Nas últimas três décadas, a proporção de pessoas abaixo da linha de pobreza foi reduzida substancialmente no Brasil. Parte desta redução ocorreu em função de programas de transferência de renda do país, como o Programa Bolsa Família (PBF), criado em 2004 e que beneficia, atualmente, mais de 12 milhões de famílias pobres e extremamente pobres. O objetivo desta dissertação é discutir o desenho e os impactos deste programa a partir de uma análise baseada na abordagem das capacitações. Para isto são apresentados os conceitos fundamentais referentes à abordagem das capacitações e ao pensamento de Amartya Sen, bem como as principais características do Bolsa Família, seus antecedentes e os impactos provocados nas áreas da educação, saúde, alimentação, trabalho, empoderamento das mulheres e pobreza. Estes impactos e o desenho do PBF são analisados a partir do instrumental obtido através do estudo da abordagem das capacitações. Ademais, são apresentadas algumas propostas ao Bolsa Família visando a atuação deste programa sobre as múltiplas dimensões responsáveis pelo fenômeno da pobreza. / In the last three decades, the proportion of people below the poverty line was reduced substantially in Brazil. Part of this reduction was due to income transfer programs in the country, as the Bolsa Família Program (PBF), established in 2004 and currently aiding more than 12 million poor and extremely poor families. The purpose of this paper is to discuss the design and the impacts of this program from an analysis based on the capabilities approach. Therefore, it’s bring forward the fundamental concepts concerning the capabilities approach and the Amartya Sen’s work as well as the main characteristics of the Bolsa Família, its antecedents and impacts caused in education, health, food, work, empowerment of women and poverty. These impacts and the design of PBF are examined from the instrumental obtained through the capabilities approach. Adoptivfamiljens möjligheter : En intervjustudie om nyblivna adoptivfamiljers handlingsutrymme i samhället

Tidigare forskning inriktad på adoptivföräldrars upplevelser av föräldraskapet eller support och stöd från samhälleliga instanser är inte omfattande, speciellt inte i svensk forskning. Syftet med den här studien var att undersöka adoptivföräldrars upplevelse av stödfunktioner och samhällsservice under de första fem åren efter hemkomst med adoptivbarnet eftersom det är viktigt att få ett perspektiv på stödet från samhället under de tidiga åren då det adopterade barnet knyter ann till familjen. Studien utfördes genom intervjuer med fyra adoptivföräldrapar plus den ena föräldern till ett adoptivbarn. Intervjuerna utforskade hur de upplevt sitt handlingsutrymme i förhållande till deras tillgänglighet av samhälleliga resursinstanser under det tidiga föräldraskapet. Resultaten analyserades utifrån Amartya Sens teoretiska perspektiv capability approach som mäter hälsa genom att accentuera individens behov och frihet att själv välja vad som uppfattas som nödvändigt och viktigt.  Resultaten visade att adoptivföräldrarna överlag var nöjda med relationen de haft med skola, barnhälsovård, socialtjänst och övriga resursinstanser. En viktig del av handlingsutrymmet för familjerna var även privata relationer med andra adoptivföräldrar och adoptivbarn. Även internet nätverk eller grupper för adoptivfamiljer var dem till viss mån behjälpliga. Trots det menade föräldrarna att förståelsen för deras adopterade barns behov i alla samhälleliga instanser behövde förbättras, både överlag för adopterade barn, men även att de individuella behoven för adopterade barn behövde uppmärksammas mer.

