Futures-Forward Price Differences and Efficiency in the Treasury Bill Futures Market

This study addressed two issues. First, it examined the ability of two models, developed by Cox, Ingersoll and Ross (CIR), to explain the differences between futures and implicit forward prices in the thirteen-week T-bill market. The models imply that if future interest rates are stochastic, futures and forward prices differ; the structural difference is due to the daily settlement process required in futures trading. Second, the study determined the efficiency of the thirteen-week T-bill futures market using volatility and regression tests. Volatility tests use variance bounds to examine whether futures prices are excessively volatile for the market to be efficient. Regression tests investigate whether futures prices are unbiased predictors of future spot prices. The study was limited to analysis of the first three futures contracts, using weekly price data as reported in the Wall Street Journal from March, 1976 to December, 1984. Testing of the first CIR model involved determination of whether changes in futures-forward price differences are related to changes in local covariances between T-bill futures and bond prices. The same procedure applied in testing the second model with respect to changes in futures-forward price differences, local covariances between T-bill spot and bond prices, and local variances of bond prices. Volatility tests of market efficiency involved comparison of mean variances on both sides of two inequality equations. Regression tests involved determination of whether slope coefficients are significantly different from zero.

THE ANSWER TO A MAIDEN’S PRAYER: HOMER CUMMINGS AND THE ORIGINS OF THE 1937 COURT PACKING PLAN

On February 5, 1937, President Franklin Roosevelt submitted to Congress “The Judiciary Reorganization Act of 1937,” often simply called the Court-packing bill. The president hoped to circumvent the Court, which for years had been overturning New Deal programs, by appointing six new justices. However, the bill disguised its true intentions behind a veil of improving judicial efficiency. This misdirection backfired; the bill failed and Roosevelt’s popularity plummeted just months after a landslide reelection. This thesis examines the origins of the infamous Court-packing bill. It argues that Roosevelt was largely a background figure in the development of the plan, as he charged Attorney General Homer Cummings with finding a solution to the Court’s obstinacy. Cummings was the driving force behind the bill, particularly with regards to keeping it secret from other advisers and hiding its true intentions. Roosevelt’s most crucial mistake was in relying almost exclusively on his cunning attorney general.

This thesis examines the critical response to Quentin Tarantino’s representations of screen violence, primarily the violent content in his three revenge thrillers: Kill Bill (2003-4), Inglourious Basterds (2009), and Django Unchained (2012). Throughout Tarantino’s career, critics have attacked him for aestheticizing bloodshed to such a degree that it becomes a glib, pop culture affectation, and the empirically larger amounts of violent content in the revenge thrillers has only encouraged this claim. This paper argues for a recontextualization of how Tarantino wields brutality throughout these three pictures, that the rise in graphic content reflects a greater engagement with social-moral concerns in a manner that is both socially responsible – to echo Susan Sontag’s views on visual representations of violence in Regarding the Pain of Others (2003) – and creatively consistent among those artists looking to retain their cultural significance as they age.

The final thesis is divided into seven chapters, which are divided into several sub-chapters. First chapter contains short introduction about the main focus of the thesis and the purpose of the work. Its aim is to test the hypothesis that the securing bill of exchange is a suitable tool to secure obligations and, if so, under what conditions. Despite the common opinion that advantages are on the creditors' side, reader will also see pitfalls that accompany its use. Second chapter explains the concept of bill of exchange from a broader perspective, including its evolution and development of current legislation. It also compares legislation of Czech Republic and European Union with a brief look into some differences of Anglo- American law of bills of exchange. The main reason for my research is my long-term personal interests in the fields of law which are covered by the First Amendment. The thesis is composed of an introduction, six chapters and a conclusion. The study begins with the introduction where it is discussed methodology, my motives for choosing this topic, importance of the topic and potential contribution of this thesis to the Czech legal science. Chapter One examines historical roots of the First Amendment's rights and freedoms. It focuses on their development both in the England and in its American colonies. - The concept of a bill of exchange and promissory note I have chosen the topic of the Thesis "The concept of a bill of exchange and promissory note" particularly due to the fact that I have become interested gradually in the issue of bills of exchange and promissory notes and in particular bill of exchange and promissory note essentials during the seminars of the commercial law and writing of the thesis has been an opportunity for me to extend my knowledge, concerning this institute.
