Challenges in aviation governance : implementation of Single European Sky and EU Emissions Trading SchemeEfthymiou, Marina January 2016 (has links)
Traffic growth, capacity constraints, climate change and the necessity to develop a more cost efficient system led to an ambitious initiative to reform the architecture of airspace management. This initiative, launched by the European Commission (EC), is called Single European Sky (SES). The four Key Performance Areas (KPAs) of SES are environment; cost efficiency; capacity; and safety. In the environment KPA Performance Indicators for Air Navigation Services Providers (ANSPs) are established to ensure that improvement in sustainability is achieved. In addition, aviation is included in the European Union's Emission Trading Scheme (EU ETS): the EC sets limits on CO2 emissions and provides economic incentives to airlines to reduce emissions by establishing a market-based trading system. EU-ETS can be used to simultaneously promote economic efficiency and achieve environmental goals on a sustainable basis. The PhD research examines the existence of cancel-out effects between supply-led, i.e. SES, and demand-led management, i.e. EU ETS, policies by following a holistic approach. Environmental economics theory and industrial economics are applied to identify factors that have a significant influence on the two policies. Interestingly, and in spite of common objectives, the two schemes are governed by different bodies, which may fail to streamline their communication process. Hence, the PhD thesis also addresses the issue of governance and its possible failure regarding the full implementation and efficiency of the schemes. From a methodological perspective, Delphi is conducted in two rounds to encapsulate policy complexity at an in-depth level. The target population comprises stakeholders involved in SES and EU ETS. To select candidates purposive and snowball sampling was used. Thus, the sample consists of 39 senior managers/experts from Civil Aviation Authorities; ANSPs; aviation-related organisations and institutions; and airlines. Based on the results of the Delphi and building on its theoretical background, the PhD thesis then develops a conceptual model to address governance failure, thus effectively linking supply- to demand-oriented aviation policies in a holistic manner.

This thesis examines the development of selected regional airports in the Czech Republic. The first part of this research focuses on the general field of air transportation, and concentrates primarily on airports. More specifically, this thesis describes various aspects of the operations of an airport, paying particular attention to the economic features of airport operations and management. The second central part of this research is devoted to presenting a set of detailed case studies of three regional airports, namely Plzeň -- Líně, Vodochody and České Budějovice. This section of the dissertation describes and analyses the context, strength and weaknesses of each of these airports using a specific evaluation framework. The final part of this thesis concludes by outlining, in terms of the evidence presented, (1) the potential for further development of the three regional airport case studies, and (2) proposals for overcoming specific barriers to further growth.

Engaging with sustainability in everyday transitions : an ethnographic study of an international airport operatorLiang, Vivian Wei January 2015 (has links)
The past decade has seen the emergence of the Transitions Management theory rise to fame as the leading approach for dealing with the complex problem of sustainability. Its underlining principle considers sustainability as inherently difficult and requiring radical system changes to the wider society. Defined as a deliberative and prescriptive framework, it sets to influence governance activities through a gradual structured process. However, concerns have been raised which question the scope and practice of Transitions Management, including the criticism of its simplistic and narrow view, focussing primarily on technological innovations and policy influence while having little reflection on the dynamics and social relations involved in transitions. This research thesis aims to develop further insights to understand better the dynamics within the transitional process towards sustainability. By looking at the case of an international airport’s ongoing efforts to become more sustainable, this thesis argues that the social dynamics offer a significant contribution to the shaping of a sustainability agenda, by enabling practices that also seem vital in the framework of Transitions Management. This thesis applied ethnography as the primary approach to this research inquiry. The data collection involved qualitative interviews, documentary analysis, and participant observations spanning over 18 months between the periods of 2010-2012. Drawing on the critical studies of management and organisational theories, the research focus was on addressing the three key questions of what is the sustainability agenda, who decided on the agenda and how has the agenda been decided, within the context of airport operations. While other key issues have emerged from this research study, those aspects have underlined the tensions constituted in the everyday practices of an airports operations, how the conditions of tensions have enabled a positive influence, and how this is seen as significant to contribute to the theoretical understanding for dealing with the sustainability transitions process. Building on this perspective, this thesis further explored the dynamics of the individuals’ struggle, and suggests that it is part of a sense making process that also helps to construct the meaning of sustainability. In addition, it has identified how this experience of struggle has facilitated resistance “for changes” among individuals, and how this permits positive outcomes which are continuously shaping the agenda of sustainability and practices at the Airport.

