Byggarbetsmiljösamordning : En analys av hur byggarbetsmiljösamordning sker idag och hur den kan förbättras

The purpose of this thesis is to analyse the current state in the construction sectorwithin the co-ordination of building work environment. The outcome of the analysiswill be implemented in a process model which aims to secure a safe workenvironment. As a result of a change in the Swedish Work Environment Act in 2009the government presented two new titles in the construction sector. The two newtitles were named: building work environment coordinator for design and planning (BAS-P) and building work environment coordinator for execution(BAS-U).Together they are responsible for the building work environmentco-ordination throughout the whole building process. The information gathering for the study was mainly based on interviews carried outwith professionals with experience from either of the two titles. Although the workprocess is regulated by the law but also internally in the companies, there is still awide diversity in how the work is executed. The interviews also led to the conclusionthat there is a lack of communication between the two parts and further thatsome designers are lacking in knowledge of how the designed details are carriedout in practice. After the conclusions above were made, a process model which will encourage active communication was developed. The process model is a folder hierarchy which will simplify the co-ordination of building work environment for each operator. It is also a way for the companies of ensuring that each operator uses the samedocuments in order to set a standard and prevent miscommunication. / Detta examensarbete har utförts i samverkan med Skanska Stockholm Hus Nord som uttryckte ett behov av en utredning inom ämnet byggarbetsmiljösamordning.Studien syftar till att ta fram ett förslag till en arbetsmodell som implementeras i entreprenörens samtliga projekt för att säkerställa en god arbetsmiljö.  Den 1 januari 2009 tillkom två nya arbetsroller i byggbranschen i samband med en förändring i arbetsmiljölagen och arbetsmiljöverkets föreskrifter. En Byggarbetsmiljösamordnareför planering och projektering (BAS-P) och en byggarbetsmiljösamordnareför utförande (BAS-U). Rollerna infördes med syftet att tillse en god arbetsmiljö under hela byggprocessen och därmed minska antalet olyckor i branschen. Arbetet inom byggarbetsmiljösamordning är reglerat till viss del i arbetsmiljölagen men hur varje BAS väljer att arbeta varierar. Av den anledning skapas en problemställning som resulterar i arbetsmiljörisker, dålig kommunikation och kunskapsbrist. Detta examensarbete behandlar hur arbetsmiljösamordnarnasarbete fungerar idag. Hur de arbetar individuellt och mot varandra, kommunicerar och samverkar samt hur denna viktiga samordningkan förbättras.  En kvalitativ intervjustudie har genomförts med nio informanter som arbetar med byggarbetsmiljösamordning i antingen projektering eller produktion. För att erhålla en tillfredställande spridning valdes informanter med olika företagsbakgrundsamt med erfarenhet av olika stora projekt. Utfallet av intervjuerna indikerar en brist på kunskap inom arbetsmiljö hos enskilda projektörer, att arbetsgången är väldigt inkonsekvent och att de två samordnarna inte kommunicerartillräckligt mycket. Arbetsmiljöverkets riktlinjer för hur arbetet ska utförasidag är otydliga och branschens utveckling av arbetsrollerna upplevs gå långsamt. Dessa faktorer leder till att det ofta uppstår komplikationer som påverkarprojekts säkerhet, tid och ekonomi.  Studiens resultat har legat till grund för rekommendationer som tagits fram. Dessa rekommendationer har implementerats i utformningen av en mappstrukturmed syfte att förenkla aktörernas arbete inom byggarbetsmiljösamordning

Kommunikation och samarbete inom byggarbetsmiljösamordning : En studie om BAS-P och BAS-U

Januari 1st of 2009 was the day that changed tee coordination of the Swedish building work environment. Big changes were made in the law of working environment and the related regulation, this was made as the result of high mortality and a branch of industry often hit with injuries. Two types of building work environments coordinators were appointed, one for planning and design and one for the execution of construction work. The two disciplines of coordinators are meant to complement each other through out the project and in that way ensure a good and healthy environment for both construction workers and the future building administrator. In this thesis, a company in Stockholm is being viewed to see how they work to ensure the working environment is good. The study is based on interviews with staff currently working as a coordinator in either phase. The result shows that there are good possibilities for a well functioning building work environment. The ambitions of the coordinator of the executing contributing early in the projects exists and is applied when possible. There are room for development in the feedback of experience and also in the handover. If the handover would be implemented the way it is meant to be, the flow of information would be assured and thus unforeseen risks would decrease leading to a safer building work environment.

