O Sistema Nacional de Avalia??o da Educa??o Superior (SINAES), em vigor desde 2004, examina as institui??es de ensino superior (IES), os cursos de gradua??o e o desempenho dos estudantes. O presente trabalho teve por objetivo a elabora??o do manual de processo de autoavalia??o institucional com vistas a apoiar os trabalhos conduzidos pela Comiss?o Pr?pria de Avalia??o (CPA) das IES. It is born of the natural yearning of an organization to know itself and the legal requirements and evaluation regulations that currently exist for all levels of education, from basic to higher education. It goes through the efforts of organization, maintenance and production of information that, while complying with the legal norm, become a valuable tool for decision making, when sensitized the hierarchical leadership of an institution on the importance of the process of self-evaluation institution. The National System for the Evaluation of Higher Education (SINAES), in force since 2004, examines higher education institutions (HEIs), undergraduate courses and student performance. The objective of the present work was to elaborate a process manual of the institutional self-evaluation to support the work carried out by the Self-Evaluation Committee (CPA) of HEI. The use of manuals in corporate environments contributes to the understanding and consolidation of knowledge inherent in the professional's area of activity and to the orientation of work group actions oriented toward the same objective. The methodology used involved bibliographical and documentary research, in view of the exploratory study of a qualitative approach.

Em fun??o do aumento dos sobreviventes de acidentes de transporte terrestre com les?es leves e graves, nos ?ltimos anos, conhecer as v?timas sob o ponto de vista de caracter?sticas epidemiol?gicas e a percep??o do estado de sa?de, torna-se ?til para melhor monitorar as v?timas pelos sistemas de sa?de. Objetivo: Estimar a preval?ncia e identificar os fatores associados aos acidentes de transporte terrestre, bem como seus efeitos sobre a sa?de autorreferida da popula??o brasileira, segundo a Pesquisa Nacional de Sa?de, 2013. M?todo: Estudo de associa??o de fatores que utilizou dados da Pesquisa Nacional de Sa?de, realizada em 2013, atrav?s do inqu?rito populacional de base domiciliar, pelo Minist?rio da Sa?de e Funda??o Oswaldo Cruz, em parceria com Instituto Brasileiro de Geografia e Estat?stica, realizada no per?odo de agosto de 2013 a fevereiro de 2014. Para a an?lise dos dados foram calculadas as frequ?ncias relativas dos aspectos relacionados aos acidentes de transporte terrestre e da sa?de autorreferida, para fins de caracteriza??o da popula??o de estudo. As associa??es foram verificadas pelo teste Qui-Quadrado, considerando-se um n?vel de signific?ncia de 5%. Na sequ?ncia foram estimadas as raz?es de preval?ncia bruta e ajustadas, utilizando regress?o de Poisson com vari?ncia robusta, n?veis de signific?ncia de 0,05. Para estimar as raz?es de preval?ncia ajustadas, inicialmente foi realizada an?lise bivariada, que verificou associa??o dos acidentes de transporte terrestre com as vari?veis sociodemogr?ficas e as relacionadas aos aspectos da ocorr?ncia; da sa?de autorreferida com as vari?veis sociodemogr?ficas, socioecon?mica e aspecto inerente ? consequ?ncia do evento. As associa??es que apresentaram valor de p<0,05 foram inclu?das no modelo multivariado. Resultados: Do total de entrevistados na Pesquisa Nacional de Sa?de, 3,2% dos indiv?duos relataram ter sofrido acidentes de transporte terrestre no Brasil. Na an?lise de acidentes de transporte terrestre, vari?veis sociodemogr?ficas e aspectos envolvidos no evento, os indiv?duos do sexo masculino (RP=1,46 e IC95%: 1,22?1,75), que relataram n?o serem casados (RP=1,30 e IC95%: 1,12?1,52), dirigirem motocicleta (RP=2,41 e IC95%: 1,84?3,15) apresentaram maior probabilidade de referir envolvimento em acidente de transporte terrestre. As vari?veis idade e frequ?ncia com que anda de moto mostraram associa??o inversa com o desfecho. Na an?lise da sa?de autorreferida, vari?veis sociodemogr?ficas e socioecon?mica, os indiv?duos v?timas de acidentes de transporte terrestre que sofreram sequelas e/ou incapacidades (RP=1,51 e IC95%: 1,17?1,96), com mais de 40 anos (RP=1,75 e IC95%: 1,35?2,27), pertencentes tanto ? classe social D e E (RP=2,82 e IC95%: 1,58?5,00) quanto