Planning for the housing impacts of a hallmark event : a case study of EXPO 86

This study proposes a strategy which will assist governments, the sponsors of hallmark events, and community groups to identify and plan for the negative housing impacts of such events. Hallmark events are major one-time or recurring events of limited duration, developed primarily to enhance the awareness, appeal and profitability of a tourist destination in the short and/or long term. World's Fairs and Olympic Games are two examples of hallmark events. The 1986 World's Fair (Expo 86) in Vancouver provided an opportunity to document the impacts of this hallmark event on the residents of a community which borders the fair site and on the planning practices of the local government. Five research questions are addressed: 1) How has the nature of World's Fairs changed since their emergence in the late 19th century? 2) To what extent have World's Fairs been used as an inner city redevelopment tool; what have their housing impacts been; and, how have these impacts been planned for? 3) What was the nature of the housing impacts of Expo 86 on the residents of the Downtown Eastside community in Vancouver? 4) What was the City of Vancouver's planning process with respect to the potential and then actual housing impacts of Expo 86 on the residents of the Downtown Eastside? 5) What were the reasons for the success and/or failure of the City of Vancouver's planning process? These research questions are explored by: undertaking a literature review; corresponding with academics, planners and World's Fair staff in cities where fairs have or will be held; interviewing representatives of Expo 86, the City of Vancouver and the impacted community; analyzing City files on the issue; and, personal observation. The results suggest that the nature of World's Fairs has changed considerably since their emergence. In the last two decades, their use as an inner city redevelopment tool, in combination with the pressures created by millions of fair visitors, has created four different types of housing impacts: on-site impact; post-announcement speculative impact; pre-Expo tourist demand impact; and, post-Expo impact. In Vancouver, for example, between 1,600 and 2,600 lodging house units were demolished or converted between 1978 and 1986 in a community bordering the fair site (Expo 86 was announced in 1980). In addition, between January and June, 1986, 500 to 850 residents were evicted from lodging houses (Expo 86 opened on May 2, 1986). The evaluation of the City of Vancouver's planning process for the Expo 86 housing impacts suggests that the City was adequately prepared. However, it was the politics of planning -- the issues of political jurisdiction, ideology and ideological differences -- which resulted in the City's failure to stop the negative housing impacts. This study concludes by recommending that a systematic planning process be implemented for addressing the housing impacts of hallmark events. Planners should adapt their role in the process to fit the planning environment. Lastly, governments, sponsors of hallmark events, and community groups should implement a wide range of options to prevent negative housing impacts from occurring. The effects of social status on tourist behaviour with special emphasis on visitors' behaviours and expectations of Expo 86

The effect of social status on visitors' behaviour at one type of tourist event, a world's fair, is examined. A model is developed which shows that: 1. Socialisation experiences can influence individuals positions in the social status hierarchy; 2. People who have had similar socialisation experiences may exhibit similar behaviours; 3. A basis of social status is the prestige awarded to an individual by society; 4. Tourism is associated with prestige; 5. Tourism experiences can affect an individual's position in the social status hierarchy; 6. World's fairs can be a destination oe event where the experiences or 'ritual transformations' can occur. These ideas that visitor's behaviour at a tourist destination may differ depending on his/her level of social status. To test this thesis, hypotheses based on five constructs are developed and tested using data collected at Expo '86 in Vancouver, Canada. The five constucts that are expected to vary with level of 7. Attending cultural events; social status are: 1. Mode of travel to Expo '86; 2. Trip planning; 3. Expectations of Expo'86; and 4. Souvenir collecting. Although the results are in general inconclusive, the viability of the hypotheses cannot be dismissed because of some limitation in the data; they were collected for reasons other than this research and the research instrument used was not meant to measure the constructs specified here. As well there is strong evidence in the research literature to support the main argument. A model of social status and behaviour, adapted in this thesis to tourism behaviour, can be used in future investigations. Areas for further investigations are suggested including areas of the model that should be expanded and clarified and new methods to test the constructs. / Business, Sauder School of / Graduate

