A narrativa pretende apresentar as experiências dos trabalhadores marítimos que delineiam proximidades para além fronteiras nacionais, contribuindo para romper com barreiras historiográficas que se desenham conforme os limites geo-econômicos nacionais. Apresentam-se, de início, os ambientes naturais apreendidos como espaços que se formam ao sofrerem a ação do homem, portanto, espaços dinâmicos que estabelecem fronteiras que podem não coincidir com as linhas demarcadas pelos Estados. A mobilidade da fronteira possibilita o emprego de mão-de-obra precarizada em Mato Grosso, arregimentada no Paraguai e no norte Argentino. Da mesma forma, a urbanização de cidades do antigo Sul de Mato Grosso é explicada a partir dessa percepção de transnacionalização da região. No interior dos navios que faziam a ligação entre o Mato Grosso e o Prata, visualiza-se a conjugação do tempo da natureza, do tempo da máquina a vapor e das relações que os homens estabeleciam com esses elementos e entre si no cotidiano do trabalho. Nos bairros portuários, local de moradia e de convivência desses trabalhadores, tenta-se identificar as diferenças e semelhanças dos marítimos com os outros em terra. Na seqüência prioriza-se o estudo das organizações operárias de Assunção, para entender as inter-relações dos movimentos operários no Cone-Sul americano, especialmente dos marítimos. Os momentos de greves e boicotes são privilegiados na apreensão da solidariedade internacional de classe. Finaliza-se a tese apontando para a existência, no Cone-Sul, de duas faces do movimento operário: a luta organizada e a repressão coordenada, ambas internacionalmente / Abstract: Having the ship, the river and the port as priviledged spaces and the crew as main characters, this research is an approach to ¿words of work¿ that flowed through river Plate and Paraguai river, passing by Buenos Aires, Montevideo, Assunción and Corumbá ports, geographically connected by Platina Basin waters and, in a social perspective, by working relations and working class resistence (at the beginning of the XX century). This narrative intends to present maritime workers experiences that outline proximities beyond national borders, this way contributing to break historiographic barriers outlined according to natural geo-economic limits. At the beginning we present two natural surroundings seized as spaces formed by man¿s action, so, dinamic spaces that have established limits that can ou cannot agree with limits marked out by the States: this frontier mobility permits the use of precarious labor workmanship in Mato Grosso, employed in Paraguay and North of Argentina. In a similar way, cities urbanization at the South of Mato Grosso can be explained from this perception of regional transnationalization. Aboard the ships that sail from Mato Grosso to Plata rivers, we can have a joint view of nature time. Stean machine time and the relations men establish with these elements and among themselves in their daily work. In port neighbourhoods (barrios), living and social places of these workers, we try to identify differences and similarities of these meritime workers with others in land. Then, we try to give priority to a study on labour organizations from Assunción, to understand interlations among Cone-Sul american labour movements, particularly sea workers. Strike and boycott moments are priviledged places to understand international class solidarity. Este trabalho analisa documentos restritos e secretos do Departamento de Estado norte-americano, principalmente os Relatórios Mensais do Trabalho, relatórios do FBI, da CIA e do Departamento do Trabalho dos Estados Unidos, e procura descrever a ação dos Adidos Trabalhistas Americanos e Ingleses no Brasil, no período de 1943 a 1952, como elementos-chave na política externa dos Estados Unidos, direcionada à possível intervenção em assuntos internos brasileiros. O presente estudo destaca, igualmente, a tarefa de líderes sindicais norte-americanos, ligados à Federação Americana do Trabalho e ao Departamento de Estado - em visita ao Brasil no período descrito -, no intento de obter a cooptação de líderes sindicais brasileiros para a associação na formação de uma grande Central Sindical Mundial, cujo intuito era o controle do movimento operário do Brasil e de outros países sob sua influência. Acrescenta-se a esta tese a análise do papel desempenhado por autoridades brasileiras e suas participações dentro do projeto do Departamento de Estado, ou seja, de interferência norte-americana em nossos assuntos internos. / This work is based on the analysis of restricted and secret documents from the State Department of the United States, mainly the Monthly Labor Reports , Reports from FBI, CIA and from the Labor Department of the United States. This study tries to describe the action of the American and British Labor Attachés in Brazil, from 1943 to 1952, as a key element in the American foreign policy towards the possible interference in the internal affairs of Brazil. At the same time this study highlights the work of the labors leaders of the American Federation when they visited Brazil, in that period, to convice the Brazilian Labor leaders to join a World Federation of Labor, whose intention was to control the Brazilian Labor Movement. This study also analyses the roll of the Brasilian authorities and their participation in this State Department Project, which meant interference in the internal Affairs of Brazil

