國家永續發展合理電價關鍵因素之研究 / A Study on Key Factors for the Reasonable Electricity Price for National Sustainable Development

適逢電價調漲階段,引發各界對於電價合理化之諸多討論,在民主意識高漲的現今社會,公營事業的角色開始受到轉型與挑戰,如何制訂出既能符合民意,同時亦能達到目標的政策是不可忽視的課題。因此本研究採用模糊層級分析法(Fuzzy analytic hierarchy process),以永續發展的三大框架-經濟、社會與環境做為建構國家永續發展合理電價關鍵因素的主要層級,並由國內外文獻分析彙整出此三個構面下與電價相關的九個次層級和二十二個子層級。根據 20 位電價政策相關之政府機關、能源電業領域之學者以及一般產業用戶填寫問卷之結果,歸納出臺灣在永續發展的前景下,制訂合理電價之關鍵因素,研究結果發現: 權重值在 0.2 以上有 4 項,大幅領先其他項目,前三名分別為臺電發電成本之權重(0.393)最高,其次為反映核能輻射汙染成本(0.3761)、需要維生設備之病患電價優惠(0.279)以及節約能源效益(0.2679)。顯示出合理電價之考量應確實反映發電成本,而在電力對環境的議題上,核能汙染問題是最被關注的選項,大幅超過對其他環境汙染因子的考量。接著在照顧弱勢的社會層面中,以予以需要維生設備之病患電價優惠最為優先,其原因可能在於缺電成本高於其他同層面的低收入戶及身障機構。整體評估而言,三項最大的權重值平均分佈在主層級的三大面向中,顯示國家永續發展之合理電價應兼顧經濟、社會與環境的平衡發展。

台商赴俄羅斯投資障礙之評估---以電機產業為例 / An Assessment of Taiwanese Investment Obstacles in Russia --- A case of Electronic Industry

台俄雙方展開經貿交流已經有十多年的歷史了,但這十幾年來台灣與俄羅斯之間的經貿關係 不論於貿易額上或雙邊各種對於投資者法規的簽定上沒有較突破性的進展,台商在俄羅斯市場 面臨重重的困境,台灣企業到俄羅斯投資時究竟遇到哪些障礙?本論文將運用模糊理論的概念,以「模糊德菲法」與「模糊層級分析法」作為研究分析方法,藉此篩選出台商赴俄羅斯所面臨投資障礙的重要性程度,以了解台商赴俄羅斯所面臨眾多投資障礙中哪些對台商影響最為嚴 重。本論文的問卷發放將分為兩階段:第一階段先發放模糊德菲法專家問卷期望透過產官學三方面決策群體的意見確立架構與各項評估因子,第二階段再進行模糊層級分析法以求算各進入 障礙的權重關係。依據本研究的結果我們可以歸納出: 1. 在經過專家訪談以及文獻回顧所歸納出的五大構面台商赴俄投資障礙,立法、社會、經濟、金融、政治中、立法以及政治方面的問題是對赴俄羅斯投資的台商受影響最大的。 2. 立法問題上投資法令不透明,中央地方法令的規定不一是影響台商最大的。 3. 經濟金融方面高度的通貨膨脹以及高關稅重複課稅銀行體系不健全為台商赴俄投 資所面臨經濟金融方面的障礙。 4. 社會方面當地緊密的關係網絡對於台商在俄羅斯的阻礙相當大,由於俄羅斯社會 上對於關係仍相當重視無法打入當地的生活圈阻礙了台商於俄羅斯當地的投資。

以灰區間數修正模糊層級分析法下專家意見評估模式進行供應商選擇 / Use Grey Interval Number to Revise FAHP Method in Vendor Selection Process