Överlämnandet inom byggarbetsmiljösamordning : Riktlinjer och konsekvenser / The handover within the building work environment : Guidelines and consequences

The concept of building work environment co- ordinator is a relatively new concept that has its origin in the amendment to the Working Environment Act which came into force on 1 January 2009. The terms; building work environment co-ordinator appointed for planning and design and building work environment co-ordinator for the execution of building or civil engineering work ushered in the industry. Once these disciplines complement one another, you can achieve a smooth handover to ensure a good and healthy working environment. In this thesis, we study a company in Uppsala and their operations and handover by interviewing the relevant staff in question. The result shows that there are currently no present guidelines for how and when the handover should take place, it is up to each individual to provide themselves with the relevant information. If the handover of the work environment would occur to the extent it should it would lead to minimized proportions of unforeseen risks and events that may occur during the production phase, which ultimately leads to a better and healthier working environment.

Brister i arbetsmiljöprojektering : En studie i vilka brister som finns i arbetsmiljöprojektering / Flaws in work enviroment projection

This work aim to contribute to making constructions sites in Sweden safer. The purpose is achieved by focusing on the preventing work that is made during the planning phase. Therefore this work will result in recommendations on how  to better prevent work environment hazards and which risks are the hardest to identify. During the planning phase a work environment document is required to be established. These documents and the belonging risk analysis is the core of this work. The problem is identified thru qualitative interviews with four informants. All of the four informants shared the opinion about knowledge being inadequate in the planning stage. This is revealed in the work environment plan that often is copied from another project instead of being adapted for every unique project. To achieve a proper work environment plan a wide range of knowledge is required. This makes it hard for one person to carry out this work while also leading the projection since vast experience in work environment is needed. The result makes the foundation for the presented solutions. The solutions are that the project leader and BAS-P should be two different persons and that the handover from BAS-P to BAS-U should be carried out thru a physical meeting between the two of them. By dividing the projection leader and BAS-P in to two different people it allows BAS-P to solemnly focus on the work environment issues while the projection leader can focus on propelling the project forward.

Questions were answered by information from the Work Environment Act, AFS 1999:3 and other material from the Work Environment Authority. Two interviews with staff at the Work Environment Authority were also held. One of the conclusions drawn from the diploma work is that it’s the client who will select a building work environment co-ordinator for the planning and projecting. That should be done as soon as the planning and projecting has begun. The planning and projecting usually begins before the main contractor takes over responsibility for the work environment as the employee. It is not clear that SBC will take on the client’s responsibility to select a building work environment co-ordinator for the planning and projecting in the early planning, before the contractor takes on responsibility and there are several ways to do this.</p>

Byggbranschen står inför en utmanande situation där efterfrågan är stor, men tillgång till resurser är begränsad, många utländska yrkesarbetare och företag är verksamma i Sverige och det har skett en stor nyrekrytering av inte minst byggtjänstemän, tidplaner är snäva, och det finns riskarbetsmiljön i projekt kan bli lidande. Det är därför extra viktigt att det görs genomarbetade riskbedömningar och att dessa följs upp och revideras fortlöpande under hela projekttiden. Analyser i projekten görs regelbundet för att förbättra och uppdatera AMP/ arbetsmiljön. Detta för att förebygga och undvika risker. AMP ska uppdateras och följas upp regelbundet under hela projektet. Risker som redan finns kan minimeras eller helt försvinna, nya risker uppstår fortlöpande som måste hanteras-förebyggas. Även om byggbranschen har uppnått en säkrare arbetsmiljö under åren så förekommer det alltid risker. Genom att ha tydliga roller och riktlinjer inom företagen blir det lättare att jobba för en bättre arbetsmiljö. Denna rapport är grundad på en kvalitativ studie där tre arbetstagare har gett oss en inblick kring arbetsmiljön i ett specifikt projekt. Rapportens syfte har varit att undersöka arbetsmiljöproblem och följa upp riskhanteringen under projektets gång för att sedan finna vad som kan vara orsaken till arbetsmiljöproblemen men också hur de kan elimineras. Rapporten kommer också bestå av information hur kommunikation, attityd, planering, kontroller och mänskliga faktorers samspel, men även väderförhållanden kan påverka arbetsmiljöproblem på arbetsplatsen. Genom semistrukturerade intervjuer har det bekräftats att riskbedömningar är viktiga att utföra i det dagliga arbetet i anläggningsbranschen. Varje moment i projektet innebär en risk som behövs åtgärdas. Under intervjuerna har det bekräftats att riskanalyser utförs under projektets gång och detta görs på grund av att nya risker ständigt uppkommer. Slutsatsen av denna studie är att Servicekontoret har en god arbetsmiljö, men det finns plats till förbättringar. Risker är något som arbetstagarna utsätts för var dag och för att förebygga dom bör de jobbas med i ett tidigt skede för en bättre arbetsmiljö. Genom att aktivt arbeta med att förebygga dessa risker kommer det leda till en bättre arbetsmiljö men också en effektivare produktion. / The building industry is facing a great deal of pressure as demand is high and the resources at their disposal are far too small. This contributes to time-schedules being pushed down which in turn leads to the safety of the project suffering. Companies usually aim to finish their projects in as short a time span as possible, thereby losing focus of safety and risks. Analyzes of the projects are being done regularly to improve the working environment. This is being done to not negatively affect the job, but also to avoid risks. The work will then be updated and followed up regularly throughout the project. Risks that already exist can be reduced or completely disappear while new ones can be reduced quickly. Even though the construction industry has achieved a safer working environment over the years, there are always risks. By having clear rules and guidelines within the companies, it will be easier to reach a better work environment. This report is based on a qualitative study in which there have been three employees who have given us an insight into the working environment of a specific project. The purpose of the report has been to investigate the work environment issues and follow up the risk management during the project, to find out not only what could be the cause of these issues, but also how they can be eliminated. The report will also consist of information on how communication, attitude, planning, controls, human factors and also how weather conditions can affect work environment issues inthe workplace. Through semi-structured interviews, it has been confirmed that risk assessment is an important part of the daily work in the construction industry. Every step in the project is a risk that needs to be evaluated. During the interviews it has been confirmed that risk observations are carried out during the course of the project and this is done due to a lack of time. Based on the information we have gathered through these interviews, there seems to be a relatively good working environment at Servicekontoret, but there is still room for improvement. Communication and collaboration are two important factors that need to be worked on more diligently and discussed more often. A suggestion for Servicekontoret is to frequently work towards reducing these risks by carefully reviewing them before the start of the project, at the place where the project will be held.