Bolshevik Britain: An Examination of British Labor Unrest in the Wake of the Russian Revolution, 1919

The conclusion of the First World War brought the resumption of a struggle of a different sort: a battle between government and labor. Throughout 1919, government and labor squared off in a struggle over hours, wages, and nationalization. The Russian Revolution introduced the danger of the bolshevik contagion into the struggle. The first to enter into this conflict with the government were the shop stewards of Belfast and Glasgow. The struggle continued with the continued threats of the Triple Alliance and the police to destroy the power of the government through industrial action. This thesis examines the British labor movement during this revolutionary year in Europe, as well as the government's response to this new danger.

State control and social resistance : the case of the Department of National Defence Relief Camp Scheme in B.C.

This thesis constitutes a sociological analysis of the establishment and operation of the Department of National Defence Relief Camp Scheme in British Columbia. During the Great Depression of the 1930s, unemployment reached unsurpassed levels, when the dependent Canadian economy could not export its primary resources. Faced with a fiscal crisis, the Canadian state was unable to support the dramatically increased number of destitute. The position of B.C. was particularly serious due to its economic dependence upon the export of raw resources. Thousands of single unemployed men who had been employed in resource industries, and for whom no adequate relief provisions were available, congregated on the west coast and became increasingly militant in their demands for 'work and wages'. The radicalization of this group was perceived as a threat that was beyond the capacity of usual state social control mechanisms. As a result, the Canadian state was obliged to undertake exceptional, repressive measures to contain these unemployed. This was accomplished through the Department of National Defence Relief Camp Scheme. Despite this extended state action, the dissident unemployed were not adequately suppressed, and the B.C. camps were characterized by a high level of militancy. The violent Regina Riot of July 1, 1935 served to break the momentum of the radical, single unemployed relief camp inmates. In 1936 the DND relief camp scheme was dismantled, and the single unemployed were dispersed. The DND relief camp scheme is examined in light of theories of the capitalist state and its role in society. It is concluded that the fiscal crisis of the 1930s rendered the Canadian state unable to mediate between the demands of the unemployed and the requirements of capital. Construindo redes sociais, projetos de identidade e espaços políticos : a imprensa operária no Amazonas (1890-1928)

