Выпускная квалификационная работа (магистерская диссертация) посвящена исследованию государственных закупок в системе финансирования деятельности Министерства обороны Российской Федерации. Предметом исследования выступает комплекс экономических отношений, возникающих в процессе осуществления государственных закупок в целях обеспечения государственных нужд в области национальной обороны и безопасности. В первой главе рассматривается методология механизма обеспечения государственных оборонных нужд в контексте формирования федеральной контрактной системы, а также субъекты и объекты финансового контроля в сфере ГОЗ. Во второй главе исследованы расходы на национальную оборону в разрезе подразделов и главных распорядителей бюджетных средств. Анализируется уровень исполнения, динамика расходов Федерального бюджета по данному направлению, а также влияние расходов национальной обороны на ВВП, безработицу и налоговую нагрузку в Российской Федерации. В третьей главе рассматриваются особенности осуществления финансового мониторинга в сфере гособоронзаказа путем банковского и казначейского сопровождения контрактов, а также приводятся способы совершенствования финансового контроля при выполнении гособоронзаказа. Актуальность исследования определяется необходимостью разработки предложений по совершенствованию системы экологического мониторинга в ГО Нижний Тагил одного из городов-участников эксперимента по комплексному квотированию выбросов рамках Федерального проекта «Чистый воздух» и национального проекта «Экология».

Методика ценообразования и снижение доли накладных расходов в составе себестоимости продукции может являться одним из конкурентных преимуществ предприятий, выполняющих Государственный оборонный заказ. Целью магистерской диссертации является разработка методического подхода к ценообразованию на продукцию оборонных предприятий, ориентированного на получение преимуществ при распределении бюджетных средств. В работе рассматривается понятие эффективности расходов бюджета на выполнение Государственного оборонного заказа, вопросы ценообразования на оборонную продукцию и возможности повышения конкурентоспособности предприятий отрасли. В качестве источников использовалась научно-исследовательская и методическая литература, нормативно-правовые акты и финансовая отчетность организаций в открытом доступе. В магистерской диссертации был предложен методический подход к ценообразованию на продукцию предприятий оборонно-промышленного комплекса России, основанный на разработанной модели распределения накладных расходов между видами оборонной продукции, для целей формирования рейтинга конкурентоспособности претендентов по критерию эффективного использования бюджетных ресурсов. / The pricing methodology and the reduction of the share of overhead costs in the cost of production can be one of the competitive advantages of enterprises that fulfill the State Defense Order. The purpose of the master's thesis is to develop a methodological approach to pricing for the products of defense enterprises, focused on obtaining advantages in the distribution of budget funds. The paper deals with the concept of the efficiency of budget expenditures for the implementation of the State Defense Order, the issues of pricing for defense products and the possibility of improving the competitiveness of enterprises in the industry. The sources used were research and methodological literature, regulatory legal acts and financial statements of organizations in the public domain. In the master's thesis, a methodological approach to pricing for the products of enterprises of the Russian military-industrial complex was proposed, based on the developed model of the distribution of overhead costs between types of defense products, for the purpose of forming a rating of the competitiveness of applicants according to the criterion of effective use of budget resources.

The essence of the program-target approach is to offer a way to solve the most important economic and social problems, which involves the development of a system of policy measures to minimize or even eliminate the problem. The object of the research is the implementation of the program – target management in the educational organization development. The subject of the research is the program-target management of the educational organization as a tool of its development. The purpose of the study is to analyze the program – target management of the educational organization development on the basis of the state policy, and to develop a program of the educational organization development. Scientific and practical novelty of the results: We have clarified the basic concepts of the program-target management and identified its characteristics at the municipal level; The system of principles of the organization of program-target management of the educational organization development is proved; We have also identified the main defects of the organizational and productive solutions in the modern Russian practice; the program of the educational organization development is developed; We have justified the productive options of the basic tasks for improving the program-target management organization. Предмет исследования – программно-целевое управление общеобразовательной организации как инструмент развития. Цель исследования – проанализировать программно-целевое управление развитием общеобразовательной организации на основе государственной политики и разработать программу развития общеобразовательной организации. Практическая значимость полученных результатов состоит в том, что осуществлен анализ 10 программ развития общеобразовательных организаций г. Екатеринбурга и определены основные индикаторы развития, которые включают в себя строгую отчетность и рейтингование полученных результатов. Однако, как показало исследование, в программах отсутствует такой показатель как «эффективность». Предложенная программа развития общеобразовательной организации представляет собой методическое руководство к ее разработке.

Автор рассматривает реализацию компетентностного подхода в профессиональном развитии государственных гражданских и муниципальных служащих, разработка проектных рекомендаций по его совершенствованию. Объектом исследования является реализация компетентностного подхода в профессиональном развитии государственных гражданских и муниципальных служащих. В процессе исследования были изучены теоретические основы профессионального развития государственных гражданских и муниципальных служащих; проанализированы особенности применения компетентностного подхода в профессиональном развитии муниципальных служащих в Администрации города Екатеринбурга; выявлены основные проблемы и предложены пути их решения. Работа содержит следующие положения научной новизны: усовершенствована методика оценки консолидированного финансового состояния предприятия ОПК как меры финансового риска; развита методика оценки финансовых рисков от невыполнения государственного оборонного заказа на предприятиях ОПК; предложена методика акцентированного управления рисками, основанная на авторском подходе к оценке финансовых рисков от невыполнения государственного оборонного заказа на предприятиях ОПК. The results obtained in the course of the work are intended to provide more accurate forecast data on the financial condition of the defense industry enterprise, to form an information basis for the implementation of administrative procedures for managing the risks of military-industrial enterprises, and also to reduce corporate costs for leveling risk situations, while ensuring the enterprise the target level of sustainability financial condition.

В работе раскрываются причины востребованности российского образования среди японских и китайских студентов посредством сопоставления международных событий и изменения в иностранном контингенте советских и российских вузов. На основе материалов социологического опроса, проведенного автором среди японских и китайских студентов, международных событий, данных ранее проведенных исследований и статистических данных из архива УрГУ/УрФУ, автор определяет ключевые факторы влияния на формирование восприятия российского высшего образования китайскими и японскими студентами на современном этапе. / The thesis shows the cause of demand for Russian education among Japanese and Chinese students by comparing international news and dynamics of international students’ amount in soviet and Russian universities. Through different methodological concepts of sociological survey conducted by of author among Japanese and Chinese students, international events, previous researches and statistical data of USU/UrFU contemporary records, author tries to find the key factors influencing the perception of Russian higher education by Japanese and Chinese students in modern times.
