The process of creating technological innovations in enterprises for the processing of non-ferrous metals is characterized by high complexity and complexity, which stems from the large number of functional units involved, as well as the need to balance the interests of individual functional units with client requirements and achieve an acceptable level of economic efficiency for the enterprise. Therefore, the development of a set of issues dedicated to the management of technological innovation is an important and urgent task. The main idea of the study is that the existing system of organizing business processes for the creation and management of technological innovations in enterprises for the processing of non-ferrous metals in the current economic situation does not allow effective management of the business process. The paper presents a process approach to management, the main feature of which is that when optimizing the process, you must be able to stop on time. The novelty of the thesis lies in the development of an algorithm for managing technological innovation in enterprises for the deep processing of non-ferrous metals. A feature of the algorithm is the choice of the direction of innovation, taking into account the capabilities of the enterprise, the analysis of customer requests, the determination of the required parameters for implementation, the selection of the owner of the process and the determination of key performance indicators, which makes it possible to reasonably make managerial decisions and effectively use all types of enterprise resources. / Процесс создания технологических инноваций на предприятиях по глубокой переработке цветных металлов характеризуется высокой сложностью и комплексностью, которая проистекает из большого количества задействованных функциональных подразделений, а также необходимостью балансирования интересов отдельных функциональных подразделений с требованиями клиента и достижением приемлемого уровня экономической эффективности для предприятия. Поэтому разработка комплекса вопросов, посвящённых управлению технологическими инновациями, представляет собой важную и актуальную задачу. Основная идея исследования заключается в том, что существующая система организации бизнес-процессов создания и управления технологическими инновациями на предприятиях по глубокой переработке цветных металлов в сложившейся экономической ситуации не позволяет эффективно управлять бизнес-процессом. В работе представлен процессный подход к управлению, основной особенностью которого является то, что при оптимизации процесса необходимо уметь вовремя остановиться. Новизна диссертации заключается в разработке алгоритма управления технологическими инновациями на предприятиях по глубокой переработке цветных металлов. Особенностью алгоритма является выбор направления инноваций с учётом возможностей предприятия, анализ запросов заказчиков, определение требуемых параметров для внедрения, выбор владельца процесса и определение ключевых показателей эффективности, что позволяет обоснованно принимать управленческие решения и эффективно использовать все виды ресурсов предприятия.

Выпускная квалификационная работа (магистерская диссертация) посвящена исследованию финансирования инновационных систем в гостиничном секторе Республики Башкортостан. Актуальность темы исследования определяется потребностью предприятий и всего сектора туризма в целом в постоянном обновлении и внедрении инновационных продуктов и услуг. Основной целью выпускной квалификационной работы является финансовое обоснование внедрения инновационной системы умный дом в гостиничном комплексе «Родина Deluxe». / Graduation work (master's thesis) is devoted to the study of financing innovative systems in the hotel sector of the Republic of Bashkortostan. The relevance of the research topic is determined by the need for enterprises and the entire tourism sector as a whole to constantly update and implement innovative products and services. The main goal of the final qualification work is the financial justification for the introduction of the innovative smart home system in the Rodina Deluxe hotel complex.

В данной работе исследуется влияние типов предпринимательства на экономический рост. В рамках синергетического эффекта рыночно-ориентированной реформы рассматривается влияние типов предпринимательства на экономический рост и выдвигаются соответствующие предложения по политике государства в рамках поддержки предпринимательства в КНР. Цель работы – исследование роли предпринимательства в развитии экономики КНР и разработка предложений по развитию предпринимательской деятельности в Китае. Новизна исследования заключается в том, что получены и обоснованы экономико-статистические оценки влияния предпринимательства на экономический рост КНР, а также предложен алгоритм поведения для развития предпринимательской деятельности в Китае с учетом особенностей исследованных типов предпринимательства. / This paper examines the impact of types of entrepreneurship on economic growth. As part of the synergistic effect of the market-oriented reform, the influence of types of entrepreneurship on economic growth is considered and relevant proposals are put forward for state policy in the framework of supporting entrepreneurship in the PRC. The purpose of the work is to study the role of entrepreneurship in the development of the PRC economy and develop proposals for the development of entrepreneurial activity in China. The novelty of the study lies in the fact that economic and statistical estimates of the impact of entrepreneurship on the economic growth of China have been obtained and substantiated, and an algorithm of behavior for the development of entrepreneurial activity in China has been proposed, taking into account the characteristics of the studied types of entrepreneurship.

