[pt] Com o fim da Guerra Fria, o ressurgimento dos movimentos
nacionalistas e separatistas, principalmente na Europa
Oriental e na antiga União Soviética, ganhou relevância no
estudo das relações internacionais. Na base destes
movimentos encontra-se o modelo do Estado-Nação, ou seja,
a idéia de que a nação tem direito de estabelecer seu
próprio Estado, cujas fronteiras devem ser congruentes com
as da comunidade nacional. Esta idéia, aliada à presença de
minorias nacionais em grande parte dos Estados do
sistema internacional, tem sido fonte de constante ameaça à
paz e estabilidade internacionais, levando, em várias
ocasiões e regiões distintas, aos chamados conflitos
étnicos. Em última instância, tais conflitos ocorrem
porque, afinal de contas, o mesmo território é reivindicado
por ambos os movimentos nacionalistas: o estatal e o
independentista. Enquanto o primeiro reivindica o
direito de inviolabilidade territorial dos Estados, o
segundo reivindica o direito à autodeterminação
dos povos. Neste sentido, o presente estudo analisa a
desintegração da Iugoslávia - sob o prisma da política
nacionalista sérvia - que surge como paradigma ideal dos
problemas decorrentes da busca pela superposição entre a
nação - enquanto comunidade cultural - e o Estado -
enquanto comunidade política. / [en] With the end of the Cold War, the resurgence of the
nationalist and separatist movements, especially in Eastern
Europe and in the former Soviet Union, has gained
prominence in the studies of international relations. On the
ground of these movements is the Nation-State model, this
is, the idea that the nation has the right to establish
its own State, whose boundaries are supposed
to be congruent with those of the national community. This
idea, together with the presence of national minorities in
many of the States in the international system, has been a
source of continuous threats to international peace and
stability, leading, in many different regions and
occasions, to the so-called
ethnic conflicts. In the end, such conflicts take place
because, after all, the same territory is claimed by both
the nationalist movements: the statist and the
independentist. While the first one claims the right of
territorial inviolability of States, the second one claims
the right of self-determination of peoples. In this
sense, the present study analyses the disintegration of
Yugoslavia - through the glasses of serbian nationalist
policies - that emerges as an ideal paradigm of the
problems resulting from the pursuit of the superposition
between the nation - as a cultural community - and the
State - as a political community.

[pt] Em países como Irã e China, alguns grupos religiosos tem enfrentado diversas dificuldades no que tange a sua liberdade religiosa, em especial os cristãos, alvo desta pesquisa. Tais restrições envolvem o impedimento de culto, detenções, prisões entre outros, todas estas devido a escolha do cristianismo como religião. Ser cristão nesses países, significa ter muitos direitos básicos privados. Por este fator, o tema direitos humanos também ganha destaque neste estudo. Tais grupos são vistos como ameaças do ponto de vista dos dois governos. Eles representam valores distintos aos expostos pelos líderes. Através dos estudos produzidos pela Escola de Copenhague é possível analisar como os grupos minoritários cristãos se tornaram uma ameaça. Esses estudos, dentro do campo de Segurança Internacional, nos permite analisar a ameaça como um conceito mutável. Ou seja, é possível avaliar como os cristãos se tornaram uma ameaça para os governos iraniano e chinês. Logo o objetivo central é avaliar quando e porque esses grupos se tornaram uma ameaça para esses governos. Através dos estudos da Escola de Copenhague, o caso dos grupos minoritários cristãos no Irã e na China serão abordados como exemplos que comprovem as perspectivas teóricas. / [en] In countries like Iran and China, some religious groups have faced many difficulties regarding their freedom of religion—particularly Christians, the subject of this research. Such restrictions include the forbiddance of worship, detention, and imprisonments among others, all of these because the choice of Christianity as a religion. Being a Christian in these countries means being private of many basic rights. For this factor, the human rights issue is also emphasized in this study. Such groups are seen as threats from the point of view of the both Chinese and Iranian governments. They represent different values than the ones exhibited by their leaders. Through the studies produced by the Copenhagen School is possible to analyze how the minorities Christians groups have became a threat to those governments. These studies, in the fields of International Security, allow us to analyze the threat as a mutable concept. Therefore the main objective is to assess when and why these groups became a threat to those governments. Through the studies of the Copenhagen School, the case of minority Christians in Iran and China are discussed as examples to prove the theoretical perspectives.

[pt] Em meados do século passado, tratados de direitos humanos e normas éticas de regulação da pesquisa não foram suficientes para impedir, na prática, violações à dignidade da pessoa humana em experiências médicas praticadas em minorias sociais. Hodiernamente, há um complexo de normas que objetivam não só proteger voluntários como lhes garantir equitativo acesso aos resultados das pesquisas. Contradições e interpretações equivocadas dessas normas, entretanto, limitam a plena efetivação dessas garantias, essenciais em relação às minorias sociais, diante da sua falta de representação política na sociedade. Neste sentido, um estudo exploratório-descritivo foi realizado através de revisão da literatura e aplicação de questionário elaborado para comparar as respostas apresentadas pelos comitês de revisão ética do Brasil e da França. Concluiu-se que é imprescindível que o preceito da repartição de benefícios seja aplicado, na prática, de forma ampla, em todas as pesquisas, inclusive naquelas que utilizam dados pessoais e amostras corporais, especialmente com relação às minorias sociais, para que as pesquisas oportunizem a todos a percepção do progresso científico-tecnológico. / [en] In the middle of the last century, treaties of human rights and the setting of ethical principles regarding human experimentation were not enough to prevent, in practice, violations of the dignity of the human person in medical experiments practiced in social minorities. Nowadays, there is a complex set of rules that aim not only to protect volunteers but also to ensure equitable access to research results. Contradictions and misinterpretations of these norms, however, limit the full realization of these guarantees, essential in relation to social minorities, in face of their lack of political representation in society. In this sense, an
exploratory-descriptive study was carried out by reviewing the literature and applying a questionnaire designed to compare the responses presented by independent ethics committees from Brazil and France. It was concluded that it is imperative that the benefit-sharing be broadly applied in all research, including
those that use personal data and body samples, especially with regard to social
minorities in order to make progress increasingly accessible to all. / [fr] Au milieu du siècle dernier, les traités relatifs aux droits de l homme et les normes éthiques de la réglementation de la recherche n ont pas suffi à prévenir les violations de la dignité de la personne humaine dans les expériences médicales pratiquées contre les minorités sociales. Il existe, aujourd hui, un ensemble complexe de règles qui visent non seulement à protéger les volontaires, mais aussi à garantir un accès équitable aux résultats de la recherche. Les contradictions et les interprétations erronées de ces normes limitent toutefois la pleine réalisation de ces garanties, essentielles par rapport aux minorités sociales, face à leur manque de représentation politique dans la société. Dans ce sens, une étude
exploratoire-descriptive a été réalisée en passant en revue la littérature et en appliquant un questionnaire destiné à comparer les réponses présentées par les comités d éthique du Brésil et de la France. Il a été conclu qu il est impératif que le principe du partage des avantages soit largement appliqué dans toutes les
recherches, y compris celles qui utilisent des données personnelles et des échantillons corporels, notamment en ce qui concerne les minorités sociales, afin que les progrès scientifiques soient accessibles à tous.