a C (RP=2,60 e IC95%: 1,49?4,54) apresentaram maior probabilidade de autoavaliar o estado de sa?de como prec?rio. Faz-se necess?rio destacar ainda, que sequela e/ou incapacidade ? a vari?vel independente principal e as demais s?o de ajuste. Conclus?es: Os acidentes de transporte terrestre no Brasil s?o mais prevalentes em motociclistas, do sexo masculino e n?o casado. J? os que sofreram sequelas nos acidentes, com idade mais avan?ada e das classes menos favorecidas economicamente possuem um estado de sa?de mais prec?rio. Tais resultados devem subsidiar pol?ticas p?blicas e programas de preven??o, de promo??o da sa?de e seguran?a no tr?nsito, com atua??o intersetorial, que vai muito al?m de medidas educativas e campanhas de m?dia. / Introduction: Land transport accidents constitute a significant global public health problem due to its magnitude and transcendence, as well as to the high human and material costs that society entails. Due to the increase in the number of land transport accidents survivors with mild and severe injuries in recent years, to know the victims from the point of view of their epidemiological characteristics and their perception of the state of health, it becomes useful to better monitor the health of the victims provided health systems. Objective: To estimate the prevalence and identify the factors associated with land transportation accidents, as well as the self-rated health of the Brazilian population affected by this event, according to the National Health Survey, 2013. Method: Association study of factors that used data of the National Health Survey, conducted in 2013, through a population-based household survey, by the Ministry of Health and the Oswaldo Cruz Foundation, in partnership with the Brazilian Institute of Geography and Statistics, conducted in August 2013 to February 2014. For the analysis of the data, the relative frequencies of the aspects related to land transportation accidents and self-rated health were calculated for the purposes of characterization of the study population. The associations were verified by the chi-square test, considering a level of significance of 5%. The crude and adjusted prevalence ratios were estimated using Poisson regression with robust variance, significance levels of 0.05. To estimate the adjusted prevalence ratios, we initially performed a bivariate analysis, which verified the association of land transport accidents with sociodemographic variables and those related to aspects of the occurrence; of precarious self-reported health with the sociodemographic, socioeconomic and inherent aspects of the consequence of the event. Associations that presented p value <0.05 were included in the multivariate model. Results: Of the total number of interviewees in the National Health Survey, 3.2% of the individuals reported having suffered land transportation accidents in Brazil. In the analysis of ground transportation accidents, sociodemographic variables and aspects involved in the event, male subjects (PR = 1.46 and 95% CI: 1.22-1.75), who reported not being married (PR = 1.30 and 95% CI: 1.12-1.52), motorcycle driving (PR = 2.41 and 95% CI: 1.84-3.15) were more likely to report involvement in ground transportation accidents. The variables age and frequency of motorcycle riding showed an inverse association with the outcome. In the analysis of self-rated health, socio-demographic variables and socioeconomic variables, individuals who were victims of road transport accidents that suffered sequels and/or disabilities (RP = 1.51 and 95% CI: 1.17-1.96), older than 40 (RP = 1.75 and 95% CI: 1.35-2.27), belonging to both social class D and E (RP = 2.82 and 95% CI: 1.58-5.00) and C (RP = 2.60 and 95% CI: 1.49-4.54) were more likely to self-assess health status as precarious. It is also necessary to highlight that sequela and/or incapacity is the main independent variable and the others are of adjustment. Conclusions: Land transportation accidents in Brazil are more prevalent in motorcyclists, male and unmarried. Those who have suffered sequels in accidents, with more advanced age and the economically disadvantaged classes, have a poorer health condition. Such results should support public policies and prevention programs, health promotion and traffic safety, with intersectoral action, which goes far beyond educational measures and media campaigns.