Variability in Bioavailable<sup>87</sup>Sr/<sup>86</sup>Sr in the North American Midcontinent

Strontium (Sr) isotope tracers are useful for understanding provenance and mobility in biological materials across multiple disciplines. However, the impact of these techniques is highly dependent on the construction of appropriate comparative baselines (i.e., an isoscape). We present the results of a systematic survey of87Sr/86Sr values from grasses in the North American Midcontinent with a particular emphasis on sedimentary systems. Although87Sr/86Sr values are highly variable across the region, the Sr isoscape shows ­multi-scalar patterns that are dependent on local-to-regional trends in surficial geology. High values are found in bedrock-dominated areas such as the Black Hills (SD) and Ozark Uplift (MO), or formerly glaciated areas where surface deposits are dominated by ice-transported Precambrian clasts. The lowest values are found in river valleys that incorporate eroded Neogene sediments into terrace formation. Intermediate values are found in upland loess and alluvial deposits which blanket much of the study area. We demonstrate trends in large-scale variability of the Midcontinent’s87Sr/86Sr isoscape and suggest that future refinement focus on sub-regional trends in Sr isotope variability.

Antroje dalyje analizuojami tarptautiniai, ES ir nacionaliniai teisės aktai, reglamentuojantys gyvūnų gerovę biomedicinos moksliniuose tyrimuose. / In this master paper the conception of legal regulation on animal welfare protection in biomedical research is overviewed. In the first part the concept of animal welfare, the history and the regulatory reasons are analysed in terms of theoretical aspects. In the second part the international, European Union and national legislation on animal welfare in biomedical research is analysed.

A discussão política e midiática travada com a promulgação do Regime do Orçamento Impositivo das Emendas Individuais, inserido na Constituição Federal, em 17 de março de 2015, pela Emenda nº 86, que prevê a obrigatoriedade da execução, pelo Poder Executivo, das emendas ao Orçamento realizadas pelos parlamentares, os quais passaram a dispor de até 1,2% da receita corrente líquida do ano anterior, fazendo crer que as demais disposições assumiriam caráter autorizativo, estimulou a realização deste trabalho. Busca-se aferir eventual influência da Emenda sobre a natureza da peça orçamentária. Para tanto, analisouse a organização do Estado, embasado no poder político que o legitima, com ênfase na posição do Legislativo como representante dos anseios populares, cujos membros são porta-vozes das necessidades públicas e principais atores no processo de construção das políticas públicas a serem subsidiadas com os recursos públicos definidos no Orçamento. A discussão doutrinária foi efetivada em dois polos: os que sustentam a natureza meramente formal do Orçamento – trata-se apenas de “ato-condição” - requisito formal a ser cumprido que legitima a realização de gastos pelo Executivo, e os que defendem o caráter material, razão pela qual garantem sua impositividade sobre o dever do Executivo de efetivar as disposições previstas no Orçamento. Como as leis orçamentárias expressam bases, características e objetivos delineados na Constituição Federal, apresenta-se ainda a essência jurídica do Orçamento à luz do posicionamento do Supremo Tribunal Federal – STF ao longo das últimas décadas, até a posição mais recente. Expostas todas as vertentes, adotou-se a posição doutrinária mais contemporânea, assim como o posicionamento recente do STF, apresentada por ocasião do julgamento da ADI 4.663, concluindo-se que o Orçamento se trata de lei no sentido material e não formal. É dotado ainda de vinculação e exigibilidade, cuja eventual inexecução deve ser motivada pelo Executivo, a fim de viabilizar os controles social e político. Quanto aos efeitos da Emenda Constitucional n.º 86/2015, a interpretação conforme a Constituição só pode ser feita se a disposição impositiva das emendas parlamentares for interpretada como excesso de zelo legislativo que em nada desvirtua a natureza impositiva das demais normas orçamentárias.