本研究主要目的為透過灰色區間數的概念,利用其解決小樣本不確定問題的特性,修正在模糊層級分析法 (Fuzzy Analytic Hierarchy Process, FAHP) 下專家 (評估小組) 意見回饋時的不確定因素來進行供應商評選,使專家 (評估小組) 在進行指標或構面間比較時,能夠反映最真實的意見。 研究方法以模糊層級分析法為基礎進行供應商選擇,藉由模糊數概念解決舊有分析層級程序法中主觀及不精確的問題,並透過灰色區間數的概念,利用其解決小樣本不確定問題的特性,解決在進行模糊層級分析過程時,評選人員數量少而導至意見回饋樣本數較少,難以估算的問題;或評估人員對於語意尺度認知不明確,而成意見回饋時的不精確,避免因為這些原因,造成評估結果不準確,導至決策的偏差。 透過專家 (評估小組) 針對需求擬定參考構面及構面下的指標,利用層級的結構,將其做有系統的連結,透過專家 (評估小組) 針對各構面及各構面下指標間的強弱依據的回答,依此結果進行分析層級程序法的計算,找出各構面及各構面下指標間權重,進行供應商評選。 本研究實驗設計假設情境為在MTO生產流程下,透過系統動態學建構流程模型,模擬製造商生產運作。另外再設立專家意見實驗組及對照組,藉由同組評估小組填答不同意見所得的權重,加乘模擬所產生的供應商基本資料轉換為相對強度得分,進行研究方法運算,再比對模擬產生之績效結果,驗證所選供應商績效的確是最佳,驗證本研究所提出之選商方法確實有效。 / In the environment of globalization, the cooperation between enterprises and the suppliers has changed closeness into diversity. How to look for the best supplier in the use of objectivity in order to meet the need of product becomes very important. Nowadays, every industry aims at the international and various developments. Materials that consist in a product may come from every corners of the world; in that case, we have more choices in picking the suitable copartner. However, the standard of the suppliers has a big influence in the production quality. This research based on Fuzzy Analytic Hierarchy Process (FAHP) use to supplier selection. Use fuzzy number to solve the problems about subjective and imprecise in Analytic Hierarchy Process (AHP). And solve the problem about small sample and uncertain situation, sometimes come about who can’t clearly understand the meaning about item to choice, during jury making decision by Grey Interval Numbers. This situation may bring about incorrect results and wrong decision. This research makes a case under the MTO (make-to-order) producing process by SCOR model. Build the System Dynamic process model to simulate the supplier’s production process. And there have two different questionnaires result every different item’s weight. Herewith prove using this research method to select supplier is feasible and efficacious. Based on the evaluation criteria of need, we hope that enterprises can make an objective and correct decision in choosing the appropriate supplier.

如何永續發展已成為人類面臨的重大議題,依據先進國外之經驗,透過智慧電網之相關技術,可以有效的提升能源效率與達成節能減碳之目的。在國外建置智慧電網的過程中,往往從先進讀表基礎建設(Advanced Metering Infrastructure, AMI)切入,AMI對往後智慧電網的延伸發展有很大的影響。 因此,本研究旨在探討我國未來發展AMI創新政策之關鍵因素和其優先排序。首先藉由蒐集次級資料瞭解主要先進國家的AMI相關發展經驗,以及目前我國AMI的發展現況,再透過文獻探討國家創新政策,並以Rothwell &Zegveld之國家創新政策理論作為基礎架構,建立層級結構,運用模糊層級分析法(Fuzzy Analytic Hierarchy Process, FAHP ),針對國內AMI之相關產官學人員進行專家問卷調查,並整理出各項政策因素的權重排序,求出影響台灣發展AMI之創新政策關鍵因素。 從本研究實證結果顯示主層級之三項政策構面中相對權重最重的是「環境面」,在次層級十二項政策工具中,「公共服務」、「資訊服務」、「法規管制」的相對總權重最重,其為目前台灣發展AMI創新政策中最急需政府優先考量的關鍵因素。 / The sustainable development has become major issue for human. According to the experience of foreign advanced countries, it can achieve the purpose effectively of improving energy efficiency and reducing carbon emissions through the related technologies of smart grid. In the process of building smart grid abroad, it often cuts into the Advanced Metering Infrastructure (AMI). AMI has a great influence on the future extending development of the smart grid. Therefore, the study explores the key factors and precedence of AMI innovation policy in future development of our country. First, understanding the relative development experience of AMI in major advanced countries through collecting the secondary data and the current development situation of AMI in our country. Second, exploring country innovation policy through literature review, and taking theory of Rothwell & Zegveld as infrastructure to build up hierarchical structure, and using FAHP (Fuzzy Analytic Hierarchy Process) method to conduct experts survey for relative persons of industry - government - academy of domestic AMI. Then, collating the sort weights for various policy factors. Finally, finding out key factors that affect development of Taiwan’s AMI innovation policy. From the empirical results of the research shows that the most important relative weights in three main policy dimensions of the hierarchy is the “environmental surface”. The relative total weights of “public service”, “information service” ,“regulation control” and “political strategic policies” are the highest among twelve policies. They are key factor of most urgent priority for government to consider among developing AMI innovation policies in current Taiwan.

