Historical Treaties entered into with Indigenous peoples are often a source of conflict. This conflict is connected to treaty implementation, which tends to be at the sole discretion of the domestic jurisdiction. Accordingly, a one-sided interpretation of a two-sided agreement is a problematic approach. This thesis will explore key concepts of Indigenous law, in relation to the historical Treaties made with the Crown. Particular emphasis will be on the Anishinaabe in Treaty No. 3 in Turtle Island, the State now known as Canada. Indigenous law will be grounded in widely accepted international law principles, which may allow for further insight by the Treaty partners. Through grounding the Indigenous perspective of the true spirit and original intent of the Treaties, explanation can be drawn out and further understanding between the parties will occur. Mutual understanding, along with respect, is part of the foundation to the reconciliation process of the relationship between Indigenous and non-Indigenous peoples. / February 2016

Producing leaders : an ethnography of an indigenous organisation in the Peruvian Amazon

This thesis is based on fieldwork undertaken in a multi-ethnic indigenous organisation, the Native Federation of Madre de Dios and tributaries (FENAMAD), in the Amazonian region of Madre de Dios in Peru. I explore the question “what is a good leader?” and offer a contribution to the literature on indigenous movements by focusing on the significant role that indigenous communities play in the development of leaders. Alterity is at the heart of the Federation as the leaders, who are elected to represent the communities, have to deal with various “others” on a daily basis, both indigenous and non-indigenous. The main focus is on how alterity is managed and made productive by the leaders. By analysing the instrumental use of the term hermano (brother) in indigenous politics I try to understand the way in which the “outside” is constantly defined and redefined in an attempt to produce a stable “inside” space in which indigenous politics can take place. I look at how the native communities affiliated to the organisation actively work towards establishing leaders who fulfil certain roles and expectations, which may at times be different to those promoted by the state. My ethnography shows that communities expect good leaders to be consecuente (consistent, trustworthy). I look at the process of “becoming a leader” and how the experience of these new leaders is understood as both performative and authentic, as an expression and outward display of their values and identity. By problematising authenticity, I explore how leaders not only tap into indigenous discourses, as performance of an identity for Western audiences, but use strategic markers (such as indigenous dress) and discourse to establish themselves as legitimate representatives in their own communities, as the base from which they draw power. Llegando bien a la comunidad (doing right by your community) is seen to be a motivating factor in a leader’s actions and choices, and this highlights the importance given by leaders to being seen in a good light by their home communities. In analysing the importance of presencia en las comunidades (presence in the communities), I show how this helps to embed leaders in community life, both during their time as leaders and afterwards. I also relate the leadership role to its function in “producing people”, as empowered and able to act. The role of the Federation in the production of knowledge is explored to uncover the links between power and knowledge, whereby knowledge becomes significant for constituting power in leaders and communities. An analysis of the language used during important events such as the triannual congress offers insight into how both leaders and communities are producing each other. It is through language that leaders work to produce a trustworthy, reliable social body, necessary for the continuance of the Federation and for furthering its aims of indigenous autonomy and self-determination.

AN ABSTRACT OF THE DISSERTATION OF Gabor Hardy, for the Doctor of Philosophy degree in Speech Communication, presented on 8 March, 2012, at Southern Illinois University Carbondale TITLE: A RITUAL IN PERSPECTIVE: AN ETHNOGRAPHIC ANALYSIS OF A LAKOTA SUNDANCE AT HOOSIER NATIONAL FOREST MAJOR PROFESSOR: Dr. Jonathan Gray Using ethnographic methods, interviews, observations, and participation of and in indigenous rituals, I discuss the ways in which Western and American Indian notions of spirit, human beings and their place in the world, and the practice of spirituality differ in action, thought, and word. Since the time of the Renaissance the supremacy of "rational" or "reasonable" modes of thinking has influenced the modern world. Many American Indian writers, shamans, and Sundance chiefs believe that an understanding of their approach to the Divine may never be apprehended without some sort of actual experience. This indigenous perspective differs in substantial ways from hegemonic, Christian and Western linear modes of thinking. I draw on my attendance at numerous Sundance rituals, readings by American Indian spiritual leaders, and ethnographic work done at the Salt Creek Sundance ritual to articulate and streamline major differences and similarities that exist in both approaches. Through participation and dialogue, a distinct indigenous spiritual approach emerges that is difficult to reconcile with traditional Christian and Eurocentric world views. As I hope to demonstrate, the appearance and performance of American Indian ritual serve to not only challenge Western colonial perspectives, but also to empower indigenous approaches to spirit. In order to cultivate a more tolerant approach to the diversity and various modes of spiritual expression, a change in consciousness is needed, not necessarily for the American Indian worldview, but from the current ethnocentric worldview of the US Government which holds this form of government as the highest accomplishment of any nation thus far. This dissertation offers an approach that probes the relationship between an earth based religion and a monotheistic religion. Finally, I present a vision that allows for an understanding and/or appreciation of a spiritual approach which remains alien to Western approaches and conceptualizations of spirit. Farming and Meaning at the Desert's Edge: Can Serer Indigenous Agricultural and Cultural Systems Coevolve Towards Sustainability?