Para lograr la visita a la ciudad de Chachapoyas y desarrollar todo su recorrido turístico en el caso de personas Internacionales, los usuarios deben hacer un viaje a la Capital de Lima y luego realizar un vuelo a Tarapoto y finalmente tomar un bus que tiene 6 horas de viaje aprox. Para llegar a la ciudad Chachapoyas u otra alternativa es viajar del Aeropuerto Jorge Chávez a Jaén y luego tomar un bus que tiene 3 horas de viaje aprox. El mismo caso presentan los usuarios Nacionales o también pueden realizar su viaje en bus desde Lima en 22 a 26 horas aprox. Es por ello, que como proyecto de Tesis me parece interesante y necesario realizar esta tipología de arquitectura, para así facilitar el transporte aéreo a la zona y promocionar el turismo en esta ciudad Chachapoyas. Además, este Aeropuerto servirá como un Centro para la promoción de la cultura de Chachapoya ya que podrá presentar agencias para realizar tours a la ciudad de Chachapoyas y sus atractivos turísticos, un Hotel para la estadía de los usuarios Nacionales e Internacionales y un Museo de Sitio el cual relate la historia de la cultura Chachapoyas. Su función principal será contribuir a la sociedad el transporte con mayor facilidad y sus funciones segundarias son el turismo y el hospedaje. This research develops an object-oriented approach to model airport ground network traffic operations. A generic modeling library is developed as a tool kit to model the basic traffic operations in the airfield using an object-oriented approach. The proposed generic modeling library for airfield operations is a collection of predefined abstract components implemented in the Java object-oriented programming language. Classes are defined and used as the basic components in a variety of airfield operation modeling, simulations, and optimizations.
The generic airport modeling framework consists of a set the components that are necessary for modeling the basic activities of airfield traffic operations. By using the multi-threading techniques, components are integrated into the proposed modeling framework. Unlike traditional sequential simulation model, this framework organizes simulation activities into four major groups which are: flight schedule, aircraft movement, time, and animation. Instead of using built-in control logic, the framework adapts an open system policy which gives the flexibility to the end users to incorporate the user-preferred control logic into the end models. Another purpose in this research is to provide a future mechanism to study airfield ground traffic automated control systems with Just-In-Time forecasting and model system performance in a real-time ATC environment. The proposed generic library could be implemented into a Internet/intranet ready application which can query real time information and provide real time advice to pilots and air traffic controllers. This study is one of a few current research projects that are of using multiple threading technique to study traffic operation problems.
The proposed generic library is originally implemented with C++ and, in the final stage, with Java, a truly cross-platform object-oriented language. Application written in Java can run on most of the mainstream computer operating systems without modifications. Although the proposed library is for airfield traffic control system, it could also be extended into air traffic control system as well as advanced transportation system. / Ph. D.

The objective of this study is to estimate the airport capacity in the National Airspace System (NAS). Previous studies have focused on the airport capacity of large commercial airports. This research study estimates the runway capacity for more than two thousand airports in the NAS in order to understand future tradeoffs between air transportation demand and supply. The study presented in this report includes capacity estimates for general aviation and commercial airports. To estimate airport runway capacity, the Federal Aviation Administration (FAA) Airfield Capacity Model (ACM) is used to assess the capacity at all candidate airports in a target airport set. This set includes all airports with potential Very Light Jet (VLJ) operations. The result of the study provides a broad view about the airport capacity in the future air transportation system, and could help decision makers with a modeling framework to identify congestion patterns in the system. Moreover, airport capacity is an important limiting factor in the growth of air transportation demand. The main motivation in our analyis is to include airport capacity constraints in forecasts of air transportation demand. The framework described in this report has been integrated into the Transportation Systems Analysis Model (TSAM). TSAM is a comprehensive intercity and multimode transportation planning tool to predict future air transportation demand. / Master of Science