台北都會區主要幹道空間改造計畫之模糊多評準評估之研究-以台北市忠孝東路、羅斯福路為例 / Fuzzy Multiple Criteria evaluation of Taipei metropolitan major arterial spatial transforming schemes

都會區之主要幹道除為串連交通行為的空間外,更為眾多活動發生之場域,然在以機動車輛為主之道路空間規劃下,許多都市問題與亂象發生,由此1990年代提倡都市規劃應以「人」為本的新都市主義(New Urbanism)思潮出現,針對都市空間景觀倡導運用都市設計、永續運輸等策略,創造適宜人居之都市環境。而台北市為台灣首善之都,雖自民國80年起進行一連串都市空間檢討,然仍忽略主要幹道空間,而台北都會區大眾捷運網絡基本雛形已於民國89年底完成,路網設計多沿主要幹道興建,營運至今,民眾對公共運具之使用率確有增加並降低部分汽車使用量。由此,若能重新檢討並調整道路空間比例,基於人車共存之概念,綠美化主要幹道景觀,營造正面感受之環境意象,可提升市民對所居都市之認同感,亦可符合民眾日益昇高之生活環境品質要求,創造優質都市環境。 / 有鑑於此,本研究以台北都會區主要幹道為研究空間,忠孝東路、羅斯福路部份路段為實驗場域,進行幹道空間之檢討與空間改造計畫之評估,將「以人為主」之都市規劃理念導入交通規劃中,整合都市永續發展、都市設計及運輸相關理論,歸納出都會區主要幹道空間之規劃手法應包涵TOD之都市發展型態、塑造適宜之人行空間、調整幹道道路空間、結合都市設計之規範及永續運輸之交通規劃方式等五大項目。基此,考量人行、車行、幹道景觀、社會公平與幹道空間多樣化使用,在達成永續運輸之目標下,從「交通順暢性」、「步行親和性」、「景觀寧適性」、「場域複合性」等四大層面,建立適合研究範圍之「都會區主要景觀幹道最佳設計」評估架構。本研究應用模糊多準則評估方法,先透過專家德爾菲(Delphi)法確定評估架構後求取評估架構之權重值,並依所建立之評估架構計算忠孝東路與羅斯福路各幹道空間改造方案之績效值,以相對客觀的方式整合不同領域專家之價值判斷,應用模糊層級分析(Fuzzy AHP)法遴選研究範圍最適之幹道空間改造計畫,進行研究範圍最佳幹道空間改造方案之排序。 / 本研究評估結果發現最後遴選出之最適空間改造方案內容,均為調整道路路型、配置最大化人行空間之方案,將過去以汽車為主的幹道空間轉為對行人友善之場域,並強調綠化幹道景觀與多樣化使用。同時,由不同群體對各評估面向權重值之差異可發現學生群體著重幹道所提供之交通功能,學者及政府都市計劃單位著重幹道之人行空間,政府交通單位則並重幹道之車行與人行空間。此外,本研究亦根據評估結果研提相關改造計畫執行配套措施之建議,期所採行之幹道空間改造計畫評估方式,可供政府有關單位進行幹道空間檢討與改造評估時,一個相對客觀的決策進行過程與執行參考。 / The major arterials of a metropolis are places where not only connect traffic but lots of activities occurred. However, many urban problems came up under the roadway planning that according to mobile vehicles and resulted in an ideological trend named “New Urbanism” in 1990s. That promote urban planning should according to human beings and use strategies as urban design and sustainable transport for landscape to create a urban environment that is livable-in. / Taipei city is the biggest city of Taiwan at which we have reflected on urban space but have ignored review the major arterials since 1991. Then, the embryo network of mass rapid transit system of Taipei metropolitan area which was designed along major arterials has established in 2000. Since that, the using rate of public transportation has been increasing and decreasing part of quantity of private transportation. We can base on the construct “people-cars coexist”, therefore, review and regulate road -way scale to green the major arterials’ landscape, to shape a positive environmental image. It could promote townspeople’s identification of the city where they live in and conform to the increasing request for the quality of medium in the result of a high quality urban circumstance. / Base the above, this research chose Zong-Xiao east road and Roosevelt road of Taipei metropolis as the survey area to review the roadway landscape and evaluate spatial transforming schemes. We blended the new urbanism into transport planning and integrated with theories of sustainable development, urban design and transportation to generalize the medium of the major arterials area planning should contain five contents: TOD, mold a pedestrian-friendly area, adjust the allotment ratio of arterial, combine methods of urban design and sustainable transportation. Therefore, we took pedestrian, vehicles, arterial’s landscape, arterial space using diversification into account and under the goal, which achieve sustainable transportation established evaluative framework with four objectives: ” traffic smooth”, pedestrian-friendly” , “elegant and comfortable landscape”, and ”space complexity”. By utilizing fuzzy-MCDM approach, first, depended on fuzzy-Delphi method to ascertain that evaluative framework then counted the weights of criteria. According to the evaluative framework established by this research calculated the results of spatial transforming schemes of Zong-Xiao East road and Roosevelt road. Then adopting fuzzy-AHP method to integrate experts’ judgements of different domains, all proposed spatial schemes are reviewed and best arterial landscape transforming scheme were generated. / Evaluation result found that the best scheme with maximum pedestrian space shows the concepts of transforming the arterial area to be a pedestrian-friendly space and emphasizing green landscape, mixed land use. Furthermore, divergent preference of different groups were analyzed and found that students concentrate the transportation capability of arterial, experts and government planning departments focus on the pedestrian space of arterial, government’s transportation departments emphasize both on the car-lanes and pedestrian space. Research result construct a objective framework and review process for evaluating major arterial and also generate a best transforming scheme of those two roads, can be as a reference basis for urban re-design work of city government.

