Airport security represents a crucial part of civil aviation worldwide. Due to its substantial impact upon millions of passengers daily, it is bound to provoke questions about proportionality and sufficiency. Drawing on the insights from Actor-network Theory (ANT) and a medium- term field research at Václav Havel Airport Prague, which entailed a mix of qualitative-oriented research methods from participant observation to interviews, this thesis examines the nature and production of airport security as a network of chains of translation. These chains turn or translate according to their own logics of veridiction of all incoming actants, both human and non-human, from an insecure status to a secure one. In their translation, they are guided by three respective logics of division, movement and visibility, which have already been identified in previous studies of airport security. Going beyond the existing state of the art, this thesis specifically inquires into the components of chains of translation, particularly the airport security technologies and their interactions with humans, and focuses on instances where either of these logics or the veridiction logics, intersect, thus disclosing their own nature and presence. Development of the connectivity of Arlanda Airport

This thesis analyzes the current transport situation of Arlanda Airport and the two main cities that Arlanda is located between, Stockholm and Uppsala. The purpose of the thesis is to study the efficiency of the different transport alternatives and also to relate it with their current market shares. Besides, in order to do a deeper analysis of Arlanda Airport connectivity some of the busiest airports transport links have been analyzed in terms of availability of different transport alternatives, distance to the city centers and market shares. Because of the high number of cars that currently go to Arlanda, there is a need to reduce the emissions of carbon dioxide. To this end, a prediction of the demand in ten years has been carried out to see what improvements have to be done to make Arlanda a more environmentally friendly airport. The methodology used in order to forecast the demand has been based on a survey conducted at a single point to regular users of the public transportation system. The improvement of the connectivity of Arlanda Airport via public transport alternatives will not only affect the distribution of the current market shares, but also represents a key strategy for pursuing Arlanda’s leadership in achieving environmental goals.

Det balanserade styrkortet i en process : En fallstudie gjord i säkerhetskontrollen vid Stockholm Arlanda Airport

Förhöjd säkerhetsprocess och den ökade resenärs trafiken i kombination med processorientering av verksamheten, har bidragit till att säkerhetskontrollen behöver nya och uppdaterade beslutsprocesser för att kunna utvärdera och förbättra processen för säkerhetskontrollen. Genom det balanserade styrkortet och tidigare forskning analyseras lämpligheten för ett balanserat styrkort för delprocessen “Möjliggöra säkerhetskontroll” på Stockholm Arlanda Airport. Detta genomförs genom en fallstudie på Swedavia och flygplatsen Stockholm Arlanda Airport för att kunna tillföra ny tillämpning inom området för ett balanserat styrkort i en flygplatsverksamhet. Utformningen är gjord med en deduktiv ansats för att först kunna skapa en kunskapsbas att sedan arbeta vidare med. Det empiriska materialet samlades in med hjälp av intervjuer hos fallföretaget. Där nulägesbeskrivningen formades som beskriver att Swedavia befinner sig i ett tidigt stadie med sitt arbete med en processomställning. Det gör att de efterfrågar en ny uppföljningsmetod till processen “Möjliggöra säkerhetskontroll”. De utvärderar och förbättrar verksamheten idag genom kötid, kvalité och kundupplevelse. Stockholm Arlanda Airport vill utöka sin mätning och få en ny strukturerad metod. Vår slutsats är att ett balanserat styrkort kan anses som lämplig uppföljningsmetod för en process i en flygplatsverksamhet, i detta fall säkerhetskontrollen. Vi presenterar ett förslag på ett anpassat balanserat styrkort för styrning, mätning och uppföljning av mätetal anpassade till säkerhetskontrollen på Stockholm Arlanda Airport där vi vill poängtera vikten av att inkludera medarbetare från berörd verksamhet. / The increased security process and traffic flow at Arlanda, in combination with the process change, they need to update the decision processes in order to evaluate and improve the security checkpoint. Through the balanced scorecard and precious research, we analyze the suitability of a balanced scorecard for the sub-process “Enabling security checkpoint” at Stockholm Arlanda Airport. This is done through a case study at Swedavia and the Stockholm Arlanda Airport to provide new application in the area for a balanced scorecard in an airport operation. A deductive approach has been used to be able to create a knowledge base to work on. The empirical material was collected through interviews with the case company. Where the current state description was formed, which describes that Swedavia is at an early stage in its work on the process change. This means that they are demanding a new follow-up method for the process “Enabling security checkpoint”. Today they evaluate and improve the business through queue time, quality and customer experience. Stockholm Arlanda Airport wants to expand its measurement and get a new structured method. Our conclusion is that a balanced scorecard can be considered an appropriate follow-up method for a process in an airport business, in this case in for the process security checkpoint. We present a proposal for a customized balanced scorecard for control, measurement and follow-up of metrics adapted to the security checkpoint at Stockholm Arlanda Airport. Patterns of Mammal Incidents with U.S. Civil Aircraft