Work-related fatalities in Sweden in 2023, the construction industry accounted for 30%. In 2022, over 35,000 workplace accidents were reported despite legislation stipulating that construction project should appoint a coordinator of construction site safety for the Design and Construction Phases (BAS-P and BAS-U). To ensure safe and secure workplaces for every project, it is necessary for BAS-P to establish a well-developed work environment plan to hand over to BAS-U for continuation and updating during the project. The industry often considers this handover inadequate, leading to poorer working conditions at construction projects. The purpose of this study is to investigate the handover between BAS-P and BAS-U to present potential improvements that ensure sufficient information is handed over, thereby improving workplace safety in the future. The study will be conducted in the form of a literature review, qualitative interviews, and a document study at two construction projects in collaboration with Veidekke. From the results, it is evident that the handover can take place through a meeting or just an email. Templates for the meeting are often available but rarely used, and the time for a meeting is short. The templates for the handover meeting do not provide space to address all necessary information, and communication between the parties is often lacking. The conclusion confirms that the handover template needs to be structured, handover meetings should be required, and more people should attend the handover. Additionally, communication between the parties should exist already during the Design Phase to contribute to safer construction sites. To facilitate this, collaborative contracting is preferable.

Bakgrund: Arbetsmiljöföreskrifter ställer krav på erforderlig utbildning, erfarenhet och kompetens för byggarbetsmiljösamordnare vidför planering, projektering och utförande för att kunna verka i dessa roller. Det finns dock brister i kunskap om hur utbildning, erfarenhet och kompetens kan påverka skyddet vid anläggningsverksamhet som föregås vid eller på väg. Syfte: Det första syftet är att få en uppfattning om hur de som arbetar som byggarbetsmiljösamordnare vidför planering och projektering resonerar kring upprättande av arbetsmiljöplan som riskhanteringsverktyg. Det andra syftet är att undersöka hur byggarbetsmiljösamordnare vidför utförande hanterar och tolkar arbetsmiljöplanen ur riskhänseende. Det tredje syftet är att ta reda på vilken utbildningsomfattning och inriktning på utbildning byggarbetsmiljösamordnare anser att det finns behov avför, samt vilket intervall som behövs för kontinuerlig fortbildning. Det fjärde syftet är att utvärdera huruvida byggarbetsmiljösamordnare anser att mentorskap bör rekommenderas som en del i lärandet.   Metod/Genomförande: Magisteruppsatsen har genomförts som en semistrukturerad kvalitativ intervju med de personer som verkar som byggarbetsmiljösamordnare för planering, projektering och utförande samt trafikanordningsansvarig. Observationer har gjorts vid anläggningsarbete på företag benämnt nr 1, samt litteraturstudier.   Resultat: Studien visar att det finns behov av olika inriktningar vid utbildningsgenomförande, samt att det finns behov av repetitionsutbildning. Utbildningarna bör innehålla både teoretiska och praktiska moment, alternativt lärande genom mentorskap. Praktisk anknytning har Det framkom också att praktisk anknytning har framkommit har stor betydelse för genomförande av god riskhantering, för byggarbetsmiljösamordnare för planering, projektering och utförande.   Slutsats: Studien visar att det finns behov av att utveckla själva upplägget och inriktningen av utbildningar för byggarbetsmiljösamordnare. Idag erbjuds enbart teoretiskt inriktade utbildningar. Repeated training is considered to be important as part of maintaining and further developing risk management and security. Implementering av nya lagkrav inom byggprojekt såsom klimatdeklarationer : En intervjustudie samt enkätstudie gällande implementering av nya lagkrav