國民小學教師評鑑指標體系建構之研究

自Zadeh(1965)提出模糊集合論,將集合論之二值邏輯擴充至多值邏輯後,使得集合論更為完善,能更精確地描述實際問題之特性。由於教師評鑑的規準建構與測量方法皆深具模糊性,因此有必要針對評鑑問題之模糊特性,選擇適當之模糊理論。本研究以模糊德菲法以整合專家意見以建構評鑑指標,續以模糊層級分析法計算各指標間的相對權重。教師評鑑除考量量化指標外,由於質化指標常以語意詞句(linguistic terms)表達,故採取Chen和Hwang (1992)所提之轉換法將模糊評語集轉換為明確得點值(crisp score)。並利用模糊綜合評估以從事實際教師評鑑之結果分析,其中涉及不同運算算子間的差異比較。 本研究結果發現:教師評鑑指標體系包括教師評鑑指標共可區分為九大類主指標四十一項次指標。其主指標分別為「專業知識」、「教學準備能力」、「教學策略與實施能力」、「教學評量能力」、「運用教學資源能力」、「班級經營能力」、「專業責任」、「校務參與及服務績效」與「人際溝通能力」等九類;「專業知識類」次指標包括「任教科目的專門知識(含提供完整的知識架構)」、「教學方法的專業知識(含清楚教導概念)」、「課程與教材方面的知識(包括清楚目前的學習內容與先前的學習內容及未來的學習內容之間的關連)」、「教學情境的專業知識」、「輔導方面的知識(包括了解學生的心理)」與「學習與發展方面的知識(包括精熟學生背景知識和經驗)」等六項,「教學準備能力類」次指標包括「訂定教學計畫,妥善準備教具」、「根據學生學習需求及課程標準,訂定適合的教學目標」等兩項,「教學策略與實施能力類」次指標包括「教導認知、情意及動作技能的學習與遷移」、「教材展示精確又清楚」、「運用適當教學方法的技巧」、「對教學內容的解釋、舉例之能力」、「教學內容組織能力」、「引起並維持學生的學習動機與注意力」、「教學表達能力」、「傾聽兒童說話的技巧」、「促使學生延展其思考」等九項,「教學評量能力類」次指標包括「評量兒童表現並提供回饋與指導」、「根據評量結果改進教學歷程」、「適時而正確地評估學生進步情形」等三項,「運用教學資源能力類」次指標包括「妥善佈置教學環境」、「運用多樣教學資源」等兩項,「班級經營能力類」包括「輔導學生的能力(包括輔導學生因學業及日常生活所產生的困擾)」、「指導學生遵守生活常規,養成良好行為習慣」、「教室管理的技巧(包括建立愉快的班級氣氛、建立教室常規和程序)」、「有效運用獎懲手段」、「訂定適切的班級規範」與「創造適當的學習環境」等六項,「專業責任類」次指標包括「關懷與瞭解學生」、「工作勤惰」、「教學認真」、「教育信念」、「研究進修」與「敬業精神」等六項,「校務參與及服務績效類」次指標包括「主動積極協助校務推展」、「配合學校行政詳建各項學生檔案」、「對學校活動積極參與」等三項,「人際溝通能力類」包括「同儕教師溝通交流分享互動之能力」、「和家長保持溝通互動以維持良好的親師關係」、「建立和維持師生關係」、「教師能公平、公正地對待全部學生」等四項,合計四十一項次指標。 / Since Zadeh(1965) proposed the fuzzy sets theorem and further developed the theorem from two-value logic to continues multi-value logic, the assembly theorem had become more completed and was capable of depicting the characteristics of real problem more specifically. Because the standard structure and measuring method of teacher appraisal are both ambiguous, it is necessary to adopt an suitable fuzzy theorem for this ambiguous characteristic of teacher appraisal. The study incorporated the opinions of specialists into structural evaluation indicator based upon Fuzzy Delphi and further calculated the relative weights among each indicator by Fuzzy Analytic Hierarchy Process. The teacher appraisal not only need to quantify the indicator but also to qualify them using linguistic terms to express. Therefore, the study adopted the Chen-Hwang (1992) transfer method to transform the ambiguous evaluation terms into specific crisp scores and used the composite of fuzzy evaluation to engage the analysis of real teacher appraisal involving differentiated comparison among individual operants. The outcomes of the study demonstrated that the indicator system of teacher appraisal including teacher appraisal indicator consist of 9 major indicator and 41 minor indicator. The 9 major indicator were professional knowledge, capability of teaching preparation, teaching strategy and implementation ability, capability of teaching assessment , capability of employing teaching resource, capability of class management, professional duty, involvement of school managing and service achievement, and capability of interpersonal communication. The 6 sub-indicator in the professional knowledge category includes professional knowledge of the specific discipline with a