interviews with principals and two educators in four secondary schools, two fee-paying and two no-fee paying schools, in Gauteng Province. The sampling method used was convenience sampling because of practical constraints, namely, time and costs, involved. This study found that principals do play a role, though not appropriately, in educator professional development in secondary schools. In some schools, it was found that proper management of professional development programmes was non-existent, and this led to educators being not clearly sure of what role their principals play exactly in their professional development. Principals indicated that most professional development activities were carried out by the district offices. Some principals were not certain of what the scope of professional development entails and in this way, they were not quite sure where exactly development was required. It became evident that the Integrated Quality Management System (IQMS), as a developmental tool, was reported not to be efficiently implemented in most schools in this study, and challenges faced were also attributed to poor management of the process by the Staff Development Team (SDT), including the principals. / Dissertation (MEd)--University of Pretoria, 2016. / Education Management and Policy Studies / MEd / Unrestricted

Retention of Direct Care Professionals Supporting Intellectually Disabled Individuals

In the health and human service industry, employee turnover affects business practices and causes disruption of the lives of vulnerable individuals with intellectual disabilities receiving support. Using a human capital conceptual framework perspective, the purpose of this multiple case study was to explore strategies used to increase employee retention. The criteria for participation included organizational leaders from 3 Pennsylvania human service agencies that supported individuals with intellectual disabilities, tracked employee turnover for at least 2 years, and developed strategies to increase employee retention. Organizational leaders volunteered to participate and the first 3 organizations meeting the criteria were selected. Data collection included semistructured telephone interviews with organizational leaders, in addition to a review of company policies and turnover data. The interviews were transcribed and participants were asked to member check the draft findings. Constant comparison analysis occurred to analyze collected data. The findings included that the human capital theory alone did not inform retention strategies. Reoccurring themes included retention strategies that focused on developing the organization's intellectual capital through development of human capital, structural capital, and relational capital. Organizational leaders could develop intellectual capital to reduce employee turnover costs, increase employee productivity, create a stable life for the individuals in need of support, and develop relationships with the community where integration occurs. The implications for positive social change include the potential to reduce employee turnover to organizational leaders from Pennsylvania agencies supporting individuals with intellectual disabilities.

Does foreign aid make a difference? a case study of the Boseele Association in Northern Lesotho.

Lesotho is a country plagued by underdevelopment and poverty. This research is a case study of an indigenous community organisation in the northern district of Botha-Bothe in Lesotho. Boseele is a rural development organisation which attracted international donor investment in the aftermath of the Lesotho Highlands Water Project. The study aims at investigating the impact of capacity development processes on Boseele and its members. The study identified capacity building landmarks over a period of ten years. A case study approach was used within a qualitative research design. Data was collected through individual and group interviews, observations, story-telling and transect walks. The results were analysed through thematic, chronological, narrative and document analysis. Boseele’s successes with CIDA funding reflect positive foreign aid contributions towards the work of civil society organisations in Lesotho. However, setbacks and lack of continuity by a nursery project funded by MS-Lesotho show that the empowerment process is vulnerable where social and economic problems of individual members and communities are not fully addressed.

<p>This study employs the Human Capital Theory (HCT), which postulates that the education of women is positively related to the likelihood of their labour force participation, in order to investigate quarterly dynamics in the labour force. This approach is an advancement of knowledge gained from previous studies such as Serumanga-Zake and Kotze (2004) and Ntuli (2004) who investigated the annual dynamics in FLFP. Investigating quarterly dynamics in FLFP is prudent as the market economy is very dynamic particularly at a point when the world economy is experiencing recession. Data for the study are extracted from the 2008 Quarterly Labour Force Survey conducted by Statistics South Africa. Logistic regression analysis modeling was employed with the dependent variable, FLFP, as a binary outcome. Other variables controlled in the analysis are gender, population group, age, marital status, education status, sector, main industry, main occupation and province. The results show that there is association between education status and FLFP status. Findings from this research are expected to contribute to the knowledge about trends in FLFP in South Africa and aid in planning of interventions aimed at improving the status of women as one of the critical steps in achieving the Millennium Development Goals.</p>

School Choice and Private Schooling : A comparative case-study between Greece and Sweden

Over the past three decades, privatization and school choice have been introduced and embodied in the vocabulary of several national education policies. Although free education has been constituted, private schooling has been steadily growing its presence over the last years in Greece and Sweden. Parents are asked to choose among different school alternatives in an attempt to find the school that ‘fits them the best’. This study aiming to examine the phenomenon of private schooling and the factors that affect parental school choice, outlined a comprehensive framework of the national policies about private schools and school choice in both countries. Furthermore, the Human Capital, Human Rights and Capability approaches consisted the theoretical background of the study and framed the analysis of its research findings. The case study design of the research provided an in-depth exploration of the two national contexts, enriching the study with empirical data. Twenty semi-structured interviews with education professionals and parents from both countries shed light on the reasons behind the school choice towards private schools. Regarding the findings of the research, several kinds of educational inequalities and social segregation were identified because of the fact that not all parents have access to school choice under equal terms.