Esta tese tem como objetivo central analisar, através das folhas operárias que circularam no Amazonas na Primeira República, como os seus militantes estabeleceram contatos, conexões e interações e, no seio dos circuitos desenhados, elaboraram e fizeram circular projetos de identidade operária que, de forma imbricada, tinham como finalidade a criação de espaços políticos legítimos de mudança social. Para isso, utilizou-se a imprensa operária como tema e objeto central de análise e reflexão histórica, abordando-a numa perspectiva que a toma como objeto e fonte de estudo concomitantemente. Desse modo, num primeiro momento, procurou-se identificar os militantes que estavam por trás dos jornais voltados aos trabalhadores para, em seguida, entender como eles costuraram relações com lideranças de outros estados e até de outros países. Nesse intento, a análise de redes sociais foi importante, pois possibilitou a visualização dos contatos, das conexões e das interações da militância operária, contribuindo, assim, para a compreensão da movimentação de ideias sociais e políticas que dinamizaram o movimento operário local Em seguida, certificou-se que, nas redes visualizadas, a fração organizada dos operários elaborou (e fez circular nelas) projetos de identidade operária que caminharam em duas direções: a primeira, de unidade do operariado em geral, vislumbrava o reconhecimento e a distinção em relação a outros setores sociais (sobretudo o patronato e as “classes perigosas”) e tinha como pilar a posição de que o trabalhador era o elemento propulsor da sociedade, criador da riqueza e do “progresso” de um país; o segundo, de diferenças e distinções internas (entre os trabalhadores), evidenciava a diversidade existente no mundo do trabalho. Para perceber esse processo foi utilizado o conceito de projeto e de identidade. Por fim, verificou-se que essas conexões e interações estabelecidas pelas lideranças e a construção de projetos de identidade direcionados aos operários surgiram no sentido de promover a constituição de espaços políticos que concorressem para mudanças sociais. Neste caso, utilizou-se a categoria de esfera pública na perspectiva habermasiana. Confirmou-se que as lideranças operárias intentavam constituir uma esfera pública, visando atingir os espaços deliberativos, de decisão política. / This thesis aims to analyze, through the workers' works that circulated in Amazonas in the First Republic, how its militants established contacts, connections and interactions and, within the circuits drawn, elaborated and circulated projects of worker identity that, in a way imbricated, aimed at creating legitimate political spaces for social change. For this, the working press was used as the central theme and object of analysis and historical reflection, approaching it in a perspective that takes it as object and source of study concomitantly. Thus, at first, we sought to identify the militants behind the workers' newspapers and then to understand how they sewed relations with leaders from other states and even from other countries. In this attempt, the analysis of social networks was important because it made possible the visualization of the contacts, connections and interactions of workers 'militancy, thus contributing to the understanding of the movement of social and political ideas that stimulated the local workers' movement Next, it was verified that in the networks seen, the organized fraction of the workers elaborated (and circulated in them) projects of workers' identity that walked in two directions: the first one, of unit of the working class in general, glimpsed the recognition and distinction in relation to other social sectors (especially the patronage and the "dangerous classes") and had as a pillar the position that the worker was the driving force of the society, creator of the wealth and "progress" of a country; the second, of internal differences and distinctions (among workers), showed the diversity in the world of work. To understand this process was used the concept of design and identity. Finally, it was verified that these connections and interactions established by the leaderships and the construction of projects of identity directed to the workers suggest in the sense of promoting the constitution of political spaces that concur for social changes. In this case, the category of public sphere in Habermasian perspective was used. It was confirmed that the workers' leaders tried to constitute a public sphere, aiming to reach the deliberative spaces, of political decision.

Les centres de travailleurs : un moyen d’élargir le champ d’action syndical? : études de cas

Le monde du travail connaît actuellement de grandes transformations. Le modèle nord-américain d’organisation syndicale ne semble plus permettre au mouvement syndical de répondre efficacement à ces transformations, favorisant le développement de plusieurs initiatives de renouveau syndical. Pour évaluer les impacts d’initiatives de renouveau syndical, nous avons développé un modèle basé sur le concept de zone syndicale (Haiven, 2003, 2006). Nous avons dû déterminer les facteurs définissant la zone syndicale, comme la littérature était muette à ce sujet. En utilisant d’abord la théorie des déterminants de la densité syndicale (Schnabel, 2003), nous avons intégré au modèle les éléments de la théorie des ressources du pouvoir syndical (Lévesque et Murray, 2010) pour considérer les facteurs internes aux syndicats qui influencent la zone syndicale. L’intégration de ces trois théories dans un modèle unifié constitue une innovation théorique significative. Le modèle a été appliqué à deux centres de travailleurs : le Vermont Workers Center et le Centre des Travailleurs de St-Rémi. Dans les deux cas, ces initiatives ont permis d’élargir la zone syndicale. Par contre, le Centre du Vermont applique les principes du syndicalisme communautaire, en cherchant à développer du leaderhsip chez ses membres (Cranford et Ladd, 2013), alors que celui de St-Rémi applique un syndicalisme de mobilisation, où le leadership s’exerce par les organisateurs syndicaux (Camfield, 2007). Cette différence et leurs différents mandats font que les impacts des deux cas étudiés diffèrent. D’autres études sont nécessaires pour améliorer le modèle proposé. Ce dernier demeure malgré tout un outil pour les chercheurs ou les syndicats qui veulent évaluer des initiatives ou des pratiques syndicales et permettre, à terme, d’augmenter l’influence du mouvement syndical sur le marché du travail et la société. / The labor market is undergoing major changes. The north-american model of union organization seems to not allow the labor movement to respond effectively to these changes, which have contributed to the development of several union renewal initiatives. To evaluate the impacts of union renewal initiatives, we have developped a model based on the concept of union zone (Haiven 2003, 2006). We had to determine the factors defining the union zone, as the litterature was silent about that subject. Using at first the theory of the determinants of the union density (Schnabel, 2003), we have integrated elements of the theory of union power resources (Lévesque and Murray, 2010) to the model to consider the internal factors for the unions that can influence the union zone. The integration of these three theories in one unified model constitute a significant theoritical innovation. The model was applied to two workers centers : the Vermont Workers Center and the St-Rémi Workers Center. In both cases, these union renewal initiatives have enlarged the union zone. On the other side, the Vermont center applies the principles of community unionism, seeking to develop leadership among its members (Cranford and Ladd, 2003), while the St-Rémi center applies the principles of mobilization unionism, in which leadership is exercised rather by union organizers (Camfield, 2007). This difference and their different mandates made the impacts in the two studied cases different. Further studies are needed to improve the proposed model. It remains a tool that can be useful for researchers or unions who want to evaluate the impacts of union initiatives or practices and, eventually, increase the influence of the labor movement on the labor market and society.