comprehensive knowledge structure, professional knowledge of teaching methods included a lucid teaching concept, professional knowledge of class and teaching material included understanding of the connection between the current and future learning contents. professional knowledge of teaching situations, professional knowledge of consulting included understanding of student psychology and professional knowledge of learning and developing included awareness of student background knowledge and experiences. There were two sub-indicator in the capability of teaching preparation (making a teaching agenda and preparing teaching tools, and planing a proper teaching goal based upon student learning need and class standard. The 9 sub-indicator in the teaching strategy and implementation ability were, understanding of guidance and learning and transferring of mental and physical skills, demonstration of teaching material precisely and clearly, employment of proper teaching skills, the interpretation of teaching contents and exemplification faculty, ability to organize teaching contents, inspire and maintain learning motivation and attention of student, faculty of teaching expression, listening skills concerning the child talk, and stimulate the extension of student thinking. The 3 sub-indicator in capability of teaching evaluation were, evaluation of child perfor-mance in order to render guidance and feedback, rescheduling the teaching agenda according to the evaluation outcomes, and accurately and timely evaluating student progression . The capability of employing teaching resource category consisted of implementing teaching environment congruently and adopting diversified teaching resources. The 6 sub-indicator in capability of class management were faculty of student guidance (consulting the student problems causing by class-learning and everyday activities), lead students to fellow the normal rules and to keep righteous behavior habits, class room managing skills ( establish an amicable classroom atermosphere and the classroom guidelines and procedures), proper employing award/ punish system, making the proper classroom paradigm, and create suitable learning environment. The 6 subindicator in professional duty were concerning and understanding students, working habits, teaching sincerity, teaching believe, advancing research, reverence to occupation, The 3 subin-dicator in involvement of school administration and service achievement were, actively assisting the school administration to implement, cooperating the school administration to establish the student records, actively engaging the school activities. The capability of interpersonal communication category composed of 4 subindicator, capability of communicating and interacting with teaching colleagues, capability of communicating and interacting with student parents and maintain a good teacher-parent relationship, establishing and keeping the teacher-student relationship, treating all student with equality and fairness. The grand total of sub-indicator were 41.