Wildlife collisions with U.S. civil aircraft (hereafter incidents) pose safety and economic concerns. Terrestrial mammals represented only 2.3% of wildlife incidents, but 59% of these incidents caused damage to aircraft. I examined 2,558 incidents in the Federal Aviation Administration (FAA) National Wildlife Strike Database to characterize and analyze overall mammal incidents by airport type, emphasizing white-tailed deer (Odocoileus virginianus) and bat incidents with U.S. civil aircraft. Mammal incidents caused 5 times greater damage than other wildlife which varied by airport type and appeared associated with species’ behavior. I provided relative hazard scores to determine which species were most hazardous to aircraft. Relative hazard increased with increasing body mass with mule deer (O. hemionus), white-tailed deer and domestic dog (Canis lupus familiaris) most hazardous to aircraft. White-tailed deer caused 6 times greater damage than all other wildlife and are hazardous to aircraft. In contrast, bats posed a low hazard to aircraft.

This study consists of two parts, the completed videotape production and the production book. The videotape explores the history, organizational structure, and training requirements of the Dallas/Fort Worth Airport Department of Public Safety. A copy of the videotape is shelved in the North Texas State University Media Center Library. The production book describes background preproduction, production, and postproduction of the videotape. Problems, their effects, and solutions are described. The study concludes that an effective videotape can be produced in-house with limited time, equipment, and personnel, at a cost far less than commercially produced films. The study makes specific recommendations for guidelines and planning of future productions.

Cette thèse de doctorat porte sur l'émergence de l'aéroport comme nouvel acteur stratégique dans le système de transport aérien qui a connu de vastes changements depuis sa libéralisation et au sein duquel l'aéroport est devenu un acteur majeur. En considérant l'aéroport comme acteur du transport aérien, bien qu'il soit affecté par son environnement au sens large, ce travail propose une contribution à la discussion récente sur la question des aéroports. Cette contribution se réfère à deux niveaux : une analyse du système de transport aérien européen dans lequel l'aéroport émerge comme partenaire à part entière et une analyse détaillée du lien entre stratégies aéroportuaires et l'ancrage de l'aéroport dans l'espace et dans le territoire. En partant de la différentiation des stratégies aéroportuaires avec des aéroports qui se spécialisent dans un certain ou plusieurs segments de marché, l'analyse du contexte spatial et territorial, dans lequel les aéroports sont ancrés, a révélé son influence sur le développement des aéroports mais a confirmé aussi que ce dernier n'est pas un résultat mécanique mais est soumis aux dynamiques résultant du jeu d'acteurs. L'émergence de l'aéroport comme nouvel acteur stratégique dans le système de transport aérien met en lumière les rapports complexes entre aéroports et territoire qui se reflètent dans un certain nombre d'aspects discutés dans ce travail / This thesis deals with the emergence of the airport as a new strategic actor in the air transport system which has undergone profound changes since its liberalisation and within which the airport turned out to be a major player. Considering the airport as an actor in the air transport system, even if it is affected by its environment in a large sense, this work proposes a contribution to current discussion about airport economics. This contribution refers to two levels : an analysis of the European airport business within which the airport emerges as a full player and an analysis of the link between airport strategy and the spatial and territorial context into which the airport is embedded. Based on the differentiation of airport strategies according to the airports' commitment to certain market segments, the analysis of the spatial and territorial context into which the airports are embedded showed its influence on the development of airports but confirmed also that the latter is not automatic but subject to the dynamics arising from the interactions between the different actors. The emergence of the airport as a new strategic player in the air transport system places the emphasis on the complex relation between airport and territory which is reflected in a number of issues connected with the airport activity