No capÃtulo um deste trabalho està o problema de pesquisa, com Ãnfase na questÃo de como està chegando à educaÃÃo esse discurso do empreendedorismo, da empregabilidade, do investimento em capital humano, via polÃticas pÃblicas de educaÃÃo, atravÃs de ÃrgÃos da prefeitura como a Secretaria de EducaÃÃo e a de Desenvolvimento EconÃmico do municÃpio. In chapter one of this work is the research problem, with emphasis on the question of how education is coming to this discourse of entrepreneurship, employability, human capital investment, through public policies of education, through bodies such as City Hall Secretary Education and Economic Development in the city. In Chapter Two is a discussion of the liberal governmentality perspective in its German (ordoliberalismo) and American (neoliberalism), emphasizing its discontinuities / continuities. For this discussion, is done in dialogue with Michel Foucault, from the book Birth of Biopolitics, taking it as the main theoretical framework. In chapter three, the discussions revolve around the challenges facing crises in their capital maintenance and what that meant in companies located in the periphery of world capitalism. In the sections of this chapter is a discussion on redefining the role of the Brazilian state and how the capital is articulated to install a new governmentality that gave rise to a normative, creating the conditions for the installation of a governmentality neoliberal. In chapter four is focused on the particulars submitted by the State of Ceara in relation to the implementation of structural policies, among them the internalization of the industry through the Department of Trade and Industry. It shows how this policy came to affect the city, highlighting the complexity of cooperation circles of action systems refunctioning enablers of the city, from the location of industries, revealing the role of the state and its interference in the restructuring of space in the city . In the fifth chapter, from interviews with a former secretary of education, the current education secretary, and Secretary of Economic Development, are established connections between his speeches and documents of the Ministry of Education, such as New Guidelines Law and the Education and National Education Plan. At the municipal level, the Municipal Education Plan and the Pact for Education Horizon show how education policies, influenced by the Human Capital Theory and the culture of entrepreneurship education are coming to the city. In concluding remarks, presents itself as entrepreneurial education proposes an understanding of man as the inclusion of individuals is the responsibility themselves, through investments in education, human capital.

Contribuição do curso de mestrado profissional na trajetória dos seus egressos

Based on the theory that promotes education as a decisive part in opportunities to increase the percentage of income level, increased employability, innovation capacity and skills development. From the perspective of human capital, we opted for the application of an electronic questionnaire along with four universities in Brazil that offer profissonal masters courses in controllership and accounting. The survey identified 140 questionnaires answered. After collecting data, they were analyzed with the technique of factor analysis, which allowed the identification and interpretation of the factors extracted from existing variables. Among other factors, were identified as relevant: Visibility and Professional Strengthening, Enhancement and Development in Teaching and Research, Employability and income increased through competitiveness. This research also makes a contribution, the data collection tool that can be improved and targeted for future research in topics related to this. / Com esta pesquisa procurou-se identificar os principais fatores que estão ligados à contribuição do Curso de Mestrado Profissional em Controladoria e Contabilidade na Trajetória dos seus Egressos, além de conhecer aqueles fatores que influenciaram a escolha pelo curso e outros que representam as mudanças provocadas pelo mestrado profissional após a sua conclusão. Baseou-se na teoria que promove a educação como peça decisiva nas oportunidades de aumento do percentual do nível de renda, empregabilidade, capacidade de inovação e aumento de habilidades. Sob a ótica da teoria do capital humano, optou-se pela aplicação de um questionário eletrônico junto aos egressos de quatro universidades no Brasil que ofertam os cursos de mestrado profissional em controladoria e/ou contabilidade. A pesquisa totalizou o resultado de 140 questionários respondidos de forma integral. Após a coleta de dados que ocorreu entre os meses de abril e maio de 2012, os mesmos foram analisados com a técnica multivarida denominada análise fatorial, o que permitiu a identificação e interpretação dos fatores extraídos das variáveis existentes no questionário enviado aos egressos. Dentre outros fatores, foram identificados como relevantes: a Visibilidade e Fortalecimento Profissional; Aprimoramento e Desenvolvimento em Docência e Pesquisa e Empregabilidade e Aumento de Renda pela Competitividade Profissional. Estes fatores podem ser considerados por futuros candidatos a esta modalidade de mestrado, bem como, para as instituições de nível superior que pretendem implantar o mestrado profissional. Esta pesquisa deixa, também, como contribuição o instrumento de coleta de dados que pode ser aprimorado e direcionado para futuras pesquisas em temas relacionados a este.
