Renewable energy studies are becoming increasingly important as world energy demand rises and current energy sources are increasingly questioned. Solar photovoltaics (PV) are the focus of this study as a renewable industry still in its infancy. This research examines the geography of solar panel installation and manufacturing from 2007 to 2010 in California and New York. California is the larger of the two markets and has implemented more policy support; programs that appear to have increased the pace of installations, reduce the size of the subsidy, and help lower total costs. Similar trends are observable in New York. US based companies are still making solar panels, but foreign competitors, most notably from China and Mexico, are capturing an increasing share of the market.

Os direitos humanos estão correlacionados com a questão do desenvolvimento e com os paradigmas da PEB. No último capítulo, há, propriamente constituído, o debate sobre direitos humanos na política externa brasileira do Governo Lula e as diferentes abordagens que procuram explicar a PEB de Lula e servem de estrutura lógica para inserir as questões de direitos humanos, desenvolvimento e autonomia. / This study aims to examine the human rights foreign policy of the Lula government. This is done through three chapters, including an introduction and a conclusion. The first chapter analyzes the normativity of the international human rights regime and its historical evolution. The second chapter discusses the role of the constructivist approach on foreign policy analysis through research on agent-structure and the role of identities and ideas. Human rights are correlated with the development issue and the paradigms of the Brazilian foreign policy. The last chapter addresses the human rights debate in Brazilian foreign policy of the Lula government, and different approaches that interpret such policy serve as a logical structure to discuss the issues of human rights, development and autonomy.

Para isso, entende-se como importante refletir sobre a implementação do modelo neoliberal no país e a inserção subordinada brasileira na nova ordem mundial. Posteriormente, faz-se uma análise das alianças e estratégias do governo antes da eleição de 2002. A partir dos acordos firmados, desenvolve-se o estudo das medidas políticas e econômicas desenroladas por Lula em seu primeiro mandato, tendo o contexto internacional e as disputas internas como pano de fundo. Explicita-se como esse governo possibilitou o surgimento de grandes grupos nacionais e quais as consequências para a reorganização do bloco dominante. A classe trabalhadora também é analisada, buscando-se compreender quais políticas e medidas foram direcionadas ao proletariado, além de fazer um breve histórico da central sindical mais importante do país, a CUT. O objetivo é demonstrar os movimentos das frações proletárias. Por fim, é apresentado o paralelo entre as duas classes sob o governo Lula, procurando mostrar as condições que deram a possibilidade de conciliação dessas classes, o que gerou a ampla governabilidade de Lula. / This paper discusses the reconciliation of classes within the Lula government. For this, it is understood as important to reflect on the implementation of the neoliberal model in the country and the Brazilian subordinate position in the new world order. Later, makes the analysis of alliances and strategies of the government before the 2002 election. From the signed agreements, develops the study of political and economic measures rolled out in the first Lula term, and the international context and the infighting as background. Make explicit as this government enabled the emergence of large national groups and the implications for the reorganization of the dominant bloc. The working class is also analyzed, seeking to understand which policies and measures were directed to the proletariat, in addition to a brief history of the most important trade union federation in the country, the CUT . The objective is to demonstrate the movements of the proletarian fractions. Finally, the analysis draw a parallel between the two classes under the Lula government, trying to show the conditions that gave the possibility to reconcile these classes, which led to extensive governability of Lula.

Foi neste contexto que se desenvolveu esta pesquisa, com a temática: para uma avaliação da Política Estadual de Turismo do Ceará: a SETUR e suas ações na transformação da realidade socioespacial dos destinos indutores do Ceará, delimitada na Gestão Estadual de 2007 a 2010 e 2010 a 2012. Ressaltamos que paramos na metade do segundo governo Cid Gomes pelos limites de tempo de realização da Tese. A problemática levantada nesta pesquisa foi a de saber se tal política estadual atendeu aos critérios de eficiência, eficácia e efetividade social a partir de suas ações na transformação da realidade socioespacial das comunidades receptoras. Seu objetivo geral foi avaliar a Política de Turismo do Governo Cid Gomes quanto a estes critérios, a partir de suas ações na transformação da realidade social das comunidades receptoras e do entorno. Para a consecução deste objetivo e de outros mais específicos, foi realizada uma pesquisa bibliográfica em busca de referenciais teóricos, estudos e documentos oficiais relacionados com a temática. Therefore, it requires more and more attention from the State Government. As it involves the application of public budget, such activity needs constant evaluation of its actions. Within this context, the present research - For an Evaluation of the State of Ceará Tourism Policy: its actions for the transformation of the socio-spatial reality occurred in the State Administration from 2007 to 2012 - was developed. This research aimed to know whether such state policy met the criteria of efficiency, efficacy, and social effectiveness, starting from its actions for the transformation of the receiving communities' social-spatial reality. This research main purpose was to evaluate the Governor Cid Gomes' Tourism Policy under the said criteria, starting from his actions in the transformation of the social reality of such communities and their surroundings. In order to attain its objective and further specific goals, a bibliographical research on theoretical reference, studies, and official documents related to its theme was carried out. Afterwards, forms were applied to the receiving communities and their surroundings from the four inductive destinations of Ceará. It made possible to evaluate the Tourism State Policy under the criteria of efficiency, efficacy, and social effectiveness. The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses, yet there has been little research since about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson's conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. Data were collected through in-depth interviews with 15 people in Lee County who experienced foreclosure and recovery. Interview data were inductively coded and then subjected to a thematic analysis procedure. Findings revealed that a common experience among participants was that they lacked knowledge about government programs that may have helped them avoid foreclosure, and only a few participants took advantage of emergency assistance offered through local or regional government organizations. In general, people experienced a sense of isolation and had little guidance on recovery options. The positive social change implications of this study include recommendations to government organizations on all levels to enhance outreach efforts to help struggling families avoid foreclosure, including considering creative funding mechanisms to offer assistance.