Concessão de Aeroportos no Brasil: a transferência de gestão do Aeroporto de Confins para a iniciativa privada

Essa dissertação aborda a concessão de aeroportos no Brasil, estudando principalmente o processo de transferência da gestão do Aeroporto Internacional Tancredo Neves- Confins do poder público para a iniciativa privada. A concessão dos aeroportos administrados pela Infraero foi iniciada em 2011, e por ser fato recente, há poucos estudos sobre o tema. Tendo a concessão do Aeroporto de Confins iniciado em 2013, não foram encontrados trabalhos que estudassem esse processo, havendo assim uma lacuna de conhecimento a qual essa dissertação visa minimizar. Para tal, foi desenvolvida uma pesquisa qualitativa, por meio da pesquisa documental, de análise documental, e de uma adaptação da análise de conteúdo, aliados à revisão de literatura, para elaborar um estudo de caso. O edital do leilão e o contrato de concessão do Aeroporto de Confins foram os principais documentos estudados. Destaca-se que o leilão foi realizado por meio de inversão de fases, em que foram analisados apenas os Documentos de Habilitação do grupo vencedor após a sessão pública do leilão. Outro ponto estudado foi o critério de julgamento do leilão, que foi o de maior valor de outorga, apontado por diversos autores como prejudicial à modicidade de tarifas prevista pela Lei Geral das Concessões. Ainda se tratando do edital, houve a exigência de operador aeroportuário que tivesse movimentado mais de 12,5 milhões de passageiros em um dos cinco anos anteriores ao leilão. Com isso foi demandada a participação de parceiro internacional na concessionária, com experiência em gestão de aeroportos do porte de Confins. Os parceiros eram a Zurich Airport e a Munich Airport International Beteiligungs- GMBH, contudo a segunda empresa não compõe a Sociedade de Propósito Específico-SPE que administra o aeroporto, sendo sua saída justificada pela SAC/PR como reorganização societária nos termos previstos pelo contrato. A composição da SPE traz mais uma questão controversa, já que além do parceiro internacional, Zurich Airport e da Companhia de Participações em Concessões- CCR, que arremataram o aeroporto, há também a participação da Infraero com 49% do capital social da concessionária. Essa participação da Infraero criou um modelo distinto de concessão daquele disposto pela legislação. Constata-se que no regime de concessão de aeroportos em execução no Brasil o poder público transferiu apenas parte da gestão ao ente privado, permanecendo a empresa pública, que já administrava os aeroportos, na gestão como acionista da concessionária. Esse híbrido não está previsto pela legislação, causando uma disfunção da gestão pública e privada. Também devido a essa participação, a Infraero compartilha das obrigações financeiras da concessionária, remunerando a União proporcionalmente. Como a União concede aportes financeiros anuais à Infraero cria-se algo incomum em que a União despende e arrecada seus recursos de maneira concomitante. Ainda no aspecto econômico, a cobrança do alto valor de outorga para a concessão é justificada para auxiliar o setor aeroportuário como um todo. Percebe-se que os subsídios cruzados que ocorriam na Rede Infraero permanecem, com o agravante que agora o parceiro privado da concessionária também irá investir em aeroportos deficitários de maneira indireta. Esse ponto destoa do objeto da concessão previsto pelo contrato. Conclui-se que a concessão do Aeroporto de Confins, possui diversos aspectos controversos. Novos estudos sobre a concessão de aeroportos no Brasil fazem-se necessários, não apenas no estágio de implementação, mas durante toda sua vigência, para assegurar que sua finalidade principal, a qualidade do serviço público, seja mantida. / This dissertation deals with the concession of airports in Brazil, studying mainly the transference process of management of the Tancredo Neves International Airport- Confins to the public administration for the private sector. The concession of the airports managed by Infraero was initiated in 2011, and because it is a recent fact, there are few studies about the theme. The concession of the Confins Airport started in 2013, therefore, studies about it were not found, indicating the existence of a knowledge gap which this dissertation aims to minimize. For this, it was developed a qualitative research, whereby documental research, documental analysis and an adaptation of the content analysis, allied to literature research, to elaborate a case study. The auction notice and the concession contract were the main documents studied. It is emphasized that the auction had inversion of stages, in which the habilitation documents of the winner were analyzed just after the public auction. Another point was the auction criteria of judgment, that was the greatest granting offered, is considered by some authors as harming to the tariff moderateness foreseen in the Brazilian General Law of Concessions. Still about the auction notice there was the exigency of an airport operator that had moved more than 12.5 million passengers in one of the five years before the auction. With this it was demanded the participation of an international partner in the concessionaire, with experience in managing airport with the size of Confins Airport. The partners were Zurich Airport and Munich Airport International Beteiligungs- GMBH, however the second company does not compose the Specific Purpose Society- SPE that manages the airport. Its exit was justified for the SAC/PR as a corporate rearrangement foreseen in the contract. The composition of the SPE brings another controversial question, since besides the international partner Zurich Airport and Companhia de Participações em Concessões- CCR, that won the airport concession, there is also the participation of Infraero with 49% of the social capital of the concessionaire. This partnership of Infraero created a distinct model of concession, different from that one disposed in the legislation. It is evidenced that in the current regime of airport concession in Brazil the public administration transferred just part of the management to the private sector, with the public company that already managed the airport remaining in the administration, as a shareholder of the concessionaire. This hybrid is not foreseen in the legislation, causing a dysfunction in the public and private management. Also due to this participation, Infraero shares the financial obligations of the concessionaire, paying the Union proportionality. As the Union provides annual financial resources to Infraero it is created an unusual situation, where the Union spends and raises its resources at the same time. Still in the economic aspect, the charge of a high value of granting is justified to help the airport sector as a whole. It is noticed that the crossed subsidies that used to occur in the Rede Infraero remain, with the aggravating that now the private partner of the concessionaire will also indirectly invest in the airports with deficits. This point diverges of the concession object foreseen by the contract. It is concluded that the Confins Airport concession has many controversial aspects. New studies about the concession of Brazilian airports are needed, not only in the implementation stage, but during its whole term, to ensure that its main purpose, the quality of the public service, remains.