В теоретико-методологическом разделе представлена характеристика и оценка современного состояния теории по GR-деятельности и внедрению компетентностного подхода в образовании, раскрыта сущность и содержание ключевых понятий диссертации: «GR-технологии», «компетенции», «компетентностный подход», предложена классификация GR-технологий. Практический раздел посвящен проектированию новых форм взаимодействия основных стейкхолдеров системы образования, а именно проведению форсайт–сессии по теме «Реформирование системы образования: проблемы и перспективы компетентностного подхода» на базе Уральского федерального университета. Общее количество страниц магистерской диссертации – 109, работа содержит 10 таблиц, 7 приложений. / Master thesis consists of an introduction, two chapters, conclusions, bibliography and annexes. In the theoretical-methodological section of this research we provides a description and evaluation of the current status of the theory to GR-activity and the introduction of competence-based approach to education, the essence and content of key concepts of the thesis: "GR-technologies", "competence","competence approach", classification of GR technologies. Practical section we are dedicated to designing new forms of interaction between major stakeholders in the education system, namely the holding of Foresigth session on education reform: issues and prospects of a competent approach to base of Ural Federal University. The total number of pages of the master thesis-109, the work contains 10 tables, 7 applications.

The paper discusses scientific approaches and technologies of interaction of business with authorities. In the first Chapter proved the relevance of the topic of the thesis. In the second Chapter the basic technology of Government Relations (GR) as applied to innovative companies of Ekaterinburg. The third Chapter describes the conducted study in innovative companies of Yekaterinburg, to identify the most popular technologies GR. Developed a strategy for the promotion of innovation as a specific GR-technology. Relying on the provisions of the thesis, it will be possible to use the tools of this technology in the scientific analysis of the problems of development of state and municipal management and in the practical sphere of increase of efficiency of interaction of business with authorities. / В работе рассмотрены научные подходы и технологии взаимодействия бизнеса с органами власти. В первой главе доказана актуальность темы диссертации. Во второй главе рассмотрены основные технологии Government Relations (GR) применительно к инновационным компаниям г. Екатеринбурга. В третьей главе описывается проведенное исследование в инновационных компаниях г. Екатеринбурга, для выявления наиболее популярных технологий GR. Разработана стратегия продвижения инноваций как специфическая GR-технология. Опираясь на положения диссертации, можно будет использовать инструментарий данной технологии как в научном анализе проблем развития государственного и муниципального управления, так и в практической сфере повышения эффективности взаимодействия бизнеса с органами власти.

Предметом исследования выступает анализ взаимосвязей и взаимозависимостей, возникающих в процессе организации и функционирования системы обязательного медицинского страхования как звена финансовой системы России и предложить изменения в обеспечения достаточности финансирования системы здравоохранения. В заключении обозначены рекомендации по совершенствованию методики распределения субвенций, направленных из бюджета Федерального фонда обязательного медицинского страхования бюджетным территориальным фондам обязательного медицинского страхования на осуществление переданных органам государственной власти субъектов РФ полномочий Российской Федерации в сфере обязательного медицинского страхования. / Final qualifying work (master's thesis) is devoted to the study of financial and organizational innovations in the system of compulsory health insurance. The subject of the research is the analysis of interrelations and interdependencies arising in the process of organization and functioning of the system of compulsory medical insurance as a part of the financial system of Russia and to suggest changes in ensuring the adequacy of financing of the health care system. In conclusion, the recommendations on improving the method of distribution of subventions directed from the budget of the Federal compulsory medical insurance Fund to the budget territorial funds of compulsory medical insurance for the implementation of the powers of the Russian Federation in the field of compulsory medical insurance transferred to the state authorities of the subjects of the Russian Federation are outlined.