Para tanto, adotamos neste estudo os conceitos de autoavalia??o enquanto ferramenta para autorregula??o dos saberes (BANDURA, 1977; BLANCHE; MERINO, 1989; DUKE; SANCHEZ, 1994; SOARES, 2013) e para promo??o da aprendizagem (ELLIS, 2001; BLACK; WILLIAN, 2006; FERREIRA, 2007; PAIVA, 2012). A investiga??o desenvolveu-se com vinte e seis estudantes de uma escola p?blica na cidade de Natal, capital do Rio Grande do Norte, e usou como m?todo a pesquisa-a??o (ELLIOT, 2005), sob a abordagem da pesquisa pedag?gica qualitativa (LANKSHEAR; KNOBEL, 2008; SILVERMAN, 2010). Os resultados alcan?ados apontam para a confirma??o de nossa hip?tese, de que a autoavalia??o configurase como uma estrat?gia pr?tica e eficaz de aux?lio ao estudante de Ensino M?dio no desenvolvimento da aprendizagem de l?ngua inglesa e na sua inser??o no processo de ensinoaprendizagem-avalia??o de forma aut?noma e consciente, pois destacam que a autoavalia??o pode fornecer indicativos de presen?a ou aus?ncia de aprendizagem da l?ngua estudada; pode ser promotora da participa??o estudantil no processo de aprendizagem; e pode gerenciar as a??es de aprendizagem individuais dos aprendizes. / This work is the result of a study about the use of self-assessment in English-language classes from two perspectives: as a learning strategy (O?MALLEY & CHAMOT, 1990) of foreign languages and as a manner to promote the student?s participation in the teaching-learning process (ALVES, 2004; SOARES, 2007) toward the construction of their learning. For this purpose, we adopted the concepts of self-assessment as a tool for the self-regulation of knowledge (BANDURA, 1977; BLANCHE & MERINO, 1989; DUKE & SANCHEZ, 1994; SOARES, 2006) and for the promotion of learning. (ELLIS, 2001; BLACK; WILLIAN, 2006; FERREIRA, 2007; PAIVA, 2012). The research was developed with twenty-six students from a public school in the city of Natal, capital of Rio Grande do Norte, and used the Action research (ELLIOT, 2005 ) as the chosen investigative method, under the Qualitative Pedagogical research approach (LANKSHEAR, KNOBEL, 2008; SILVERMAN, 2010). The main objective of the study was to implement the self-assessment practice in the English language subject of the school where the research has been conducted and, therefore, proceed with the analysis of the effects that such implementation brings about as a strategy to promote the learning of English within and outside the school. It was also within our scope to contribute to the area of Language studies by means of the elaboration of a prototype of selfassessment which can be adaptable to the real situations faced in the Brazilian public schools. The achieved results confirm our hypothesis, which states that the self-assessment is a practical and effective strategy that helps high school students develop their English language learning and insert themselves in the teaching-learning-evaluation process in an autonomous and conscious way. The outcomes emphasize that the self-assessment can provide indicatives of the presence or absence of learning of the language studied; it can be the promoter of the student participation in the learning process; and it also can function as a tool for managing the learners? individual learning actions.