The greenhouse effect is a global threat to our planet. If the world is to achieve the goals set, drastic changes need to take place. 21% of greenhouse gas emissions in Sweden stem from the construction and real estate sector. From 1 January 2022, a new legal requirement is introduced where a climate declaration will be required on all building permits applied for. The purpose of this study is to investigate the implementation of new legal requirements like the law of climate declarations. A great focus was placed on the legal requirement for climate declarations, but questions were also asked regarding older legal requirements by examining how the implementation of previous and current legal requirements has gone, the writers will then also examine how one should approach new legal requirements. Furthermore, the writers examine what adjustments worker and their workplaces made for these legal requirements. The writers held interviews, sent out a survey and calculated a climate declaration. The calculation was aimed to deepen the writer’s knowledge in calculations and to evaluate problems brought up from both the interviews and from the survey. This bachelor's thesis has been carried in collaboration with Bjerking. It was concluded that it benefits companies to start early. Exactly when to start and with what is further specified in the paper. Another important part of the implementation is effective methods for quantifying models. With the current legal design of climate declarations, construction does not have to reach a limit value. Yet the writers see the value in starting the implementation of new working methods and acquiring knowledge about the new legal requirements as soon as possible to facilitate when these are introduced.  In order to make companies more competitive and put the company in the forefront of the industry. This checklist makes the implementation of the new legal requirement trouble-free by avoiding common mistakes. / Växthuseffekten är idag ett globalt hot mot vår planet. Om Sverige skall nå upp till de mål som satts upp av regeringen i det klimatpolitiska ramverket behöver drastiska förändringar ske. Av Sveriges klimatpåverkan kommer 21% av växthusgaserna från bygg- och fastighetssektorn. Från och med 1 januari 2022 gäller det nya lagkravet där det kommer krävas en klimatdeklaration på alla bygglov som söks för att få ett slutbesked på ett byggprojekt.   I samarbete med Bjerking har detta examensarbete genomförts i syfte att klargöra och undersöka implementeringen av nya lagkrav. Genom att sedan klargöra hur implementering av tidigare och nuvarande lagkrav har gått skall sedan undersökas även hur man bör ställa sig till nya lagkrav. Det har lagts ett stort fokus på lagkravet om klimatdeklaration och detta har använts som utgångspunkt. Dessutom ställdes frågor gällande delen av arbetsmiljölagen som täcker Byggarbetsmiljösamordnare för planering och projektering (BAS-P) och Byggarbetsmiljösamordnare för utförandet av arbetet (BAS-U) och utöver detta även lagkravet kring energideklarationer. En klimatdeklaration beräknades för en lagerbyggnad. Beräkningen var ämnad att fördjupa kunskaperna kring klimatberäkning samt att finna de utmaningar som nämns i intervjuer gällande klimatberäkning. Resultatet från klimatberäkningen jämfördes sedan med klimatberäkningar från andra vetenskapliga källor. Hädanefter jämfördes olika byggnadstyper för att kunna identifiera olika utmaningar med dessa. Resultatet visar att det gynnar företag att börja tidigt.  Med den nuvarande lagutformningen av klimatdeklarationer behöver byggnader inte uppnå gränsvärden. Det finns dock ett värde i att påbörja implementeringen av nya arbetssätt och införskaffa kunskap kring de nya lagkraven redan nu för att underlätta när dessa införs. Detta kan göra företag mer konkurrenskraftiga eftersom företaget då ligger i framkant i branschen. En annan viktig del av implementeringen är effektiva metoder för ta fram ingående material i en given byggnad baserat på dess modeller, detta kallas mängdning. Detta då effektiv mängdning är centralt för att de nya arbetssätten ska gå smidigt. För att underlätta denna process uppfördes slutligen en checklista där de vanligt uppstående problemen hanteras.