Применение инноваций обуславливает сокращение трудозатрат, связанной с обработкой хозяйственных операций, а также получение от использования данной информации при проведении ее анализа более точных результатов. Цель работы заключается в совершенствовании форм и обработке учетно-аналитических данных для соответствия формам и порядку учета автоматизированных интеллектуальных систем управления малыми предприятиями. В качестве объекта данной работы рассматривается функциональность интеллектуальных автоматизированных систем. Задачами данной работы определяются следующие направления в виде: стандартизации форм и порядка получения учетно-аналитических данных организации в отношении функциональности автоматизированных интеллектуальных систем; создания единого алгоритма осуществления анализа учетных данных предприятий; формирования правил для использования автоматизированных интеллектуальных систем на участках налогового учета и отчетности; разработки правил для использования автоматизированных интеллектуальных систем на участках товарно-материальных ценностей, их списания и контроля остатков. / In order to provide correct and desired information for the management and founders of companies, information systems must be adapted in accordance with the specifics of the enterprise. The use of innovations leads to a reduction in labor costs associated with the processing of business transactions, as well as obtaining more accurate results from the use of this information when analyzing it. The purpose of the work is to improve the forms and processing of accounting and analytical data in order to comply with the forms and procedures for accounting of automated intelligent management systems for small businesses. The object of this work is the functionality of intelligent automated systems. The tasks of this work define the following directions in the form: standardization of the forms and procedure for obtaining accounting and analytical data of the organization in relation to the functionality of automated intelligent systems; creating a unified algorithm for analyzing the accounting data of enterprises; formation of rules for the use of automated intelligent systems in areas of tax accounting and reporting; development of rules for the use of automated intelligent systems in the areas of inventory, their write-off and control of balances.

В первой главе представлены особенности технологии сопровождаемого проживания лиц с ментальной инвалидностью как инновационной технологии социального обслуживания. Для этого в главе охарактеризованы основные теоретические подходы для исследования сопровождаемого проживания, описаны основные механизмы нормативно-правового регулирования сопровождаемого проживания в федеральном и региональном законодательстве. Во второй главе проанализирован опыт применения технологии сопровождаемого проживания в России и за рубежом. Во второй части второй главы по материалам самостоятельного эмпирического исследования выявлены факторы реализации сопровождаемого проживания в Свердловской области. В заключении приведены основные выводы, полученные в результате теоретического и эмпирического исследования. Общий объем работы составляет 111 страниц. / The final qualifying work consists of an introduction, two chapters, a bibliography, annexes. The introduction substantiates the relevance of the chosen topic, sets the goal and objectives of the study. The first chapter presents the features of the technology of accompanied living of persons with mental disabilities as an innovative technology of social services. To this end, the chapter describes the main theoretical approaches to the study of accompanied residence, describes the main mechanisms of legal regulation of accompanied residence in federal and regional legislation. The second chapter analyzes the experience of using the technology of accompanied residence in Russia and abroad. In the second part of the second chapter, based on the materials of an independent empirical study, the factors of the implementation of accompanied residence in the Sverdlovsk region are revealed. In the conclusion, the main conclusions obtained as a result of theoretical and empirical research are presented. The total volume of work is 111 pages.

Целью исследования является разработка методического подхода и рекомендаций для более эффективного определения потенциальных потребителей продукта инновационного проекта в строительной сфере. Предметом – организационно-управленческая деятельность по поиску потенциальных потребителей продукта инновационного проекта. В качестве методологического инструментария в данной работе использовались маркетинговые инструменты, а также инструменты проектного управления. Для решения поставленных задач применялись методы ранжирования и прогнозирования, экспертный и логические методы, обобщения, группировки, а также табличные и графические методы представления полученных результатов. / The aim of the study is to develop a methodological approach and recommendations for more effective identification of potential consumers of the product of an innovative project in the construction industry. The subject is organizational and management activities to find potential consumers of the product of an innovative project. As a methodological toolkit in this work, we used marketing tools, as well as project management tools. To solve the set tasks, ranking and forecasting methods, expert and logical methods, generalizations, groupings, as well as tabular and graphical methods for presenting the results were used.