This changes in the Airport roles has created strong moves on the urban planning and management, including the need for reshaping the relationship between them and its neighbors, cities and regions, requesting innovative approaches on the way their managers and the urban planners are having to deal with new land framing and allocation, innovative and more effective urban and aeronautical policies and regulation in order to conciliate different concerns coming from the several political and institutional scales (at the local, regional, national and international levels). Taking into account this new Airports roles and its ability to promote urban and regional development, this essay came trough some international Airport Centered Urban Development models, trying to point out the main features, weaknesses and strengths recognized in Airport-­‐Industry, Airport-­‐City, Aerotropolis and Airport-­‐Corridor concepts. At the local level, we took three different Brazilian examples (located at São Paulo's Macrometropolis), with different sizes and vocations, trying to point what could be taken in advantage from the international models to enhance the local examples, mainly at the urban and at the infrastructure management, in order to produce and to optimize the Airports as urban, social and economic development factor for the cities and regions where they are currently located. / Na atualidade Aeroportos vêm sendo compreendidos não mais como somente locais destinados ao fluxo de aeronaves, passageiros e cargas, passaram a assumir papéis mais complexos e relevantes face às novas demandas socioeconômicas, de agilidade, acessibilidade e conectividade induzidas pela modernização e suas repercussões na dinâmica das cidades e regiões onde estão inseridas. Os novos papéis e dimensões dos Aeroportos vem acarretando mudanças significativas na relação que estabelecem com seus entornos, Cidades e Regiões de influência, passando a demandar dos seus Operadores e dos Gestores das Cidades a capacidade de idealizar e viabilizar novos arranjos territoriais, políticas públicas urbanas mais eficientes, legislações urbanas e aeronáuticas que sejam capazes de harmonizar todos os atores e interesses impactados pela infraestrutura em diversas escalas (municipal, estadual, regional, federal e internacional). Considerando que os Aeroportos podem exercer potencial indutor de desenvolvimento urbano e regional, a presente dissertação percorre a análise de modelos internacionais de Desenvolvimento Urbano Centrado em Aeroportos, apontando suas principais características, fragilidades e potencialidades, abordando em particular manifestações espaciais tais como: Aeroporto-­‐Indústria, Aeroporto-­‐Cidade, Aerotrópolis e Corredor-­‐Aeroporto.