The overall objective was to analyze the process of institutional self-evaluation at the Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Rio de Janeiro - IFRJ. Initial concerns focused on the perspective of policy evaluation of higher education, given the reality of the Federal Institutes. So, we started with a theoretical analysis of the macro area, the conceptual point of view of educational and institutional assessment, to support the internal assessment process, also called self-assessment. Continuing the analysis, we dealt with the regulatory frameworks and historical assessment policies of higher education in Brazil. In order to contextualize the reality, the characteristics and specificities of IFRJ, the search also sought to characterize the socio-educational trajectory, through the institution's official documents and interviews. Below presented the theoretical and methodological reasons that contributed to this research. From this basis, we sought to examine the experiences and challenges of institutional self-evaluation process at the institution based on legal documents, in interviews and field observations. Finally, results and discussion section, we analyzed the data collected, providing the opportunity to situate the emergence of institutional self-assessment IFRJ the voices of key informants. This group was composed of managers and members of committees of self-assessment that accompanied the transformation of the institution in the Federal Institute, presenting proposals and challenges for the IFRJ. The main contribution of this study was the possibility of socializing experiences in institutional self-assessment IFRJ in federal institutions and other educational institutions. The dive in the subject led to a reflection on the importance of self-assessment in higher education / O estudo caracterizou-se por uma pesquisa de natureza qualitativa, partindo de uma investiga??o de fontes bibliogr?ficas, documentais, observa??o de campo e entrevistas semiestruturadas. O objetivo geral foi analisar o processo de autoavalia??o institucional no Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Rio de Janeiro - IFRJ. As preocupa??es iniciais concentraram-se no ponto de vista das pol?ticas de avalia??o da educa??o superior, face ? realidade dos Institutos Federais. A qualitative research was taken under the use of several pieces of information and collected out of several sources, such as: managing, docent and administrative staff interviews; present school legislation, political pedagogical project, scholar regiment as well as the 2013 action plans documental analyses; and the literature review focused in books and articles which treats of evaluation, State Evaluator and the public educational politics in order to promote the dialogue between school theory and reality. The institutional evaluation has been the theme debated through several studies. However, with its major focus on the evaluation systems and High Education aiming to raise competition having implying the reaching of educational quality as justification under liberal view. Notwithstanding, over the controlling function of the educational results and competition trigger amongst the educational institutions to the accruement of the received resources, it is believed that this institutional evaluation, however the system, can assist in the educational services improvement offered to the local public, when endeavoured to the purpose of supporting human development. Having the obtained data, the self-evaluation process implemented at the concerned school, the conceptions which permeate the school environment as well as the community joining given in this object lesson, was described and analysed as dialoguing with the political pedagogical project and comprehending the constitution in a democratic management / Neste trabalho, investigamos a implementa??o da autoavalia??o institucional na Escola Municipal Estudante Emmanuel Bezerra, situada na zona oeste de Natal, Rio Grande do Norte, analisando a participa??o dos sujeitos escolares. It sought to answer if the Direct Public Administration of Federal Executive Power, as the perception of their managers, has used internal controls as a tool to improve their performance and meet their corporate objectives. This research is the descriptive type, which documentary data collection occurred through management reports delivered to the accountability of the year 2011 to the Court of Audit (TCU) by 382 public institutions of direct administration of the federal executive branch. These documents contain a questionnaire composed of 30 probes that assess the perception of these units in terms of structuring their internal controls on a scale that ranges from 1 to 5. After structuring such data, applied to confirmatory factor analysis to verify that the statements were capable of measuring