Indigenous agroforestry systems, or the intentional use of trees and livestock in croplands, have a long history in the West African Sahel. In many locations, they have long contributed to food security and climate change resilience. But a century or more of cash cropping and use of modern agricultural inputs and tools has meant that no such agroforestry systems remain intact, and many are extinct, including in west-central Senegal, where the Serer historic mixed farming and pastoral strategies previously provided resilience to cyclical droughts and colonial-era agricultural and economic change but are now neither intact nor extinct. This study examines the current state of Serer agroecosystems, considering who uses what elements of the old systems, who has introduced what elements of nonindigenous farming systems, and whether this combination of local and imported farming systems is a coherent and sustainable fusion, or an incoherent pastiche leading toward agrarian collapse. I argue that, depending on how farmers integrate new models with the technical and cultural elements of the old system, a coherent fusion may result, with positive implications for sustainability, climate change adaptation, soil replenishment, crop yield, and livelihood resilience. This mixed-methods study draws upon literature from cultural ecology, agroecology, socioecological resilience, and history to interpret farmers’ accounts of changing agrarian practices. The study links ethnographic findings to empirical analysis of soil conditions and land use change. With these tools, my research sheds new light on the evolving role of local techniques and knowledge in the struggle to maintain agricultural productivity, as Sahelian communities confront soil fertility depletion, food insecurity, and climate change. The study finds that farming communities in this region can strengthen their livelihood resilience and enhance crop yields if they update elements of the well-adapted historic farming system, employ new techniques and tools, and in the process, forge coherent farming systems that still make cultural sense to farmers. / 10000-01-01

The Globalization of Indigenous Women's Social Movements and the United Nations System 1992-2012

abstract: "The Globalization of Indigenous Women's Movements and The United Nations System (1992-2012)" is a comprehensive study of the globalization of indigenous women's movements that materialized in the early 1990s. These movements flourished parallel to other transnational social movements, such as International Zapatismo, the World Social Forum, and Gender as Human Rights Movement, yet they are omitted and remain invisible within transnational and global social movement literature. This study is an inscription of these processes, through the construct of a textual space that exposes a global decolonial feminist imaginary grounded in the oral histories of thirty-one international indigenous women leaders. The primary site for this study is the United Nations Permanent Forum on Indigenous Issues (UNPFII), a venue where contact amongst indigenous women worldwide occurs annually at the United Nations (UN) Headquarters in New York City. This qualitative study uses decolonial and feminist methodology to examine in-depth semi-structured interviews, transcriptions of key speeches, plenaries and interventions made by indigenous women at the United Nations Permanent Forum on Indigenous Issues and other relevant international forums, and field notes compiled from my full-participant and participant-observation in international forums. My dissertation makes two claims. First, I argue that indigenous women have made formal gains within the UN System via an unprecedented process of simultaneously accepting, contesting and altering the structural opportunities and constraints present within the UN. These processes made it possible for UNPFII's actors and their key claims to be effectively integrated within the multiple agencies that make up the UN. I identify key Indigenous actors and trace their claims for social justice, which have transcended the domestic sphere to the global political arena. Second, I argue that, globalization has reconfigured transnational political spaces for indigenous women activists and that these UN advocates frame their claims for rights in a unique way, in a process that combines individual human rights as well as collective indigenous peoples rights. / Dissertation/Thesis / Ph.D. Justice Studies 2012

Reclaiming spaces between: Coast Salish Two Spirit identities and experiences

The seed for this research germinated deep in the lands of our Coast Salish ancestors thousands of years ago. As a Coast Salish Two Spirit researcher, I noticed there is a striking absence of west coast Indigenous and Coast Salish specific knowledge about Two Spirit identities, experiences and vision work in academic and community circles. Therefore, this research was conducted exclusively on Coast Salish territories, with Coast Salish identified Two Spirit participants and allies. I apply my Four House Posts Coast Salish methodology in an Indigenous research framework, and through storytelling and art-based methods, this study asks - How does recognition of Coast Salish Two Spirit identity and experience contribute to community wellness and cultural resurgence? The intention of this study is to offer pathways for intergenerational healing and reconnections, cultural revitalization and transformation by weaving traditional Indigenous knowledges with contemporary narratives, in order to increase voice and visibility of Coast Salish Two Spirit People. / Graduate

Exploring the role of Indigenous-based support in post-secondary education: the on-campus Friendship Centre at Grande Prairie Regional College

In response to the Truth and Reconciliation Commission of 2015, and the longstanding advocacy of Indigenous peoples, there is a national movement within Canada to better support Indigenous students in post-secondary institutions. Research that is strength-based, Indigenous-led, and community-focused recognizes the wealth of existing Indigenous knowledge, practices and programs across Canada. This includes the variety of interventions which are being employed to Indigenize and decolonize post-secondary institutions, such as the On-Campus Friendship Centre at Grande Prairie Regional College. The On-Campus Friendship Centre, which is an Indigenous-based support program for all students, has been running for nearly two decades. Nationally, there are 125 Friendship Centres, yet the On-Campus Friendship Centre is the only one that is directly situated within a post-secondary institution. Through the guidance of my Métis Sash Research Framework, which I created to reconcile Indigenous and qualitative methodologies, I have engaged in research that explores the role of the On-Campus Friendship Centre in the experiences of Indigenous students at Grande Prairie Regional College. From my findings, I discuss the role of the On-Campus Friendship Centre and address prominent challenges within the program. I also highlight wise-practices for improving Indigenous-based support within post-secondary institutions across Canada. / Graduate / 2019-08-31
