Determinants of output prices formation in local sheep markets – the case of Amathole and Joe Xabi (Ukhahlamba), Eastern Cape

<p>This study identifies the determinants of sheep prices for small-scale sheep farming households in two districts of the Eastern Cape, namely Amathole and Ukhahlamba (Joe Xabe). Output prices that small farm households receive for their sheep affect their incomes from agriculture (knowing that revenue is a product of quantity and price), which, in turn, influence their living standards. The study isolates three sets of determinants of price formation in local agricultural markets - structural drivers, institutional factors and livelihood shocks - to account for the variations in prices that smallholder farmers receive. Data were collected from 134 households that were selected using purpose sampling and preceded by key informant and focus groups interviews with actors along the sheep value chain. A questionnaire consisting of both open-ended and quantitative questions was used. The relationship between output price formation and clusters of determinants is a typical hedonic pricing framework, which is fitted using a backward stepwise econometric technique that is a widely used experimental tool to identify significant determinants.</p>

Ele também mostra que o governo reage a volatilidade dos preços, principalmente, quando preços estão baixos o suficiente, e as reações acontecem independente do plano agrícola. / This dissertation presents three essays that investigate three relevant issues about agricultural markets: farmers’ choice of hedge; government optimal taxation; and government farm program reactions to price volatility. First essay fills a theoretical gap showing that high profitable farmers hedge more than low profitable farmers. Second essay examines government optimal taxation and shows how Ramsey government policies compete with financial markets. The third essay shows the causality from price volatility to government subsidies using US wheat market data. It also shows that government reacts to price volatility, mainly, when prices are low enough, despite the farm program design.

Wirtschaftliche Prozesse sind in Zeiten der Globalisierung zunehmend komplexer. Immer mehr Akteure sind an der Erstellung eines Produktes von der Konzeption bis zur Konsumption durch die Verbraucher beteiligt. Innovationen im Bereich von I&K-Technologien oder im Verkehr, sinkende Transport- und Transaktionskosten sowie organisatorische Neuerungen ermöglichen eine räumliche Trennung einzelner Produktionsschritte der Wertschöpfungskette. Es entstehen Unternehmensnetzwerke, die nicht auf räumlicher, sondern organisatorischer Nähe basieren. Die Verflechtungen zwischen den Akteuren können in Wertschöpfungsketten abgebildet werden. Allgemeine Betrachtungen zu Wertschöpfungsketten, Modelle zu Warenketten und zum politisch-ökonomischen Zusammenhang in der Nahrungsmittelproduktion bilden die theoretische Grundlage dieser Arbeit. In Kuba haben sich die Produktions- und Warenketten vor dem Hintergrund der binnen- und außenwirtschaftlichen Krise in den Jahren 1989/90 stark verändert. In der vorliegenden Arbeit werden ausgehend von den Entwicklungen in der Lebensmittelwirtschaft Kubas, die Verflechtungen zwischen den Akteuren des Agrarsektors, der Lebensmittelindustrie und des Einzelhandels untersucht. Die empirische Analyse umfasste darüber hinaus Betrachtungen zu den Transport- und Distributionsvorgänge innerhalb der Warenketten, den Macht- und Kontrolleinflüssen einzelner Akteure und zu den räumlichen Strukturen. Durch die qualitative Untersuchung konnten im Ergebnis fünf verschiedene Typen von Produktions- und Warenketten festgestellt werden. Die erste Gruppe repräsentiert industrielle Warenketten, die für den rationierten Einzelhandel produzieren. Die zweite Gruppe umfasst die industriellen Warenketten, die auf das Devisensegment orientiert sind. Die dritte Gruppe bildet jene Warenketten ab, bei denen das Segment der industriellen Produktion fehlt. Sie sind auf die direkte Versorgung der Bevölkerung mit frischen Agrarprodukten ausgerichtet. Gerade die Produktions- und Warenketten der dritten Gruppe stellen eine besondere Form dar. Wefen der ökonomischen Krise und den Transportschwierigkeiten in Kuba haben sich seit 1994 lokale Wirtschaftskreisläufe herausgebildet. Sie stellen die kürzesten Produktions- und Warenketten der Insel dar. / In times of globalisation economic processes become increasingly complex. More and more actors are involved in the production - starting at the design and ending at the consumption - of a product. Innovation in Information and Communication Technology or transport, decreasing transportation and transaction costs as well as process innovations facilitate a spatial separation of individual production steps of the value-added chains in different locations. Therefore new business networks develop which are not based spatial, but organisational proximity. Connections between the different actors can be shown in value-added chains. The theoretical frame for this dissertation are general approaches on value-added chains, models for commodity chains and political-economic relations in food industry. In Cuba commodity chains have changed radically due to the interior and exterior economic crisis in 1989/90. This work, based on the development of the Cuban food industry, studies the material and immaterial connections between the actors of the agricultural sector, food industry and retail trade. The empirical analysis also includes observations on transport and distribution processes within commodity chains, power and control impact by specific economic and institutional actors and spatial structures of commodity chains. Through the qualitative analysis, using the example of the tomato, five different types of commodity chains were identified. The first group represents industrial commodity chains, which produce for the state rationed retail trade. The second group includes industrial commodity chains, which focus on the currency segment. The third group sums up those commodity chains which lack the industrial segment. They focus on the population’s direct supply with fresh agricultural products. Especially the third group’s commodity chains represent a special type. Due to the economic crisis and the connected transportation problems, local economic cycles evolved in Cuba since 1994. Opposite to the industrial commodity chains they represent the shortest commodity chains on the island and therefore differ from the first and second group of commodity chains.