Non-ideal theory comparison of Sen's capability approach and Therborn's theory on inequalities : Comparison to a non-ideal theory framework to address health inequalities

This thesis conducts a theory comparison to determine which theory of social justice is best suited to address health inequalities. The theories used are the capability approach by Amartya Sen and Göran Therborn's theory on inequalities. Within the capability approach, two accounts specified on health capabilities will be regarded as well. These are the health capability approach by Ruger and the theory of health justice by Venkatapuram. The theory comparison is done by making use of a non-ideal theory framework, based on the theory by John Rawls and the critiques on it given by several authors, as well as the developments in the ideal/non-ideal theory debate. Non-ideal theory provides guidance towards reducing inequalities and enhancing justice and can therefore be useful for a theory on health inequalities. The developed non-ideal theory framework consists of five criteria to which the respective theories are compared to determine whether they fulfil the criteria. Comparing the theories to the framework will give an insight in which theory is best suited for reducing health inequalities. Therborn's theory on inequalities has proven to fulfil most of the criteria in the non-ideal theory framework and can therefore be regarded as best suited to reduce health inequalities.

The method of research consists of bibliographical research, followed by a case study, in order to strengthen the theme s empirical investigation. The case study analyzed is the project BNDES/PNUD for Local Development (BRA/00/031) in the Península de Itapagipe , Salvador, Bahia. The first conclusion of this work is that the choice of the capabilities approach, developed by Amartya Sen, is convenient for the pragmatic and consensual nature of the Programme, given that it proposes a stronger focus on the expansion of individual choices without questioning the current international economic order. Therefore, it allows the maintenance of the support of not only countries which act as core resource suppliers, but also of countries where UNDP implements its interventions. Furthermore, the sustainable human development is a concept broad enough to let different interventions be classified under this one paradigm. Regarding the specific role of the UNDP in Brazil, it is clear that the nature of its approach is the government cost-sharing/national execution. This modality was first employed in a particular context, under special circumstances, which took under consideration the interests of both Brazilian government and the UNDP. It is possible to reach the conclusion that the Programme´s action in Brazil is more linked to performing the duties of a support structure, in order to have the projects fully and effectively implemented, than to furnish content and theoretical aspects to the interventions supported by the Programme. In sum, the UNDP´s action is limited by the lack of success in translating its innovative theoretical concepts and ideas into practical projects. Being successful on this task could imply an enrichment of the projects and also create a clear framework which characterizes the projects supported by the UNDP / O objetivo desse trabalho é entender como o Programa das Nações Unidas para o Desenvolvimento (PNUD), principal órgão das Nações Unidas para a questão do desenvolvimento, atua no Brasil. O procedimento de pesquisa utilizado é a pesquisa bibliográfica. Um estudo de caso é também realizado como forma de aprofundar a investigação empírica do tema. O estudo de caso analisado é o projeto BNDES/PNUD de Desenvolvimento Local (BRA/00/031), na Península de Itapagipe em Salvador (BA). A primeira conclusão deste trabalho é que a escolha da abordagem das capacidades de Amartya Sen é conveniente à natureza pragmática e consensual do Programa, porque propõe um foco na expansão das escolhas individuais das pessoas, mas sem questionar a ordem econômica internacional vigente. Dessa forma, permite a manutenção do apoio tanto de países doadores de recursos regulares como dos países nos quais o PNUD mantém atividades. Além disso, o desenvolvimento humano sustentável é muito amplo, e isso permite que intervenções nas mais diferentes áreas sejam classificadas como relacionadas a este paradigma. Em relação à atuação específica do PNUD no Brasil, está claro que a modalidade de cooperação utilizada majoritariamente é a execução nacional/financiamento pelo governo. Essa modalidade passou a ser utilizada em um contexto específico, que atendia interesses tanto do governo brasileiro quanto do PNUD. Pode-se concluir que a atuação do Programa no Brasil passa muito mais por servir como uma estrutura de apoio para que os projetos sejam implementados do que por realizar aportes teóricos e de conteúdo às intervenções apoiadas pelo Programa. Portanto, a atuação do PNUD é limitada pelo fato de não conseguir traduzir as idéias e os conceitos inovadores criados no seu âmbito para os seus projetos. Ter sucesso nessa questão poderia representar um enriquecimento dos projetos, bem como criar uma delimitação clara que caracterize os projetos apoiados pelo PNUD