Workers of the Word Unite!: The Powell's Books Union Organizing Campaign, 1998-2001

The labor movement's groundswell in the 1990s accompanied a period of intense competition and conglomeration within the retail book sector. Unexpectedly, the intersection of these two trends produced two dozen union drives across the country between 1996 and 2004 at large retail bookstores, including Borders and Barnes & Noble. Historians have yet to fully examine these retail organizing contests or recount their contributions to the labor movement and its history, including booksellers' pioneering use of the internet as an organizing tool. This thesis focuses on the aspirations, tactics, and contributions of booksellers in their struggles to unionize their workplaces, while also exploring the economic context surrounding bookselling and the labor movement at the end of the twentieth century. While the United Food and Commercial Workers (UFCW) auspiciously announced a national campaign in 1997 to organize thousands of bookstore clerks, the only successfully unionized bookstore from this era that remains today is the Powell's Books chain in Portland, Oregon with over 400 workers represented by the International Longshore and Warehouse Union (ILWU) Local 5. Local 5's successful union campaign at Powell's Books occurring between 1998 and 2000 is at the center of this study and stands out as a point of light against a dark backdrop of failed union attempts in the retail sector during the latter decades of the twentieth century. This inquiry utilizes Local 5's internal document archive and the collection of oral histories gathered by labor historians Edward Beechert and Harvey Schwartz in 2001 and 2002. My analysis of these previously unexamined records demonstrates how Powell's efforts to thwart the ILWU campaign proved a decisive failure and contributed to the polarization of a super majority of the workforce behind Local 5. Equally, my analysis illustrates how the self-organization, initiative, and unrelenting creativity of booksellers transformed a narrow union election victory to overwhelming support for the union's bargaining committee. Paramount to Local 5's contract success was the union's partnership with Portland's social justice community, which induced a social movement around Powell's Books at a time of increased political activity and unity among the nation's labor, environment, and anti-globalization activists. The bonds of solidarity and mutual aid between Local 5 and its community allies were forged during the World Trade Organization (WTO) demonstrations in Seattle in 1999 and Portland's revival of May Day in 2000. Following eleven work stoppages and fifty-three bargaining sessions, the union acquired a first contract that far exceeded any gains made by the UFCW at its unionized bookstores. The Powell's agreement included improvements to existing health and retirement benefits plus an 18 percent wage increase for employees over three years. This analysis brings to light the formation of a distinct working-class culture and consciousness among Powell's booksellers, communicated through workers' essays, artwork, strikes, and solidarity actions with the social justice community. It provides a detailed account of Local 5's creative street theater tactics and work stoppages that captured the imagination of activists and the attention of the broader community. The conflict forced the news media and community leaders to publicly choose sides in a labor dispute reminiscent of struggles not seen in Portland since the 1950s. Observers of all political walks worried that the Portland cultural and commercial intuition would collapse under the weight of the two-year labor contest. My research illustrates the tension among the city's liberal and progressive populace created by the upstart union's presence at prominent liberal civic leader Michael Powell's iconic store and how the union organized prominent liberal leaders on the side of their cause. It concludes by recognizing that Local 5's complete history remains a work in progress, but that its formation represents an indispensable Portland contribution to the revitalized national labor movement of the late 1990s.