L'OMC et l'accès des pays en développement au marché agricole de l'Union Européenne : entre traitement spécial et différencié et statut particulier de l'agriculture / The WTO and the access of developing countries to the EU agricultural market : between special and differential treatment and the special status of agriculture

L’adoption par l’OMC de mesures de TSD utiles pour promouvoir l’agriculture des PED par le commerce agricole a favorisé l’accès des PED au marché rémunérateur de l’UE par des schémas multiples qui ne sont pas encore répartis équitablement entre les PED. Les préférences tarifaires de l’UE accordées aux PED figurent parmi les plus importants instruments de développement commercial utilisés par les pays développés. Cependant, l’effectivité des mesures de TSD reste relative à cause des limites inhérentes à leur contenu influencé par le statut particulier de l’agriculture à l’OMC. L’UE continue de bénéficier d’arrangements spéciaux et pratique un protectionnisme agricole très complexe et très décrié sur le plan externe. Les politiques commerciales, agricoles, sociales, environnementales et sécuritaires en vigueur dans le marché agricole européen neutralisent les efforts consentis par les PED, plus particulièrement les PMA et les pays ACP, pour exploiter les préférences. L’avenir de l’accès des PED au marché agricole de l’UE est actuellement lié à l’aboutissement incertain des négociations du Cycle Doha sur le TSD et l’agriculture. Les Conférences ministérielles de Bali (décembre 2013) et de Nairobi (décembre 2015) ont permis de mettre sur pied des accords partiels et a minima qui semblent maintenir le déséquilibre subtil entre un TSD peu contraignant et un statut particulier de l’agriculture toujours résistant à l’OMC, sans apporter une solution définitive au statu quo de l’accès des PED aux marchés agricoles des pays développés. Les enjeux et les perspectives de l’accès des PED au marché agricole de l’UE dépendent de la direction que prendront les travaux en cours pour répondre aux questions de développement et de libéralisation agricole dans le cadre d’un vrai cycle de développement. / The adoption by the WTO of special and differential treatment (SDT) measures that are useful for promoting the agriculture of developing countries through agricultural trade has favored the access of developing countries to the remunerative market of the EU through multiple schemes that are not yet evenly distributed between developing countries. EU tariff preferences for developing countries (DCs) are among the most important trade development instruments used by developed countries. However, the effectiveness of SDT measures remains relative because of the limitations inherent in their content influenced by the special status of agriculture in the WTO. The EU continues to benefit from special arrangements and practices agricultural protectionism that is very complex and highly criticized externally. The commercial, agricultural, social, environmental and security policies in force in the European agricultural market neutralize the efforts made by developing countries, in particular least developed countries (LDCs) and ACP countries, to exploit preferences.The future access of developing countries to the agricultural market of the EU is currently linked to the uncertain outcome of the Doha Round negotiations on SDT and agriculture. The Ministerial Conferences in Bali (December 2013) and Nairobi (December 2015) have led to the establishment of partial and minimum agreements that seem to maintain the subtle imbalance between a non-constraining SDT and a particular status of agriculture that is still resistant to The WTO without providing a definitive solution to the status quo of DCs access to agricultural markets in developed countries. The challenges and prospects of developing countries' access to the EU agricultural market depend on the direction of work in progress to address agricultural development and liberalization issues within a real development cycle.