the constructs, data analysis was by descriptive statistics and cluster analysis in order to achieve the proposed objectives and answer the research question, still applying the nonparametric Mann-Whitney test to compare the responses and assess which aspects of the groups there were differences. The results showed that the components of the internal control structure are most appropriate in relation to the \"control environment\" and \"information and communication\" since the component risk assessment showed greater fragility. It was also possible to identify two groups, the best assessment and other lower rating, the best perceptions occurred for organs linked to the Ministry of Defense, and the lowest ratings for organs linked to the Ministry of Planning, Budget and Management, notably for Federal Properties Management Office (SPU) and the Ministry of Health and its state centers. The perception by senior management that internal controls are essential to achieve the goals of the unit is detachable as a positive point, although only 36.6 % of them understand that they contribute fully to the achievement of planned results. The main negative point for the two groups refers to the component of risk assessment, the results showed that their main aspects are not practiced in the context of respondents organs. Finally, it can be conclude that the institutions of direct administration of the federal executive power do not fully utilize internal controls as a tool to improve their performance and achieve their institutional goals / Este trabalho teve como objetivo identificar, por meio dos ??rg??os da Administra????o P??blica Direta do Poder Executivo Federal, a percep????o dos seus gestores sobre o quanto seus sistemas de controles internos t??m sido utilizados para o alcance dos objetivos institucionais, mais especificamente verificar se existem diferen??as significativas entre os controles internos implantados pelos diversos ??rg??os que comp??em a estrutura destes, al??m de identificar grupos de ??rg??os p??blicos com caracter??sticas diversas e os respectivos pontos fortes e fracos do controle interno dos grupos avaliados, tendo como refer??ncia os componentes de controle interno COSO/INTOSAI. Procurou-se responder se a Administra????o P??blica Direta do Poder Executivo Federal, conforme a percep????o de seus gestores, tem utilizado os controles internos como ferramenta para melhorar seu desempenho e cumprir seus objetivos institucionais. Esta pesquisa ?? do tipo descritiva e a coleta de dados documental ocorreu por meio dos relat??rios de gest??o entregues na presta????o de contas do ano de 2011 ao Tribunal de Contas da Uni??o por 382 ??rg??os p??blicos da administra????o p??blica direta do Poder Executivo Federal. Tais documentos cont??m question??rios compostos de 30 assertivas que avaliam a percep????o dessas unidades quanto ?? estrutura????o dos seus controles internos, em uma escala que varia de 1 a 5. Ap??s a estrutura????o desses dados, aplicou-se a an??lise fatorial confirmat??ria para verificar se as assertivas eram capazes de medir os construtos (componentes de controle). A an??lise de dados ocorreu por meio de estat??stica descritiva e da an??lise de clusters com o intuito de atender aos objetivos propostos e responder a quest??o de pesquisa, aplicando-se, ainda, o teste n??o param??trico de Mann-Whitney para comparar as respostas e para avaliar em quais aspectos os grupos diferiam. Os resultados indicaram que os componentes da estrutura do sistema de controle interno do Poder Executivo Federal est??o mais adequados em rela????o ao \"ambiente de controle\" e \"informa????o e comunica????o\", j?? o componente \"avalia????o de riscos\" mostrou maior fragilidade. Foi poss??vel, ainda, identificar dois grupos: um de melhor avalia????o e outro de menor avalia????o. As melhores avalia????es ocorreram para os ??rg??os vinculados ao Minist??rio da Defesa, e as menores avalia????es para os ??rg??os vinculados ao Minist??rio do Planejamento, Or??amento e Gest??o, notadamente para as Secret??rias de Patrim??nio da Uni??o e para o Minist??rio da Sa??de e seus n??cleos estaduais. A percep????o pelos altos dirigentes de que os controles internos s??o essenciais ?? consecu????o dos objetivos da unidade ?? destac??vel como ponto positivo, embora apenas 36,6% deles entendam que eles contribuem plenamente para a consecu????o dos resultados planejados. O principal ponto negativo para os dois grupos refere-se ao componente avalia????o de riscos, cujos resultados revelaram que os seus principais aspectos n??o s??o praticados no ??mbito dos ??rg??os respondentes. Por fim, foi poss??vel concluir que os ??rg??os da administra????o p??blica direta do Poder Executivo Federal n??o utilizam plenamente os controles internos como ferramenta para melhorar seu desempenho e alcan??ar seus objetivos institucionais
